Annual Session
of the Indian Roads Congress will be held at Guwahati from 18
th
to 22
nd
January, 2014.
On behalf of the Indian Roads Congress, I extend a very warm invitation to you and your colleagues for
participation in the Session.
You are requested to kindly renew your membership, if not already done, well in advance of the Session as
it is open only to the Members of the Indian Roads Congress who are up-to-date in their membership subscription,
i.e., upto the year 2013-2014.
Membership forms are available on IRC website: www.irc.org.in as well as on the website of the Organizing
Committee of Assam Government at www.74thircguwahati.in.
It is advisable to become member of IRC well in advance, so that the relevant materials including Papersfor
discussion could be received in time. The Invitation booklet contains the necessary information anddetails for the

2. WELCOME TO GUWAHATI (ASSAM)
Assam, "The Land of the Red River and Blue Hills", is a place of magical beauty and bewildering diversity.
Its jungles are dense, its rivers powerful and rainstorms sweep across the hills and plains during the annual
monsoon. Assam is famous for its tea gardens and one-horned rhinoceros. The mighty river Brahmaputra, having
its origin in Tibet, dominates the State of Assam.
Straddling either of the banks of Brahmaputra, Guwahati said to be the legendary "Pragjyotishpur - City of
Eastern Light" - is a bustling, busy and crowded city. Guwahati, the most thriving metropolis of North East India
and the capital city of Assam is situated on the bank of the river Brahmaputra, the Louhitya or the Eastern Sea as
described in the ancient literary works. Many dynasties here contributed in shaping its great culture.
In the epic ages, the city was known as Pragjyotishpura, the land of eastern light. An account of the land and
its capital is found in the Kalika Purana as well as many other ancient literatures, such as, the Bhagavata Purana,
the Harivamsa and in the Vishnuite Purana. Pragjyotishpur was was once the capital of Danava king Naraka's
Kingdom. Archeological findings as well as historical literature have proved that the present city of Guwahati is
nothing but the old historic Pragjyotishpura.
The city since ancient times had trade relationship with mainland India, evidence of which is found in Koutilya's
Arthasastra. The Chinese traveller Huan-Tsang who visited Kamrupa in 7
th
Century AD gave an account of the
days of Kumar Bhaskar Varmana, the then ruler of Kamrupa. It is in the Pragjyotishpura where the first calculation
of the stars was made as mentioned in the Kalika Purna.
Guwahati, the name of the Pragjyotishpura was beautifully describe by the king Balavarman II (875-890) as
--- "Tambulavalliparinaddhapugam Krisnagurskdhanivesitailam Sa Kamrupe Jit Kamrupha Progjyotishakhyang
Puramadhyubas." (In the city of Pragjyotish, the capital of Kamrupa, there were rows of areca nut tree wrapped
round by betel vine and black aloe wood surrounded by cardamom creepers.)
The city remained sub capital throughout the long period of Ahom rule till the arrival of the British. In the
medieval period, the city witnessed several invasion of the muslim rulers from the west, the imprint of which can
be seen in Guwahati and nearby Hajo.
The Ahom King Chakradhwaj Singh, who came into throne in 1663AD decided to capture Guwahati from
the Muhammedans. In 1667, he sent a huge force under the leadership of Lachit Barphukan, the great general of
the State of all time. Under him the Ahom defeated the Mughals in the famous Battle of Saraighat and Guwahati
came under the Ahoms. The Saraighat bridge constructed in 1962 connecting the North and South bank of the
Brahmaputra commemorates this historic victory.
The city has many historically important sites as well as tourist attractions, such as -the temple of Mother
Goddess Kamakhya and Bhubneswari temple in the Nilachal Hillocks, the Umnanda in Kranta on the north bank

of Brahmaputra, Navagraha in the Kanwasal hillock where the Lord Brahma did the astrological works etc. The
Vasisthashrama, where the saint Vasistha, the celestial son of lord Brahma, worshipped regularly, is a major
tourist attraction. The hilly brooks, Sandhya, Lalita and Kanta with their babbling rapids refresh the mind of the
visitors. The Sukreswara temple at the heart of the city which was installed by saint Sukracharyya is another
attraction with prehistoric significance.
The Srimanta Sankardev Kalakshetra which has become the showcase of Assamese art and culture is a
new addition to the glory of modern Guwahati. People coming from outside the State could easily feel the glimpse
of the rich culture of the State here. Similarly, the Indian institute of Technology, Guwahati and the newly con-
structed Secretariat complex are some other important features of modern developing Guwahati.
Guwahati, the gate way of the present north east India is now the busiest of all the towns and cities of the
region. The city is emerging as a great hub of commercial activities, academic institutions and cultural centre.
People, not only from the north eastern States but also from other parts of the country throng to the city for better
life and opportunities.
It is now considered that this 74
th
IRC Annual Session will open the door to the people of this region to have
the privilege to interact with the rest of the country in developing its technical ideas in reference with its geo-
graphic condition.

