Dear Chairman Wyden and Ranking Member Hatch: We would like to thank the committee for bringing forward legislation to extend expiring tax credits, titled the Expiring Provisions Improvement Reform and Efficiency (EXPIRE) Act. Specifically, we appreciate the inclusion of the $1-per-gallon biodiesel tax credit that has helped to successfully encourage the use of biodiesel and renewable diesel in transportation and heating fuels. The Petroleum Marketers Association of America (PMAA), the National Biodiesel Board (NBB), NATSO, representing Americas travel plazas and truckstops, Society of Independent Gasoline Marketers of America (SIGMA), and the National Association of Convenience Stores (NACS) represent the vast majority of biodiesel blenders, producers and marketers in this country. We urge Congress to enact a multi-year, retroactive extension of the $1-per-gallon biodiesel tax credit. The biodiesel tax credit helps to displace the use of petroleum products with renewable sources of energy in the trucking and home heating industries. It makes biodiesel more cost-competitive with petroleum diesel, stimulating growth and economic activity at biodiesel refineries around the country while reducing tailpipe pollution and strengthening our energy security by diversifying our sources of fuel. In addition, the tax credit helps marketers that blend biodiesel into conventional diesel fuel offer more competitive prices to their customers. Since Congress created the biodiesel credit in 2005, it has helped facilitate the growth of this still-developing industry, which last year produced more than 1.7 billion gallons. Congress should evaluate every tax credit to determine its public policy merit. PMAA, NBB, NATSO, SIGMA, and NACS are united in supporting an extension of the biodiesel credit because it has encouraged consumption of the product, helped displace the use of petroleum products with renewable sources of energy and worked effectively since implementation throughout the supply chain.
