GENERAL

1.1.

Scope This specification sets out the minimum requirements and the inspection plans for the supply of resistors for earthing the neutral of electric systems. Any other additional information not covered by this Specification will be specified in the applicable Normative References and Publications and in the project technical documentation, particularly: Data Sheets Inspection Data Sheets (IDS) Required Documentation Data Sheet (RDDS) The technical requirements of this functional specification are based upon considerations of performances and functionality, therefore the instructions contained in this Documentation are not meant to be discriminatory. Any alternative suggestions will be considered, provided that the compliance with what required in this document is satisfied both from functional and performance points of view.

1.2.

Normative references The Normative References and Publications that entirely define the electrical power and control cables are herewith listed. When applicable, references will be made to the European codes EN and the CENELEC Harmonisation Documents or, in their absence, to the CEI/CEI UNEL codes and IEC publications. In any case, the plants shall comply with the rules and regulations issued by the Local Authorities and Organisations under which jurisdiction they are installed.

2.

FUNCTIONAL NORMATIVE REQUIREMENTS

2.1.

Definitions Reference to the Normatives from paragraph 1.2 will be made for definitions and terminology. The following is also defined:

2.1.1.

Earthing resistors Resistive element installed in series with the earthing conductor of the neutral of the electric system to limit the fault current to an established value.

2.2.

Symbols and abbreviations Reference will be made to the normative in the item 1.2. for symbols and abbreviations.

2.3.

Operating Environment The resistors shall be designed and constructed for the environmental conditions of the installation site defined in the Data Sheet. If not otherwise specified, when H 2S is present in the atmosphere, the following concentrations shall be used : 0.10 ppm of H2S continuously ; 5 ppm of H2S and 2 ppm of SO2 occasionally for brief periods. The Supplier shall employ suitable protective devices and prove their effectiveness with appropriate components test certificates.

2.4. 2.4.1.

Functional Requirements Electrical sizing The resistors described in this Functional Specification shall be sized according to the following parameters: a) Voltages in the electric system: Ue Um b) - operative voltage; - maximum voltage.

Resistor voltages and relevant components: Un - rated voltage assumed as Un=Ue 3; Ui - rated insulating voltage assumed as Ui=Um.

Rated Duty If not otherwise indicated on the Data Sheet, the resistor shall withstand without neither damage nor considerable ageing the following duty, with ambient temperature +40oC: 1) 2) Application for an unlimited period of time of a voltage equal to 10% of the rated voltage (Un); Application for 5 seconds of the rated voltage (Un). During and after applications of the rated voltage (Un), the overtemperature of the resistor shall not exceed 400 K.

d)

Rated Resistance (Rn) The rated resistance Rn of the resistor is conventionally represented by the values referred to the temperature of +20 oC. The resistance value at temperatures other than the reference one shall be calculated by applying the relevant calculation procedure.

e)

Rated Current (In) The value of the rated current (In) shall be indicated on the Data Sheet and conventionally represented by: In = Un /Rn.

2.4.2.

Tolerances On the rated values shown in 2.4.1. the tolerances indicated on TABLE 1 shall be introduced. TABLE 1 REFERENCES 2.4.1.c.2. 2.4.3. 2.4.3.1.

Construction Characteristics General The materials shall have suitable characteristics for the installation on site, service and transport. There will be a maximised use of standardised materials.

2.4.3.2.

Assembling of components and accessories The assembly of the resistor components and accessories shall be determined by the Supplier considering the following prescriptions: a) b) The resistors and relative accessories shall be enclosed in a metallic enclosure; The assembling of the components shall be made by giving priority to an easy intervention in case of removal of the link, the maintenance and the replacement of components; All the accessories shall be protected or shielded with respect to the hot air flow produced from the resistor elements and preferably installed at the bottom or at the sides; When required separate shells shall be provided for: Disconnecting switch; link; auxiliary circuits, if any. e) When required the TA shall be installed in the circuit breaker's cell or in the links cell; When required the anti-condensation heater shall be protected against accidental contacts and faults to earth of the the main circuit components.

2.4.3.3.

