After a short detail (Jan - Aug 2010) as the Technical Executive for the Integrated Operations Center Special Programs (IOC-SP) where I provided guidance, staff oversight and programmatic integration for future analyst capabilities, I moved to the Operations Division Chief for the PACOM NGA Support Team (NST) located at Camp Smith in Hawaii. In this position I am responsible for anticipating, understanding and interpreting US Pacific Command and associated subcomponent requirements for geospatial information as required for operational and contingency plan development and execution. I recently led the design and implementation of the "virtual" geospatial analyst organizational construct that enabled the NST to meet or exceed all customer requirements during a period of significant staff shortages.
Deputy Group Director (Dec 2007 - Jan 2010) ODNI Open Source Center (OSC); Reston, VA

As a Group Deputy Director on a Joint Duty Assignment at the Office of the Director of National Intelligence (ODNI) Open Source Center (OSC), I led the discovery of applications for new and emerging media, tools and methods for use throughout the IC. Key aspects of my impact include guiding the workforce into new business paradigms and collaborative work processes and convincing leadership to take calculated risks. I led the development of "OSC 2020 Vision", the guiding document that energized OSC leadership to adjust their goals and invest in initiatives that fundamentally changes the way they conduct their mission. I completed a zero-based review of the budget that resulted in significant program savings and identified opportunities for new investment and my FY10 budget build gave the Corporate Board the first-ever five year plan with insight into out-year investments as well as Operational & Maintenance costs which allowed D/OSC to make difficult trades.
Director & Deputy Director, InnoVision Office (Jun 2005 - Dec 2007) National Geospatial-Intelligence Agency (NGA); Sterling, VA

In May 2007,1 became the Acting Director of one of the InnoVision Research Offices, responsible for managing the work of approximately 190 contractor, government and military employees. I was Deputy Director prior to May 2007. The Office was charged with investigating and understanding phenomenologies across the full spectrum. With this knowledge we developed and prototyped integrated technical solutions that apply to Community-wide, hard intelligence issues. During my tenure as Director, the program suffered a catastrophic loss requiring rapid and immediate restructuring of the research plan. I implemented techniques to enhance opportunities for communication and collaboration across the R&D community allowing us to refocus our work without the cost of travel or time away from other duties. My inclusion of new technologies ensured strong community involvement and participation that would not have been possible otherwise.

After 9/11, the Agency underwent a major realignment and I held various short-term positions as Crisis support manager, business executive in two offices and support to deployed personnel. All of these positions depended on my understanding of and experience in the business planning process, providing strategic guidance, integrating research efforts, and working within budget and resource constraints. I implemented a process of governance using technology-based tools that enhanced our visibility into programs. Thanks to these process changes, my programs went through several community-wide peer reviews and were deemed successful at each review. From July 2004 to June 2005, I attended the National War College at Fort McNair, DC and completed a Master's of Science in National Security Strategy.
Chief; Customer Support Division (Dec 1998 Nov 2001) National Imagery & Mapping Agency (NIMA); Reston, VA

During this period, I managed the office responsible for anticipating, understanding and interpreting National/Civil Agency requirements for tailorable imagery, imagery intelligence and geospatial information associated with operational and contingency plan development and execution. I was also responsible for oversight and integration of the Agency's Advanced Research and Development Program. As such, I provided guidance, staff oversight and programmatic integration of the entire Technology Program and attendant logistical support. I represented the Directorate level with other NIMA business units, and external organizations with respect to resource management oversight for all development and technical support processes. I was responsible for the integrated program, budget adjustments, strategic guidance, and for the business planning process.
Director; Terrain Modeling Project Office (Sep 1996 Dec 1998) National Imagery & Mapping Agency (NIMA); Reston, VA

I led the Terrain Modeling Project Office (TMPO) and functioned as the Executive Agent for Terrain for the entire DoD Modeling and Simulation (M&S) community. I led a collaborative effort with the Services, Commands, OSD, Joint Staff, foreign governments, and industry to refine terrain requirements, coordinate research & development and standardization activities, and to facilitate production and joint exercise support across the entire DoD community. Additionally, I represented NIMA on all matters pertaining to the role as Executive Agent for Terrain and served as the DoD resource manager for all M&S terrain representation activities.
Manager; R&D Budget (Aug 1995 Sep 1996) National Geospatial-Intelligence Agency (NGA); Bethesda, MD

As Chief of an office in the Acquisition & Technology Group (AT), I provided guidance, staff oversight and programmatic integration for the Agency's entire Technology Program and attendant logistical support. I represented the Director, AT, with other Agency business units and external organizations with respect to resource management oversight for all development, acquisition, and technical support processes. I was responsible for the AT strategic guidance, business planning process, and budget adjustments. I established the baseline AT process model, which defined the interfaces and interdependencies between AT and other Agency Business Units.
