N Korea denies ties with suspected tanker


North Korea has denied any connection with a tan er sus!ected of ille"ally carryin" a car"o of oil from a #i$yan !ort currently under the control of re$el forces% At the time of the incident, the tan er was flyin" the North Korean fla"% &his led to the sus!icion that North Korea was tryin" to o$tain #i$yan oil with the hel! of re$el forces% 'larifyin" its stand, (e!uty (irector )eneral of North Korean Maritime Administration *on Ki 'hol said that althou"h his country had fla""ed the tan er, it cancelled the tan er+s re"istration after $ein" notified of the incident% Accordin" to him, a com!any , $ased in -"y!t , !resently o!erates the tan er% *on !rovided a document, sayin" that it was the official deletion of the tan er from the Maritime Administration+s re"istry% .e also showed email corres!ondence that was from I./ Maritime in #ondon, a com!any that mana"es shi!!in" information, which !ur!ortedly ac nowled"ed the deletion of a vessel from the North Korean re"istry% &he shi! was loaded with the oil at Al,/idra, one of #i$ya+s $i""est !orts% )overnment forces, includin" Navy vessels, were de!loyed to al,/idra !ort to sto! it and the country+s !rosecutor "eneral issued an arrest warrant for the ca!tain and crew, while orderin" the tan er $e confiscated% 0n 1ednesday, #i$ya+s 'ulture Minister al,.a$i$ al,Ameen said that the tan er had mana"ed to esca!e #i$yan waters% &he last time North Korea was in the news for a shi!!in" incident was *uly last year, when one of its shi!s was sto!!ed in 2anama for trans!ortin" wea!onry hidden under $a"s of su"ar% 3A24

A series of assum!tions $y watch ee!ers a$oard a car"o shi! and a fishin" vessel as to how each other+s vessel would $ehave in close !ro5imity led to a collision%

SUMMARY
A car"o vessel, loaded with 1,206 tons of steel wire rods, a!!roached the coast a few hours after midni"ht% &he one,man $rid"e watches were chan"ed to a two,man shift as necessary, such as when !assin" throu"h narrow channels% An officer of the car"o vessel too over the $rid"e watch at 0770 with a messa"e that there were a lot of fishin" vessels in the area e5ce!t in the direction of the $ow% .e set course $y auto!ilot at a s!eed of nine nots% At around 0420, the duty officer si"hted a li"hted fishin" $oat visually and $y radar at si5 nautical miles off his star$oard $ow% At 0440, with the fishin" $oat a!!earin" on radar and visually at three miles still off his star$oard $ow, the car"o shi! watch officer switched the radar ran"e from si5 miles to three miles scale% /eein" that the fishin" $oat turned its fish,lurin" li"hts off and a "reen li"ht on, he assumed that the fishin" vessel had started to navi"ate% As the fishin" vessel started to turn round showin" a "reen li"ht, the officer thou"ht that $oth vessels would !ass $y each otherstar$oard,to,star$oard% As the squid $oat $e"an to show a red li"ht instead of the "reen li"ht and its ran"e on radar much closer at around 0%27 nautical miles, the officer a$oard the car"o shi! switched to manual steerin", !ut the helm hard to star$oard and shifted the en"ine clutch in neutral% &he car"o shi! and the fishin" $oat collided at 0489%

PRO A LE CAUSES
Facts from the investi"ation indicate that the reason for the watch officer a$oard the car"o shi! havin" not e!t a loo out for the fishin" $oat was that he $elieved $oth vessels would !ass each other star$oard,to,star$oard, $ased on seein" the star$oard side li"ht of the squid $oat% It was also determined that the reason for the s i!!er of the fishin" vessel not immediately manoeuverin" after haulin" its catch was that he $elieved there was still enou"h time $efore his $oat "ot too close to the car"o shi!%

/outh Korea has decided to !rovide technolo"ical assistance to the develo!in" countries in /outh,east Asia% In /e:on", a senior official of the country+s 0ceans and Fisheries Ministry said the !ro!osed move is aimed at hel!in" !revent frequent maritime accidents in the re"ion% &he official made the announced ahead of month,lon" trainin" in marine research in which a "rou! of 1; "overnment officials from 'am$odia, -ast &imor, <ietnam and the 2hili!!ines would ta e !art% &hey will receive trainin" in marine research, such as measurin" the de!th of water and drawin" an ocean ma!% &he ministry official also said that the trainin" would $asically a !art of /outh Korea+s su!!ort for develo!in" countries% Accordin" to him, the ninth annual trainin" !ro"ramme in 2014 will include lectures on earthqua e,induced tsunamis, ri! currents and ways to minimise dama"es from such catastro!hic events% Meanwhile, the ministry said in a statement that the !ro"ram would also !rovide an o!!ortunity for /outh Korea to !romote international use of the name +-ast /ea+ for the $ody of water $etween /outh Korea and *a!an% *a!an !refers to call it =/ea of *a!an=%

Nordic Mariti$e wins seis$ic contract o&& Indian coast
