Pedestrian Safety Advisory Committee Draft Action Minutes March 11, 2014 Meeting started at 6:05 PM.

Present: Howard Bloomberg, Walk Advocate; Anyan Cheng, Student; Christopher Coghlan, D-7; Becky Hogue, Senior and Disability Org; Sonja Kos, At-Large; John Lowell, Senior & Disablity Org; Trevor McNeil, D-4; Pi Ra, Ped Org; Alex Reese, D-5; Thomas Rogers, D-10; Zack Marks, At-Large; Howard Strassner, Transit Advocate; Kevin Stull, D-6, Christina Tang, D-3 and John Winston, SFUSD. Excused: Kevin Clark, D-1 and Gary McCoy, D-8. Absent: Robin Brasso, Child Advocate; Morgan Fitzgibbons, Bicycle and Devin Silvernail, D-9. There are currently 20 appointed members. Staff: Neal Patel, SFMTA. 1. Minutes: PSAC approved the February minutes. 2. Opening Comments: Zack: a) There were two more fatality collisions last month. b) One of last years hit and run drivers was charged with manslaughter. c) Driver was cited for failure to yield after inflicting minor injury to a mother and child. d) The next Sunday Streets will be in the Tenderloin on April 13. PSAC will table. e) May call extra meeting in the community if there is interest. 3. Announcements: The corner of Polk and Grove was converted, by DPW from a negative bulb to a positive bulb to improve pedestrian safety. 4. Sgt. Mahoney, SFPD Traffic Company: a) SFPD held eight busy stings in February. b) Collision reports are confidential. He will provide more details on levels and requirements for confindentiality. c) One past collision resulting in death had the DA unwilling to press charges and so the SFPD could make infraction citations. d)SFPD is still working on past collisions to if charges are appropriate. e) SFPD provides all collision data to SWITRS, who take too long and has a contractor to speed up the data but the SFPD is is fully confident of the work. 5. Sting Operation Witnessed by Thomas, with short firm: At Mission and Whipple, site selected because it was near a school and had neighborhood complaints. SFPD needs four or five officers because some stops are more complex and include other infractions. The SFPD only ticketed egregious infractions, including a Muni bus. Neighbor expressed on site support. PSAC: Stings started in 2003 when WalkSF requested sting after learning that San Jose did them. Driving past a car stopped at a legal cross walk draws a double fine. 6. SFMTA Capital Improvements: Process of Selection: There is a financially unrestricted list of desires; which is whittled down to a Five Year Plan which has funding available; which is converted to two years plans for the SFMTA Budget, and then the next Five year Plan is updated. Plans are based on Repaving needs and

associated pedestrian and bicycle improvements plus transit improvements on the same blocks. Source of funds are: Prop K sales tax; development impact fees; matching State and Federal and others. About 50% of proposed pedestrian improvements in the next two year budget depends passage of a bond issue and Vehicle License Fee. It is difficult to get funds for education but expect funds to train truck drivers. 7. President of the Board of Supervisors, David Chui: Pleased that City is finally trying to attend to pedestrian problems. Supports increased funding for enforcement and pilot programs to enhance transit and pedestrian and bike improvements because they are easy to test. PSAC ccan help drive some of these programs. PSAC should debate policy issues and request Supervisor action on State and local issues. 8. Neal Patel, SFMTA: a) Vision Zero Steering Committee will be made up of City Agencies. Stakeholders including PSAC will be involved separately. b) Ortega getting safe routes to school projects including islands and bulbs. c) Monterey will get some speed reduction but not speed limit reductions. 9. Future Meeting Items: a) Should use extra meetings to develop PSAC resolutions. b) Should develop a resolution on SFPD manpower to be used on enforcement based on current manpower utilization. c) Should deal with Transportation Task Force revenue and expenditures. d) Should deal with proposed State change to walking speeds for traffic lights. 10.
