S University Rankings: Latin America was published for the rst time in 2011, and created a huge amount of interest both within the region and further aeld. This is perhaps unsurprising: Latin America is a hugely dynamic, fast-growing continent that has recently identied higher education as key to its development, and its leading institutions are gradually beginning to attract the notice of global rankings, but whats happening beyond the top few institutions is where the real story resides. QS University Rankings: Latin America produced after extensive consultation with universities throughout Latin America provides a uniquely detailed comparison of the performance of the regions universities. This years rankings are extended to incorporate 300 institutions, 50 more than last year. A third years survey results has provided a still richer and more inclusive data pool, extending the scope of the useful information we are able to offer.

The rankings are again remarkable for their stability, a pleasing indication of the validity of the measures employed. The performance of smaller institutions at an earlier stage of their development, with less experience in collecting data and a less consistent and established research output, is far more likely to signicantly change in a short space of time than that of an established research-intensive institution at the top of the table.Yet even further down the table, volatility levels remain relatively low. There are still some interesting developments, however, Brazilian and Colombian institutions, in broad terms, have fared well but perhaps the most interesting story is the continued rise of the top two institutions from Costa Rica. With 1.7% of Brazils GDP, 1.8% of Argentinas land mass and only 23% of the population of Mexico City, this small country in Central America seems to be punching well above its weight in higher education.

Brazilian dominance strengthens as Chile struggles

Universidade de Sao Paolo (USP) tops the table for the third successive year, one of four Brazilian universities to make the top ten. A total of 81 Brazilian universities are included in the top 300, far more than any other nation.

The educational conict that enveloped Chiles universities in 2011/12 may explain the decline in the performance of several of its top universities this year. Of the 30 Chilean universities in the top 300, 17 rank lower than last year, including four of the top Latin Americas top 300 universities are ve. Faculty/student ratios have deteriorated spread across 19 different countries: Brazil in relation to the rest of the region, while the (81), Mexico (50), Columbia (42), Argenturmoil also may be partially responsible for a tina (30), Chile (30), Peru (17), Ecuador (9), general decline in the number Venezuela (8), Cuba (5), Panama (5), Costa of employers in the Rica (4), Uruguay (4), Dominican Republic (3), Guatemala (3), Paraguay (3), Bolivia (2), El region targeting Chilean Salvador (2), Puerto Rico (2), Honduras (1). graduAs in previous years, the rankings are based ates. on seven indicators: academic reputation, employer reputation, faculty/student ratio, the proportion of staff with a PhD, research papers per faculty, citations per paper, and web presence. The relative stability of this years ranking reects an established hierarchy at the top of the academic tree, making it hard for new institutions to break into the elite cluster. Eight of last years top ten maintain their positions this year, with two Chilean universities, Universidad de Santiago de Chile (USACH) and Universidad The de Concepcin, only one of Chiles top ve being universities to avoid a drop in its position this year is Ponticia Universidad Catlica de Chile, which again takes the number two spot, having maintained its excellent reputation among academics and employers, and high scores for research productivity and impact. At the top of the table, USP underlines its status as the premier institution in Latin America, topping the rankings for the third

successive year. USP is among the leading four universities in all but two of the seven indicators, a level of consistency that is unrivalled and accounts for its continued ascendancy. Employers identied USP graduates as the most sought-after in the region and it is also the top institution for web presence. However, despite its consistency across the board, USP doesnt have it all its own way. For academic reputation Mexicos UNAM is rated number one, based on a major survey in which academics throughout the region identied the leading institutions for research in their eld of expertise. UNAM was also the continents dominant institution in this years QS World University Rankings by Subject, which are heavily weighted towards academic reputation. Yet despite the esteem in which academic peers hold its research, UNAM fails to replicate this performance across the range of indicators. Comparatively modest scores for faculty/student ratio, research papers per faculty member, and the proportion of faculty with a PhD see it rank sixth overall, one place lower than last year. Fellow Mexican institution Tecnolgico de Monterrey (ITESM) joins UNAM in the top ten, ranking seventh for the second successive year. ITESM is the second best performing university in the employer reputation survey,

testament to the excellent reputation of its graduates. Despite its leading institution Universidad de Buenos Aires dropping one place to 12th, the rankings are largely positive for Argentina. Nine of the countrys leading ten universities either maintain or improve their 2012 position, with nine Argentinian institutions making the top 50 three more than last year. Colombia can also point to encouraging signs, with improved positions for eight of its ten leading institutions. Universidad de Los Andes Colombia moves up two places to rank fourth in the region, its highest ever position. The institutions continued strength in the reputation indicators is supplemented this year by improved scores for research productivity and impact a trend replicated among four of Colombias top ve institutions. The rigor and authority of this years QS Rankings: Latin America has been underlined by the ofcial approval of its methodology and data collection processes from the IREG Observatory on Academic Ranking and Excellence, along with QS World University Rankings and QS University Rankings: Asia. This followed a comprehensive independent audit, verifying that the rankings are compiled professionally and with a transparent methodology, observe good practices,

and respond to a need for relevant information from a range of stakeholders, in particular students, higher education institutions, employers and policy makers. QS is the rst international ranking organization to have been found to have satised these requirements.

