Local Public Administration in Spain

The structure of government (Art. 2 const. ) guarantees both unity of the Spanish nation as well as the right to autonomy of the various nationalities and regions. The the national territory is divided in municipalities , provinces , autonomous communities (regions) . The regional government was introduced very recently. According to the constitution , the provinces with historic features , cultural and economic Autonomous Communities can be organized in the following parliamentary approval in a national referendum . Autonomous organization is reflected in the following organizations : - Legislative Assembly - elected by universal suffrage with proportional representation - Council of Government ( executivs power ) - with a president - head of government elected by the board and senior justice court is the highest legal group in the territory of the local community. Autonomous Communities financially dependent on their revenues ( taxes ) . The highest degree of regional automnomie manifest in the fields of self-governed , organization, culture , environment , roads, public activities on their territories . Local government - constitute in provinces and municipalities. The provinces are modeled napolioniene departments . Provinces from the group consisting of municipalities and their goals are to exercise the basic functions beyond the capabilities of human resources of the municipality. In Spain there are 50 provinces.

The provincial government - and government forms Provincial Council which has a number of members in proportion to the resident population . The main objectives are to ensure the smooth running of the provinces of municipal services in the province and her part in the coordination of local government administrations and autonomous communities . Municipalities - are part of the territory of Spain orgamzationala base . Municipal Councils are elected by proportional suffrage by a list system for 4 years and is a deliberative body . The municipal council elect the mayor by direct vote and universal among its members for a term of four years . Mayor leads and managing authorities and municipal administration in . Usually municipalities deal with the administration in the following areas : food, local roads , public transport , environmental protection, public safety networks, water, lighting, cemeteries. Financial resources for municipalities come : the fees, contributions from the state, contributions from independent authorities , transfer to regional or central government , 26.
