I realize that the recent serial bomb blasts at Bangalore and Ahmadabad have to be condemned. To sustain the economic progress of the nation and to achieve of India Vision 2020, assured safety and security of the people is of paramount importance. I was thinking for the last few days, the agony of the people who have experienced, particularly the kith and kin of families who were directly affected by the blast. The dynamics of the intelligence should be understood in the right sense at the right time by the intelligence agencies and nip it in the bud. Information collection has to be followed in multi-pronged approach through manual, remote observation, movement of information floating through internet and media. Vulnerabilities need to be identified by an unified approach. Disjointed intelligence reports will not serve the purpose. Hence we need a unified and empowered intelligence mechanism with task forces under a single roof at the centre which will act in a mission mode to tackle the terrorism. I believe, time has come, apart from our multiple agencies forecasting and handling of the terrorist activities, we need to evolve an aggressive Mission called National Campaign to Eradicate Terrorism (NCET), with mission oriented integrated management structure, duly passed as a Bill by the Parliament. Under the NCET Bill, we need to bring out the following: 1. Creation of unified intelligence Agency across the country, empowering them to deal with the State and Central Government intelligence agencies under one roof of administration with the latest technological tools and devices. 2. Enact a law which will provide stringent punishments and faster justice to the perpetrators of the crime in a time bound manner. 3. Create a sense of awareness among the people to work together in identifying these incidents and eliminating these tendencies with transparent procedures to inform the intelligence agencies and work with intelligence agencies to combat the terrorism. 4. Implement National Citizen ID card for all the transactions with the Government services, Business services and private services at the earliest. 5. Equitable National development for inclusive growth: Central and State Governments should reorient their administrative mechanisms to ensure that the development reaches all sections of the society equitably for achieving inclusive growth and ensure that none in the society feels alienated socially, economically and politically. I am suggesting the evolution of NCET Mission to be around ented people of highest integrity and competence drawn from multiareas, committed to the vision of NCET to eradicate terrorism as a mission. Every year they are training and empowering 20,000 youths who would not have been able to be in the mainstream of education and economic activities and got the placements between Rs. 4000 to Rs. 6000 per month. The magnitude of the problem across the nation is so large and would need many institutions like CAP to work on mission mode to make every Indian youth to posses world class skills, become employable and be an active contributor to national development missions. Dr. Kalam reached Pattacheru in Medak District of AndraPradesh on 2 Aug 2008 to interact with the students and the youth. What a jubilant youth, they were excited to see Dr. Kalam.

She explained that CAP Foundation, Hyderabad is addressing this problem in its own unique way and bridging the gap in 11 states with 59 employability training centers. CAP works with very difficult-to-reach young people in providing them academic, vocational and occupational pathways. The Teen channel initiative of CAP selects the school drop outs and given bridge courses to complete 10th std and given 2 year vocational training in the areas of computes, automobile mechanics, hotel industry and accounting. Hardy has to come to unearth Ramanujams in India. This is yesterday story in India. Yes, India unearths the potential in a youth and helped him to climb the ladders of achievement in technology. In 2003, When A.P.J. Abdul Kalam dedicated the Srinivasa Ramanujan Centre of the Shanmugha Arts, Science, Technology and Research Academy (SASTRA), Deemed University in Kumbakonam, he had then mentioned about a child genius and referred to him as a young talent like Ramanujam, the acclaimed mathematician. This wizard has carved out a niche for himself in the hearts of his role model, Mr. Narayanamoorthy of Infosys and Mr. Bill Gates of Microsoft, too. But then who is this under kind? It is one S. Chandrasekhar from Tirunelveli, Tamilnadu, a child prodigy, one of the few rare birds across the country. S. Chandrasekhar is just 17 years old and he has completed his M. Tech, Computer science degree course from the prestigious Indian Institute of Technology, Chennai, in the month of May, 2008. He would thus be regarded in the annals of this subcontinent as the youngest Post Graduate Engineer from a leading technical school in the country. He is already a Bachelor of Engineering and a Master of Computer Applications. Furthermore, he has many awards and oodles of certifications in the IT field, to his credit too. Chandrasekhar, who also attended summer internship modules in some of the leading universities in the United States, is a versatile hacker and could help crack systems to assess their security. Chandrasekhar has been chosen by the Department of Science and Technology (DST) to assist SETS, (Society for Electronic Transactions and Security, Chennai,) in exploring the computer security issues. These are the issues that could one day help in protecting the nations major computer systems. Chandrasekhar, son of Mr. R. Subramanian, an auditor and Mrs. Revathy Subramanian, a Banker, is a child prodigy indeed. Here is a brief account of some of his remarkable achievements in the past. 1. At the age of 10, he became the worlds youngest Microsoft Certified Systems Engineer (MCSE). 