Colonial British Caribbean Newspapers

The history of the colonial Caribbean is an exciting tale of discovery, piracy, colonialism and conflict. The stories have been told by historians, pirates, visitors, residents, and popular writers who have reported fact and fiction, often with little regard to which is which. In this century more scholarly attention has been devoted to the history of these islands and to their social institutions. The history of journalism and newspapers in the Caribbean only recently has become a topic of investigation for historians, sociologists and mass communication scholars. Although the Greater and Lesser Antilles, Central America and the northern coast of South America enclose the Caribbean Sea, many people consider the Atlantic colonies of Bermuda, the Bahamas, and the Turks and Caicos Islands as part of the Caribbean area. The Dutch, French, and English have held, and still hold, possessions in the area, though the Spanish and the Danes ended their colonial presence in the Caribbean nearly a century ago. While Bermuda was the first island colony in the New World settled by the British in 1609, St. Christophers (St. Kitts) , occupied in 1623, was the first British colony in the Caribbean itself. Britain, however, did not complete its colonial acquisitions until after the Napoleonic wars when it acquired Tobago in 1818. It was more than a century after the first English settlement before a newspaper appeared in any colony in the area. The first newspaper in the Caribbean islands, the Weekly Jamaica Courant, published by Robert Baldwin, appeared in 1718. More than 650 papers have followed it in the English colonies of the Caribbean. Although a few of the papers have published for considerable periods, the St. Christopher Gazette and Charibbean Courier, for example, published from 1747 to 1908, no papers from the eighteenth

century are currently in print, and only five public papers from the nineteenth century are still issued: Royal Gazette (Bermuda, 1828), Daily Gleaner (Jamaica, 1834), Nassau Guardian (Bahamas, 1844), The Voice of St. Lucia, (St. Lucia, 1885), and Barbados Advocate, (Barbados, 1895). Survival of newspapers in these colonies seems to be a function of the longevity of individual editors or family involvement in the publication. The Moseley family, for example, operated the Nassau Guardian from its founding in 1844 until the founder's granddaughter sold the paper early in 1952. The Dupuch family has owned and operated the Nassau Tribune since its founding in 1903; Sir Etienne Dupuch, who became the paper's editor in 1919, was still writing for the paper in the mid-1980s; Donald McPhee Lee operated the Royal Gazette (Bermuda) from 1828 until 1883, a career of some fifty-five years, and Joseph H. Steber operated the Dominica Guardian for thirty years from 1893 until his death in 1924. The existing papers provide a treasure of information about the social, economic, and political life and times of these often obscure and, following the decline of cotton production in the Bahamas and sugar production in the Caribbean colonies after emancipation, economically nonessential colonies. Unfortunately, the importance of the existing files and collections of these colonial newspapers escapes many scholars and researchers. As a whole, the papers present a detailed record of the life and concerns of the colonists of the region. The individual papers reveal their own purposes in each colony at particular times in the colonial period. Reflective of oligarchic opinion, many of the journals serve as valuable records of European struggle to survive in the region. By the late nineteenth century, newspapers established by and for the black communities began to appear. While many of these journals did not survive, their presence helped instill confidence and pride in the black populations which contributed to the establishment of successful newspapers and to the eventual end of social disabilities and colonialism. In this mixture of fact and fantasy about the Caribbean, the extent of journalistic enterprises in the British Caribbean colonies has been of minimal interest or concern to scholars and historians. Although a few scholars have written about the newspapers of the British Caribbean colonies, most of the work is brief, scattered, and incomplete. Earlier in this century, Douglas C. McMurtrie, Waldo Lincoln, and Frank Cundall each compiled extensive historical and bibliographic research on the newspapers of the British Caribbean. Their findings, however, often are brief and difficult to find, and none of their work is consolidated in a guide to the subject. A further shortcoming in the research is that the surviving newspapers have not been thoroughly searched for missing or unknown publications that are lost or not readily available to scholars. This bibliography seeks to determine the extent of newspaper publication activity in these colonies and to