Resistor The resistor shall consist of single elements subdivided in groups equal to each other and put in series, series-parallel or in parallel. Each element shall be of stainless steel with uniform resistance and a good mechanical stability up to temperatures exceeding the one in service without dangerous effects on the same elements and on the support insulating material. If not otherwise stated on the Data Sheet, the element shall be in AISI 316L stainless steel.

2.4.3.4.

Enclosure The enclosure shall constitute of a self-supporting steel structure and of back and lateral closure panels. If not otherwise stated on the Data Sheet, the mechanical protection degree of the enclosure shall not be less than IP 23 for indoor installation and IP 54 for outdoor installation. In this case, the openings shall be provided with metallic filters with low load loss and with protection cover with an air outlet of the labyrinth type.

The cells shall be closed on all sides with steel sheets except for the front section which shall be closed by the front panel of the external enclosure. When the isolating switch has to be installed, its compartment shall be closed on the front section by an independent hinged panel to be opened by a key and mechanically interlocked with the circuit breaker. For the entry cable on the earth and neutral sides, cable glands or cones of non magnetic material shall be provided as well as space sufficient to carry out the relative terminations. 2.4.3.5. Accessories and auxiliaries a) Current transformers When required on the Data Sheet, one or more current transformers for the protection against earth faults, shall be installed upstream the resistor. b) Isolating switches, contactors and links The isolating switches, whenever required, shall be of air type with manual operation and shall comply with the Normative References. They shall withstand in " closed" position the sizing current covered by point 2.4.1. They shall also be provided with a key mechanical interlock with the power circuit breaker in order to avoid on-load operation and at least two auxiliary contacts in switching position. When required on the Data Sheet, the isolating switches shall be of the on-load type with/or remote control electric operation. As an alternative for the isolating switches, when required, contactors with electric control can be installed. The links, when required, shall be of the removable type and suitably sized, fixed and insulated for the currents and voltages covered by point 2.4.1. c) Anti-condensation heater Whenever required on the Data Sheet, an anti-condensation heater controlled by a thermostat and protected on the feeding line by a switch disconnector located in the junction box shall be provided. d) Insulators They shall be of ceramic material, unless otherwise specified, and standardised according to the Normative References where possible. e) Junction boxes for auxiliary circuits Separate junction boxes shall be provided for: connections of amperometric cables ; connections of cables for the anti-condensation heater, when required. Such junction boxes shall have a protection degree IP 54 and shall be complete with cable glands.

The conductors shall have the following minimum sections : 2.5 mm2 : for amperometric circuits and power supplies; 1.5 mm2 : for control, signalling and alarm circuits. Each conductor shall be marked clearly and permanently at both ends. The identification methods for the conductors shall be defined in the Normative References. g) Connection terminals 1) Equipment terminals The connection terminals, both main and auxiliary, shall be suitable for the type and material of the required conductors. 2) Modular terminals The terminals shall be in melanin or other plastic, high density material, of anti-loosening type and suitable to be fitted on standardised structural steel. The terminals shall have a nominal cross section not less than : 6 mm2 for the control, signalling and alarm circuits; 10 mm2 for the amperometric circuits and the power supplies. h) Nameplates The nameplates supplied shall include at least the following data: resistor tag defined by the Company; manufacturer's name;

The nameplates shall be made of corrosion resistant material and shall be fastened to the enclosure on the front part by means of screws or rivets. Unless otherwise specified in the Data Sheet, the nameplates and relative accessories shall be engraved with writing on plates made of AISI 316L stainless steel. 2.4.3.6. Assembling accessories and tools Every type of resistor making part of a single supply, shall be supplied with a series of keys and special tools, if necessary, for fitting and maintenance operations. The resistors shall be supplied with eyebolts for the lifting and, when required, with foundation bolts. 2.4.3.7. Spare parts for the start up. For each resistor the materials listed below shall be supplied. The Supplier could suggest other materials that could be used basing his suggestions on his experience and on the used types. Protective treatments a) Painting Paint and the relevant protective treatments will be done in accordance with the prescriptions contained in the Data Sheet. b) Tropicalization According to the Data Sheet, equipment and materials will be subjected to tropicalization treatments in accordance with the relevant reference specification. 2.4.4. Packing for Transport Transport arrangements will be defined by the Supplier according to the Company criteria.

