Note: NMK grants should not pay for group members meetings or officials allowances. Inputs or materials that should be sourced locally by group members should not be budgeted for. Hiring of land and purchase of basic tools such as pangas and jembes should not be budgeted for unless under very special considerations.

GUIDELINES FOR NMK COMMUNITY GROUPS GRANTS APPLICATION The purpose of the grant is to provide funds to build individual skills and social capital of community groups as well as to upscale innovative food security initiatives. It is envisaged that the funds will facilitate the development of revolving capital that can benefit not only the group members but also the entire community in general. Eligibility Grants are open to Groups/CBOs that have: Been registered with the department of Social Services with current renewed registration certificate; Been active over the past one year and held regular meetings; Groups of the extremely poor and vulnerable people identified through PAPOLD will be considered after going through the necessary training and guidance. A proven track record of transparent leadership and effective group achievements; Clear management structure with Chairperson, Secretary, Treasurer and more than 20 members; who should not be from same family and 75% of the members are poor and vulnerable; Membership should comprise poor and vulnerable including; women, youth, orphans, widows, widowers, persons with HIV/AIDS, physically challenged, etc. A savings account with a Bank, Post Office, SACCO, Micro-Finance Institution, etc; Been actively involved in innovative food security, income generation and value addition initiatives of common interest for poverty and hunger reduction; A commitment to work and collaborate with Community Group Facilitators and other service providers for training and advice. Items to be financed These will be dependent upon the activities proposed to reduce hunger and poverty. Examples include: Farm inputs seeds, fertilizers, feeds, vaccines, etc. Livestock breeding materialsgoats, heifers, poultry, fingerlings, etc. Minor equipment/supplies treadle pumps, drip irrigation, post harvest structures, seine nets, processing equipment, hives, etc. Teaching equipment training materials, stationery, etc. Training and technical assistance facilitators costs (fuel and subsistence allowances) to enable visits by technical resource persons. NB: No payments from the grants are to be made towards remuneration of group/CBO officials. Amount of Grant NMK provides grants of up to Ksh 120,000 for crops based projects or/and up to Ksh 150,000 for livestock and fisheries based projects (or any other enterprise requiring structural inputs). Of the amount given, Kshs. 40,000 is for groups capacity building. Criteria for screening For groups to qualify for funding, they must have proposals that: Have genuine focus on hunger and poverty reduction among the poor and vulnerable members of the community, especially women and youth; Be technically sound and implementable with clear activity budget ; Have committed group resources to cover the balance of the project activity budget; Specify how necessary advice and training for project implementation is going to be arranged; Have prepared proposals with minimum external assistance (the ideas must come from group members); Proposed activities have perceived benefits to the larger community. The project should have clear sustainability mechanisms. The project period should be reasonable (at least one year for crop based projects and two years for animal based projects). The group has minimal financial assistance from other sources. Procedures Only groups with mandatory requirements and all the relevant attachments (copy of renewed registration certificate, copy of current bank statement and complete list of members) should be accepted and appraised. Proposals forms are available from the DCU and Divisional offices. They should be filled in triplicate by groups/CBOs and distributed as follows: a copy to be retained by the group, two copies to the Divisional offices, one left with DCU and the original sent to Secretariat. The Divisional Stakeholder Forum will carry out preliminary vetting of the groups before forwarding the successful proposals to the District Coordinating Unit (DCU). The District Grant Appraisal Committee (DGAC), a technical sub-committee of the DCU, shall appraise the proposals and present recommendations to the DCU. Minutes of DGAC meeting and those of the DCU complete with signed list of attendance should be kept safely for future reference. The grant application forms, signed copies of minutes and signed list of attendance of DCU meeting, shall be forwarded together with approved forms by the DCU to NMK secretariat. Subject to availability of funds, the NMK Secretariat will further scrutinize and select successful applications for subsequent approval by PS, Ministry of Agriculture. NMK Secretariat will disburse Cheques to PCUs/DCUs for release to the benefiting groups. The DCU and NMK Secretariat shall return unsuccessful applications and provide feedback to the groups and DCUs respectively. Groups whose unsuccessful applications are returned should be advised to apply afresh through the Divisions and DCU. NB: Only groups application forms with mandatory requirements and all the relevant attachments (copy of renewed registration certificate, copy of current bank statement and complete list of members) should be accepted and appraised.