2.1. PLACES OF INTEREST (TEMPLES AND MONUMENTS)
Gandhi Mandap :
Non Violence is the Greatest Force at the Disposal of
Mankind.It is Mightier than the Mightiest Weapon of Destruc-
tion Devised by the Ingenuity of Man.....Mahatma Gandhi.
Gandhi-mandap is a memorial dedicated to the Father of
the Nation Mahatma Gandhi.It is located in the very heart of the
city,right at the top of the Sarania Hillock.It was built in year
1969 and was opened to the public in 1970. It is approx. 2km
distance from base to the top of the hillock.
Aswaklanta :
It is a small hill lying on the North bank of the Brahmaputra river. To the Hindus particularly for the vaisnavites,
this place has a lot of religious importance and to the non beleivers it is a treasure of scenic beauty. It is associated
with the mythical story of Srikrishna - Rukmini. The hill has two Vishnu temples known as Kurmayanardan and
Anantasayi-Visnu. Ideally located on the bank of the river, it is linked by regular ferry services with the south
bank. It can be reached by road across the Saraighat bridge.
Balaji Temple :
It is located Lokhra near the National Highway 37. This temple has been constructed in tune with South
Indian temples.
Nabagraha :
The temple of Navagrahas is situated in the south-eastern part of the Guwahati
town on the crest of a hill known as "Citracala". The temple contains nine phallic
emblems of Shiva covered with cloths of different colours sacred to the nine plan-
etary gods, namely, Surya (Sun), Chandra (Moon), Mangala (Mars), Buddha (Mer-
cury), Brihaspati (Jupiter), Shukra (Venus), Shani (Saturn), Rahu and Ketu. It is
approachable by a pitched road. Worship of planets to ward off evil is prevalent
here.
Basistha Ashram :
Basistha temple, located in the south-east corner of Guwahati city is a
mandir constructed by Ahom King Rajeswar Singha along with gift of land 835
Bighas for the ashram. The history of the Basistha Ashram where the temple is
located dates back to the Vedic age. According to legend the ashram was
founded by the great saint Basistha (Vasishtha).
Temple in the ashram stands on the bank of the mountain streams originat-
ing from the hills of Meghalaya, which
becomes the rivers Basistha and Bahini/Bharalu flowing through the city.
Sukreswar & Janardan :
These two temples are located at Panbazar by the side of the
Brahmaputra built during the reign of Swargadev Pramatta Sinha (AD
1744-51). The temple of Lord shiva is situted on the Brahmachal or Dakini
hill as mentioned in old scriptures. It is famous for the 6th Jyotirlinga of

India. Quite a large number of visitiors from all over India visit this holy shrine. Just below the hill the North Brook
Gate is situated which was built to welcome the Viceroy of India, North Brooke during British Raj.
Dirgheswari Temple :
Located on the north bank of the Brahmaputra and linked by a motorable road, this shrine is considered as
one of the supreme Devi Tirthas of the state. Isolated and lying at the foot of a range of hills, it has several rock
cut images which can be placed in the 11th to 12th century A.D. This is one of the few temples where the buffalo
sacrifice is done annually during Durga Puja.
Kamakhya Temple :
It is located on the top Nilachal hill which is 160 metre high. This hill
has a group of ancient temples, the most famous of them is the Kamakhya
temple. This temple is considered as the greatest of all the saktipithas in
India. Around this shrine small township of Kamakhya has sprung up.
Kamakhya is known for its rare natural beauty and one can enjoy an areal
view of the city of Guwahati and the mighty Brahmaputra flowing below.
Umananda Temple :
Greater Guwahati contains three islands in the midst of the
Brahmaputra known as Umananda (Peacock Island), Urvashi and
Karmanasa, first one being the biggest. On the top of the Umananda
island exist three temples Umananda, Chandrsekhar and Hargauri and
contain rock-cut- sculptures
and carvings.
Deepor Bill :
A large natural wetland with an area of 4.14 sq.km., Deepor Bill is
the State's first Bird Santuary. Varieties of local and migratory birds can
be seen here to the great delight of visitors.
Geeta Mandir : The Geeta
Mandir is located on a hill
contiguous to the New Guwahati Railway Marshalling yard. It is ap-
proachable from the Zoo-Narengi Road. The architecture of the temple
is unique in itself and is in the shape of a chariot, indicating the Divine
Chariot that Lord Srikrishna rode in the epic war Mahabharata.
MUSEUMS
Assam State Museum : Situated on the South of the Dighalipukhuri, this museum is the oldest institution of
its kind in Northeast India. It is a multipurpose museum, but its sculptural assortment is the richest.
Regional Science Centre & Museum : Located at Khanapara this museum is the only science museum
of the State. Apart from galleries full of scientific gadgets, this institution imparts science education to the student
community.

