Rice Military Civic Club! Minutes for all Quarterly Meetings in 2013!

General Meeting Minutes! January 8, 2013!

! !

The meeting was called to order at 7:07 PM by President Wendy Wilkinson. !

! Speaker:! ! Parking Benets District-newly approved ordinance.! ! !

Maria Irshad, Administration & Customer Service Manager, City of Houston Parking Management spoke to us about the Parking Benets District PBD that was approved and will be starting hopefully sometime in April 2013. !
1. PBD- (houstonpbd.org) will have an advisory committee of 5-9, appointed by the

mayor comprised of both residents & business owners and a few non-voting, honorary seats from the City of Houston who will determine # of permits businesses & residents can apply for, and how to spend the funds from the program! 2. Currently ordinance set for 1/permit per/residence, 60% of net revenue will go to Washington Corridor & 40% will go to COH. Primarily along Lillian & Center Street! 3. Will not impact Neighborhood Parking Program, but encourage those who have been denied in past to reapply now. Must have 75% residential to qualify. (houstontx.gov/parking/rpp.htm)! 4. 55 meter stations in parking benets district !

Announcements:! 1. New resources for RMCC- QR code, business cards, facebook, googlegroups! 2. 3-1-1 phone application for reporting issues in our area! 3. Updates from committees: garden club, social club, book club, and other events! 4. We will be starting volunteer sub-committees so come up with a few items you think we can make an impact on!

Lauren Barrash, lives near home that burned down in November. The couple was on their honeymoon. HFD wasnt able to rescue two dogs in home. !

Take-aways from re:! - register their pet & post on their front door a tag with name, size, type, of pet you have & where they normally go when you arent home or they are scared. (aspca.org/about-us/free-aspca-stuff/free-pet-safety-pack.aspx.! - always use your alarm if you have one & if you hear a neighbors alarm going off, call 911.! - Get to know your neighbors & give your emergency contact info to them! - Make a list of the contents of your home! - Put really important documents, medicines, etc into zip lock bags! - Call 9-1-1 or HPD non-emergency if you see ANY suspicious happenings in our area! - Use our facbeook page to nd out about that & other important things in our neighborhood. !

General Meeting Minutes! April 9, 2013!

The meeting was called to order at 7:00 PM by President Wilkinson. Vice President Hesson and Treasurer Myers were in attendance.!

Jack Valinski was introduced as the speaker for the evening. He is with the Mayors Citizens Assistance Ofce and they are there to help constituents with problems. He noted that the 311 system is now operated 24/7. There is a brand new App for both I phone and Android smart phones. It allows you to upload photographs into the system to be addressed by the city. GPS data can be attached to help the city locate the problem. Under the Residents section of the CoH website, you can access a map that shows all reported 311 issues. A comment was made that a RM resident turned called in a missing stop sign and it was repaired the following day. There were questions/ comments concerning parked vehicles blocking sidewalks and the placement of rocks & signs in the public right of way.!

Mark Loethan, Planning Development Division of Public Works also addressed the meeting. He also talked about the 311 system. He outlined the process for when trafc

studies were required for new developments. Long term trafc planning is done via sub regional mobility studies. Since there is no zoning or deed restrictions, the CoH has little control when it comes to land use.!

! Presidents Report:! ! Our annual garage sale was a success!! ! !

Tomorrow night there is a Parking Benet District Advisory Committee meeting that is open to the public. Former RMCC President Phyllis Thomason is the chair and another RM resident serves on the committee. There is also a Public Hearing on potential revisions to the CoH Ordinances Chapter 42, this is the development code.! HPD non-emergency dispatch is 713 / 884 3131. Use it to report suspicious individuals and any and all crimes that are not of an emergency in nature.!

Bike Rides to the Downtown Farmers Market. Meet at the 5300 block of Floyd at
10:30 AM most Wednesdays.!

Evenings in the Park, Kids and Parents Potluck, Nellie Keyes Park 4-7 PM every
3rd Friday! Social & Book Club at Winstons. Social is 5:30 7 and Book club is 6:30 8.! Next Quarterly Meeting Tuesday July 9 at 7 PM DePelchin Childrens Center! Houston Complete Streets Week April 13-20.!

Attended the HPD Positive Interaction Program (PIP) meeting and met with ofcers and other neighborhood representatives from District 2.!

Attended the Super Neighborhood Association meeting to discuss revisions to Chp. 9 of the Citys Design Manual. CM Stephen Costello has led this effort and has enlisted the help of the local civil engineering community.!

There have been a lot of recent conversations on future trafc. We have obtained a copy of Chp. 15 of the design manual which covers trafc impact studies.! Reviewed the most recent Replating report. CORRECTION: We have now been told that the development across Memorial from the Valero will be patio homes.! Dont call HPD for parking issues, the central dispatch for Parking Enforcement is 832 / 393 8690.! Newsletter: Andrea DeBaldo is the newish Editor. General Meeting Minutes! July 2013!

The meeting was called to order at 7:10 PM by President Wendy Wilkinson. ! Speakers:! Council Member Ellen Cohen District C. She spoke to us about:! 1. Sign up for her newsletter at ellencohen.org. She represents 80 civic clubs.! 2. City Council roles in general- they send an email each Friday of what is going on at council! 3. Meet Tuesday afternoons @1:30pm for public meeting. You can email their ofce to sign up to speak. Anyone can sign up to speak for 2-3 minutes. ! 4. Wednesday @9am they meet in a closed session that you can always view real time!

