WHO WE ARE We are a non-profit organization of motorcycle enthusiasts from all walks of life. We lobby and educate the government and the general public to promote motorcycling in a safe and positive image. We endeavor to enlist the cooperation and participation of all organizations and individuals that share a similar interest in preserving our American tradition of FREEDOM. We promote motorcycle safety, training, & political awareness. We ARE NOT A CLUB OR A GANG. We fund our work through toy runs, poker runs, campouts, and other motorcycle activities. We are your neighbors & friends who work, pay taxes, and get involved with our community. We serve and support our country and believe in freedom. We use all legal means to protect our rights without infringing on the rights of others. OUR GOALS To become a powerful and viable political force in legislative matters concerning the motorcyclist. To promote the safe riding habits without infringing on individual freedoms. To motivate the bikers to write letters to their legislators before, during, and after the legislative session. Thank you Biffle and Candi for your support and having the wrecked bike trailer at the event. Speaking of May, May is National Motorcycle Safety month. Our annual Bears for Bears is all set for May 17th at Haus of Trikes 10 2pm. Lee County Sheriff Dept. will be on hand to receive the Bears. New stuffed animals only please. Flyers are available.

Hello Brothers and Sisters, Looks like the tourist season is winding down and the roads are a little less crowded but that doesnt mean to let down your guard. Soon the rainy season will start. Bikers get no breaks here is Southwest Florida. Snowbirds, tourists, rain and hot temperatures take their tolls. Real bikers are diligent and watch each others backs while some of the biker world feel they own the road and we all need to give them some room. Times they are a changin. Recently a few groups of Riding Clubs with some of the Sport bike Clubs an MC and your favorite MRO have been having monthly meetings. These groups are sending their Board members, Safety Trustees and Road Captains to help make everyones ride a safer one. Finally, a case of charity starts at home. The SW biker community sees a need to police their own. As a member of ABATE and a Chapter President, I have always thought we should practice what we preach. I give special thanks to Chuck DeBono and the Lost Riders for stepping up and taking charge with what ABATE has been doing for 33 years in Florida. This is progress. ABATE cant do this alone and in my eyes, for another Riding Club to step up and command a meeting to slow down the carnage, Im all ears. This committee is planning a community awareness ride in May to show support. Stay tuned. I attended the SWFL Ruff Ryders event at SunSports on March 29th. Even though it was an overcast/rain

Elections, Elections, Elections. Cant stress it enough. June 1st is coming up fast. Time to step it up and get involved with your Chapter. All positions are open and a lot of you have some great ideas. I see many new Board members who can take this to the next level. Please take some time and support YOUR Chapter. State elections will be held the following week and some new and old faces are in the running. If you are interested in stepping up and would like to talk about it, let me know. We had a great ride down to Luckys Loop a couple weeks ago. Riding in the rear of the group brought back some memories. Bad ones. People are trying to kill us from every angle. On a stretch of road with 30 bikes stretched out, with little spacing, morons still try to pass, and do. Leaving us bikers vulnerable to a crash. My suggestion when this happens is simple. As we ride we must be aware of our surroundings including our fellow riders. Be aware. If someone is trying to pass, try to signal for a single line formation. Anyone in the group can initiate it, everyone else just needs to be checking those required mirrors. They are not there to check your make up or see how good you look in a bandana. Be the solution, not the result of a problem.

A Personal Time of Testing From the Head to the Heart

How many times have we been involved in circumstances and/or in ill health to where we cannot see the end of our dilemmas? We are in financial difficulties. There are legal problems with criminal and/or civil matters. The job is not going right or at a dead end. It seems like health issues are stacked one upon another. Family member problems could be compounding already existing issues. Worst of all, our motorcycle is down and there are no existing resources to fix it! Do we feel like giving up? ARTICLE IX CHAPTER OFFICERS A) The affairs of the Chapter are to be managed by the Officers of the Chapter who shall be elected a minimum of one year by the members of the Chapter. B) The Executive Officers of the Chapter shall be the President, Vice-President, Secretary, Treasurer. The Trustees of the Chapter shall be the Sergeant at Arms, Membership, Public Relations, Products, Newsletter, Two (2) State Delegate/Legislative and Safety Director. The Executive Officers and the Trustees of the Chapter shall be collectively known as the Chapter Board of Directors. C) The term of office for the Chapter Board of Directors shall be for a minimum of one (1) year or more, with no maximum number of consecutive terms in office at the chapters discretion. Chapter elections shall be held in June. Chapter Board of Directors must be a member in good standing to obtain and retain office. D) THE DUTIES OF THE PRESIDENT SHALL BE: 1) To perform the duties of chairperson at all Chapter/ Board meetings. 2) To insure accomplishment of duties by other Chapter Board members in the time frame allotted. 3) Initiate such actions as are necessary to insure the orderly operation of the Chapter. 4) Act as spokesperson for the Chapter before all Business, Government, and Individual Organizations and Agencies. 5) Ex-Officio member of every committee. 6) Will appoint a pro-tem to fill a vacant position un-

