Issues&Challenges
Availabilityofdata LimitedinformationonSPprogramsinhouseholdsurveys NosingledatacollectionbodyforallSPprograms Pensiondatanotdisclosedpublicly DataDisaggregation Almost none of the programs show gender disaggregation No survey of target population to determine ultra poor vis a vis poor visa vis nonpoor Frequency of Release LFS was not conducted in 201112. Data available for 201011 and 201213 Labour and Human Resource Statistics 20002010 by Ministry of Labour and Manpower was taken out only once. PESSI data was recorded there. Project Phases not aligned to Fiscal Years: Citizens Damage Compensation Program runs in Two phases not aligned to fiscal year Phase I: Sept 2010 to June 2011 (609,788 * PKR 20,000) Phase II: July 2011 to June 2013 (320,551 * PKR 40,000) Untargeted SP programs: Calculation of beneficiaries difficult in such schemes such as subsidies on electricity, wheat and other food items and housing. Excluded from SPI calculations Data on Beneficiaries missing: Peoples Work Program (PWP) is a cash for work initiative. Schemes and expenditure given. No data on jobs created. MTBF 201013 contained information for jobs created un PWP. Not in the most recent MTBF 201316 Provincial Plans missing: No Social Protection Strategy (2007) implementation plan especially for the provinces post devolution. Most of the initiatives included are federal level or nation wide. Omission of one time programs, and nongovernment interventions may further lead to underestimation
Recommendations
A Single data collection body for SP programs would be more timely Several of the initiatives fall under PRSP Data collection was made easier particularly of devolved initiatives such as Zakat and PBM. The Scope of PRSP coverage can be expanded. Data on beneficiaries should be disaggregated along gender. Where available, disaggregated data (by gender & income group) should be made public so as to have precise estimate for gender/poverty targeted rate NeedmorerecentPovertyfigures.Inabsence, hardtoestimatePTR Nationallevelindexcouldbeanaggregationofprovinciallevelindexestomake itmorecomprehensive.
