LOCAL and international civil society groups, including some of the worlds largest trade unions, are urging the government to immediately and thoroughly investigate the case of 16-year-old Khim Saphath, who mysteriously disappeared during a violent crackdown on protests in early January. Saphath was last seen lying on Veng Sreng Boulevard with blood pouring from his chest on January 3 amid clashes between striking garment workers and security forces, who shot dead at least four people. A friend and co-worker of Saphath, who saw him with the apparent bullet wound, told the Post on January 12 that he later heard from others that Saphath had been taken away in a military police truck. Despite separate investigations by local rights groups Adhoc and Licadho, no eyewitnesses have been able to corroborate this. But the 54 groups that signed yesterdays open letter argue that given the context of Saphaths disappearance, there are reasonable grounds to believe that he might have been subject to an enforced disappearance. The government which acceded to the International

Convention for the Protection of All Persons from Enforced Disappearance (ICCPED) in June last year is thus legally bound to investigate, they say. Frankly, there is a 16-yearold boy missing, but over two and a half months later, the government have conducted no credible investigation, said Neil Loughlin, technical assistant at Adhoc. [The government] have to go above and beyond the very lacklustre measures they have taken and actually investigate this properly. Military police spokesman Kheng Tito said yesterday, however, that his ofcers had been searching for Saphath since they heard that he was missing. Our police and military police are paying attention to search for him, but so far we have no results, so they are still looking for him. We do not know why he went missing [but] we do not need to hide this ... If we nd out, we will tell his family or authorities. But Kim Souern, Saphaths father, who was preparing invitations for his sons 100-day funeral ceremony yesterday, said he has given up hope. We are hopeless now because we have been looking for him for almost three months, he said.

HEATING on national grade nine and 12 exams which has been rampant in the past just got harder. The Anti-Corruption Unit (ACU) announced yesterday that it will enlist the services of independent NGOs, civil society groups and private companies to monitor the more than 100,000 test-takers this year tackling their last hurdle before attaining a lower-secondary school or upper-secondary school diploma. We have to cooperate if we want to end cheating, said Om Yentieng, president of the ACU, adding that his staff of 200 was not enough to oversee more than 4,000 testing sites. Yentieng said groups interested in monitoring exams can sign up next week, a change in the proctoring system that will take the burden and the potential leniency away from teachers. The ACU was unable to provide details yesterday regarding potential reimbursement for the new, independent monitors, or how the monitors would be trained. During last years tests, more than half a million dollars in bribes was funnelled to teachers in exchange for cheat sheets,

answers posted on Facebook or a passing grade, according to a Youth and Resource Development study. Students found conducting any suspicious activity in the next round of exams will be kicked out. week advising that the scores from national tests would no longer be averaged with students semester grades, according to San Chey, coordinator for the Afliated Network for Social Accountability-East Asia and the Pacic. The national exams will also now take place at provincial education centres, rather than in every commune, a cause of worry among some. Students are very concerned about how they can

afford to pay for the transportation, and lodging and food if they have to travel through the province to take their test, San Chey said. Still, he added, the kinks arent worth scrapping the accountability initiative. A culture of cheating leads to a poor quality of education, he said. It will be the legacy of the new Education Ministry if the tests are not so corrupt and the answers arent so widely leaked.

Shake-up may move judicial gures to new positions

TWENTY judges and prosecutors may soon find themselves pulling up stakes and tackling new jurisdictions, according to a draft list detailing a wideranging judicial reshuffling obtained by the Post yesterday. In the proposed shake-up, Phnom Penh Municipal Court president Chiv Keng will be moved into a position as a deputy president of the Supreme

Court, as will current Siem Reap Provincial Court and Khmer Rouge tribunal trial chamber president Nil Nonn. Four Phnom Penh court prosecutors, meanwhile, will be bumped up to the appellate level, and Banteay Meanchey court president Ang Meal Dey will replace Keng in Phnom Penh. The document includes no details as to when the reshuffle might occur, but Oum Daravuth, chief of King Norodom Sihamonis cabinet, said

yesterday that the Supreme Council of Magistracy on which the King sits would be meeting to discuss the moves when the King returns from Beijing. Bodies of mother, daughter found in bag on side of road

POLICE are investigating a gruesome double murder after the bodies of a mother and her six-year-old daughter were found in a black plastic bag on a roadside in Kampong Speu provinces Pich Nil valley. The Pich Nil area is host to a number of shrines popular with tourists travelling the road to Sihanoukville.

MILITARY police seized more than 260 kilograms of elephant ivory near the Vietnamese border in Svay Rieng province on Friday, an official said, the second major bust in as many months. Svay Rieng provincial military police chief San Bunthan said the 263 kilograms or 77 pieces of ivory tusks was hidden inside 10 suitcases in the back of a van heading towards Vietnam. We doubted that the van was transporting timber, so police chased [it] ... [and] found that there were many [pieces of] ivory hidden in the van, not timber, Bunthan said on Friday, add-

ing that the suspect fled the scene when the vehicle was stopped. Bunthan said he was unsure which country the ivory had originally been smuggled from. Nick Marx, director of wildlife rescue and care at the Wildlife Alliance, said yesterday the case was just one example of a wider problem. People are slaughtering elephants all over just for their tusks, he said. Last month, two Vietnamese nationals were arrested at Siem Reap International Airport and charged with attempting to smuggle almost 80 kilograms of elephant ivory into the country.