OTHER IMPORTANT LANDMARKS
Dispur : The capital of the state which was established in 1973 has grown
into a thickly populated area and containes shops and business
establishments. Jatia is another ward contignous to Dispur and it is believed
that the two wards namely Jatia and Dispur jointly perpetuate the memory
of Pragjyotishpur. The ancient capital of the kingdom of Kamarupa or old
Assam.
Gauhati University : The university was established in 1948 and is located
at Jalukbari flanked by the National Highway 37. It is 4 km from Maligaon.
The university has 21 faculties
alongwith other departments Biotechnology, Environmental science,
Folklore, Instrumentation centre etc. Important institutions such as the
Assam Ayurvedic College, Assam Engineering College, Assam Police
Radio Organisation are on the southern & eastern side of the campus.
One crosses the campus while going to the airport.
Guwahati Planetarium : It is a smaller version of the Birla Planetarium
in Calcutta. It is open to visitors on payment to watch the different shows
related to astronomy.
Saraighat Bridge : The first road cum rail bridge across the mighty
Brahmaputra river is in Jalukbari connecting north and south bank. One can
enjoy the scenic beauty of the hills and river water, migratory birds and relax
at the Chilarai Park or Lachit Udyan, situated at both ends of the bridge.
Srimanta Sankardeva Kalakshetra : Is an unique cultural complex situ-
ated at Panjabari named after Srimanta Sankardeva the great unifier of Assam
and the greatest integrator of the India Society in the fifteen century.
Kalakshetra has Sahitya and Sangeet Natak Bhawan, Lalit Kala Bhavan,
Heritage Park, Cultural Museum, Open Air Theatre and an Artist's Village.
It was formally inaugurated in Feb. 1999.
State Zoo-cum-Botanical Garden : Situated beside the R. G. Barua Road,
this sprawling, well maintained zoo, replicated as far as possible the natural
habitats of many of its animals. The Botanical gardens are a service of interest
as its herbarium.
HAJO : Located 32 kms.from Guwahati on the north bank of the Brahmaputra,
it is a place where three
religions meet - Hinduism, Islam and Buddhism.
It has a large number of temples, the chief among them
being Hayagriva-Madhab Temple. There is a belief that this
temple contains the relic of Lord Buddha, while a section of the
Buddhist hold that Lord Buddha attained nirvana here. Large
number of Bhutanese visit this temple every year during the win-
ter season.
There is a place of pilgrimage for Muslims here known as
Poa-Mecca.
According to mythology, the Pandavas had taken shelter in
this region during their agyatvas or the period in hiding. One can see the stone bowl used by Bhima during this agyatvas.

Majuli
Assam is famous for Majuli, the world's largest river island. Majuli situated in the midst of river Brahmaputra,
is the centre of Vishnava culture.
The total area of Majuli has been steadily decreasing due to strong
erosion of the river Brahmaputra. The area of the island has reduced
from 2,82,165 acres in 1853 to less than 886 sq. kms today.
There are over fifteen Vaishnava monasteries or satras on Majuli.
The major satras are Kamalabari, Natun Kamalabari, Auniati, Garmur,
Samoguri, Dakhinpat and Bengenaati. These satras are regarded as
the main centres for Assamese art, music, dance, drama, handicrafts,
literature and religion etc. Auniati is famous for its considerable collec-
tion of Assamese old utensils, jewellery and handicrafts.
Upper Majuli is inhabited by tribes like the Mising and the Deoris and is the centre of a living heritage of
colourful costumes and festivals.
Plenty of migratory birds of great varieties are also seen here.
Haflong
Up in the rugged terrains stands Assam's only hill station, Haflong, where one can see the rainbow down
below. It is the district Headquarters of North Cachar Hills.
Hilly Assam is a land of sensuousness. A heaven to the senses where one touches the sweetest dream with
one's fingers. The mountains float in the distant sky. The clouds descend
and snugly lie below one's feet. A beautiful lake 'Haflong Lake' is located in
the heart of the town.
Jatinga 9 kms. from Haflong, is famous for the unexplained phenom-
enon of migratory birds 'committing mass suicide'. The migratory birds come
during the month of August to November and it becomes the Orinthologists
attraction. From the elevated watch tower one can see them yielding to
their death wish and their little plumage dropping down. Season to visit is
from August to April.
Other attractions include exciting trekking in Borail Hills, watching the traditional dances of the Tribals and
a visit to the Orchid Garden.
Digboi
Surrounded by numerous Tea Gardens and mystic blue hills, Digboi is a major oil town. A hundred year old
Refinery and it's hundred and twelve year old oil field still exist here. The Digboi Refinery came into being in 1901
as the first refinery of Asia and as the second one in the world. Today, the oil field and refinery are the oldest
continuing oil field and refinery in the world.
There is also a War Cemetery and Golf Course in Digboi.
Tezpur
Tezpur, known as Sonitpur (city of blood) of Puranic fame, is associated with the legend of princess Usha,
the daughter of King Bana and prince Anirudha, the grandson of Lord Krishna for their eternal love and ro-
mance. The great mythological war believed to have been fought between Hari(Lord Krishna) and Hara (Lord
Shiva) and as a result the whole city was said to have been drenched in blood, hence the name.

