URBAN INFRASTRUCTURE: CONCEPT ON THE RROW DESIGN AND DETAIL SPECIFICATIONS FOR BAGUIO CITYS MAJOR THOROUGH FARES/ A CASE FOR SESSION ROAD AND HARRISON ROAD II. ABSTRACT Session Road is the main thoroughfare of Baguio City and its commercial center, with a variety of shops, stores and offices lining each side. Baguio's economy thrives on tertiary economic activities particularly dependent on commerce and services that equally support the growing tourism industry. The areas of Session Road and Harrison Road comprise the trade center of the city. It is in these areas where commercial and business structures abound. The city is home to many immigrants from other parts of the country. A significant population of foreigners also contributed to the diversity of the city's colorful culture especially during festivals. With the current status quo, trends, and major changes in the city, these major thoroughfares also serve as a hub for commerce for the entire City of Baguio, without these two major roads, the citys economy and tourism will downgrade and at certain point, it will die. Major concerns also include overpopulation problems, continued migration, safety concerns, lighting problems and sewerage problems that need to be addressed in the central business district. This study focuses on the redevelopment and upgrade of the Session Road and Harrison Road. The primary solution is to make a two way traffic direction with the parking spaces located at a parking building situated at the Jadewell at Harrison Road, expanded pedestrian walkway with avenue of trees, with greeneries which serves as the breathing grounds and the possibility of redesigning the center island. III. KEYWORDS Urban Infrastructure, Redevelopment, Urban Planning, City Planning, Community Architecture, Environmental Planning, Urban Design IV. INTRODUCTION Session Road and Harrison Roads central location is what causes it to be most congested with motor vehicles and pedestrian. Wood (all the way up to Mines View Park passing through major Baguio tourist attractions), Loakan Road leading toward the Camp John Hay Main Gate, and Magsaysay Avenue (Baguio City Market all the way to La Trinidad Valley). Session Road runs perpendicular to Harrison Road (Burnham Park) and has several side roads leading to that other major avenue. Session Road leads up to the old Baden-Powell Hall, where the second Philippine Commission held its sessions from April

22 to June 11, 1904 and officially initiated the use of Baguio as the Philippine Summer Capital. A marker by what is now Baden-Powell Inn on Governor Pack Road, stands as "the only visible evidence that anything of historical significance ever took place on Session Road."In the early years of the Panagbenga, when it was still organized by the folks connected with Camp John Hay and the John Jay Poro Point Development Corporation, the Baguio Flower Festival parades used to start from Upper Session Road, descending towards Magsaysay Avenue and turning to Harrison Road and ending up at the Athletic Bowl at Burnham Park. Recently, Councilors Elmer Datuin and Richard Carino in a proposed resolution said it is high time to consider the redevelopment and upgrade of Session Road to keep up with the present situation and to prepare the city for the future in its development plan. They said the redevelopment project should provide economic and tourism benefits for a revitalized Session Road with an improved traffic and an increased pedestrian walk ability. The expanded pedestrian walkway will become comparable to the best walkways all over the world. However, certain issues are continue rising, last January 2012, there is this closure of Session Road, the main artery of Baguio's central business district, was done as part of the City Government's plan to pedestrianize the area and some businessmen in Baguio City have expressed dismay at the move of some groups who started the experimental closure of a portion of Session Road last January 27 to vehicles. Business owner Wilbur Tan said if the proponents want a tourist destination, it should be Burnham Park and not Session Road. This was backed by fellow businessman Mike Del Rosario, who said the move would just transfer traffic and pollution to other places where cars are diverted. METHODOLOGY The following methodology was used to come up with the design solution. a. Trend spotting i. The researchers went to Makati City to b. Site Observation i. The researchers visited the site on a weekly basis to determine the behavioral flow of the pedestrians and the vehicles. c. Site Documentary i. The researchers took photographs of the location. ii. The photographs were then used as a basis for the site analysis. V.

DISCUSSION

Redevelopment of the site focuses on vehicular circulation and pedestrian comfortability when it comes to walking activities. To do so, the group decided to make a two way traffic direction with the parking spaces located at a parking building situated at the Jadewell at Harrison Road, expanded pedestrian walkway with avenue of trees, with greeneries which serves as the breathing grounds and the possibility of redesigning the center island. This kind of development is very evident in the main concept of the City Beautiful Movement.
City Beautiful was characterized by the belief that if you improved form, function would follow. In other words, an attractive city would perform better than an unattractive one. Beauty came from what Burnham called "municipal art" -magnificent parks, highly designed buildings, wide boulevards, and public gathering places adorned with fountains and monuments. Such beautiful additions to the cityscape could not directly address perceived social ills, but they could, at least in Burnham's thinking, indirectly improve social problems by enhancing the urban environment.

With this original city concept of Baguio city, Session and Harrison road would become a redevelopment acknowledging the past. And with it, preserving the culture. VII. CONCLUSION Session Road having 2,983 square meters, will now become a road with an avenue of trees. The road itself will be of vehicular use but with wider sidewalks, arcading, tree shading and aesthetically and functionally beautiful landscaping. Harrison Road having 4,963 square meters, will now become a main vehicular road but with much accommodation to pedestrian because of the incorporated walkways alongside the building faade. Carbon dioxide in the air will also be taken care off by the carbon absorber grass and trees placed on the road island. Furthermore, connection to road and the buildings are crucial. Therefore, the incorporation of drop-off zones and

ramps will be very functional for the improvement of accessibility. Overall aesthetic value of the sites will be upgraded by the issuance of a new ordinance which includes the faade redesigning in accordance to the overall theme which is an art deco- to a style that spanned the boom of the roaring 1920s and the bust of the Depression-ridden 1930s. It affected all forms of design, from the fine and decorative arts to fashion, film, photography, transport and product design. The four core qualities which could affect the site must also be taken into consideration.
FUNCTION FUNCTION

SESSION ROAD

a commercial center which could accommodate pedestrian and make accessible connections to vehicular traffic.

HARRISON ROAD

A highly vehicular oriented road which could also accommodate pedestrian traffic. a busy road at day and a drygoods market at night.

APPENDIXES

Cellular Paving This is the most widely used type of grass-paving, and is claimed to be structurally sounder and stronger than other forms. Basically, specially-shaped, interlocking 'cell' pavers are laid on a prepared bedding layer over a sub-base, and the 'cells' filled with the chosen soil and seed. There are a good number of proprietary systems available, in 3 formats; precast concrete cells, plastic cells, and cast in-situ concrete cells. Many driveways are oversized to provide extra room for backing and turning and parking for occasional guests. Excess pavement often overwhelms a small lot and increases storm water runoff. On a recent project I used blacktop pavement for the high traffic area with Turfstone , a green pervious paving alternative around the perimeter for extra swing room when turning and extra off-street parking. Turfstone is an open cell concrete paving block you infill with crushed stone, gravel or topsoil. I opted for topsoil fill so lawn can grow between the concrete matrix virtually hiding the drivable surface. Like any paving system, the bulk of the work laying Turfstone blocks is in the prep. The 3 inch deep pavers can be laid over regular earth or special water receptor material. A solid well graded base is essential for the large (24 in. x 16 in.) format blocks. You can split the blocks along pre-scored lines but sometimes theyll crack where you dont want. Its more precise to cut kerfs with a diamond blade and it only takes an extra minute. Turfstone pavers go down fast. I set about 500 square feet in a few hours including carting the blocks from the pallets 100+ feet away. They cost about $2.50 / sq ft and are molded at licensed plants throughout the US. Youll find them at masonry, landscape and building material suppliers.