UNITED Nations study released on Friday shows that Cambodia has the highest rates among 11 Asian countries surveyed of people lacking access to electricity, clean water and sanitation. The 2014 UN World Water Development report, titled Facing the Challenges, ranks Cambodia below countries including Myanmar, Indonesia and Bangladesh in access to the essential services. The study uses data collected in 2011. This report points out the existing problems, Engin Koncagul, a UN World Water Assessment program ofcer, said on Friday. Water and energy is very critical for sustainable development ... from all [population] segments. Of Cambodias 2011 population of 14.3 million, the report says, 66 per cent had no access to electricity, 32 per cent lacked access to improved water and 66.9 per cent did not have access to improved sanitation. The numbers show a large disparity between Cambodias access to the essential services and the global averages, which the study reports as 18.1 per cent lacking access to electricity, 11.1 per cent without access to improved water and 35.9 per cent having no access to improved sanitation. About 35% of TB cases missed

AMBODIA continues to shoulder a d i s p ro p o r t i o n a t e percentage of the worlds tuberculosis victims, with a higher prevalence rate of the extremely contagious respiratory disease than anywhere outside of South Africa, according to the World Health Organization. With the assistance of free screenings and free treatment, the Kingdom has seen rates of infection falling year by year, though with 764 cases per 100,000 people last year compared to 1,670 cases per 100,000 in 1995, the number still looms twice as high as the 2015 Millennium Development Goal. While the battle against TB infections in Cambodia has largely hit positive notes, the WHO warned on the eve of World Tuberculosis Day yesterday that about 35 per cent of active infections are missed either not found or not treated. One reason that so many cases are being missed is that people have not received enough information and are not aware their cough might

be something more serious. Another reason is that some populations remain very hard to reach, said Mao Tan Eang director of the National Center for Tuberculosis and Leprosy Control. Tan Eang added that the majority of missed cases occur among the poorest communities, elderly populations

and marginalised groups including migrant workers, prisoners and HIV-positive people. The WHO has previously estimated that up to 64 per cent of the Cambodian population, or more than 9.5 million people in the Kingdom, carry latent Mycobacterium Tuberculosis, the bacteria that

causes the potentially lethal infection. One in every 10 latent cases is expected to become an active infection. The key to nding many of the missed cases lies with early detection, according to health experts. Until a few months ago, traditionally, health centres (and even the entire world) have

been using single-symptom screening for cough of more than two weeks, said the WHOs Dr Rajendra-Prassad Yadav. However, [surveys] have shown that if health centres screen only for this single symptom, they will continue to either miss or delay treatment of about 70 per cent of TB cases. In addition to the problem of missed cases, Cambodia is also experiencing a major gap in funding for the public health problem. In 2011, $12 million was available to tackle the disease, but this year, that number dwindled to just $7 million. And without more money, researching the increasingly problematic multi-drug resistant strains, innovating new preventive vaccines and implementing new rapid screening technology remains elusive. We will continue to miss the three million [cases undetected globally] if we continue to do the same thing, Yadav said. EMPLOYEES at the Kampong Speu shoe factory where a ceiling collapse killed two workers last May are headed back to work today after more than a week on strike, but will take their demands to the Arbitration Council. Free Trade Union leaders agreed to end the strike of about 5,000 workers at Wing Star Shoes an Asics supplier after the Kampong Speu provincial court issued an injunction on Friday ordering employees to return, FTU officer Yann Roth Keopisey said. Asking employees to return to work does not mean weve given up, Roth Keopisey said yesterday. We are taking our case to the Arbitration Council. Employees walked off the job on March 14 and later blocked National Road 3 demanding an additional $10 per month for transportation and lunch, and $8 more in attendance bonuses. National Govt seeks inquiry in Thai border shooting

THE Ministry of Foreign Affairs on Friday called on Thailand to open an investigation into the alleged killing last week of a man illegally crossing the border and urged the authorities to stop using force against Cambodians who enter the country without permission. In a statement on Friday, Foreign Ministry spokesman Koy Kuong said that acting Foreign Minister Long Visalo had earlier that day presented a diplomatic note to the Thai ambassador to Cambodia, Touchayoot Pakdi. The note called for an investigation into the alleged shooting of nine Cambodians who attempted to cross illegally into Thailand on Tuesday, which led to the death of 38-yearold Van Vouch. The note did not specify if the group were crossing in search of work or attempting to illegally log. Nine of our people crossed the border into Thai territory and [were] met by Thai soldiers [who] shot one of nine dead, Kuong said. [We] demand to have an investigation to nd the shooter [and for that person] to be convicted. The Foreign Ministry also urged the Thai authorities to use peaceful measures to arrest and prosecute those found entering their territory illegally. Sok Hai, governor of Choam

The Cambodian government itself does not do enough to stop it, he said. All of these incidents show that the Thai government isnt about to change. However, on January 26 last year, commander of Hun Sens bodyguard unit General Hing Bun Heang attended a ceremony in Bentrang village, Ream commune, where he called on Admiral Tea Vinh to actively support the project, according to Yeejias website. Former Prime Minister Prince Norodom Ranariddh, whose government passed the Law on Protected Areas, at the opening of the Ream National Park in 1995, said the law was passed because the pillage is terrible. Marcus Hardke of German conservation group ARA, said concessions in protected areas, such as the Golden Silver Gulf resort project, have no legal basis. All these land grabs in protected areas have no real legal basis, they are just based on deliberate misinterpretation of the [protected areas] law, if not outright in violation of it, he said. It has by now led to sometimes grotesque situations ... and the people responsible for or complicit in these deals should be held accountable under Cambodian law.

