EligibilitycriteriaforPreQualification: InitialCriteriaforEligibility: FollowingareinitialcriteriaforeligibilityandevenforissuingPQdocument. The bidder should have solvency of ` 80 Lakhs duly certified by his banker (Nationalised/ScheduledBank). Experience of having successfully completed works during last seven years ending lastdayofthemonthprevioustotheoneinwhichapplicationsareinvited.

Three similar completed works each of value not less than 40% of the estimated cost put to tender with minimum capacity of individual DG set supplied and installed being320KVA. (ii) Two similar completed works each of value not less than 50% of the estimated cost put to tender with minimum capacity of individual DG set supplied and installed being320KVA.

(iii) One similar completed work of value not less than 80% of the estimated cost put to tenderwithminimumcapacityofindividualDGsetsuppliedandinstalledbeing320 KVA. Similar works, Cost of work and Assessment period are defined in subsequent para3.2 3.1.3 At the time of purchase of the tender, the tenderer shall have to furnish an affidavit asunder: I/We undertake and confirm that eligible similar work(s) has/have not been got executed through another contractor on back to back basis. Further that, if such a

violation comes to the notice of the Department, then I/We shall be debarred for tendering in the Department contracts in future forever. Also, if such a violation comes to the notice of Department before start date of work, the EngineerinCharge shall be free to forfeit the entire amount of Earnest Money Deposit/Performance Guarantee 3.1.4 The Bidder should be an individual or a registered firm in India. Only Indian tenderersareallowedtoparticipate. 3.1.5 Bidding capacity of the bidder should be equal to or more than the estimated cost of thistenderwork.Thebiddingcapacityshallbeworkedoutbythefollowingformula: BiddingCapacity=[AxNx2]B

Where, A = Maximum Value of works executed in any one year during the last five financial years (1st April 2007 to 31st March 2012) taking into account the completed as well as worksinprogresswithcurrentcostinglevelbyenhancingtheactualvalueofworkat simple interest of 7 % per annum, calculated from the date of completion to last date ofreceiptofapplicationsforpurchaseofPQdocumentindicatedinannexure1. N=1year(Stipulatedperiodofcompletion) B= Value of existing commitments and ongoing works to be completed during the periodofcompletionofworkofthistenderindicatedinpara2.(vii). 3.1.6 Average Annual Financial Turnover of the bidder for works should be at least ` 60 Lakhs during the last three years ending 31st March 2012. This should be duly audited by a registered Chartered Accountant. In case of the last financial year statementisnotstillaudited,acertificateshallbesubmittedinsupportofthefigures fromtheregisteredcharteredaccountant/chieffinancialofficerofthefirm. 3.1.7 Thebiddershouldnothaveincurredanylossinmorethantwoyearsduringlastfive yearsending31stMarch2012. 3.1.8 The bidder should own necessary fabrication equipment, tools and tackles required fortheproperandtimelyexecutionofthework.Else,heshouldcertifythathewould be able to manage the equipment by hiring, etc., and submit the list of firms from whomheproposestohire. 3.1.9 The bidder should have sufficient number of Technical and Administrative employeesfortheproperexecutionofthecontract.Thebiddershouldsubmitalistof these employees stating clearly how they would be involved in the work. Since it is mandatory for all the people engaged for the work at site to have valid Police Verification Certificates (PVCs), the bidder shall furnish details of the PVCs for the peopleproposedtobeengagedatsiteforthework. 3.1.10 Thebiddersperformanceforeachworkcompletedinlastsevenyearsandforworks in hand should be certified by the client preferably by work order issuing authority. The bidder shall obtain such certificates from their clients in the prescribed form in sealed covers and submit along with PQ bid. However the tenderer shall furnish

general performance certificates from his clients for the works mentioned in his application to qualify as per clause 3.1.2 above along with his application for the PQ document. 3.2 3.2.1 DefinitionsofSimilarworks/Costofwork/Assessmentperiod: Similar Works shall mean The contractor should have experience of successfully completing the job of Supply, installation, testing and commissioning of at least oneNo.ofDGsetofminimumcapacityof320KVA(acousticenclosuretyperadiator cooled)alongwithAMFpanel,electricalpanelandcablesetc.

