Disaster Relief Experience


GoSL is familiar and experienced in providing humanitarian assistance Sri Lanka possesses an effective delivery mechanism

Systems and procedures are in place to coordinate, execute and monitor humanitarian assistance
Tried and tested during natural and man-made disasters On all such situations the Government of Sri Lanka responded in providing humanitarian assistance for displaced persons

Institutional mechanism set up by the Government to Deal with Disasters and Emergencies
Presidential Task Force for Resettlement, Development
and Security Northern Province (PTF) in May 2009 under Chairmanship of Hon.Basil Rajapaksa Minister of Economic Development to formulate a strategic framework for revitalization of the Northern Province to implement rapid resettlement and recovery programme

Consultative Committee on Humanitarian Assistance


(CCHA) - 2006 2009 appointed in 2006 by H E the President to deal with issues concerning humanitarian assistance during 2006-2009 was chaired by Hon. Mahinda Samarasinghe then Minister of Disaster Management and Human Rights

The National Steering Committee chaired by Hon. Rishad Bathiudeen the then Minister of Resettlement and Disaster Relief Services for management of welfare centres where the IDPs were accommodated.

This goverenment lead effort to assist them; a nutrition


survey in Manik Farm camps in May 2009 found levels of acute malnutrition of 35% by December the level was 13.5% which is comparable to the national average.

Sustainable Livelihood

The livelihood activities spearheaded by several projects under the Ministry of Economic Development focused on sustainable livelihood through emergency assistance, workfare programmes (Cash for work), rehabilitation and reconstruction of essential public and economic infrastructure covering the five districts in the Northern Province targeting IDPs. The re-awakening projects concentrated mainly on village rehabilitation and development, rehabilitation of major & medium irrigation schemes, cluster level livelihood activities. Food security and financial support to farmers on micro financing network

Water and Sanitation

Almost all domestic drinking water wells were cleaned and repaired (around 30,000) supervised by National Water Supply & Drainage Board and assisted by UNICEF/INGOs. It was a requirement that a toilet should be included in all semi-permanent and permanent houses in order to provide adequate sanitation facilities,

Sangupiddy Bridge

The 288 meter long and 7.3 meter wide together with 3 km causeway line across the Jaffna Lagoon connects Jaffna Peninsula to the main land. His Excellency the President Mahinda Rajapaksa declared opened the Sanguppidy Bridge and the causeway on 16th January, 2011 as a Thaipongal gift to the people in the North.
