FACTSHEET SOLAR CAPABILITY SCHEME (SCS)


1. Objective The objective of the SCS is as follows: i. ii. Build up capabilities of companies such as those engaged in engineering, architecture and system integration. Encourage innovative design and integration of solar technologies into energy efficient buildings.

2. Basic Eligibility Requirements The project must be a new building1 in the private sector that has attained a minimum Green Mark GoldPLUS standard (administered by Building & Construction Authority), focusing on commercial and industrial buildings. Applications for existing buildings undergoing extensive retrofit will be considered on a case by case basis. From 1 May 2012, a minimum system size of 150 kWp is required.2 These are basic eligibility requirements for applications. Meeting the basic requirements does not guarantee the success of your application. Each project will be evaluated on its merits based on the evaluation criteria below. 3. Incentive Quantum The SCS will offset up to 30% of the total capital cost of solar technology, capped at S$1 million per project. The actual amount of grant is dependent on evaluation criteria comprising: a) Innovation Innovative application of solar technologies New products, technologies or solutions developed b) Design Aesthetics of building and solar system design and integration Integration of solar technologies in the buildings subsystem c) Effectiveness Cost effectiveness of solar solutions Percentage of conventional electricity replaced d) Skill Development Number of man-months of Singapore based staff involved in solar related activities in the project Number of man-months of formal training.

Defined as buildings that have yet to be built and in planning phase. In line with the growing number and size of solar PV systems being installed in Singapore, this requirement has been revised upwards from 50 kWp.

With effect from 1 May 2012

The total capital cost of solar technologies includes the following: Solar PV modules Balance of system, including inverters, cables and meters Mounting structures Installation and system integration works

Works not directly required to install the solar PV system are excluded.

4. Grant Disbursement The grant will be disbursed in 2 tranches as follows: i. Capital Component: 70% of the grant to be disbursed from the start of the project on a reimbursement basis Performance Component: 30% of the grant to be disbursed 2 years after the system became operational, subject to the project meeting submitted plans, including stipulated electricity output.3

Applicants are required to submit their expected electricity output and assumptions in their proposals. The system is deemed to have met the performance goals if the actual electricity output is at least 90% of the expected output.
