PROJECT - REFURBISHMENT OF FORMER TOTAL EXPLORATION AND PRODUCTION LAGOS OFFICE FOR TOTAL PENSION FUND LTD @ 35 KOFO

ABAYOMI STREET, VICTORIA ISLAND LAGOS, NIGERIA. The project for the refurbishment of TEPNG, Lagos office for TOTAL Pension Fund was a mandate from the management in November 2013, to provide a separate office complex for TOTAL Pension Fund Ltd, in order to reduce congestion in the newly completed EKO Towers. DEVELOPMENT/PROJECT BRIEFS (T024) Corporate Strategic Projects Department (CSP) in which I am a team member was given the mandate to develop a business case to justify the reason for the project. I was nominated as the project QS, which automatically made me the owner of the task of developing a project brief. The project brief on completion outlined the following; the refurbishment works to cover the old and new wings, the annex buildings and the external areas. Major works to be done includes -: Demolition (civil, mechanical and electrical) works, New civil works, New MEP, New lift system, New flooring, New fire rated partition walls, New fire rated doors and ceilings, Repairs to driveways and parking lots, New HVAC system, New fire fighting, New borehole, WTP & STP. I prepared a project plan which summarized the following a) Meeting the Clients requirements b) Ensuring End Users satisfaction c) Pre-project planning (Designs, BOQs, In-house estimates, Specifications and Procurement process/award) d) Work Packages and Programmes

e) Actual Construction phase. f) Hand over and Project close out. RISK MANAGEMENT (T077) I was instructed by my Line Manager to carry out a thorough risk analysis, in order to identify all the possible risk that might affect the project and possible ways to mitigate them. After a thorough research and consultation from the previous facility managers and the works and maintenance department of TOTAL, I discovered the following issues that might affect the project. TYPE OF RISK High Water Table during ground works Lagos State Planning and Waste disposal Approval Delays of delivery of specialist items OWNER TOTAL E&P EFFECT High MITIGATION A contingency to be allowed to take care of dewatering. To be captured in the Preliminaries of the BOQ. Adequate follow-up on logistics.

PROCUREMENT AND TENDERING (T062) The detailed drawings were handed over to me after all approvals from the client (TOTAL E&P), End Users (TOTAL Pension Fund) and the Operations Team of CSP. I prepared a Bills of Quantities for the following work packages: Demolition (Civil, Mechanical, Electrical and

Lifts), New Works which includes Civil, Mechanical, Electrical, New Lifts, New Borehole, WTP and STP. Due to the nature of business/projects being done in TOTAL E&P Nigeria, there is portfolio of registered contractors that have been prequalified and registered in the TOTAL data base. A Call for Tender was sent to contractors (minimum of 5) for each work package via ARIBA. I prepared and coordinated the tender package. The package contains the following: Drawings, BOQs, Structural details, MEP Layouts and the Conditions of Contract, which is a bespoke one tailored to TOTAL E&P contract procedures. After the tender packages were sent to the various contractors, as part of the tenderers responsibility a 2 calendar days is normally given to contractors to send an RFI and clarifications. I managed all RFIs and queries. All amendments were done and new revisions were sent back to contractors. When the tenders were returned after 2 weeks, I was involved in the Technical and Commercial Analysis. The technical bid analysis was done first. Only those contractors that scaled through were considered in the commercial analysis. The works were awarded to contractors based on their ability to demonstrate both commercial and technical capabilities.