The components and accessories of the resistors shall be fixed and fastened so as to withstand vibrations and friction due to transport (road, train, sea) and the necessary loading, unloading and installation operations carried out with lifting equipment. The following accelerations will be particularly considered: axial, critical in train transport transversal, critical in road transport vertical, critical in sea transport

Boundary conditions, limits and exclusions Limits and exclusions Any possible limits and exclusions shall be indicated on the Data Sheet.

2.6.

Ergonomics Not applicable.

2.7. 2.7.1.

Safety General prescriptions The Supplier will guarantee that the panels will be designed adopting good practice to respect the safety prescriptions contained in the Normative References.

2.7.2.

Protection against thermal effects The resistor in its assembly shall be produced in such a way as not to create hazards because of the heat developed from its components, and in particular burn hazards. The external parts within reach shall not exceed, even for short time periods, the maximum temperatures indicated on TABLE 2; otherwise they shall be protected with enclosures or barriers so that they could ensure the protection degree IP 2X. 2.7.3.

Protection against indirect contacts The resistors shall be provided with an earthed plate suitable for the connection to a conductor of 120 mm2.

2.8.

Requirements for Quality Management and Assurance Any additional requirements of management and/or quality guarantee are contained in the management specification enclosed in the offer request.

2.9.

Additional Requirements for Review When required, they will be indicated in the Inspection Data Sheet (I.D.S.) and are subdivided in: Type test; Acceptance test; Special test. For any inspection and test not included in the Normative References and in this Specification and requested in the Inspection Data Sheet (I.D.S.), the execution procedures shall be defined on a case by case basis.

2.9.1.

Type test The type test aims at guaranteeing the compliance of a specific type of cable with the Normative References and the original design. The type test shall be carried out on a prototype of the cable or material samples and the Supplier shall be fully responsible for its execution. The Company shall be exclusively responsible for the acceptance of cables that are similar to those supplied as prototypes and shall reserve the right to request the execution of some of the type tests. The type tests of the auxiliaries and accessories are not required if they comply with the Normative References. The Supplier of the resistors will check that the type tests of the auxiliaries and accessories have been carried out and that the relevant documentation is produced.

2.9.2.

Acceptance test (Individual) The acceptance test aims at guaranteeing, by verification of documents and execution of a limited but important number of inspections and tests, the compliance of cables with the original design and prototype as well as with the Company requirements, and to detect any faults in materials and fabrication. The acceptance test (individual) shall be carried out on all resistors involved in the supply by the Supplier.

2.9.3.

Special Test It includes tests and inspections not provided for in the type and acceptance tests, that the Company may require from time to time. The list of tests and inspections and any criteria of execution will be indicated in the Inspection Data Sheet (I.D.S.).

2.10.

Documentation The Supplier will deliver to the Company all the documents indicated in the Requested Document Data Sheet (R.D.D.S.), in accordance with the agreed terms and schedule. The technical documentation will be written in the official language indicated in the Data Sheet and using the symbols indicated in the CENELEC, CEI Rules and in IEC Publications.

2.10.1.

Bid Documentation The Supplier will include in his bid all the information and documentation required in the Data Sheet (R.D.D.S.).

2.10.2.

Documents Subjected to Approval The approval of the documentation by the Company, if necessary, will refer to the formal verification of the parameters indicated in the design's documents only.

2.10.3.

Documentation used by the Company for the system design The Supplier will deliver to the Company all the documentation necessary to the execution of the system design and to the installation of the supplied system.

2.10.4.

Test Documents The Supplier will deliver to the Company, within the schedule and in the way indicated in the Data Sheet, all the certificates relating to the type, acceptance and special tests.

2.10.5.

Final Technical Documentation The final technical documentation, with the only exception of the Supplier and Subsuppliers catalogues and publications will include the following references: name of the Supplier; name of the Company; identification tag of the resistor, as indicated by the Company; title of the document; data of the Company's order.

and will consist of: a) Design and Installation instructions; b) Operations instructions; c) Maintenance instructions. The description and drawings can be contained in catalogues and documents of the Supplier, as long as they satisfy the following conditions: they contain all data and information required in their final form they are relevant to the type supplied and the materials included in the supply are clearly identified amongst those in the document. The documentation subject to approval will be integral part of the final documentation approved by the Company.