organize it in a useful form. The findings reported here are the result of a Research Summer Grant provided by the College of Journalism and Communications at the University of Florida. The microfilm of British Caribbean newspaper holdings of the University of Florida Library's Latin America collection, reviewed for this guide, was prepared in the early 1960s when it undertook a project to film the public records, including newspapers, in the Caribbean. Unfortunately, the project was not thorough in finding all the newspapers that are extant, nor was the project's budget adequate to make all of its findings available on microfilm. The work of McMurtrie, Cundall, and Lincoln used extensively in this guide, provide information about papers in libraries, records offices, and local institutes that have not been microfilmed or made easily available to scholars. More recent scholarship by Anita Johnson, William Lux and especially the work of John A. Lent provide good, but not complete, listings of the colonial newspapers and are listed in the bibliography. This research, building on the extensive list of newspapers prepared by Lent and the work of the other previously mentioned scholars, adds, to a large degree, information about unknown or unreported publications from the British Caribbean colonies. A thorough review of the microfilmed newspapers of the Bahamas, Dominica, St. Lucia, Barbados, and Trinidad, the relevant parts of more than 60,000 newspapers, revealed previously unreported papers. Too often, however, the existing papers are just a fraction of the original body of papers issued. Of the microfilmed newspapers used, the Bahama Islands have perhaps the most complete record available beginning with the third issue of the Bahama Gazette in 1784, to the present-day newspapers. By detailed reading of these colonial newspapers, a list of papers cited as exchanges or sources of stories and information was created. Through this process previously unreported or unknown papers were identified, publication dates pinpointed, and editors, publishers, and proprietors identified. The work also provided locations of collections of newspapers not in the microfilm record. Thus Lent's list of some 300 papers has been expanded to more than 660, ranging from the Taxpayer of Barbados to the Humming Bird of Trinidad. Unfortunately there are no known copies of many of these papers, although they may still be extant in personal holdings or in libraries and institutions throughout the English-speaking world. What is surprising about journalism and newspapers in the region are the variety, number, and persistence of the undertakings. There have been papers for children, Our Gem in Nassau and Children's Own in Jamaica; agricultural papers in Barbados and Jamaica; sporting papers in Jamaica, Barbados, and Trinidad; Chinese language papers in Trinidad and Jamaica; and a paper for East Indians in Trinidad. There were editors who moved from colony to colony such as Robert S. Heagan who edited newspapers in Antigua and Dominica during a career that spanned a quarter of a century. Other editors, such as Richard Cable in St. Kitts, Charles Wells

in St. Lucia, Rumsey Lockhart in Dominica, and Leon Dupuch in the Bahamas, each owned or operated at least two newspapers during their careers. In the Turks and Caicos Islands the Royal Standard and Gazette of Turks and Caicos Islands survived for fifty-three years, as did the Nevis Daily Bulletin. For many of the larger colonies, once the British were firmly in control, there has been virtually a continuous history of newspaper publishing since the first papers were established. Other papers in the small colonies of Tobago, Montserrat, and the Virgin Islands came and went, but what is significant is that entrepreneurs were willing to attempt publishing papers in these islands when it was a risk to set up a paper in any of the colonies. The surviving collections are either scattered, fragmentary, or at risk of being destroyed through poor storage or exposure to the tropical environment of the region. Occasionally, as in the case of the Royal Lucayan Herald, published briefly in Nassau in 1789, only a single copy of the paper is known to exist. The Nassau Public Library keeps its collection of newspapers in glass-front bookcases in the cupola of a building designed and built as a jail in the late eighteenth century, leaving the collection vulnerable to mildew, insects and tropical weather. The Cornwall Chronicle or County Gazette, published in Montego Bay, Jamaica, from 1773 until 1861, exists in a partial file at the Bristol (UK) Public Library, the American Antiquarian Society in Worcester, Massachusetts, and at the Institute of Jamaica in Kingston. Other collections are held in libraries and depositories in the region and in libraries in New York, Wisconsin, Massachusetts, Washington, D.C., and Paris, France. The following bibliography provides information about the newspapers of the British Colonial Caribbean through examination of the available record at the University of Florida. The bibliography lists information about the known papers and the newly identified papers of the area to the extent publication data can be determined through reading the newspapers and other related source material. Previously unreported papers are identified with an asterisk ( * ) following the title of the paper. The listings are arranged alphabetically by colony and chronologically for each colony; each entry is also entered in numerical order. Dates of publication are given with uncertain dates indicated by question marks. When no other information is available, the dates given simply report the first and last references to a paper found in other sources. Accurate publication dates for some now nonexistent papers can be established through the starting and ending announcements appearing in contemporary papers. Names following the dates indicate the sources for previously reported publication dates, which, in some cases, are inexact. Dates not followed by a name are the result of new information found by this research. Newspapers are also listed in the index; each paper is identified by its entry number, and the main entry reference is indicated reference is indicated by a boldface page number.