3.2.2 Cost of work shall mean gross value of the completed work including the cost of materials supplied by the client on chargeable basis, but excluding those supplied freeofcost.Thevalueofexecutedworksshallbebroughttothecurrentcostinglevel by enhancing the actual value of work at simple interest of 7 % per annum, calculated from the date of completion to last date of receipt of applications for PQ tenderdocumentindicatedinannexure1. 3.2.3 Assessment period means the last 7 (seven) years ending on the last day of the month previous to the one in which the applications for purchase of PQ document (asindicatedinannexure1)areinvited. 4. The applications shall be submitted in person to Assistant Personal Officer (APO) in the office of the Chief Engineer and Associate Director, ESG & Head, Technical Services Division, Bhabha Atomic Research Centre, North Site, Trombay, Mumbai 400 085 (tendering office), within stipulated period as indicated in Annexure1. Prior intimation shall be communicated to him on telephone no, 02225595400 for submission of application forms. The bidders representative shall report at North gate, BARC, Trombay, Mumbai 400 085 between 10.00 to 16.00 hrs within stipulated period along with photo identification like driving licence or passport or voters identity card etc for entry to BARC. IssueofPQDocument ThePQdocumentswillbeissuedfromthetenderingofficetothebiddersprimafacie eligible as per clauses 3 & 4 above between 10:00 hrs to 16:00hrs within stipulated period of sale indicated in annexure1. The eligible bidder has to make payment of Rs 1000.00 (non Refundable) in cash or Demand Draft drawn in favour of Accounts Officer, BARC, Mumbai towards cost of tender document. The criteria prescribed in Para 3 & 4 above in respect of experience of similar works completed, bidding capacity and financial turn over etc. will first be scrutinised in detail and the applicants eligibility for prequalification for the workbedetermined. A Technical Committee of experts shall be constituted by Competent Authority,forevaluationofPQbids. The Technical Committee will visit the bidders and their associates ongoing / completed work sites & offices and facilities. The bidders eligibility related documentswillbeexaminedandverifiedbythecommittee. The bidders credentials for qualifying the initial criteria as set out above will be evaluated for following criteria by scoring method on the basis of details furnished by them and the inspection report submitted by the Technical Committee. to restrict the list of prequalified contractors to any number deemed suitable in case toomanyapplicationsarereceivedsatisfyingthebasicPreQualificationcriteria. 12. DisqualificationofPQbids. The competent authority reserves the right to verify the particulars furnished by the biddersindependentlyandrejectanyapplicationwithoutassigninganyreason Even though a bidder may satisfy the above requirements, the bidder may be liable fordisqualificationifthebidderhas: a) Made misleading or false representation or deliberately suppressed the information or not submitted sufficient information in the forms, statements andenclosuresrequiredintheprequalificationdocument. Record of poor performance such as abandoning work, not properly completing the contract, financial failures/weaknesses, poor quality of work, etc.

IntimationofPrequalificationevaluationresult. Thequalifiedbidderswillbeintimatedpromptly. The successful qualification of PQ bid or its result shall not bear any weightage during evaluation of Technical Bid (Part A). Acceptance of Technical Bid (Part A) shallsolelydependupontheevaluationofthesame. ThebidderswhosePQbiddoesnotqualifywillalsobeintimated. Subsequenttenderingprocedures Procedures of subsequent tendering activities are indicated in brief below. The detailed terms and condition etc applicable shall be indicated in Technical Bid (Part A)document.