Situated on the north bank of the majestic river Brahmaputra, Tezpur town is of magnificient scenic beauty
and exquisite archaeological ruins. It is the headquarters of Sonitpur district and is considered as one of the most
beautiful towns of the state.
Undulated green valleys surrounded by the hills of Arunachal Pradesh, with snow capped peaks of the
Himalayas as the northern backdrop, lush green tea gardens and magnificient archaeological ruins have all con-
tributed to make Tezpur a tourist's delight. Her contribution to art, culture, literature particularly her contribution
to the freedom struggle have earned for Tezpur a unique niche in the history of Assam.
In 1942, for the first time in entire British India, the tricolour (Indian flag) was hoisted in the police station at
Gahpur, a quiet mofussil town under Sonitpur district. Fourteen year old Kanaklata braved British bullets and
died holding the national flag aloft.
Kaziranga Wildlife
Kaziranga National Park is located in the state of Assam and it
has been declared as a world heritage site. The park is a popular place
and many tourists can be seen here during the peak tourist seasons.
The park is home to the one horned rhino and two thirds of the world's
populations of rhinos are located in the Kaziranga Park. Kaziranga has
achieved relatively good amount of success in conservation of wildlife
and one can see many species of animals and birds in the park. Some
of the animals that can be spotted here are swamp deer, elephants,
wild buffalos, Chinese pangolins, Bengal foxes, gibbons, civets, sloth
bears, leopards and flying squirrels amongst either. The park is also
home to the Indian tiger and it is a tiger reserve.
Some of the birds that are present in the park are imperial eagles, fish eagles, herons, storks, pelicans and
hornbills. One can opt for safari rides in the park in either jeeps or SUVs and this is the best way to get around
the park. Elephant rides can be arranged and they have to be booked in advance as they are popular. There is a
wide variety of flora that is available in the sanctuary as well.
Barpeta Satra
Barpeta is a town that is located in the Barpeta district of the state of Assam. The town is a popular tourist
destination and one can see many people from various parts of the country through the year in this place. The
place has always had religious importance and contains many histori-
cal and religious places.
Many sataras are located in the town of Barpeta and these are
good places to visit while, traveling to the region. Some of the main
Satras are Moinbari Satra, Barpeta Satra, Kanara, Baradi, Sundaridia,
Jania, Patbaushi and Ganakuchi. The place also has a rich cultural heri-
tage and many forms of dance can be seen in the place. One can also
see different forms of traditional and ethnic arts during the festival sea-
son. During the Doul festival one can witness the Holi Geet, which is a
form of chorus singing.
The place is also famous for its arts and crafts; there are many
centers that are located in and around the town that make traditional carvings out of wood. One can also find
ivory carving centers in the town. These can be purchased as souvenirs. You can also find many traditional
paintings in the town of Barpeta.

