g. Knowledge and involvement of:

• SHFC – State Housing Finance Commission- we are approved to teach and


offer all State Bond programs. These programs are designed for the 1st time
home buyer, whose primary characteristics are low to moderate income.

• HUD- for our purposes HUD is Federal Housing Administration (FHA)– this is
another government agency loan program for first time home buyers. It also
allows for more flexible underwriting guidelines in regards to income and

credit. We are a direct endorsed lender for FHA. We offer all of FHA’s current
mortgage programs incl. 203k, 203b, 234c, and the HECM (reverse
mortgage).

• Federal National Mortgage Association (FNMA) and Federal Home Loan


Mortgage Corporation (FHLMC) are the privatized agencies that most
conventional loans are written in compliance with. ABC Home Loans is
approved with both agencies as well as Government National Mortgage
Association

• Veterans Administration (VA) is also available to veterans.

• ABC Home Loans is also approved to broker out transactions to various


lenders for additional products we may not offer internally.

j. ABC Home Loans has had the (XYZ) County Home Loan Program for the past five
years. All the systems are in place for this program to include, three to four monthly
seminars, a monthly newsletter and a reporting system which tracks the results of
the seminars and closed loans.

a. ABC Home Loans offers a full array of traditional and innovative mortgage products
with competitive rates and flexible terms for every possible financial situation and
personal need:

What will you offer to the (XYZ) County Employees?

• All of the mortgage products above will be available to the (XYZ) County
Employees

b. ABC Home Loans offers the most current market lending rates available. These rates
are competitive with the market. (XYZ) County will receive the current market rate
quotes.

c. ABC Home Loan’s Standard Origination fee is 1.00%. The origination fee to the
(XYZ) County Employees is .50%. In addition, we will be waiving the tax service fee
and administrative fee to the (XYZ) County employees.

d. ABC Home Loans can offer mortgages up to 97% L.T.V. for (XYZ) County Employees
who qualify.

e. The rate is guaranteed for the duration of the lock period. The lock period is

determined and agreed upon by customer and loan officer. Are extended rates
available? Yes up to 450 days.

If so is there a fee? Locks greater than 90 days require a deposit towards final
closing costs. What will you offer (XYZ) County Employees? The same.

f. The rates are not based upon prime for the standard 15 or 30 year programs. Our
rates are based upon the 10 year long bond and mortgage backed securities as
determined by the secondary market. These rates can fluctuate daily as market
conditions change, as well as throughout the day.

4. Proposed Service Delivery for (XYZ) County’s Employer-Assisted Housing


Program
a. How do you determine the balance between the number of counselors needed and
the volume of transactions? We currently have one dedicated loan officer and her
team of 3 for (XYZ) County Employees with available backup. This has been
adequate to handle the current transactions for the county. As the volume
increases, so will the staffing. We have not seen our capacity exceeded so far.

b. What phone service would you provide (XYZ) County Employees for inquiries and
mortgage service? All calls go directly to Cathy Originator’s direct office number
and her cell number is available as well.

What procedures do or will you have in place to accommodate overflow volume to


reduce the call “hold” time for our employees? This has not been an issue. Calls are
returned (if not answered) within 2 hours, all calls are returned daily. All emails are
answered promptly.

c. Our hours of operation are from 8:30 a.m. to 5:00 p.m. however we make after
hours and weekend appointments to accommodate (XYZ) County employees.

d. Applications are taken by phone, internet and in person. The means on how the
application is taken is strictly up to what is most convenient for the (XYZ) County
employee.

e. Describe your proposed approval process for (XYZ) County employees. We have
underwriting, processing and funding all at our local branch office. All full
applications can be submitted to the automated system we access, Fannie Mae’s
desktop underwriter. That issues a preliminary conditional approval. The loan
officer collects the necessary documentation for the conditions to be satisfied and
submits the entire file for final approval. Depending on the loan program, most
loans can be approved in the branch office. All other programs are scanned to our
underwriting center and conditioned or approved, usually within 24 hours of
submittal.

f. Describe the options (XYZ) County employees would have prior to and during the
application process. The loan officer, after collecting the full application and credit,
meets with the borrowers to go over their individual file and their future financial
needs as it pertains to their mortgage. Jointly they decide upon the programs that
best serve the client at that time. They can meet face to face, over the phone or
through the internet, whichever they prefer. Many have also elected to attend one of

our many seminars for further information.

g. Describe UR guidelines: We follow standard FNMA, FHLMC or GNMA guidelines as


the product dictates. Most of our systems are automated, although we do have the
capability and authority to override the systems and manually review files based
upon the aforementioned guidelines should that become necessary. We also have an
“exception” desk to submit worthy files for senior approval outside of normal
underwriting guidelines.

h. There are several different types of mortgage insurance options available depending
on the loan product:

• Standard Monthly Insurance Premium

• Upfront Single Premium

• Financed Single Premium

• Lender Paid Premium

• Split Premium

• Reduced Mortgage Insurance

• Reduced Premium

ABC Home Loans works with several different mortgage insurance companies:

i. Describe full mortgage process from application to closing:

A typical transaction is as follows: Borrower applies. Loan officer collects information


and authorization. Loan officer submits file to processor. Processor requests title
insurance, appraisal and settlement agency set up. Processor submits file to
underwriting with conditions. Once all conditions are met the file is sent to closing.
The loan closer preps the docs and submits to the settlement agency. The settlement
agent arranges the loan signing, sets the appointment, signs the borrower’s docs and
returns the file to the loan closer. The closer reviews the docs and releases the deed
for recording and wires the funds to the settlement agency.

