EXECUTIVE ORDER NO.

1
Amending Executive Order No. 1 (s. 2013) WHEREAS, Article IV, Section 1 of the 2005 XU-CSG Constitution states that the universitys student government represents the students of Xavier University-Ateneo de Cagayan pertaining to their general interest and welfare in the areas of academics, students rights and services, spiritual formation and social development, physical enhancement and extra-curricular affairs; WHEREAS, Article IV, Section 3 of the 2005 XU-CSG Constitution states that departments and special committees, which shall compose the executive units, may be created to closely monitor and coordinate the activities of the XU-CSG, college councils and student organizations; WHEREAS, Article VI, Section 4.2.10 of the 2005 XU-CSG Constitution provides the XU-CSG President with the power to create departments at the start of his or her term which will monitor and coordinate all plans and policies enacted by the Directorate and approved by the XU-CSG President; WHEREAS, XU-CSG commits itself to the holistic formation of the students in Xavier University-Ateneo de Cagayan, and the continued improvement of the univer sitys education system through student mobilization and student organization integration, genuine representation grounded in student life, services that address the needs of the students and opportunities for growth and development; WHEREAS, Article IV, Section 2 of the 2005 XU-CSG Constitution mandates the XU-CSG to formulate a general plan of action (GPOA) to oversee student activities concerning its constituency which will be directly handled by the respective XU-CSG departments and special committees, with the participation of the college council and student organizations; WHEREAS, the XU-CSG President intends to bring focus and empowerment to the executive units of the student governmentand to the college student councils by establishing a more systematic and synchronizedorganizational design that will yield to greater efficacy, efficiency, and stability in the exercise of student leadership that is grounded in academic excellence, patriotism, and Ignatian spirituality; WHEREAS, the XU-CSG President sees that in order to achieve greater efficacy, efficiency, and stability in the student government, it is deemed necessary to re-align the executive organizational development of XU-CSG in accordance to the provisions stated in the existing laws of the student government such as the 2005 XU-CSG Constitution and Directorate Enactment No. 8 (1996 Local Government Code of the Central Student Government);

NOW, THEREFORE, I, HAROLD JOHN M LABORTE, Xavier University-Central Student Government President, by virtue of the power vested in me by law, do hereby amend Executive Order No.1 (s. 2013) as follows: SECTION 1. Establishment of Departments. A total of thirteen departments are established in order to systematically carry out the activities and initiativesof the student government. The following departments in the XU-CSG are as follows: a. Department of Academic Affairs b. Department of Budget and Finance c. Department of Communications Management d. Department of Event Management e. Department of External Affairs and Corporate Relations f. Department ofInternal Administration g. Department ofOrganizational Support and Services h. Department ofResearch and Statistics i. Department ofSector Representation j. Department of Social Involvement k. Department of Sports and Recreation l. Department of Student Leadership and Development m. Department ofStudent Services and Campus Development It must be noted that some of these departments are adapted from theexisting executive units of the XU-CSG. These adapted departments are renamed to emphasize specific fields of concerns. SECTION 2. Functions of the Departments. With the establishment of the thirteen departments, the functions of each executive unit are more specialized and specific. a. Department of Academic Affairs It is the job of the Department of Academic Affairs to enhance academic excellence among the student body and to serve as the student governments medium in addressing academic-related concerns of the students. The department closely cooperates with the different academic units in the university and represents XU-CSG in the University Academic Council and its subsidiary committees. b. Department of Budget and Finance The Department of Budget and Finance is tasked to keep track of the cash flow of the XU-CSG. The department reviews the financial status of the XU-CSG from time to time. It is responsible in assessing whether the budget allotted for a specific purpose is justifiable or not. The department is also in charge of suggesting fundraising schemes, profit-earning activities and other means for XU-CSG to raise additional funds for a certain beneficiary or cause. Lastly, the department aims to exercise honest and transparent monetary governance in the XU-CSG.