2. At the age of 11, he became worlds youngest Cisco Certified Network Associate (CCNA). 3. Completed his schooling at the age of 12. 4. In the year 2001, he did his BCA from Manonmaniam Sundaranar University, Tirunelveli. 5. But, in the year 2002, in the second year of his BCA program, he discontinued BCA to pursue his B.E degree from Kalasalingam Engineering College, Krishnankoil. He had been allowed to do his post graduation in computer Application (MCA) as a special case. Thus, he completed his B.E and MCA by the academic year of 2006. 6. At the age of 15, he scored 99.32% in the graduate aptitude test in engineering and gained an entry into the Indian Institute of Technology, Chennai. SAVE OUR NATION FROM GLOBAL FOOD CRISIS


R.Vasu Manavalan, Irumbuliyur Tambaram, Chennai [vasumanavalan@yahoo.com] Presently our Government focuses on improving IT infrastructure, Real Estates, Industries, Technology, Highways, Education and Defense and of course other people welfare, measures like giving lots of Free schemes, giving less significant importance to dying agriculture economy. The rising Inflation, and increased IT boom, has raised the cost of living; thereby affecting the Poor and Middle class segment. When there is a market demand for any product, say mobile phones, land lines, the entire government and private sector focus on improving the production rate by putting up more manufacturing units, rather than closing or winding up, then why not the government takes steps in improving the production of agriculture produce when there is food crisis. It is not possible because it going out of their reach. Political Parties blaming each other and the Government for the failure in controlling the rising inflation. Whereas directly or indirectly, agricultural farmers, who feed our nation are slowly winding up their farming business, and sell their lands, thereby falling into the clutches of real estate business. For example 100 acres of agricultural land converted to Real Estate/Multi storeyed building, means, Food produce from this portion of Land is permanently cut. Therefore imagine the Macro scenario, across the country, which will ultimately lead to Food crisis much faster than the expected rate, if the government does not use its Iron hand to control this conversion rate, our inflation rate will increase, beyond proportion. Food will be a scarce item; ultimately Poor and Middle income group will suffer major setback. The following Aggressive measures may to some or to a greater extent improve the Agricultural economy. 1. Agricultural Land shall not be sold for Real Estate purpose. Agricultural Land can only be sold only to person who has got minimum five to ten years of agricultural experience and is meant only for agricultural purpose. 2. This effective measure will aggressively control the conversion of Fertile Land. 3. Encourage and set up more Food preserving Units across the Country. 4. Increase the number of Cold storage Units across the country, and make it accessible for poor farmers to store their agricultural produce, during season/off season, so that he can preserve excess produce, to be sold during off-season at a reasonable cost. This will stabilize the Price of agricultural produce. For e.g., Tomato being sold at Rs. 3/- a Kg, during season, Poor farmers unable to bear the transportation cost, will decide to destroy the excess produce on road, rather than incurring loss, if the same can be preserved we can avoid the food crisis, price can also be stabilized. Farmers shall have access to cold storage, and preserving mechanism. 5. Reduce or eliminate tax structure for Agricultural related products, namely Fertilizers, pesticides, fungicides etc., make it accessible for poor farmers. 6. Reduce the tax burden on Farmers; compensate the same by raising the tax on alcohol, tobacco, and other luxury products/components. 7. Concession to Agricultural students, more schemes for farmers to educate their children, improves their style of living. This can be done if Government encourages Big Corporate with more than certain amount as assets to adopt villages, and incorporate welfare measures, say for example HLL village, Wipro village, Infosys village, Polaris Village etc. 8. Bringing awareness among people to avoid Food wastage- Eat what You Need, Do not Waste Food just because you have money (purchasing power) 9. Focus on Conversion of Wasteland to Farming Land, by using improved technology, fertilizer mechanism etc., utilize these lands for irrigation during rainy season. 10. Improve existing water storage capacities across the country. 11. Bring in aggressive measures to avoid intermediaries, and encourage more of direct selling, by farmers. 12. Improve technology on agricultural front. 13. Bring in Effective Pest Control measures. Farmers Feed Us! They are our Back Bone! Lets us Focus on improving their Lifestyle, and save our Nation from Global Food Crisis. Let all the able Administrators, working in Government Machinery, Public Sector, and Private Sector, Arise! Join Hands in improving Our Indian Agriculture. It is Possible, it is in our Hands, and nothing is Too Late.

