1 INTRODUCTION
This document describes the new features introduced with the Base Station Subsystem
(BSS) release BSS13.
The BSS13 release realises advantages for all operators, combining the best network
performance and service quality, whilst simultaneously holding investment levels to a
minimum. The following benefits (amongst others) are provided:
Enhanced speech and data service quality, maintaining and indeed enhancing
end-user satisfaction levels
Advanced GSM/EDGE-WCDMA/HSDPA interworking solutions, enabling an
improved end user service experience and an enhanced utilisation of the existing
network resources
Operability features, saving both operational and maintenance costs
Coverage solutions, which reduce both CAPEX and OPEX investments
BSS13 Operator Value
BSC & TSCM Solution: The BSS13 builds upon the existing BSS12 solution,
introducing a tripling of the maximum transcoder channel capacity in combined
installations, with up to 34074 channels in ETSI and 34272 channels in ANSI
configurations.
Furthermore, new optional cabling panels are introduced for both BSC3i and TCSM3i,
reducing the amount of site cabling by 50%.
BTS Solution: With the release BSS13, the Flexi EDGE BTS supports
enhancements to the Extended Cell capabilities of the BSS solution. Further,
through a new plug-in module, support for a direct interface for IP / Ethernet Abis
connectivity is provided, enabling cost reduced and flexible networking.
Radio Network Performance: The BSS13 provides significant extensions to the
already wide ranging AMR solution. New features reduce CAPEX through
increasing coverage; improve the end user experience through reducing the
Dropped Call Rate and improve networking possibilities through enabling flexible
thresholds.
Enhanced coverage solutions can enable both CAPEX and OPEX savings through reducing
the total number of sites required in a network design. The Double Power TRX feature (for
the Flexi EDGE BTS) provided in BSS13 now extends the range of possible coverage based
solutions that can employed within the Smart Radio Concept (SRC).
Operability: The BSS13 solution provides a wide range of operability
enhancements, increasing OPEX savings for operators. In addition, features such
as PCU2 Pooling enable a more efficient use of PCU resources; Adjustable
Intelligent Shutdown enhances the control over TRXs in emergency scenarios;
whilst others extend the range of counters and monitoring possibilities.
Packet Switched Data: The Extended Cells for GPRS/EDGE feature enhances
continuity of service through providing support for these services in the extended
area of a cell. Multipoint Gb now provides a similarly flexible networking solution as
is already provided for the A-Interface through the Multipoint A feature.

Multi-radio Interworking: BSS13 also provides enhancements for 2G-3G


interworking, improving service continuity; further optimising the use of network
resources and improving the cell re-selection success rate.
End User Services: BSS13 also provides further enhancements to the Lb
interface capability.
Where applicable and in general, the BSS13 software features are managed via Licence
Key or via MML Licence Control.
The compatibilities for individual NE releases are as follows:
BSS13 consists of the releases: BSC S13, MetroSite CXM6, UltraSite CX6, and FlexiEDGE
EP2
BSS13 is supported by the following NE releases: NetAct OSS4.2 CD Set 1 or OSS5.1,
MSC M14, and SGSN SG6
This document also includes the hardware requirements and planned system compatibility
information of the features. The different BTS generations (Nokia 2nd generation, Talk
Family, PrimeSite, MetroSite, UltraSite, InSite and FlexiEDGE Base Stations) are mentioned
so that any limitations are highlighted.

BSS13 Compatibility Matrix


When the BSS13 becomes available, the following items will no longer be usable:
Nokia 2nd Gen BTS products (DE21, DF12, and DG26)
Nokia PrimeSite BTS

The BSC software release S12 will be the last compatible software level for the Nokia 2
Gen BTS, PrimeSite BTS products, PBCCH/PCCCH support and Background loading of RN
plan.

The BSS13 standardisation baseline and SoC is against 3GPP Rel-6
specifications of TSG-GERAN Plenary Meeting #33 on February 2007.