AILED bitcoin exchange Mt. Gox says it has found 200,000 coins worth $116 million in an old digital wallet, after it collapsed in February admitting it had lost half a billion dollars in a possible theft. The Tokyo-based digital currency exchange led for bankruptcy protection in Japan last month, saying that it had lost 850,000 coins worth nearly $500 million at present prices. But 200,000 bitcoins were left in a wallet used before June 2011, the company said in a statement on its website on Thursday. Bitcoin wallets are used for online transactions between currency holders. The new nd would be worth $116 million, according to the CoinDesk Bitcoin price index. The discovery has been reported to the court overseeing the case, the statement revealed. Mt. Gox, which at one time reportedly processed 80 per cent of global bitcoin transactions, said that the 200,000 bitcoins discovered on March 7 had been moved to an ofine wallet.

Taking into account the existence of the 200,000 BTC, the total number of Bitcoins which have disappeared is therefore estimated to be approximately 650,000 BTC, the statement said. The company led for protection under US bankruptcy law earlier this month, 10 days after doing the same in Japan after a huge loss of the digital currency. Mt. Goxs lawyer said 750,000 bitcoins belonging to customers had gone, along with Mt. Goxs own store of the currency, which she said was around 100,000 units. HE most startling part of Washingtons sanctions on Russian businessmen loyal to President Vladimir Putin may be a single sentence that contains an explosive allegation: that Putin himself prots from the worlds fourth biggest oil trading company, Gunvor. Among the people the United States sanctioned last week as part of its drive to put pressure on Russia for its intervention in Ukraine was businessman Gennady Timchenko, a long-time acquaintance of Putin and, until this week, coowner of Geneva-based Gunvor, which trades nearly 3 per cent of the worlds oil. In announcing the sanctions, the US treasury went a step further, adding a single sentence that hits squarely at one of the most controversial topics that Putin has faced in 13 years as the Kremlin ruler and head of the government. Timchenko activities in the energy sector have been directly linked to Putin. Putin has investments in Gunvor and may have access to Gunvor funds, the statement said. The US treasury declined further comment on what information it has about Putins investments in Gunvor and how exactly he could have access to Gunvors funds. It provoked a quick and furious response. Gunvor said the statement was outrageous and blatantly false.

Gunvor categorically denies that Vladimir Putin has or has ever had any ownership or that he is a beneciary of our business directly or indirectly, it said. Gunvor has repeatedly said that Timchenko and chief executive ofcer Torbjorn Tornqvist had equal stakes each of about 45 per cent and the remaining 10 percent was owned by the staff. Timchenko has repeatedly denied that Putin helped him create his vast business empire, yet because of his long and close relationship with Putin speculation has persisted. Putins spokesman Dmitry Peskov called the sanctions unacceptable and said the Kremlin was studying the impact of the inclusion of Timchenko on the list. He did not comment on the allegations that Putin has investments in Gunvor. Later in the day a treasury ofcial claried that Timchenkos designation would not affect Gunvor since Timchenko owned less than 50 per cent. At the same time, Gunvor announced that Timchenko had sold his share to Tornqvist on Wednesday, a day earlier. Tornqvist now owns 87 per cent, while 13 per cent belongs to the employees. Still, the growing concern among analysts is that the accusation, and the direct blow at Putins closest allies, may provoke an even more dramatic response from Moscow potentially even using

its vast energy supplies as a weapon against the West. The wording of the treasury statement goes far beyond anything that has been said previously about Putin. He has faced accusations for years, typically from political opponents, that he helped Timchenko create the Gunvor empire. None have ever provided any evidence, and no media outlets have ever reported any proof of ownership interests in Gunvor. Putin worked in the mayors ofce in the early 1990s when Timchenko and his friends, Putin said, spun off an oil trading unit of the Kirishi oil renery. Gunvor has grown spectacularly since then with a turnover of $93 billion in 2012 compared with $5 billion in 2004. It traded large volumes of oil of Russian state companies such as Rosneft at the end of last decade, but since then ceded its leading positions and now focuses on trading in Europe and Asia. According to WikiLeaks cables revealed by the Guardian in 2010, John Beyrle, the former US ambassador to Moscow, reported that Gunvors secretive ownership is rumoured to include prime minister Putin. A call made to Eurasia Foundation, where Beyrle works now after leaving the foreign service, was not answered late last week.

