Binding renewable energy targets and strong commitments by Member States will provide the stable, long-term framework needed for business to invest. 3. A binding framework for energy efficiency is essential to incentivise business to shift to more efficient production methods, develop more efficient products and appliances and to encourage the development of more efficient buildings.

The EU needs to strengthen its leadership position in international climate negotiations. Ambitious, legally binding targets will mobilise other countries to follow. Strengthening the 2030 package proposed by the Commission will send an important signal, both to European businesses and policy makers in other regions.