14.1 IssueofTechnicalBid(PartA)andFinancialBid(PartB) Technical Bid (Part A) and Financial Bid (Part B) documents will be issued only to bidders whose prequalification (PQ bid) qualifies within period indicated in annexure1. 14.2 PrebidmeetingforTechnicalBid(PartA)andFinancialBid(PartB). A meeting will be held on the date indicated in Annexure1 at tendering office with bidders to whom the Part A and Part B documents are issued, to provide clarifications (if any) on any issues relevant to this tender. The bidders shall submit their queries in writing to the tendering office in similar manner as indicated para6 above within period indicated in Annexure1. The minutes of this meeting will be issuedandsameshallalsobetheintegralpartoftenderdocument.Thebiddersshall intimate to the tendering office the name of their authorised representative to participate in this meeting at least two days before stipulated date of meeting.

14.5 Receipt of Technical Bid (Part A), Financial Bid (Part B) and opening of Technical Bid(PartA) a) TheEMD,TechnicalBid(PartA),FinancialBid(PartB)inthemannerindicated in para 14.4 above, shall be received by APO in the tendering office within last date of submission of these bids indicated in annexure1. The bids shall be receivedonlyinpersonandnotvidepost,courieretc. Envelope4 of the bids shall be opened on the stipulated date and time indicated in annexure1 in presence of attending authorised representatives of the bidders. Further Technical Bid (Envelope2) shall be opened on the same day only if requisiteEMDisfoundinEnvelope1. The Financial Bid Part B (Envelope3) shall be kept in original sealed condition.

14.6 Validity of the Technical bid (PartA)& Price bid (Part B): Six (6) months from dateofTechnicalbid(PartA)opening. 14.7 EvaluationofTechnicalbids(PartA) a) A Technical Committee of experts shall be constituted by Competent Authority,forevaluationoftechnicalbids(PartA). The technical committee shall examine the Part A offers visaavis tender specification and requirement. If required further inspection may also be carried out by the technical committee to ascertain the conformity w.r.t. technicalspecificationandrequirementofPartAoffer.

14.8 IntimationofPartAevaluationresult a) The Part A qualified bidders will be intimated promptly. The date and time of financialbid(partB)openingwillalsobeintimatedtothem. The bidders whose Part A bid does not qualify will also be intimated and their EMDwillberefunded.

14.9 OpeningofFinancialBid(PartB) The Financial Bid (Part B) of Part A qualified bidders will only be opened on the stipulateddateandtimeindicatedinannexure1oronasuitabledatetobeinformed laterinpresenceofbiddersauthorisedrepresentative. 14.10 Otherconditions a) Thepricestobequotedbybidder inPartB(Pricebid)shallbeinclusiveofall taxesasapplicablesuchasExciseduty,Salestax(ifapplicable),Workscontract tax, service tax, transit insurance, etc, freight charges for transport and safe delivery to our project site and the prices quoted shall remain firm throughout the currency of the contract. However, any change in the existing taxes and leviesornewtaxesandleviesifintroducedbytheGovernmentafterthereceipt of offer as well as during the currency of the contract will be duly considered and paid accordingly, subject to documentary proof. For this purpose the tenderer may furnish the details of taxes and levies that have been considered in the offer and rates assumed thereof. The prices shall be exclusive of octroi charges. The octroi exemption certificate/consignment receipt certificate as applicable will be given by BARC to successful contractor as per clause 194(2) formajorcomponents.

