Note:
1. Pages No. 1 to 3 and Declaration / List of Enclosures (Page No. 10) and Specimen
Signatures (Page No. 12) and are common to all applicants, which are to be completed
and forwarded. Pages No. 4 to 9 are applicable depending on the category of CDC being
applied for and only the concerned pages relevant to the applicant may be filled in and
forwarded.
2. The envelope containing the application should clearly indicate the category of CDC applied
for, on the left top side in block letters.
3. Application for CDC based on experience on board foreign going vessels ( indicated at Sr. No.

30) shall be accepted only up to 18 June, 2002.
4. CDCs in respect of Deck, Engine and Saloon ratings shall be made available by the
respective Pre-Sea Rating Training Institutes and their individual applications will not be
entertained by the Shipping Masters directly.
5. All individual applications must be sent in the above format. Applications sent in any other
format are liable to be rejected.

Following relevant certificates / documents, as applicable, duly attested by a Gazetted
Officer are to be enclosed along with the application. The Office Seal, Name, Designation and full
address of the Gazetted Officer is required to be legibly affixed on the copies of documents/

General information / details about obtaining a CDC

1 The applicant should be a citizen of India;

(A) Possession of a valid certificate of competency issued under Section 78 of

the
Merchant Shipping Act, 1958 or a Certificate recognised under Section 86 of the said
Act or who has been declared successful in the final examination of the three
years B.Sc. (Nautical Science) course approved by the Director General of Shipping or who
has been declared
passed or exempted in Marine Engineer

The Trainee Marine Engineer, Trainee Radio Officers and Deck Cadets, who
have completed the prescribed pre-sea training and are eligible to proceed to sea specifying the
incumbents rank or category.
(C) Navigational Watch-keeping Officer (NCV), Marine Officer Class-IV and ex-Indian Naval
Officer in possession of a Watch-keeping Certificate, who have completed written examination
and are required to undergo on board training for appearing oral examination specifying the
incumbents rank or category.

(4) Successfully completed the pre-sea training for ratings of Deck, Engine and Catering (Saloon) from an
approved training institute as prescribed under sub-clause (b) of clause (ii) of sub-rule (2) of rule 28 of the
Merchant Shipping (Standards of Training, Certification and Watch keeping for Seafarers) Rules, 1998.
CDC in these categories shall be made available by the Pre-Sea Rating Training Institutes

All applicants should have undergone the four basic familiarization training courses as prescribed
under sub-rule (1) of rule 33 of the Merchant Shipping (Standards of Training, Certification and Watch
keeping for Seafarers ) Rules, 1998
(6) Applicants, who have worked on board foreign going vessels of any flag in any capacity without
CDC issued by Indian authority during the period between 1st January 1982 and 19 th June, 2001, for a
minimum period of not less than 3 years, in the same capacity, subject to production of passport or
foreign CDC/ Seafarers' Identity Document by giving details of the sea service rendered, duly endorsed
by the Master or owner or the owner's authorized agent of the vessel on which the seafarer had served or
the owners authorized agent. No educational qualification & age limit are prescribed for this category.

Issuance of CDC does not guarantee a job which is the prerogative of the employers.