Department of Communications Management As the communications arm of the government, the Department of Communications Management takes charge in providing clear, consistent, and reliable information regarding events, activities, programs, policies and announcements of the University and XU-CSG. As a creative and technical arm of the government, the department is responsible in producing multimedia and publication materials of XU-CSG.

d. Department of Event Management The Department of Event Management is assigned to conceptualize, organize, coordinate and/or implement traditional XU-CSG and University-wide events. e. Department of External Affairs and Corporate Relations The Department of External Affairs and Corporate Relations takes charge in providing sustainable linkages and partnerships between XU-CSG and other institutions outside the university. The department manages the reputation of XUCSG from external entities. Moreover, it is also responsible in conceptualizing schemes by which XU-CSG may adapt in order to increase its relevant participation in city-wide and campus-wide advocacies and partnerships. Department of Internal Administration The Department of Internal Administrationis considered as the core of the student government. The department serves as the support staff of the Executive Secretary when it comes to monitoring the day-to-day internal operations of the student government. In addition, the department handles the areas involving office management, supplies management and human resource management of the student government. Department of Organizational Support and Services The Department of Organizational Support and Services caters the needs of the co-curricular and extra-curricular organizations in the university.

h. Department of Research and Statistics The Department of Research and Statistics provides sustainable research and constituent insights on issues that serve as grounds in the creation of a new policy or enactment. It functions as the cognitive force unit of the XU-CSG which would study the progress of XU-CSG and cite areas where it must improve on. It is also responsible in the evaluation stage ofevery project, program and initiatives done by the student government to ensure competent sustainability. The department is also

responsible in conducting polls, surveys and student evaluations which allows XUCSG to have direct access to students insights. i. Department of Sector Representation The Department of Sector Representation is tasked to reach out to different student sectors in the university and to conduct activities and initiatives which would benefit each sector of the student body. Department of Social Involvement The Department of Social Involvement provides avenues for students to engage in various social and campus-based advocacies. The department aims to promote the Ignatian values in the XU-CSG by initiating on-campus and off-campus undertakings towards nation-building. Department of Sports and Recreation The Department of Sports and Recreation caters the sports and recreational development of the studentbody. The department coordinates with the sports and athletic arm of the university in matters pertaining to physical enhancement and university athletes support. Department of Student Leadership and Development The Department of Student Leadership and Development supports the holistic formation of every Atenean by providing venues for leadership enhancement and self-development.

m. Department of Student Services and Campus Development The Department of Student Services and Campus Developmentis in-charge of conceptualizing and realizing student-oriented services and campus development initiatives. The department shall work in close coordination with the different student services units in the university. SECTION 3. Organizational Structure of the Departments. The head of the department is called as the department secretary. As heads of the XU-CSG executive units, the department secretaries are appointed by the XU-CSG President and confirmed by the Directorate, as mandated in Article VI, Section 4.2.7 of the 2005 XU-CSG Constitution. For every department, an associate department secretary is appointed by the XU-CSG President. The associate department secretaries are tasked to assist the department secretaries in the duties and responsibilities mandated within the scope of their executive unit.

In consonance with Chapter 2, Section 10 (i) of Directorate Enactment No. 8 (1996 Local Government Code of the Central Student Government), the elected and/or appointed executive unit heads of the different college councils are part of the organizational structure of the XU-CSG departments. The local executive unit heads are referred as department undersecretaries of an XU-CSG executive unit wherein their respective local government functions are paralleled with. A special committee may be assigned or created to directly report or coordinate in an executive department in order to establish a synergized administrative supervision, provided that the departments nature is parallel or in line with the committees nature. SECTION 4. Separability. Any portion or provision of this Executive Order that may be declared invalid or unconstitutional shall not have the effect of nullifying other portions or provisions that can still subsist and be given effect in their entirety. SECTION 5. Repeal. This Order supersedes Executive Order No. 1 (s. 2013). All executive orders, policies, rules, regulations, and other issuances of the Executive Branch or parts thereof, which are inconsistent with this Executive Order are hereby repealed or modified accordingly. SECTION 6. Effectivity. This Executive Order shall take effect immediately.
