RESUMEN

El presupuesto es una herramienta que les sirve a los gobiernos para definir las estimaciones que en materia de ingresos y gastos tiene en pas en un determinado ao econmico. Por lo general, su preparacin, elaboracin y redaccin est a cargo del Ministerio de Hacienda de cada pas acompaado por las dems dependencias ministeriales y finalmente sancionado por el representante del gobierno sea cual fuere la modalidad gubernamental que rija cada pas; el presupuesto se elabora teniendo en cuenta las necesidades del pas y determinando los recursos para su total cubrimiento; segn sea la importancia y la prioridad de cada una de esas necesidades. Es as como, para su elaboracin se requieren estadsticas reales y puntuales de los requerimientos de los ministeriales en materia de proyectos para su total financiacin.

ABSTRACT

The budget is a tool that allows governments to define the estimates on income and expenditure has in country in a given fiscal year. Generally, their preparation, drafting and writing is in charge of the Ministry of Finance in each country accompanied by other ministerial departments and finally sanctioned by the government representative from whatever government that governs each country, the budget is developed taking into account the country's needs and determining the resources for full coverage, depending on the importance and priority of each of those needs.