Dibru Saikhowa National Park, Wildlife
The Dibru Saikhova National Park is one of the most popu-
lar tourist destinations in the state of Assam. This national park
is located in the district of Tinsukia, and it is one of the major
biodiversity hotspots in the world. The national park in Dibru
Saikhova serves as an ideal destination where people from
nearby places and families congregate in order to unwind and
have fun. You can spot many species of animals and birds in the
Dibru Saikhova National Park, and safaris through the park
can also be taken.
Wildlife lovers and enthusiasts will love travelling to the national park in Dibru Saikhova. The Dibru Saikhova
National Park is also one of the largest parks in the region, and also in the state of Assam. It is located over an
area spanning 650 square kilometers. The park lies near the Brahmaputra River too, thus picture perfect mo-
ments can be captured through your camera during your visit to the park.
You can mainly spot feral horses in Dibru Saikhova National Park, and these are horses which were once
domesticated and then let out into the wild. Elephants, tigers, water buffalos, gibbons, capped langurs, pelicans,
white bellied herons, Brahmini ducks, bar headed geese, fishing eagles and river dolphins can also be spotted in
this national park.
Diphu, Hill Station
The town of Diphu is located in the Indian state of
Assam. This town is located in the Karbi Anglong district,
which is quite well known for its many tourist locations.
The town of Diphu mainly serves as a minor hill station in
the region. Families travel to the town from all nearby re-
gions to picnic here, as the locations are very calm, serene
and peaceful.
There are many interesting places that you can visit
during your trip to the town of Diphu. There are many
tourist centers near the region of Diphu in the Karbi
Anglong district, and these are in Amreng, Khanduli,
Kohora, and Umwang.
There are many grasslands and moulds in Khanduli
that you can visit, and the region of Kohora houses the Kaziranga Wildlife Sanctuary, which is a prominent tourist
destination in the region. You can also visit the region of Unwang, which is famous for many activities like hang
gliding, horse riding, golfing and also trekking. You can also go
bird watching in the region. Adventure buffs will love visiting this
place, and this place has one of the most well laid golf courses in
the state.
You can also take a trekking trip to Singhason, which is
located in the region. Trekking through tall peaks and sheer drops
with the forest cover providing an ideal background can be re-
freshing.
Goalpara, Scenic
The town of Goalpara is located in the Indian state of Assam.
This town is located in the Goalpara district, and the entire dis-

trict is an epitome of natural beauty. Tourists mainly travel to this town in order to unwind amidst the green
surroundings and in order to relax. There are many places of interest in the district of Goalpara, and these can be
visited during your trip to the region.
You can visit Dadan Hill during your trip to the town of Goalpara, and this hill is very popular among
pilgrims. The reason for this is that the hill has a very well constructed temple of Lord Shiva at its peak. This
temple is an old one and it was established by the King of Sonipur, called Bana. The mystical hill is of great
religious importance.
You can also visit the Surya Pahar in Goalpara, which attracts pilgrims from three different religions -
Buddhism, Jainism and Hinduism. There are many stupas and monuments of Buddhist importance in this part of
town, and these can be visited as well during your trip to Goalpara.
Goalpara also serves as a center for many adventurous activities. Trekking and climbing are activities that
are pursued here.
Manas National Park, Wildlife
The Manas National Park and wildlife sanctuary is lo-
cated in the foothills of the Himalayas in the state of Assam.
The Park is a UNESCO World Heritage site and it is also a
tiger reserve. The park has a substantial population of el-
ephants as well. There are many endangered species of ani-
mals that can be seen in the wildlife sanctuary. Some of them
are lispid hares, assam roofed turtles, pygmy hogs and golden
langurs.
The park was previously a hunting reserve of the Cooch
Behar Royal Family. There are many villages that can be
seen in the fringes of the national park as well. One village is
located in the vicinity of the park itself. One can also stay at the forest bungalow inside the sanctuary. However
accommodation options are limited. There are two more lodges on the periphery of the sanctuary. A popular
activity in the park is taking a raft ride on the Manas River and this gives one an opportunity to see many animals
in their natural setting. Forest safaris can also be arranged and these are a good way to see the sanctuary.
Elephant rides are also available for short distances and these are a popular option among the children.
Nameri National Park, Wildlife
Nameri National Park is located
in the foothills of the eastern ranges of
the Himalayan Mountain Range. It is
located in the Sonitpur district. The for-
ests are home to a host of different ani-
mals. The national park is home to a
substantial population of elephants.
Some of the other animals that can be
seen here are leopards, bisons, wild
boars, black bears, giant squirrels,
capped langurs and sloth bears. There are a few species of birds that are present here as well. One can see
hornbills, wood ducks, plovers, bee eaters and babblers. Safaris can be arranged in the park and this is the best
way to see the place. Jeeps and SUVs are used for these safari rides and they are protected on all sides with an
iron grill.
The park is also home to evergreen forests and they are lush green for many months of the year. Some of the