How many people will be involved: on average, 6 (including outside affiliates)


although usually only 3 from the ABC Home Loans: the loan officer, the processor,
and the closer. We have underwriting, processing and funding all at our local branch
office.

How will each loan be tracked? We get reports weekly of loans in process- they are
monitored by closing dates (purchases) and rate locks.

j. How long will it take to get from application to closing: loans can be closed in as little
as 2-days. It all depends on what the conditions are, how timely we receive them
once requested and the requested closing dates. Generally, most loans close within
30 days of application.

k. Do you retain the servicing? ABC Home Loans is a loan servicer and our record of
transfer over the past 3 years has been nominal. We retain the right to transfer any
loans we originate.

l. Can escrows be waived? Yes, but there are conditions applicable to the actual loan
programs.

m. The automated systems will occasionally waive collection of data based upon the
strength of the client profile. (XYZ) County employees will be afforded this as it
pertains to their individual files.

n. How will your employees be trained? Cathy Originator and Jody Bossman have been
the administrators of the program for 5 yrs and are fully trained. The files are
designated by a specific color as well to identify them as (XYZ) County files and
receive priority treatment.

o. Quality assurance procedures? We survey attendees at all seminars as well as all


loan closings for service standards. We review the surveys for enhancements
continuously. (SEE EXHIBIT C) Complaints are reviewed and addressed
immediately. We have enhanced the quality of the program to the extent that
complaints have not been an issue.

p. How many people will they deal with? Typically, the clients will only deal with the
loan officer and possibly the processor.

q. Describe your proposed reporting process: (SEE EXHIBIT D) Our process has been
to collect the data of closed loans, seminar attendees and compare it to past
reporting time frames. We request a meeting and deliver the results. In the past we
have done this roughly quarterly.

r. Under what circumstances would you contact the (XYZ) County rep: We contact our
representative for meetings with the board, set up seminar times in the executive
conference room or to discuss quarterly results. All other communications go
through (XYZ) County Communications dept.

s. We see out role as educators so services that we would provide could include
additional seminars including access to: down payment assistance programs,
investment property purchasing/management, landlord /tenant training, home
maintenance and budgeting for home ownership.

t. Discounted fees? We have obtained discounts for employees from our appraisers,
pest inspectors and escrow and title insurers, and real estate fees as part of the
(XYZ) County Home Ownership Program.

5. Market and Support Strategies for (XYZ) County’s Home Ownership Program
for (XYZ) County Employees
a. Additional to home loans ABC Home Loans has the following services available:
• Checking
• Savings
• Online Banking
• CD’s
• Insurance
• Investment Products
• Financial Planning

b. Will you provide marketing support to make the (XYZ) County program successful?
YES. See attached example of current brochure. (EXHIBIT E)

c. We have a corporate marketing group that can work with the County to create other
collateral materials for this program. (EXHIBIT F) gives examples of collateral which
can be co-branded to include your company name. Items such as flyers, brochures,
& web banners etc are all ways we can use to communicate to the (XYZ) County
employees.

6. Program Evaluation

We offer financial counseling as it pertains to current and future homeownership and


act as a liaison with county employees to services they need to be successful home
owners. We monitor our results and make changes and enhancements to the
program as it becomes relevant. County support of the program has also enhanced
the results. Employees have a resource that is committed to providing outstanding
service. We are not intrusive in their lives and the program is voluntary. We extend
the offers to anyone referred by county employees. Our access is limited and thus
not cumbersome to her nor the employees. Many times it is just information
provided at no cost or pressure from experts with over 20 years in the industry.
Timely response to any and all inquiries also insures that the program has value.
Finally, the cost savings to the employees is significant. The cost to the county is
zero so we all benefit. The administration of the program is entirely up to us so it
adds (minimal) additional work to the representative.

7. Timeline for Implementation

The (XYZ) County Home Loan Program has been up and running smoothly.
• Announcement email from the County to all employees addressing the programs
features and benefits should occur as soon as possible. November 1 basically a
reintroduction of the program announcing benefits.
• Do a direct mailing to the employees to explain the benefits and savings of the (XYZ)
County Home Loan Program. Direct mailings to go out January 2st 2008.
• SEE EXHIBIT G for the reservations for 2008 for the evening seminars for Sprinker
Recreation Center. We have reduced the evening seminars at Sprinker to 1 per
month and have added the number of seminars to the (XYZ) County Executives
Office (4:00 p.m.).
• Will have the remainder of the seminars set up for the (XYZ) County executive
conference room reserved by no later than November 1, 2007. We are moving more
of the seminars to the County City building, this location appears to be more suitable

for the employees.


• Will set up an appointment with the department heads to do a mini presentation on
benefits of the (XYZ) County Home Ownership Program. This was suggested by Lyle
Cheatum at our last board meeting.