A curious Dr Kalam opened the email, which came from an innovative Indian. We contacted Mr. Gopalakrishnan immediately on the advice of Dr. Kalam and discussed with him for understanding the process. Mr. S. Gopalakrishnan, from Chennai explained about Hydrodrive emulsification technology which European Union have taken advantage of the Indian invention to produce High cetane synthetic diesel from Algae has the potential to uplift the Farm sector and also reduce green house gas emissions which is a primary cause of Global warming. From the presentation we could see that the technology has been demonstrated and the plant is running in Super Auto Forge Ltd, Chennai since October 2007. The industry saves each day 50 liters of diesel from fuel savings data presented by him. After knowing the details curious Dr. Kalam wanted to visit the factory and see for himself what is happening on the ground. The iternary was chalked out by Dr. Kalams office as a part of his visit to Chennai on 24-25 July 2008. Immediately after landing at Chennai airport at 7.40 pm on 24 July 08 evening, Dr. Kalams carcade proceeded towards Nedungkunram Village, in Kolappakkam area of Chennai. When Dr. Kalam reached the destination, there was a resounding reception by the employees and the local citizens of Nedungkundram village. Dr. Kalam witnessed the Combustion of a Thermax water heating bioler which is using a fuel having 75% diesel mixed with 25% water. The combustion was steady. Mr. S. Gopalakrishnan and his team explained how the mixing of water and diesel is being carried out with the indigenously designed equipments and the mechanism of emulsification using hydro drive technology. The emulsified fuel costs 20% cheaper than the diesel fuel. If one such small boiler using emulsified fuel can save 50 liters of diesel in a day and equivalent amount of cash spent on the fuel, think about the huge fuel savings and the cost benefits for over lakhs of boilers and several external fired equipments running with oil in India. While combusting emulsified fuels for industrial firing needs no modifications it needs encouragement and educating the users.

Dr. Kalam suggested interaction with Academic institutions on the modeling of process and computations. Dr. Kalam enquired how this emulsified fuel can be used in automobiles? He will be most willing to work with Indian automobile industry for designing an on-line emulsification system in automobiles. He has already started working on the emulsified fuel injection system for automobiles. Within three days after Chennai visit, Dr. Kalam visited TATA motors at Pune on 29th July 2008 and gave them an automobile Vision 2020 for the automobile industry. During the discussions, he urged TATA motors to examine and work with Hydro drive emulsification technology and IIT Madras to design, develop and introduce the fuel injection system capable of handling emulsified fuels. Yesterday, I was waiting for green signal at a square when suddenly a laborer dragging a thela came shouting at me to move in a red signal. His words were "Are jaane do, agar aapko nahi jaana toh hamein to jaane doh," I considered his foolishness as he was an uneducated person but what about the educated group. Later when I was returning I found that the signal was red but no one even gave a single look at it before crossing it. I was the only person to stand and wait there. Its not about following or not following traffic rules, the problem is that we are not willing to change. We have already decided our limitations. Yesterday in a hotel a person after looking at crowd just said that "Ab toh bas yahin baithe rahna hai" whereas we also came at the same time but we got entry in about 15 minutes and that person could not get it only because of his negative attitude. Why we think that nothing can change when we are ourself not ready to change? There is a problem of parking space everywhere, but still multi storied parking cannot solve the problem because we are not ready to climb stairs so we do not use them. We just see the tangible benefits but we do not see the intangible benefits. We cannot employ a watchman to check that no one keeps vehicle outside on the road because he will himself take Rs.100 bribe and let people keep vehicle. Traffic police cannot send crane there because there is no space for the huge crane on the narrow road. What is result? The road becomes narrower due to vehicles and stalls etc. and finally we face the problem, we are not able to reach our destination fast and then we break traffic rules and do accidents. Finally loss is to our country. Our country loses human resource, our country's GDP remains less, our country's Per Capita remains less and finally when our country is called undeveloped we blame the govt. We are the real enemies of nation and not those who do not shout in India-Pakistan Cricket match for India. These are small mistakes but results in big problem. This is my request to all the Indians, Change your attitude, think positively; the world can change if we change. Change is the only permanent thing in this world. The development of a nation is in the interest of the individual. One billion people when divided, cause a big problem for a nation but the same billion people when united, can become the strength of a country, so unite together and contribute towards the development of India till you succeed.