The tender bid shall remain valid for acceptance for a period of 180 days from the date of opening of tenders (PartA). If any tenderer withdraws his tender within the validity period or make any modifications in the terms and conditions of the tender which are not acceptable to the department, then the Government shall without prejudice to any right or remedy, be at liberty to forfeit50%(FiftyPercent)oftheEarnestMoneyabsolutely. All the rates are to be quoted in whole Rupee and not in fraction of rupee. Specialcareshouldbetakentowritetherateinfiguresaswellasinwordsand the amounts in figures only, in such a way that interpretation is possible. The Totalamountshouldbewrittenbothinfiguresandinwords.Incaseoffigures, thewordRs.shouldbewrittenbeforethefigureofrupees.Whilequotingthe rate in schedule of quantities the word only should be written closely followingtheamountanditshouldnotbewritteninthenextline. Onacceptanceofthetender,thenameoftheaccreditedrepresentative(s)ofthe contractor who would be responsible for taking instructions from The EngineerinchargeshallbecommunicatedtotheEngineerincharge. The contractor whose tender is accepted will be required to furnish by way of securitydepositforthe duefulfilmentofhiscontract,suchsumaswillamount to5%ofthecontractvalueofwork.Inaddition,thecontractorshallberequired to deposit an amount equal to 5% of the contract value of the work as Performance Guarantee within 15 days after the date of issuing of letter of acceptance/work order and in any case before commencement of work. PerformanceSecurityof5%canalsobeacceptedintheformofBankguarantee Fixed deposit receipts of Scheduled Bank or in the form of Government Securities. The Security Deposit will be collected by deductions @ 10% of the gross amount of the running bills of the contractors till the sum (along with the sum already deposited as Earnest Money if EMD is submitted in the form of Demand Draft) will amount to 5% of the contract value of work. The Security deposit will also be accepted in the form of Governments Securities, Fixed deposit Receipts of Scheduled Bank and State Bank of India. The Security DepositshallbeendorsedinfavouroftheAccountsOfficerBARC. If the successful tenderer fails to furnish the prescribed performance guarantee on or before stipulated date of commencement work, the President of India or his successors in office shall without prejudice to any other right or remedy, be at liberty toforfeit the said earnest money absolutely. Further, if this successful tenderer fails to commence work within 1/8th of the stipulated time, the President of India or his successors in office shall without prejudice to any other right or remedy available in law, be at liberty to forfeit the said earnest, moneyandtheperformanceguaranteeabsolutely. EMD of unsuccessful bidders shall be returned after scrutiny & approval of cost comparativestatement. 15. Cancellationoftenderbycompetentauthority. Thecompetentauthorityreservestherighttocancelanyoralltendersortoallotpart of works to different agencies without incurring any liability to this department and withoutassigninganyreasonthereof. 16. General: a) It will be obligatory on the part of the tenderer to sign the tender document for allthecomponentparts.

b) ThisNoticeinvitingTendershallformthepartofthecontractdocument. c) All information called for in the enclosed forms of PQ document should be furnished against the relevant columns in the forms. If for any reason, information is furnished on a separate sheet, this fact should be mentioned against the relevant column. Even if no information is to be provided in a column, a nil or no such case entry should be made in that column. If any particulars/queriesarenotapplicableincaseoftheapplicant,itshouldbestated as not applicable. The applicants may please note that giving incomplete/unclear information in the application forms, or making any change in the prescribed forms, or deliberately suppressing any information, may result in disqualification of the applicant summarily. II Restricted information categories under Section 18 of the Atomic Energy Act,1962andOfficialSecretsUnderSection5oftheOfficialSecretsAct,1923: Any contravention of the abovementioned provisions by any contractor, sub contractor, consultant,adviser or the employees of a contractor, will invite penal consequencesundertheabovesaidlegislation. Prohibition against use of BARCs name without permission for publicity purposes The contractor, consultant, adviser or the employees engaged by the contractor shall not use BARCs name for any publicity purpose through any public media likepress,Radio,TVorinternetwithoutthepriorwrittenapprovalofBARC.

l) Work shall be executed according to General Conditions of Contract, Special Instructions to tenderers, Specifications, Drawings, Schedule of Quantities etc. of BARC,whichwillbeenclosedintenderdocuments. 17. MethodofApplication: a) Iftheapplicantisanindividual,theapplicationshallbesignedbyhimabovehis fullnameandcurrentaddress. If the applicant is a proprietary firm, the application shall be signed by the proprietorabovehisfullnameandfullnameofhisfirmwithitscurrentaddress.
