Area Classification
The fundamental element of Ex Determines the likely occurrence + extent of areas affected Takes into account items such as:
Chemical Characteristics of liquids, gases, dusts Operating environment + Operational processes Personnel Others

IEC 60079-10-1 (Gases) and IEC 60079-10-2 (Dusts) (previously IEC 61241-10) Defined by the following:

Area Classification MUST be documented

Equipment Conformance
Does Ex equipment match area classification, e.g. zone, T rating, Gas Grouping etc? Is Ex equipment certified or approved acceptable to local regulations (where exist), is certification/approval current and valid, is it authentic? Compliance with correct Standards and Specifications Does certification/approval documents match Ex products that are presented as certified? Have all environmental factors been covered, e.g. mechanical, corrosive, weather? Others, e.g. conditions. X What about the letter U ?? ( IECEx NEM 07.0003U )

Installation conformance
Confirmation of correct Ex equipment selection, e.g. matches area classification Installation Standards complied with? Conditions on certification been met? Manufacturer installation instructions met? Installation dossier complete? Inspections (incl. periodic) planned + conducted? Others

Maintenance and Repair/Overhaul

Ex equipment and installations are NOT set and forget installations. Maintenance schedules must be included in any installation dossier or manuals Do maintenance and repair processes follow Standards and Ex equipment manufacturer requirements? Are personnel conducting maintenance or repairs competent, in Ex techniques, certification systems as well as general engineering? Are adequate and required records maintained? Others, e.g. facilities, equipment, etc.

How to be sure Standards are met?

Rely on the word of the Equipment Supplier or Service Provider, e.g. Repairer ?? or Do your own assessment + on-going checks?? or Seek Certificate / Report?? What does this mean?
What are credentials of body issuing certificate? Is the certificate authentic? How to check? Confidence that certificate matches product? 8

Meaning of an IECEx Certificate of Conformity (IECEx CoC Equipment)

Question:
What does an ExCB Certify when issuing an IECEx CoC covering Equipment?

Answer:
The manufacturers capability to consistantly produce the product/equipment, listed on the certificate to be in compliance with the standards also listed on the Certificate.
IECEx 02: 2006 Clause 5.1 Extract: The certificate will attest that the equipments design conforms to the relevant IEC standards and that the manufacturer is manufacturing the product under a quality system and associated quality plan(s), meeting the requirements of this Scheme and under the surveillance of an ExCB.

Meaning of an IECEx Certificate of Conformity (IECEx CoC Services) Question:

What does an ExCB Certify when issuing an IECEx CoC covering Repair Workshops?

Answer:
The repairers capability to consistantly carry out repair and overhaul activities in compliance with IEC 60079-19 and IECEx Scheme requirements, within the scope listed on the IECEx certificate. IECEx 03: 2005 Clause 5.1 Extract:
The IECEx Certified Service Facilities Program provides the means for Service Facilities to obtain an IECEx certificate that is intended to provide the international Ex community with confidence that such Service Facilities undertake repair and overhaul work in accordance with the technical and quality system requirements of the IECEx Service Facilities Scheme.. 19

Relationship with ISO 9001

Although ISO 9001 does provide a heightened level of confidence in a suppliers overall quality, it does not provide specific Ex technical level quality assurance. ISO 9001 Clause 0.1, second para states: The quality management system requirements specified in this International Standard are complementary to requirements for products. ISO 9001 provides a solid foundation for a Quality management system as industries develop their own specific additional QMS requirements, e.g.
IECEx OD 014 QMS extra requirements for Ex Repairers IECEx OD 015 Clarification of Technical requirements, supplements IEC 60079-19 ATEX EN 13980 (alignment with IECEx OD 005)
