1. INTRODUCTION
1.1. GENERAL
Upon request regarding Cement Special Port development plan in Manokwari,
West Papua Province, PT. Hasta Perkasa consultant submit "Proposal Planning
Stages Port Cement in South Manokwari, West Papua Province", based on the
laws and regulations relevant in Indonesia.

The Special Port, according to legislation is Port which is managed for their own
interests, in order to support specific activities. Where organizer of Special Port is
the Government, Provincial Government, District / City Government or Indonesian
legal entity who has a license to manage the special port.

1.2. PROPOSED PROJECT AREA

1.2.1.Manokwari Regency
Proposed Project area is in Manokwari Regency, West Papua Province, the
Capital District is located in the city of Manokwari.

Manokwari regency consists of 29 sub-district / district, 132 Village with an

area of 14448.50 km2. Manokwari district mostly located in the highlands of
Papua island. Geographically located in 0o15 - 3o25 South Latitude and
between 132o35 - 134o45 East Longitude, this area is directly adjacent to the
Pacific Ocean in the north, Fakfak districts in the south, Sorong Regency in
the west, and Paniai District in the east.
1.2.2.Position and Boundaries
Manokwari district lies in the 0o015 '- 3o025' South latitude and 132o035 '134o045' east longitude. The boundaries are as follows:

Northen boundary is Pasific Ocean

South boundary is Fakfak Regency

West boundary is Sorong Regency

East boundaries are Biak Numfor, Yapen Waropen and Nabire

Regency

In government administration, Manokwari before expansion is divided into 17

districts, with Manokwari as the district capital. From the 17 districts, 10 are in
the mountain areas, the rest are in the lowland and coastal areas.

2. OBJECTIVE
The objective of the proposal is to give brief explanation to arrange legal documents
which must be completed to develop Special Port, the documents are Feasibility
Study, Masterplan dan Detail Desain for Special Port Development.