most popular activities in the park include white
water rafting and fishing. There are several spots
that are ideal for angling. However, one has to
obtain permission from the forest department
for fishing. Families can also swim and sunbathe
in certain sections of the park.
Orang National Park, Wildlife
Orang National Park is situated on the
banks of the River Brahmaputra. It is located in
the Sonitpur and Darrang districts of the state
of Assam. The park is said to resemble the
Kaziranga National Park and it is home to the
Great Indian Rhinocerous. The park has a wide
variety of fauna and flora. Some of the animals
that can be seen in the park are the pygmy hogs,
civets, porcupines, macaques, leopards, Indian
pangolins, water buffalos and elephants. One can also find a population of Bengal tigers in the park. The river is
also home to the rare Ganges Dolphin. There are over 50 species of fish that are present in the water bodies of
the park.
One can also see a significant population of migratory birds in Orang National Park and these include the
white pelican, shelduck, adjutant stork, mallard, woodpecker, king fisher, Bengal florican and fishing eagle. It is
possible to travel around the sanctuary through the safaris that are arranged by the forest department. Jeeps
safaris are a popular tourist activity in the national park. One can also visit the villages that are located in the
fringes of the sanctuary.
Sibsagar, Historical
Sibsagar is a city that is located in the
Sibsagar district of the state of Assam. The
place is also known as Sivsagar and it is a
multi cultural city that has a rich heritage as
well. The city is known for many monuments
and sites that date back to the Kingdom of
Ahom. One can find many different attrac-
tions in the city and the main place of inter-
est is a water tank called the Bhorpukhuri.
This is situated in an elevated region that is
higher than the rest of the city and there are
three temples that can be seen here as well.
An amphitheatre called the Rang Ghar
is also present in the city. The roof of the
building was built to resemble an up turned
boat. One can also visit the Joysagar which
is a man made lake and it is located in a
place called Rangpur.
For those who are interested in history, the Ahom Museum is a good place to visit. There are many artifacts
that belong to the Ahom Kings that are present here. You can see swords, platters, and goblets present in the
museum. Another palace called the Kareng Ghar is located near the city and this is also a popular place to visit.

sion on Innovative work done by States, Presentation by Research Scholars, Discussion on General Report
on the Road Research Work Done in the Country during 2012-13, Talk by Experts, Technical and Research
Presentations, Panel Discussion, Meetings of the Council, Highway Research Board, General Body and
Secretaries/E-in-Cs/Chief Engineer's Meeting etc., Technical Exhibition cum Buyer and Seller meet will also
be held during the Annual Session. Tentative Programme of the Session is given in Appendix-4.
4. PAPERS FOR 74
th
ANNUAL SESSION
The Papers published in IRC Journal Volume 1, 2, 3 & 4 and Papers published in Highway Research
Record No. 40 pertaining to General Report on Road Research Work done in the country during 2012-13
will be discussed. These publications are sent free of cost to members who are up-to-date in their member-
ship subscription and members are expected to receive the above publication in December 2013. Papers to
be discussed are listed in Appendix-5. Members attending the Session are requested to bring with them
these publications.
5. RECEPTION OF DELEGATES
The Government of Assam has extended courtesy to receive the delegates at Guwahati. Delegates will
be received by the volunteers at KamakhyaRailway Station, Guwahati Railway Station, Lokpriya Gopinath
Bordoloi Airport at Guwahati and Inter State Bus Terminus,Guwahati. Reception Counters will be opened at
these places. Delegates will be provided with the initial transport to take them to their respective places of
lodging arranged by the local organisers. Enquiry offices will be opened from 17

January, 2014 at the Venue
and at the office of the Local Organising Secretary & Superintending Engineer, PWD Bldg, Circle-I at Chief
Engineer PWD(Bldg.) Office Campus, Guwahati. Complete information about the arrangements and programme

6. REGISTRATION
6.1. Registration Fee
Registration of the delegates will be done at the Venue, viz, "Sarusajai Sports Stadium" Guwahati. De-
tails of Registration fee payable by the respective delegates are given hereunder:

Note : Members who are retired from service and age between 60 to 65 are entitled to pay 75 per cent of
above rates of registration fee and 50 per cent after 65 years of age. This concession will not be
admissible to the spouse of the retired Member. Spouses of the delegates will also have to be regis-
tered on payment of the requisite registration fee.
The arrangements for accommodation, transport and tours, etc. will be made only for the delegates and
their spouses who are registered and have sent their intimation by the cut-off dates. As accommodation, trans-
port and other facilities are limited, the delegates are advised strongly not to bring their children with them
as it will not be possible to provide accommodation for them.
Non-Members (whether official or non-official) will not be registered. Delegates are, therefore, advised to
become Member of Indian Roads Congress well in advance. Membership Form for this may be obtained by
writing to the Secretary General, IRC or downloaded from IRC website: www.irc.org.in. Generally, Graduate
Engineers are eligible for membership of IRC.
6.2. Last Date for Registration and Payment
Members desiring registration should fill-in the Registration Form, Appendix-9, and send to The Under
Secretary, Indian Roads Congress, Jamnagar House, Shahjahan Road, New Delhi-110 011, so as to
reach him along with the requisite Registration fee by 05.01.2014 at the latest. Members may please note that the
increased rates of Registration fee would be applicable from 18