5. There are 17 of them who all determine what gets on the agenda, including the Mayor! 6. The 2013-2014 budget was approved at $4.5billion! 7. The City is now getting single stream recycling, but RMCC is not on the list yet. If you want to help our plight at getting this service you can email Harry Haysswddirector@houstontx.gov. ! 8. There has been a general push to increase food trucks, but Mayor will not change ordinance before November! 9. The Washington Avenue Parking Benets District was implemented in late May & revenue, as of July 1 2013 was $22,000. We will get 60% of revenue once we cover costs of $250,000. ! 10. Johnny Peden is Ellen Cohens ambassador for Rice Military. ! 11. Center Street recycling was sold to Admiral Linen but the City has extended its lease through 2013 & possibly will extend through 2014 as a new location for the Recycling Center has not been found yet.! 12. Graystone is putting an apartment complex at round about & has begun talks with WOW Roundabout & Council Member Cohens ofce!

Jennifer Jarriel-CEO & Peggy Ratcliffe Roe-SVP of Advancement at Depelchin! 1. They have 2 dog parks & have recently installed new stands for baggies and refuse! 2. Plans for a future revolving library! 3. Always welcome donations! Mechiel Rozas-Prinicipal of Memorial Elementary! 1. Come by anytime as they want to be good neighbors! 2. Welcome volunteers to read to kids, help at the school, etc! Nathan Vogt- Rice Military resident & AWAN board member spearheading Nellie Keyes Park Project! 1. Victor Cordva-Houston City Forester has been helping. Trees for Houston is helping. Urban Harvest put in water. It is now an ofcial Parks Board Project for City of Houston. http://houstonparksboard.org/projects/nellie_keyes_park/! 2. RMCC donated $1000 to the project! 3. Signs went up in July with information on project & how to donate! 4. First round will likely be planted in Fall sometime! 5. Will have information/education about park & trees viewable for everyone at park!

RMCC Kids Group! 1. Please join their facebook group for more information! Garden Committee! 1. Please only put allowed compost items in compost in garden! Book Club! 1. My Year as a Clown- July 31st! Laurens Neighborhood Update! Message- please remember to patronize our local business neighbors. We want to keep them around. ! 1. Little Woodrows is now open on Shepherd! 2. Pluckers from Austin is coming to old Maggie Ritas location on Shepherd! 3. Lava Lounge & Pearl Bar closed ! 4. Throne opened on Washington where old Pandora was! 5. A new bar is opening in September where Sawyer Park was ! 6. The Drake changed names to The Mark! 7. Avenue & The Mark are also after hours some days of the week! 8. Pollo Campero drive thru is open late on Fridays & Saturdays ! 9. Rumor has it Caddy Shack is opening where old Broken Spoke is on Washington! 10. There were 233 homes are listed in our neighborhood as of June 2013. Of those 120 were new listings & only 51 were still available at end of June. Most homes are selling in less than 2 weeks. !

General Meeting Minutes! October 8, 2013!

The meeting was called to order at 8:08 by President Wilkinson.!

1. Police Report by Sgt. Wall and Ofcer Leija:! No murder, rape. 5 Robberies, Thefts up from 46 to 55, primarily BMV and it is up all over the city. Leija will do a free security check on your home. They recommend installing 4 screws on the striker plate to make it more difcult to kick a door in. Also recommend double cylinder dead bolts. The PIP meeting is the rst Tuesday of each month at the Union Hall. Their email is centralpatrol2district@houstonpolice.org. The Citys ofcial position on the speed feedback signs (like on Kirby) is that they dont do any good. A member complained about people blocking the sidewalk with their cars. She called 311 but did not get a ticket number.!

2. Presidents Report: Pres. Wilkinson gave a year end wrap up discussing the new website, garage sale, Marathon Hoopla, National Night Out, the many Socials, as well as other benets of membership.! 3. Outreach: Phyllis announced a clean-up day on November 9th at the Roundabout. She also provided additional details on the Kroger Card program to funnel contributions to WOW. The board is in conversations now with Weatherford and Cohen about nally getting paver repairs around the roundabout.!

4. HISD Trustee Candidate Anne Sung introduced herself and outlined her qualications.! 5. Joseph Earthman announced a program at his ofce (234 Westcott) at 10:00 AM on 10/25.! 6. There will be a Halloween event the weekend before 10/31. Lucy is looking for volunteers to help.! 7. Treasurers Report: There are 150 members paid to date. NNO was a nancial success in that we cleared $730 from Sponsorships.! 8. A motion was made to make our annual maintenance donation to WOW in the amount of $1,000. Minimal discussion and it was passed unanimously on a voice vote.! 9. Elections The board submitted the following slate of candidates for 2014:! Wendy Wilkinson President! Paul Hesson Vice President!

Marilyn Myers Treasurer! Andrea DeBaldo Secretary! There was a nomination from the oor of Lauren Barrash for President. ! Voting was by secret ballot, one per household. Ballots were collected, counted, and reported by Joseph Earthman and Phyllis Thomason.! For President it was 17 for Wendy and 9 for Lauren. All other candidates were unanimously approved so the 2014 board members will be the slate of candidates as stated above.!

10. Trafc Safety Initiative: Andrea announced this new effort and said that there was additional information on the web site. She encouraged everyone to report problems to 311 to begin building a data base of specic issues.! 11. Keith Edgar from AWAN addressed the meeting. He outlined the history of how their group formed and hired private security to proactively prevent issues in the Lester / Lillian area.! The meeting was adjourned.!