Like Arkady Rotenberg, another businessman on the sanctions list who has enjoyed astounding business success under Putin, Timchenko is an old judo buddy of Putins, and they even reportedly founded a judo club together. Climate change to hit Asia hardest, warns new report


PEoplE in coastal regions of Asia, particularly those living in cities, could face some of the worst effects of global warming, climate experts will warn this week. Hundreds of millions of people are likely to lose their homes as flooding, famine and rising sea levels sweep the region, one of the most vulnerable to the impact of global warming, the UN states. The report Climate Change 2014: Impacts, Adaptation and Vulnerability makes it clear that for the first half of this century countries such as the UK will avoid the worst impacts of climate change, triggered by rising carbon dioxide levels in the atmosphere. By contrast, people living in developing countries in low latitudes, particularly those along the coast of Asia, will suffer the most, especially those living in crowded cities. A final draft of the report will be debated by a panel of scientists set up by the Intergovernmental Panel on Climate Change (IPCC) this week at a meeting in Yokohama, Japan, and will form a key part of the IPCCs fifth assessment report on global warming, whose other sections will be published later this year. According to the scientists who have written the draft report, hundreds of millions of people will be affected by coastal flooding and land loss as global temperatures rise, ice caps melt and sea levels rise. The majority of it will be in east, southeast and south Asia. Some small island states are expected to face very high impacts. In addition, the report warns that cities also face particular problems. Heat stress, extreme precipitation, inland and coastal flooding, as well as drought and water scarcity, pose risks in urban areas with risks amplified for those lacking essential infrastructure and services or living in exposed areas. The report adds that this latter forecast is made with very high confidence. In addition, climate change will slow down economic growth, further erode food security and trigger new poverty traps, particularly in urban areas and emerging hot spots of hunger, it is argued. This mix of a high-risk region and the special vulnerability of cities make coastal Asian urban centres likely flashpoints for future conflict and hardship as the planet warms up this century. Acrid plumes of smoke produced by forest fires triggered by drought and other factors are already choking cities across southeast Asia. In future, this problem is likely to get worse, scientists say. The authors warn that some other climate change effects will be global. Climate change throughout the 21st century will lead to increases in illhealth in many regions, as compared to a baseline without climate change, the report states. Examples include greater likelihood of injury, disease, and death due to more intense heatwaves and fires; increased likelihood of undernutrition resulting from diminished food production in poor regions; and increased risks from food-borne and waterborne disease. Other potential crises highlighted by the report include the likelihood that yields of major crops such as wheat, rice and maize are likely to decline at rates of up to two per cent a decade, at a time when demands for these crops triggered by world population increases are likely to rise by 14 per cent. At the same time, coral reefs face devastating destruction triggered by increasing amounts of carbon dioxide dissolving in sea water and acidifying Earths oceans. The report makes grim reading. This comprehensive scientific assessment makes clear that climate change is having a growing impact around the world, and that the risks of catastrophic consequences increase every day as more greenhouse gas pollution is pumped into the atmosphere, said Bob Ward, policy and communications director at the UKs Grantham Research Institute on Climate Change. US landslide kills three and traps victims


ReSCUeRS clawed through piles of mud, rocks and trees early yesterday trying to reach survivors of a giant landslide that killed three people in the northwestern United States. At least eight people were injured, including a six-month-old infant, when the face of a rain-saturated mountainside slid down Saturday, destroying six homes in the rural community of Oso, northeast of Seattle, local police and firefighters said. We have people who are yelling for help and we are out there, Travis Hots, the district fire chief in Snohomish County, Washington state, told reporters late Saturday. This is a massive slide, and we are in a very, very fluid and unstable situation, Hots stated. We are going to take extreme risks to get them out of there. Search teams used thermal imaging cameras to aid rescue efforts, the Snohomish County sheriffs office said. All of a sudden there was a wall of mud about 25 feet [almost eight metres] high, survivor Robin Youngblood told The Seattle Times. Parliament speaker Cemil Cicek said Turkey acted within its rights under international law, media reported. The Syrian Observatory for Human Rights said the plane was striking the northern province of Latakia when it was hit, catching re and crashing in Syrian territory. Turkish warplanes last year downed a Syrian helicopter, which Ankara said was detected two kilometres inside Turkish airspace. Turkey toughened its rules of engagement after the downing of one of its ghter jets by the Syrian air force in June 2012, to say that any military approach of the Turkish border from Syria would be considered a threat. A cooking gas cylinder was found intact in the boot of the vehicle. EOD ofcers managed to defuse it. There were no injuries in the blasts. Police Colonel Kamthorn Ouicharoen, head of the EOD unit, said checks had found the explosive devices were homemade bombs of the same type planted at the Of-