January, 2014 onwards. The enclosed printed
envelope may be used for mailing the same. For on-line payment, visit IRC website: www.irc.org.in. Request for
registration, received without Registration fee, will not be accepted.
Registration is valid only after remittance of Registration fee. Official delegates are, therefore, advised to
ensure that the Registration fee on their behalf is sent by their Governments/Organizations within the stipulated
time. But, if there is any likelihood of delay in payment by their respective Governments/Organizations, they
should themselves remit the Registration fee so as to reach the IRC office at New Delhi upto the 05.01.2014 to

be accepted. Delegates coming from foreign countries may, however, make remittance of registration fee at the
time of Registration by cash.
6. 3. Cancellation of Registration
In case of request for cancellation of registration from individual delegates is received in IRC office at New
Delhi upto the 10.01.2014, 50 per cent of registration fee will be refunded. But no such refund will be admissible
if the request for cancellation is received after this date.
In case of official and local delegates, no refund of the registration fee will be admissible irrespective of the
date of cancellation. However, as regard to official delegates, the Governments/ Organizations concerned can
substitute the names in place of those whose nominations are cancelled.
6. 4. Nomination of Official Delegates
Indian Roads Congress, have addressed the State Governments/Union Territories; Director General of
Works, CPWD; Engineer-in-Chief, A.H.Q.; Council of Scientific and Industrial Research; Director General,
Border Roads; Director, CRRI; Ministries of Rural Development, Agriculture and Water Resources, Central
Water Commission, RITES, IAHE, NHAI, Municipal Corporations, Educational Institutions, Training Institu-
tions, Research Institutions, etc. to nominate Senior and Junior Delegates. It is suggested that in addition to
Engineer Officers from among Members of IRC whom Governments/Organizations may like to nominate to
attend the Session, the official delegation should include:
(i) Members of the Council (Appendix-6)
(ii) Authors of Papers published under Discussion Section of Volume 73 parts 4 and Volume 74 parts
1,2,3 & 4 of Journal of the IRC.
(iii) Officers working in Central and State Road Research Laboratories, who have helped towards com-
pilation of Road Research Reports and are in a position to make useful contribution in the Discussion
of General Report on Road Research for the Year 2012-13 published as Highway Research Record
No.40.
In the event of delay in finalizing names of the delegates, Governments/Organizations should send informa-
tion of the total number of delegates of each category being nominated for the Session. Members nominated as
official delegates by the respective Central and State Governments or such delegates as may be deputed by
District Boards, ZillaParishads, Municipalities, Improvement Trusts, Development Authorities, Cantonments,
Educational Institutes, etc. will, in accordance with previous practice, draw their travelling and halting allowances
from the Administration/Organization concerned. These Administrations/Organizations will also pay the Regis-
tration fee to the Indian Roads Congress at the rates mentioned in para 6.1.
6. 5. Special Casual Leave to Attend Session 74

As a General Rule, Government of India encourages participation in IRC Sessions. Members may avail
Special Casual Leave as per Government Rules for attending IRC Session.
7. ACCOMMODATION
Government of Assam will make arrangements to allot the accommodation for delegates who have re-
quested, in advance, along with advance payment, in Government Guest Houses, Hotels, etc. Details will be
available on the website (www.74thircguwahati.in)and will also be communicated to them at Reception Counters.
For those desiring accommodation of their own choice and at their own cost, the list of Hotels and their current
tariff is given in Appendix-7.

Accommodation for all delegates shall be arranged from the forenoon of the 18

January 2014. It will not be possible to provide accommodation for period less than that mentioned above and
charges for the period will have to be paid in advance.
In case, the delegates do not remit the charges in advance, it will not be possible to reserve any accommo-

For those delegates who want to avail tour, accommodation could be arranged upto one more day pro-
vided requirement is intimated by the stipulated date along with charges on pro-rata basis, in advance.

8. TRANSPORT FACILITIES

own arrangements. Local Organizing Secretary will provide assistance in this regard.

Cultural Programme will be arranged in the evening on certain days. The programme details shall be

Post-Session tours have been arranged for the delegates subject to response of individual delegates and will

12. ATTENDANCE
The presence of the delegates at all the Technical Discussions and Presentations is essential. Delegates are
requested to sign the Attendance Sheets, which will be presented for the purpose at the places of events. Co-
operation of the Secretaries/Engineers-in-Chiefs/Chief Engineers/Heads of Departments is solicited to ensure
that the nominated delegates from their State Departments attend the scheduled Technical Sessions/Meetings
and participate actively in the deliberations.
13. DISPERSAL
Delegates other than Council Members, Secretaries/Engineers-in-Chiefs and Chief Engineers may disperse
in the morning of the 22
nd
January, 2014. The Secretaries/Engineers-in-Chiefs and Chief Engineers and Council
Members can do the same in the afternoon of the 22

January 2014. For delegates availing the Post-Session
Tours, dispersal will be at tour places after completion of the respective Post-Session Tour, as indicated.

