STATEMENT OF WORK GENERAL SERVICES ASSISTANT (PCTC)


The GSA will work in collaboration with the DMO and Training Manager. The contractor shall be responsible for the logistical and support management of Peace Corps Madagascar's Permanent Training Center and the Community Based Training Sites at Mantasoa which will train new Volunteers and host a variety of training events throughout the year. He will be under the supervision of the Training Manager during PST and report to DMO outside of Pre Service Training. The GSA will be lodged at the training site on average six days a week. The Training Site Manager will participate in training and social activities on a daily basis with staff, trainees and local hires. He/She will be responsible for providing leadership to site support staff that stimulates the growth and development of teamwork before, throughout and after the training period. Due to the nature of GSA duty and the full-time status of the contractor, occasionally GSA will be required to work a holiday or a weekend. The GSAs work should include, but not be limited to, the following tasks and responsibilities: With approval of DMO or CO, independently initiates and tracks procurement of goods and services needed to support Peace Corps operations in Madagascar and identifies best vendors. This duty is shared with the Logistic and Procurement Assistant. Develop and monitor vehicle/driver schedule and maintenance; evaluate fuel supplies and use at Peace Corps Training Center. Write monthly report on vehicle usage as well as fuel consumption reports. Insure that trainees get full instruction about bike maintenance during the training; insure that all volunteers and trainees bikes are well maintained and in proper working order Assure regularly the management, the use and the inventory of PCTC and CBT material, equipment and supplies/stocks. Conduct a general inventory every year before May with the appropriate staff member. This inventory must be given to the General Services Manager. Assure the maintenance and cleanness of trunks, water filters, bikes accessories, and any materials to be handles to Trainees or Volunteers and report to General Services Manager. Fill in as driver when necessary. Collaborate with training and support staff to assure training sites, Peace Corps Training Center and Community Based Training Sites are prepared for Pre Service Training Maintain positive public relations with the local community Collaborate fully with LPC to assure the language, health and technical coordinators logistical needs are met. Request and procure necessary items and supplies/equipment for PST activities from GSO or GSM at PCO. Work with any training staffs that facilitate session to prepare, install all materials and furnitures needed for sessions at PCTC and at CBT sites. Participate in the recruitment, the interview and the selection of new support staff members. Supervise all support staff. Serve as a training resource to all staff and trainees. Assure that the site repairs and installations are carried out as necessary; develop schedule for regular maintenance and cleaning of large pieces of equipment during PST. Maintain positive public relations with the local community. Develop and monitor vehicle/driver schedule, evaluate fuel supplies at PCTC. Develop an Emergency Action Plan for PCTC and each CBT site. Ensure that policies regarding security during training are observed by staff and trainees at PCTC and CBT sites. Other duties as assigned

Safety and security duties Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles. Other The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other assignments within Peace Corps as assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same; however the duties may be subject to change as determined by the Contracting Officer. Limited supervisory responsibilities, including overseeing day-to-day responsibilities of the GSA/Facilities Maintenance, GSA/Property Management, Gardener. Responsible for signing off on timesheets and leave requests. Can complete and sign off on performance evaluations, along with DMO and TM.

REQUIRED QUALIFICATIONS: EDUCATION: Completion of secondary school is required. EXPERIENCE: Skills in one of the major trades, or have completed other specialized training recognized to maintenance. Three years of experience, including clerical, dispatcher, chauffeur, automotive maintenance, or other transportation related experience is required. Two to three years of clerical or other experience in shipping, transportation, or a closely related field is required. LANGUAGE: Level 3 English ability. Malagasy and French Fluent. KNOWLEDGE: Must have a good knowledge of automotive operation, safety, and maintenance practices. A good working knowledge of procurement procedures, regulations and instructions that relate to purchasing off the shelf goods and services. Must have a good knowledge of local market practices and suppliers. Must have or readily develop a general knowledge of various tools and their use in repair and maintenance. ABILITIES: Must have local drivers license appropriate to type of vehicle operated and must be familiar with local traffic laws and area traffic patterns. Must be able to supervise PST support staff effectively and must possess skills to devise work schedules and providing on-the-job instruction. Must be computer skilled and must have basic knowledge in financial management. Knowledge in bike repair is an added advantage. Knowledge of Microsoft Office programs (Word, Power Point, Access, Outlook, and Excel).
