IDP ASSESSMENT REPORT

1. BACKGROUND:
On 07 February 2014, at around 5:30 AM, the group of Mayor Gulam Boy Hataman of Sumisip, Basilan, together with elements of the Charlie Company under 1L Manding, 64IB, PA , were about to conduct an inspection on the area for the supposed implementation of the water system project which is funded by the National Government in barangay Sukaten, Sumisip, Basilan. While they were on their way to the said area, the group of Mayor Hataman, according to a source, met with some alleged Abu S ayaff Group (ASG) members on the road. Without warning, both groups suddenly clashed. As a result of the encounter, two (2) from the government side were killed in action and one (1) was wounded. According to another source, the reason behind the said attack is the refusal of the administration of Mayor Hataman to submit to the demand of the alleged ASG to pay 2 million pesos for the implementation of the water system project in the area of Sukaten, Sumisip, Basilan. On 10 February 2014, Monday, RHRC received reports, that on 09 February 2014, Sunday, a residential house in Barangay Guiong, Sumisip was razed to the ground by the alleged ASG. Accordingly, the owner of the house is the brother of one of the victims who were killed in action during the encounter against the alleged ASG on Friday, 07 February 2014 in Barangay Sukaten, Sumisip, Basilan. On 11 February 2014, a total of 91 families (527 persons) were displaced to the Barangays of Bakung, Guiong, Tumahubong and some stayed at the Barangay Hall of Sukaten. According to sources, they fear to return to their respective homes. Their prim ary needs are food and temporary shelter since majority of them are just staying with their relatives.

2. CURRENT SITUATION:
On 17 February 2014, the 91 displaced families (527 persons) have returned to their respective homes despite of the instability of the peace and order situation in their area.

OBSERVATION
There are no reports of abuse on them. The only difficulty they have undergone is the act of displacement where they had to temporary stay with their relatives in nearby barangays. Most IDPs are staying with their relatives in nearby barangays. There is an urgent need to provide temporary shelter to these IDPs.