Hey Everyone, The 2014 Florida Legislature started its 60 day session on Tuesday March 4th. Here is a look at some of the activities for that week. MONDAY, MARCH 3, 2014 HOUSE GOES INTO SESSION: The Florida House will open the annual legislative session with a largely ceremonial meeting in the morning and then will return in the afternoon for another meeting. It is expected to take up a proposal (HCR 8007) to create new residency requirements, after questions were raised about whether some lawmakers live in the districts they were elected to represent. (Tuesday, 9 a.m. and 4 p.m., House chamber, the Capitol.) SENATE GOES INTO SESSION: The Florida Senate will open the annual legislative session with a largely ceremonial meeting in the morning and return in the afternoon for a more-substantive meeting. During the afternoon meeting, senators are expected to take up a series of bills (SB 522, SB 524, SB 526 and SB 528) that would toughen laws dealing with sexual predators and offenders. (Tuesday, 10 a.m. and 2 p.m., Senate chamber, the Capitol.) BILL COULD ALLOW HIGHER SPEED LIMITS: The House Transportation & Highway Safety Subcommittee will consider a proposal (HB 761), filed by Rep. Matt Caldwell, RLehigh Acres, that would allow speed limits to be increased to as high as 75 mph on some highways. The proposal would allow the Department of Transportation to set higher speed limits after determining what is reasonable and safe. Also, the Senate Community Affairs Committee is scheduled Wednesday to hear the Senate version (SB 392) of the bill. (Tuesday, 1:30 p.m., 404 House Office Building, the Capitol.) million in tax and fee cuts, including the rollback of a vehicleregistration fee increase approved in 2009. Senate President Don Gaetz, R-Niceville, and House Speaker Will Weatherford, R-Wesley Chapel, have already committed to making $500 million in cuts, though details remain to be worked out. HB 1159 - Traffic Offenses General Bill by Dudley Traffic Offenses: Provides criminal penalties for person who commits moving violation that causes serious bodily injury or causes death of vulnerable road user; defines term "vulnerable road user"; provides requirements for reinstatement of driving privilege. Effective Date: July 1, 2014 Last Event: Filed on Thursday, February 27, 2014 8:32 AM In my opinion, this is the best Bill because it defines the term "Vulnerable Road User". the term "vulnerable road user" means: (a) A pedestrian, including a person actually engaged in work upon a highway, or in work upon utility facilities along a highway, or engaged in the provision of emergency services within the right-of-way; (b) A person operating a bicycle, motorcycle, scooter, or moped lawfully on the roadway; (c) A person riding an animal; or (d) A person lawfully operating any of the following on a public right-of-way, crosswalk, or shoulder of the roadway: 1. A farm tractor or similar vehicle designed primarily for farm use; 2. A skateboard, roller skates, or in-line skates; 3. A horse-drawn carriage; 4. An electric personal assistive mobility device; or 5. A wheelchair. Just look at how many other people this bill protects. I will talk more about this bill in the coming days. The Senate version of the enhanced penalties Bill came out today. They did a favorable story. But a proposed law in the state of Florida could make it just as important for drivers to watch out for motorcycles." The bill covers what Senator Evers calls "vulnerable road

users." That includes motorcyclists, pedestrians, road workers, scooter and bicycle riders, farm equipment operators, carriage drivers and those in wheelchairs. If a driver commits a moving violation that results in bodily injury, it would become a second-degree misdemeanor. If it causes death, it would become first-degree, with the potential for license suspension. Steven William's was hit by a motorist while on his motorcycle. He hopes the law might force motorists to pay more attention. Steven William's "It might make them a little bit more aware, just to pay attention a little bit more. So many people these days are focusing inside the vehicle instead of outside the vehicle. If there was a little bit more risk on stake for them they might pay a little bit more attention to what's going on outside their vehicle." He says those protected by this law need special rules. Steven William's "What is normally a swap-paint, ding in the fender 'oh I got insurance' case with two cars leaves somebody lying on the street bleeding. That's the difference." Most drivers we spoke with seemed to agree with the bill. Beverly Trawick "I think they should be ticketed if they're doing something like that. They're at fault. And I think they should get extra punishment for that." Alcy Dannelly "People need to be a little more aware of what's going on around motorcycles and bicycles." Rob Brown "A similar bill was proposed in 2010, but was