Each entry lists editors, publishers, and proprietors under the heading of "Editors" when they can be identified and dates are provided when they can be established. The names of these principals are also listed in the index. Often it is not clear who owned or operated the papers. The information concerning the identities of principals is sometimes found in other newspapers. Additional information may also be derived through examination of the records held at other locations. The bibliography lists the genealogy of the papers where it is known, or where it can be extrapolated from the record. Without more accurate records, the history of some of these papers is uncertain at best. It is to be hoped that a work of this sort may make access to these newspapers easier for scholarly research and express the need to find and preserve these fragile resources. These papers are an important record of the spirit to survive in a region that seems to provide for needs without work, yet is prone to the dangers of earthquake, volcanoes, fire, flood, hurricane and lassitude.

There is reference to a libel of the editor of this paper by Edwin Charles Moseley, founder of the Nassau Guardian, in an 1849 issue of his paper, indicating the possibility of the Observer being in print until the latter part of the 1840s. Editor: Dr. Samuel Joseph Clutsam

The Barbados Agricultural Reporter merged with this paper in late 1930 or early 1931 to form the Advocate Weekly, according to the 16 April 1931 Dominica Tribune.

A Mr. McLellan became the editor at some point. In 1914, the paper burned to the ground; Taitt re-purchased the paper and ran it until ill-health forced him to sell it to Messrs. 206 Dominican 1839-1907? This paper printed through vol. Ill, no. 13 3 (6 April 1842) and then begins again with vol. I, no. 1 on 13 April 1842. With issue number four the phrase 'New Series' is added to the masthead and is further identified as 'old number' 137. There is no explanation for the change. There is a reference to the 2 6 June 1844 issue of this paper in the 11 July 1844 Independent Press (Castries, St. Lucia). The file of this paper resumes with vol. XVII, no. 774. Although issue number one is missing, a 'New Series' begins with issue number 2 on 9 January 1861. George Charles Falconer is the editor and Augustus Theodore Righton is identified as the printer. The file ends at the end of 1864. The paper was still in print in 1873; according to a report in the 15 March 1923 Dominica Guardian, this paper was owned by A. R. C. Lockhart in 1873. The file resumes with the 4 January 19 00 issue, volume XIX, no. 68 3, with Righton as editor. This would indicate 1880 or 1881 as the probable start of this version of the Dominican with Righton as the owner/editor. An obituary for Righton in the 22 February 1907 Dominica Guardian reported that Righton bought the Dominican from Rumsey Lockhart. The 8 March 1907 Dominica Guardian reports the effects of this paper were to be put up for auction. The eguipment brought just over $200 at the sale. There is an extract from this paper in the 17 July 1872 Times (Barbados). The 30 April 1873 Nassau Guardian reports the death of Charles Aug. Fillian who is identified as the editor of this paper. There is no explanation for the two different names, although two different death dates (1873 and 1912) for the founder suggests confusion about the dates of this paper. As the paper was in print 1871-1873, it is possible that Cox Fillian was a descendant of Charles Fillian. Editor: Charles Aug. Fillan (1871-1873)