18. ELECTION OF COUNCIL MEMBERS
18.1. Election under Different Rules

are to be elected to the New Council of the IRC from amongst those who are present at the Meeting. They will
have a tenure extending to the next Annual General Meeting. Rules under which election will be held are repro-
duced below :
Rule 9k (i) Six representatives to be elected annually at the time of the Annual General Meeting by a "Board"
consisting of nominees of Associate Members from Private Sector elected under Rule 5-g and
present at the meeting from amongst themselves.
Rule 9k (ii) Three representatives to be elected annually at the time of the Annual General Meeting by a "Board"
consisting of nominees of Associate Members from Government and Public Sector Undertakings
elected under Rule 5-g and present at the meeting from amongst themselves.
Provided that in the event any dispute as to the composition of the Board, the dispute shall be
referred to the President of the Society for decision and his decision shall be final.
Rule 9l One representative to be elected annually at the time of the Annual General Meeting by the nomi-
nees of such Associate Members elected under Rule 5-g which are institutions primarily engaged in
roads and road transport research (whether in Private or Public Sectors) from amongst all such
nominees present at the Meeting.
Rule 9m One representative to be elected annually at the time of the Annual General Meeting by the nomi-
nees of Engineering Universities/IITs, Engineering Colleges/Training Institutes, who are Associate
Members elected under Rule 5-g from amongst the nominees present at the meeting.

Rule 9o One representative to be elected annually at the time of the Annual General Meeting by a "Board"
of Municipal, Improvement Trusts, Development Authorities and Cantonment Engineers who are
Members of the Society and are present at the meeting from amongst themselves.
Rule 9p (i) Ten representatives who shall all have been Members of the Society for at least five years to be elected
annually at the time of the Annual General Meeting by all present and voting; provided that the number
of elected Members from each State/Union Territory under this Rule should be limited to one.
Rule 9p (ii) Two representatives who shall be below 35 years of age on the date of Business Meeting and all
have been Members of the Society for at least five years to be elected annually at the time of the
Annual General Meeting by all present and voting; provided that the number of elected Members
from each State/Union Territory under this Rule should be limited to one.
It was decided that separate nomination for rule 9-p(i) and 9-p(ii) will be obtained and election
under the two sub-rule will be independent of each other. The representatives below 35 years of
age may be from the same state as for the rule 9-p(i).

Rule 9q One representative of Mechanical Engineers having at least five years standing membership to be
elected annually at the time of the Annual General Meeting from amongst the Mechanical Engineers
who are Members of the Society and are present at the time of meeting.
Rule 9s Two representatives of lady Members of the Society having at least five years standing member-
ship to be elected annually at the time of the Annual General Meeting from amongst lady Members
of the Society who are present at the meeting.

Additional nomination form, if required, can be obtained from the IRC Registration Counter on any day after the
start of the Session and upto 1100 hours on the 20
th
January, 2014.
18. 3. Last Date and Time for Filing Nominations
Nomination forms, duly completed, may be deposited with IRC Secretariat latest by 1200 hours on the
20
th
January, 2014 at Registration Counter. The list of the candidates eligible for election as Members of the
Council will be displayed at the Registration Counter at 1500 hours on the same day. The nomination can be
withdrawn through a written request addressed to the Secretary General, IRC before 1600 hours on the
20
th
January, 2014. All candidates are required to attend the meeting at 1700 hours on the 20
th
January, 2014.
The final list of candidates will be displayed at the Registration Counter at 1900 hours on the 20
th
January, 2014
and only those candidates whose names figure in the list will be eligible to contest. The election schedule, in brief,
would be as follows:
a. Obtaining nomination forms 20.01.2014 (1100 hours)
b. Last Date and time of filing nominations 20.01.2014 (1200 hours)
c. List of eligible candidates for election 20.01.2014 (1500 hours)
d. Last date and time for withdrawal 20.01.2014 (1600 hours)

Voting will be open from 1100 hrs to 1600 hrs on 21

January, 2014. For casting their votes, Members
would have to produce the Badge Card for entry to the Hall and for online voting Members would use their Roll
No. For ready use, Roll No. would be printed on the Badge Card.

19. TECHNICAL EXHIBITION-CUM-BUYER SELLER MEET
Technical Exhibition cum Buyer Seller Meet with special emphasis on Highway Engineering, Bridge Engi-
neering, Road Safety will be organized at the "Sarusajai Sports Stadium" Guwahati. A number of Government
Departments, Government Undertakings and Engineering Firms are likely to participate in this Exhibition. Del-
egates are invited to visit the Exhibition as this is being organized for their benefit. There will be no entrance fee for
the delegates. The Exhibition being educative and informative, the delegates should spare some time to visit it.
