David Horvath
EXPERTISE: PARTICIPANT DIRECTION IN HOME AND COMMUNITY-BASED SERVICES AND SUPPORTS
As a Manager for PCG Public Partnerships, David Horvath is a member of the PPL executive team responsible for administrative oversight of nancial management services for self-directed home and communitybased programs in 11 states. His responsibilities include market development, contract management, personnel management, and quality assurance.

Mr. Horvath is a frequent speaker at state and national conferences. David has served as a peer reviewer for both the United States Department of Education and the Centers for Medicare & Medicaid Services discretionary grants programs. He served on the Presidents Committee on Employment of People with Disabilities, where he was active in promoting youth leadership forums across the nation.

EXPERTISE: CONSUMER DIRECTION PROGRAMS

Mr. Horvath is a human services management expert with more than 30 years of experience facilitating and leading systems change across diverse service systems in multiple states. Prior to joining PPL, he served as a disability policy specialist at the Center for Excellence in Disabilities at West Virginia University, where he was instrumental in the design of Personal Options under grants from the Centers for Medicare & Medicaid Services and the Robert Wood Johnson Foundation. Mr. Horvaths related experiences include a position as the executive director of a private non-prot agency serving adults with developmental disabilities in Greene County, Pennsylvania; and as state coordinator of school-towork transition services for secondary education students for the Virginia Department of Rehabilitative Services.

Mr. Horvath has authored numerous publications in education and human services. Recent works include Horvath, D.R. (2006). EDUCATION
Mr. Horvath has a Master of Science degree in Rehabilitation Counseling and Vocational Evaluation from West Virginia University. He also completed a doctoral program of study in Educational Leadership & Policy Studies at West Virginia University. His research interests include disability studies, self-direction, direct workforce issues, leadership, and statewide systems change.