There are extracts from this paper dated 19 and 24 September 1793 in the 18 October 1793 Bahama Gazette. There may be a connection between the Daily Advertiser and the Diary and Kingston Daily Advertiser as Cundall identifies John Joseph Itter as the editor of this paper in 1806 through an item in a supplement to the St. Jago Gazette of 6 December 1806. Itter is identified as editor of the Daily Advertiser in proceedings before the House of Assembly on 16 December. Jackson and George W. Strupar. There is a reference to Kingston Courants in the 26 October 1816 Royal Gazette (Bahamas); this is probably a reference to this paper. Cundall identifies the Jamaica Herald (1823-24) as 'formerly the Jamaica Courant'. Cundall identifies the Isonomist (1827) as formerly the Jamaica Courant. but this tends to confuse the lineage of this paper and the Isonomist. The 22 June 1824 issue of the Barbadian reports receipt of a paper identified as the Public Advertiser. It is most likely this paper as another paper titled the Jamaica Public Advertiser appears at mid-century. It is possible that the Jamaica Public Advertiser is a continuation of this paper. St. Christopher (St. Kitts)

1623-1983 Basseterre 492 St. Christopher Gazette and Charibbean Courier known as 493 St. Christopher Gazette or the Historical Review (after 1771) 1747-1894; 1896-1908? The American Antiquarian Society holds two issues (4 Sept. 1765 and 19 Nov. 1785) of the St. Christopher Gazette and it is a separate listing rather than combined with the St. Christopher Gazette and Charibbean Courier. The two issues are included here as the 1785 issue is no. 949, which would place this paper's start at about 1747. The connection is obviously unclear. There is an extract from 22 October (?) 1786 issue of this paper in the 16 December 1786 Bahama Gazette. The American Antyiquarian Society holds an issue of the Charibbean Courier or the St. Christopher Chronicle dated 8 Nov. 1800 (vol. 1., no. 42). Again, it is not clear if this is a separate newspaper or a new issue of this paper with a shortened title. An issue of this paper held by the American Antiquarian Society from volume 7 (11 January 1822) would indicate that this sequence of the paper began in 1814. The 30 July 1898 issue indicates that the paper was founded in 1747. There is a reference to this paper in the 5 March 1851 Dominican. There is an extract from this paper in 7 September 1859 Dominican. The 18 April 1894 Dominica Guardian reports the demise of the St. Christopher Gazette. The Guardian refers to this paper as one of

499 St. Christopher Advertiser and Weekly Intelligencer 1782/83-1908 Lent There is an extract from this paper in the 3 April 1794 Bahama Gazette. This paper is referred to in the 21 September 1843 Independent Press (Castries, St. Lucia). The 7 December 1864 issue of the Dominican reprints the obituary of James Gordon who had been editor of the Advertiser. The obituary further noted that he was involved in plans for the establishment of a paper on the island of Nevis. The 26 January 1906 issue of the Dominica Guardian reports the celebration of Cable's paper reaching the 24th year of its existence. On 13 October 1911 the Dominica Guardian says Richard Cable became the editor in September 1877, after the paper had been put out of business through the efforts of the governor. The article further states that Cable started the Daily Express six years later (1884). In an obituary for Richard Cable in the 15 April 1915 Dominica Guardian. Kingstown 560 Royal St. Vincent Gazette and Weekly advertiser 1817-1839 Lent Lent identifies two Royal St. Vincent Gazettes, but this may be an error, given the overlap of publication dates of this paper and the next one listed. There is a reference to a St. Vincent Gazette quoted in a London paper of 10 January 1817 reprinted in the 21 May 1817 Royal Gazette (Bahamas). This would indicate that a St. Vincent Gazette was in print at least as early as 1816, given the slow transportation of a St. Vincent paper to London and returned to the Bahamas. There is a reference to the St. Vincent Gazette in the 23 July 1824 Barbadian. It is likely that the next paper is the same paper identified by its shorter title. There is reference to a fire late in 1853 that destroyed the printery of this paper in the 18 January 1854 Bahama Herald. Editor: Mr. Draper (1853)