Brazil tops the 2013 QS University Rankings: Latin America

razil has retained its position as Latin Americas leading centre of higher education in the latest QS rankings for the region. With two of the top three universities in the ranking and 11 of the top 30, Brazils domination of the ranking is even more complete than last year. The size of the countrys higher education system, together with strong recent investment, leaves it well ahead of its rivals. Universidade de So Paulo (USP) remains narrowly ahead of Chiles Ponticia Universidad Catlica at the head of the ranking, with Universidade Estadual de Campinas (Unicamp) in third place. USP topped the employers poll and was the most visible university on the web, as well as performing strongly on the other indicators. It moved up 30 places in the 2012 QS World University Rankings, breaking into the top 150 for the rst time.

At a forum on international mobility held in February, Leandro Tessler, an associate professor and adviser to the president of Unicamp, said that poor English and resistance to English-taught programmes represented the biggest obstacle to the competitiveness of Latin American universities. He saw intraregional mobility and the establishment of joint and dual degree programmes between Brazilian and European universities as more positive trends. Brazil has 28 of the top 100 universities in Latin America and no fewer than 77 feature in the top 300 places. Most have either improved or held their position since last year. At the top of the table, the most progress has been made by Universidade Federal de Minas Gerais, which has moved up three places to enter the top 10. Further down, Universidade Federal de Gois has leapt almost 30 places to appear in the top 100 for the rst time. The Brazilian government is investing heavily in the countrys students and researchers, both at its own institutions and elsewhere in the world. Its agship programme, Science Without Borders, promises to send up to 100,000 undergraduates and postgraduates overseas by 2014. Host countries include France, the United Kingdom and the United States. Within Brazil, there are now more than 6.5 million higher education students, about 1 million of them in federal institutions and 620,000 in state institutions. Nearly threequarters of all Brazilian students, some 5 million in all, are enrolled in private institutions, most of them for-prot. The government has also focused on widening participation in higher education, which remains free for students of any nationality. In August 2012 the Brazilian President, Dilma Rousseff, signed a bill requiring all federal universities to reserve half of the

places in each degree programme for students from public schools, giving preference to those from poor families and from black and other ethnic groups. The latest salary research by the Organisation for Economic Cooperation and Development showed that the earnings premium enjoyed by graduates over non-graduates in Brazil to be the highest in the world. The gap had continued to widen between 2009 and 2010. However, Brazil still ranked only 41st out of leading 50 countries for the strength of its higher education system

latest General Courses Index (IGC) covered 8,665 courses at 1,387 of the countrys universities and colleges, nding overall improvement without considering that performance had yet reached a satisfactory level. The exercise covered only a small part of Brazilian higher education, concentrating on courses in science, education and some areas of technology. The IGC process will reach all subject areas on a three-year cycle, although it does not cover private institutions. When scores for all courses are combined, Unicamp appears top in the IGC reckoning. Research quality and quantity has also been improving in Brazil. The Thomson Reuters report, "Building Bricks: Exploring the Global Research and Innovation Impact of Brazil, Russia, India, China and South Korea," found that Brazilian research output is highest in the life sciences, while its top research strengths, measured by citation impact, are in physics, mathematics and engineering.

QS Stars - a unique university evaluation tool

Rankings continue to capture the headlines, but many universities have become increasingly interested in a form of assessment that judges them solely on their own qualities, rather than in relation to other institutions. QS Stars is an innovative evaluation tool chosen by a growing number of universities in over thirty countries.

The system allows for specialization and uses devices such as student satisfaction surveys that are not part of international rankings. Successful universities are awarded between one and ve Stars. The Five Star + award is for universities which score a minimum of 900 points out of 1,000 and a ve-star performance in all evaluated categories. The Five Stars + award is designed to identify elite institutions that excel in all the aspects considered in the evaluation. A typical one-star university may be less than 20 years old and will be providing a good standard of education while building a domestic reputation. Those awarded ve stars must be world-class in a broad range of areas, enjoy an excellent reputation and have cutting-edge facilities and internationally renowned research and teaching faculty. The QS Stars system is designed to allow institutions to highlight their areas of excellence, irrespective of their size, shape and mission. Stars are awarded based on an audit by the QS Intelligence Unit, with separate ratings published for each of the eight criteria.