The incident took place near the Chaeng Watthana protest site of the anti-government Peoples Democratic Reform Committee (PDRC). Three bombs that went off in the northern province of Chiang Mai on Friday night injured four people, police said. The bomb attacks occurred between 8:20pm and 9:30pm. Police say the three incidents could be politically motivated after the February 2 poll was declared void by the charter court. GUINea identified the Ebola virus on Saturday as the source of a highly contagious epidemic as the death toll rose to 59. The US Navy handed over to Libyan authorities on Saturday an oil tanker it boarded after the vessel took to sea with crude illegally loaded at a rebel-held port, the American embassy said. Earlier today, US forces turned control of the M/T Morning Glory over to the government of Libya, a statement said. The handover took place in international waters off the coast of Libya, and the government of Libya and its security forces are now in control of the vessel. After trawling though computers conscated from the far-right partys leaders, examining witnesses and wading through thousands of videos, pictures, speeches, documents and blogs, the court ofcials have compiled a 15,000-page dossier outlining why they believe Golden Dawn is a criminal organisation. Under the weight of their inquiry spurred by the murder of a left-wing musician at the hands of a senior party operative in September last year the extremist group has begun to crack. Last week one Golden Dawn MP resigned, citing ignorance of the partys activities. Another was expelled after indicating that he, too, was about to leave. believe Golden Dawn is not only a criminal organisation masquerading as a political party, but one based entirely on fear among those who support it and those it is against. For the two women, time is now of the essence. In a country where it is impossible to ban a party elected by democratic process, judicial authorities have a deadline of 18 months to put the MPs on trial. But even as it loses support, there are few who believe Golden Dawn is done. Though surveys show the party losing its place as the third most popular political force in Greece, no other attracts as many protest votes among a populace intent on punishing the establishment for the countrys economic crash. Gruelling austerity may have helped Greece to achieve the biggest scal adjustment in global history. But it has also thrown the nation into its worst recession since the Second World War and created a climate that has made Golden Dawn hard to eradicate. I dont think we are close to the end of Golden Dawn. People who support it tend to avoid telling pollsters what they think, veteran conservative commentator Giorgos Kyrtsos said. This is a very well organised party and it will pick up at least what it got in June 2012 in the European elections this May. It will be a long time before Greece gets rid of this menace. THe NSA created back doors into networks maintained by the Chinese telecommunications company Huawei, according to a report released on Saturday. The report comes from a document provided by Edward Snowden and disclosed by the New York Times and Der Spiegel. It will add to embarrassment in US government circles in light of an October 2012 US House of Representatives intelligence committee report which said US rms should avoid doing business with Huawei and another Chinese telecoms company, ZTE, because they posed a national security threat. President Barack Obama is scheduled to meet Chinese President Xi Jinping in the Hague today, during a six-day trip to Europe in which he will attempt to strengthen international opinion against Russias occupation of Crimea. At the time of the 2012 House reports release, intelligence committee chairman Mike Rogers said: Find another vendor [than Huawei] if you care about your intellectual property, if you care about your consumers privacy and you care about the national security of the [US]. In July 2013 Huawei rebutted such claims, calling them racist. The Times and Spiegel reports said that in an operation code-named Shotgiant, the NSA gained access to the companys servers, obtaining information and monitoring communications between executives. The Times quoted William Plummer, Huaweis vicepresident of external affairs, as saying: The irony is that exactly what they are doing to us is what they have always charged that the Chinese are doing through us. Security against cyber warfare carried out by China is an increasing concern to the US. In February 2013 a US security company said it had pinpointed a unit within the Peoples Liberation Army responsible for a number of cyber attacks against the US. N Korea fires 16 more rockets into sea: South

NORTH Korea test-fired 16 short-range rockets into the sea yesterday, the Souths military said. The launches took place between about 1am (1600 GMT Saturday) and 2:30am off the Norths east coast, a South Korean defence ministry spokesman said. They were rockets with a range of about 60 kilometres, he said. About 70 short-range rockets have been fired into the sea this month, including 30 on Saturday. Analysts say the launches are an expression of Pyongyangs anger at ongoing annual South Korean-US military drills, which run until next month. AFP

Peace prospects dim after arrests


ROSpECTS of reviving peace talks with Philippine communist insurgents have faded following the arrest of a married couple who are senior rebel leaders, ofcials and analysts said yesterday. The armed forces have hailed the arrest on Saturday of Communist Party of the Philippines (CPP) chairman Benito Tiamzon and his wife, the partys secretary general Wilma Tiamzon, as a victory. Military chief General Emmanuel Bautista said Benito Tiamzon heads both the party and its armed wing, the New Peoples Army (NPA). He directs the armed struggle all over the country, directs the [use of landmines], the killings, and the violence perpetrated by the NPA, Bautista said. He said guerrillas might also mount retaliatory attacks. The NPAs ranks have shrunk to about 4,000 guerrillas from more than 26,000 in the late 1980s. NVIRONMeNTAL group Sea Shepherd have returned to land after their longest-ever anti-whaling campaign in the Southern Ocean, claiming to have saved more than 750 whales in their annual high seas showdown with Japanese whalers. Sea Shepherds ships Bob Barker and Steve Irwin docked in Wellington and Hobart on Saturday after 94 days at sea, formally ending the groups 10th annual harassment campaign of the Japanese harpoon fleet. There were three high seas confrontations during the campaign and Bob Barker captain Peter Hammarstedt claimed the season a success. Although the whale poachers have not yet released the number of whales they have killed this season, we are confident they have not even reached one quarter of their bogus self-allocated quota, and estimate our efforts saved over 750 whales, he said. RGANISED crime gangs in East Africa are generating staggering prots smuggling ivory and rhino horn with impunity, experts say, threatening both an irreplaceable wildlife heritage and key tourism industries. Kenyan and Tanzanian ports are the primary gateway for ivory smuggled to Asia, where demand is fuelled by increasingly afuent markets, especially in China, the United Nations Ofce on Drugs and Crime (UNODC) warns. Last year, seizures of ivory shipments reached record levels, according to a recent Interpol report. Large-scale ivory shipments each one representing the slaughter of hundreds of elephants point to the involvement of organised crime networks operating across multiple countries, Interpol said. Poaching has risen sharply across Africa in recent years. Organised gangs with insider knowledge and armed with automatic weapons and specialised equipment such as night vision goggles, brazenly use chainsaws to carve out the rhino horn or remove elephant tusks. Veteran Kenyan conservationist Richard Leakey has now warned that drastic action must be taken, saying that known ring-leaders in Kenya are operating with outrageous impunity.