killed off for legal reasons. Proponents hope this one will pass. I have exciting news... The News Service of Florida has picked up the story of the Bills. This is a great PR opportunity as The News Service of Florida reaches 10's of thousands of people. It also puts it out as a main stream news story that can be picked up by other media outlets. I urge you to copy this and post it on your Facebook page, email it to you local newspapers / radio outlets, and even email it to your legislators. This is the public exposure that we need and can use to promote these Bills. And congratulations to Doc Reichenbach for helping to put together the Bill and getting two great legislators to sponsor them. By opening up the "Vulnerable Road Users" definition to all of those at risk, the Bills move from just a "motorcycle" Bill to one that everyone can get behind. STATE CAPITAL BRIEFS (EVENING EDITION): FRIDAY, FEBRUARY 28, 2014 THE NEWS SERVICE OF FLORIDA MOTORISTS WOULD FACE ADDITIONAL PENALTIES FOR HITTING 'VULNERABLE ROAD USERS' Pedestrians, motorcyclists, bicyclists, skateboarders and people driving horse-drawn carriages would be among those receiving a new designation while on the road, under a measure filed this week in the Legislature. Bills (SB 1312 and HB 1159) by Sen. Greg Evers, R-Baker,

and Rep. Dwight Dudley, D-St. Petersburg, would impose a second-degree misdemeanor charge on any motorist who commits a moving violation that causes serious bodily harm to a "vulnerable road user. "The designation would go to pedestrians, including people engaged in work on highways, and people lawfully on the road riding bicycles, motorcycles, scooters, mopeds or animals, or operating farm equipment, skateboards, in-line skates, horse-drawn carriages, electric personal-assistive mobility devices or wheelchairs. The penalty would grow to a first-degree misdemeanor, with the potential loss of a motorist's driver's license for at least one year, if a "vulnerable road user" dies. The penalties wouldn't replace other charges motorists could face. The proposal already has support from the motorcyclistsrights organization ABATE (American Bikers Aim toward Education) of Florida. The measure is separate from the "Aaron Cohen" Hit-andRun Act (SB 102 and HB 183), which has already started to move in the Legislature. That measure would make it a second-degree felony --- rather than a third-degree felony --and carry the potential revocation of a driver's license for a motorist who fails to remain at the scene of a crash involving serious bodily injuries. A motorist would face a minimum of four years in jail for leaving the scene of an accident resulting in the death of a person. HB 1159 The Vulnerable Road Users Bills has been assigned to its House committees. The first stop is our old friend the Transportation and Highway Safety Subcommittee. After that it will travel to the Economic Affairs Committee, Justice Appropriations Subcommittee, and the Criminal Justice Subcommittee. ABATE has friends in all those committees, but we still need your help each step of the way. From the MRF March 14, 2014 - Washington Wrap-Up CDC We knew this one was coming, so here it is, the findings statement from the Center for Disease Controls Community Preventative Services Task Force. The report was exactly what we thought it would be, a push for mandatory universal

helmet laws. I have a working relationship with one of the authors of the statement who is basically a hired gun. He used to ride a motorcycle, has a libertarian point of view and follows his marching orders from the doctors he works for. The actual members of the Task Force are all doctors but one. The doctors are pushing for the helmet laws. He and I had a lively conversation after the report was made public. I asked if they thought the findings statement would be effective. Does he believe this going to drive people to the their state house to beg for a universal mandatory helmet law? He laughed and stated matter-of-factly not at all. I gave him some unsolicited advice that if the CDC is going to focus on motorcycle safety and the preventative services task force was going to do anything, they should be bold. They should live up to their name and prevent crashes from ever happening. A final report is probable, then the task force is not expected to do anything further about motorcycles, he was vague about what the report actually will be. It sounds like a reissue of this statement. They are doing a report on motorcycle helmet laws. One of the interesting nuggets that I got from the interview was when the reporter told me what the feds had told her. They admitted to her that the data collection process for vehicle miles traveled was deeply flawed. They really have no idea how many miles are traveled by motorcycles. This is interesting because this is not the story we have been told over the years. We have always been told face to face with the feds that they absolutely have good data. They admit that it could be better collected but since its always been poorly collected they can still identify trends, which makes it still valuable data according to U.S. DOT. The NYT story should be out this week. Ill share it with you when it comes out. Highway Bill Work has begun on the bill. This week there was a hearing on the old bill and a sort of how we can make this bill better theme.