The rise in poaching, with animals being slaughtered inside even the most heavily guarded conservation areas, show that the poachers have little fear of tough new laws designed to stem the wave of killings, he said. They could not operate with the impunity we are seeing if you did not have some form of protection from law enforcement agencies, Leakey said, as he made an appeal for Kenyan President Uhuru Kenyatta to take action. It is a problem of a few criminals . . . the ringleaders are known, he

added, claiming that a core group of around 20 to 30 people were organising the mass poaching but that none had faced justice. Its a lucrative business: a kilo of ivory is worth some $850 in Asia, with UNODC suggesting ivory smuggled to Asia from Eastern Africa was worth over $31 million in 2011. But such short-term and nite prots generated by the spate of killings are threatening the far more valuable tourism industry, which in Kenya and Tanzania is the second largest foreign exchange earner after agriculture.

The African elephant is not currently deemed endangered as a species, but its decimation in Eastern Africa could be devastating, UNODCs report says. But the regions two large container ports Mombasa in Kenya and Dar es Salaam in Tanzania are also notorious trafcking hubs, funnelling more elephant tusks to Asia than all of central, southern and west African nations combined. The two nations made up almost two thirds of all large shipments of ivory seized across the entire continent from 2009-2011, according to the Elephant Trade Information System (ETIS), a tracking database run by wildlife trade monitoring network TRAFFIC. Seizures of containers crammed full of tusks often hidden under potent-smelling sh or dried chili peppers in a bid to confuse sniffer dogs or discourage detailed searches are regularly found. Much of the ivory smuggled is destined for China, whose rapidly growing economy has encouraged those enjoying disposable income to splash out on an ivory trinket as a sign of nancial success. The smuggling of rhino horns is a bigger problem for Southern Africa, which has far more of the endangered animals. It is often done by air, due to the value of the horn and its smaller size. But scores of East African rhinos are also being killed despite wildlife rangers often risking

their lives to protect them. Action is being taken including far stiffer sentences for wildlife crime, with Tanzania this month jailing a Chinese ivory smuggler to 20 years in jail, and Kenya introducing tough new laws with comparable penalties. But many escape justice: a recent study by the Kenyan conservation campaign group Wildlife Direct found that just four percent of those convicted of wildlife crime in the past spent time in jail. Tanzania last year launched a crackdown on suspected poachers, operating under what was reported to be a shoot-to-kill policy and making sweeping arrests. Leakey, 69, a Kenyan national and former head of the governments Kenya Wildlife Service (KWS), said with the right management stemming the poaching was not an impossible task. He was key in stemming the rampant poaching of the late 1980s, bringing in extreme measures to combat poachers including sending helicopter gunships into national parks, and organising the iconic burning of stockpiled ivory. It is not valuable, it is tragic rubbish, Leakey said, waving an ivory carving seized from a smuggler, the tiny tusk of a baby elephant. It is putting at risk our heritage . . . you can regrow a crop but you cannot regrow a wildlife species that disappears. AFP

ODAY, on World TB Day, the World Health Organization in the Western Pacific Region reiterates the need for governments, policy-makers, health care providers and civil society organisations to prioritise interventions to urgently find, treat and cure the millions of people who remain undiagnosed with the disease. Globally, of the estimated nine million people a year who develop tuberculosis (TB), some 30 per cent three million are missed, meaning they are not found, treated and reported to national health authorities. In the Western Pacific Region, an estimated one in five TB cases are missed. Cambodia, China, the Philippines and Vietnam account for 93 per cent of the estimated regional TB burden of 1.6 million cases and 110,000 deaths each year. These four countries are among the 22 high-burden countries worldwide. We must ensure that we can identify every single case of TB, as many individuals with TB remain undiagnosed and untreated, advised Dr Shin Young-soo, WHO Regional Director for the Western Pacific. Universal access to TB treatment and care must include not only stand-

ardised effective treatment, but also adequately trained health care providers who will help in successfully finding, treating and curing every patient. A significant challenge in the region is that there are too many people with TB who remain undiagnosed in the community, noted Dr Nobuyuki Nishikiori, Team Leader, Stop TB and Leprosy Elimination, WHO Regional Office for the Western Pacific. The majority of these cases are people who live in some of the poorest and most vulnerable communities, or are among marginalised populations such as migrants, prisoners and ethnic minorities. Ensuring TB services for children and the elderly is also a challenge due to difficulties in diagnosis and treatment. Apart from the high number of missed TB cases, another challenge in the region is the threat of drug-resistant TB, with an estimated 75,000 multi drug-resistant TB (MDR-TB) patients added annually and increasing numbers of patients with extensively drugresistant (XDR) TB. WHO analysis shows that the majority of MDR-TB is in newly diagnosed TB patients, meaning people are being infected by resistant strains. This is in addition to patients developing resistance only during their treatment. Although TB treatment itself is free from government health services, on

average half of all patients experience a catastrophic financial burden, Dr Nishikiori said. There are significant medical expenses besides the drugs. Many patients must travel long distances to access clinics and medication, so their transportation costs are high. Then theres lost income when they cant work for long periods of time. And sadly, many TB patients still experience significant stigma as they often lose their social support and employment, often rejected by family and shamed for their condition. To meet these challenges, the WHO through extensive consultation with member states and international partners, has developed a new global strategy that was recommended for consideration and adoption by the 67th World Health Assembly which meets this coming May. The vision for this TB strategy is a world free of TB, also expressed as zero deaths, disease and suffering due to TB. TB control today is in a dynamic stage of transformation, with new diagnostics, drugs and even vaccines in the pipeline, concluded Dr Shin. Building on the huge successes we have made, and with these new tools and global strategy, Im confident we can overcome these challenges and provide a safer world for our children, increase social equity and eliminate

this disease, which continues to cause far too much suffering for far too many people in the region and around the world. Key facts: Tuberculosis (TB) is second only to HIV/AIDS as the greatest killer worldwide due to a single infectious agent. In 2012, 8.6 million people fell ill with TB and 1.3 million died from TB. More than 95 per cent of TB deaths occur in low- and middle-income countries, and it is among the top three causes of death for women aged 15 to 44. In 2012, an estimated 530,000 children became ill with TB and 74,000 HIV-negative children died of TB. TB is a leading killer of people living with HIV, causing one fifth of all deaths. Multi-drug resistant TB (MDR-TB) is present in virtually all countries surveyed. The estimated number of people falling ill with tuberculosis each year is declining, although very slowly, which means that the world is on track to achieve the Millennium Development Goal to reverse the spread of TB by 2015. The TB death rate dropped by 45 per cent between 1990 and 2012. An estimated 22 million lives were saved through use of DOTS and the Stop TB Strategy recommended by the WHO.

UNDREDS of aspiring lmmakers came face to face with their role models yesterday at Puthisastra University during a day-long workshop aimed at equipping young people with knowledge and skills. The third annual FilmCampKH, organised by Cambodian lm collective Kon Khmer Koun Khmer, featured lm industry gures such as Chhay Bora, Sok Visal and Dy Saveth who spoke to some 400 young people on a broad range of subjects under the theme A generation of change makers and lmmakers. Many of the days lectures got participants talking about how lm can be a vehicle for social change. Tunisia looks to win back lost tourists


UNISIA is working against the clock to salvage its 2014 tourist season after three turbulent years, by revamping the countrys image with the help of online media and a few Star Wars characters. To change a country from one that is relatively inexpensive to a top-end tourist destination will take 10 or 15 years, Amel Karboul, Tunisias new tourism minister, said. But to change the image of a country from one thats cheap to one that is fun can be done much more quickly, and thats a priority for us, she said, referring to perceptions of Tunisia as a budget holiday destination. The North African country hopes to welcome seven million tourists this year, a slight increase on the 6.9 million who visited in 2010 before the revolution that ousted a decades-old dictatorship and unleashed outbreaks of Islamist violence that damaged Tunisias reputation. The number of tourists fell to just 4.7 million in 2011, and has only recovered slowly, affecting the estimated 400,000 people working in the key sector that accounts for around 7 per cent of gross domestic product. To reverse this trend, the ministry decided to exploit the desert settings used for many scenes in the Star Wars lms, in a Tunisian version of the music video hit Happy by US star Pharrell Williams, replicated on YouTube by people around the world dancing to the tune. Kiwis defy rain to beat England

eW Zealand overcame a stubborn England and rain to win their opening World Twenty20 match by nine runs on the Duckworth-Lewis method in Chittagong on Saturday. Chasing a challenging 173-run target, New Zealand were 52-1 after 5.2 overs when heavy rain came down following a burst of thunder, which halted the Group One match played at the Zahur Ahmed Chowdhury stadium. After a 25-minute delay when the umpires were due to inspect the ground, the rain started to fall again, prompting them to declare the end of the match and New Zealand the winners on the Duckworth-Lewis formula, used in the event of rain. New Zealand needed to score 43 in 5.2 overs on the D/L method, which ruled them the winners. Kane Williamson was unbeaten on 24 and with him skipper Brendon McCullum was on 16 when the match ended abruptly. New Zealand had lost opener Martin Guptill for 11. McCullum said he was happy to take two full points. The game was evenly poised [when nished], said McCullum, who hit two sixes and a four off Broads fth over to take New Zealand above the needed score. Its a funny tournament, both teams are going to need an immense amount of luck to get through. Both teams will be pleased with the performance but were obviously delighted with the win. Fast-paced parkour offers an outlet for Iranian girls I


N a Tehran park, a group of young women brave sneering men and shocked looks as they perform ips, mid-air somersaults and bound from pillar to pillar in a surprising sight in a conservative Islamic country. The group has discovered parkour, the fast-moving sport blending acrobatics and gymnastics that has become their outlet for evading social constraints and dealing with stress. As a woman, its a bit complicated, concedes their teacher Maryam Sedighian Rad, a 28-year-old who holds a masters in physiology. She and the others wear the hijab obligatory in Iran, which requires women to cover their hair and much of their body in loose clothing to prevent their gures being seen, and her group often has a male escort when they practice outside to ward off unwelcome company and sometimes police. Born in France in the late 1980s, parkour involves getting around or over urban obstacles, with a fastpaced mix of running, jumping and gymnastic rolls and vaults. Offering a cocktail of excitement, danger and risk, it caught on around the world thanks to blockbuster movies such as Yamakasi and District B13. Now it has gained a foothold in Iran and not only among the usual young male acionados. Sedighian Rad and about 50 women teenagers and young adults are among the hundreds of Iranians practising this non-competitive discipline that morphed from a military obstacle course training into a mainly urban sport. The parkour motto, Never move backwards, seems to hold particular resonance here. Three times a week, Sedighian Rad trains her groups at three indoor sports complexes. Chess tournament set for New Year return

A BaTTLE of brains is bearing up as local boardsmen brace themselves for the return of the National Chess Championship after a three-year hiatus. The National Olympic Committee of Cambodia (NOCC), in cooperation with the Union of Youth Federations of Cambodia, is hosting the competition, which will mark the Cambodian New Year celebrations. Up to 40 candidates have already signed on to contest the first phase at the NOCC headquarters in the National Sports Complex on April 8-9, with 24 more places still available. The top eight finishers will progress to the final round, to be held in front of the Angkor Wat temple in Siem Reap on April 14-16. The overall champion will receive US$1,000, runner-up $700, third place $400 and fourth place $200, according to the event organiser Em Heang. Apart from the risk of injury in this hard-knock sport, the women also brave derision in a country where mixed activities are banned. Sometimes people criticise us saying this isnt a sport for girls. imagine a girl exercising like a boy, Sedighian Rad says. Athena Karami, 19, recalls how she once had to leave the park during practice after a crowd of teenage boys made fun of us and lmed us with their mobile phones. To head off such problems, Sedighian Rad usually takes along male members of Hitall the parkour club she joined in May 2012 when her group trains outside. At times police have interrupted their workout. But when they see that its just a sport and that we are really exercising, they let us be, Sedighian Rad says. Team Cambodia joy after winning FCC Nations Cup

EAM Cambodia walked away with the coveted FCC Nations Cup yesterday thanks to a two-round total of 219 points, ahead of six other teams at the Sir Nick Faldodesigned Angkor Golf Resort in Siem Reap. Played under the Stableford scoring system with the best three scores being used for both of the rounds, the tournament which vaguely followed the Ryder Cup pattern attracted teams formed as Cambodia, Europe, Asia Pacic, Netherlands, India, Great Britain and an international outt. The Stableford system of scoring was invented in 1931 by Dr Frank Stableford of the Wallasey & Royal Liverpool golf clubs and the rst competition was played on May 16, 1932 at Wallasey. Each player or team plays against the par of each hole and gets points in accordance with how they fare in relation to the par of the hole.

Two 10 handicappers, Im Reahul and Sokha Mony, in company with long-time Cambodia resident Jacob Montrose of the US, who goes out at 18, more than made up for a last minute drop out by the fourth member of the team. The trio produced two consistently good rounds, eking out 108 points from the nal 18 holes on top of their rst round of 111. The hard-chasing international foursome of Vladimir Dorogoy, Lars Uno Nilsson, Franz Heigi and Arhtur William Van had to rest content with a second place having clogged 211 points. Despite falling short on their nal push, the international side enjoyed the good fortune of Nilsson emerging as the best player of the tournament with scores of 38 and 37, which narrowly shaded for the honour Monys 36 and 37. Speaking to the Post, Montrose gave full credit to both his team-mates for sustaining the momentum on both days. Mony, meanwhile, said it was a great feeling winning this tournament.

BAYERN Munich coach Pep Guardiola is poised to win the Bundesliga title in record time tomorrow at Hertha Berlin on his debut season with the Bavarian giants. FoRmER Tottenham striker Jermain Defoe scored in the 60th minute on Saturday to give Toronto a 1-0 victory over DC United in the Canadian Major League Soccer clubs home opener. It was the first time in club history that Toronto had opened a campaign with backto-back wins, following a 2-1 triumph last week at Seattle. FIFA apologises to Brazil for advice gaffe


FIFA performed an embarrassing U-turn on Saturday and apologised, saying it had withdrawn publicity material for the World Cup in Brazil that poked fun at local customs. Just weeks after sport merchandiser Adidas pulled from the market two shirts which Brazil viewed as sexist, FIFA has now removed material which depicted Brazilians as unpunctual, impatient and even chaotic. Having regularly complained to Brazil about the slow pace of construction of stadiums for the June-July World Cup six out of 12 missed FIFAs original December 31 deadline footballs world governing body felt moved to add: In Brazil, things are largely done lastminute. FIFA admitted its attempts at humour had backfired. The material was lighthearted and at no time was meant to criticize Brazil, a FIFA statement said. The objective was to show the laid-back characteristics of the Brazilian people. At any rate, we have withdrawn the content from the Internet and apologize if it was interpreted as criticism of the country. FIFA advice for visitors to the World Cup host had offered 10 tips for avoiding any cultural misunderstandings. They included giving Brazilian friends some leeway when arranging appointments. Punctuality is not an exact science in Brazil, was just one observation, which added that 15 minutes is the tolerated norm. A further comment was that patiently waiting in line is not in a Brazilians DNA ... Brazilians prefer cultivated chaos. It is not the first time FIFA has put its foot in it.
