CHAPTER 1 1.

1 General

INTRODUCTION

This Operation and Maintenance Manual (the O&M Manual) has been prepared in accordance with the Terms of Reference (TOR) of the Contract for Consulting Services for Master Plan Study on Integrated Development and Management of Walanae-Cenranae River Basin (refereed to as the Study or the WalCenMP) agreed upon between the Ministry of Settlement and Regional Infrastructure and Nippon Koei Co., Ltd. with five associates on August 26, 2002 under JBIC Loan No. 499.

Scope of the O&M Manual The O&M Manual is prepared for the proposed Tempe Lake Water Resources Development, Conservation and Management Plan consisting of both structural and non-structural interventions. Structural plans include operation features of Tempe barrage which require rivers Lakes and the downstream Cenranae river basin. Non-structural the coordination and understanding of other operation factors such as physical characteristics of the river basin of operation plans include creation of a management organization for operation of the barrage including the agreement on water levels which should be set by consensus of three districts which share the jurisdiction of Tempe Lake. An information center for Tempe lake to house the organization and operation of the barrage will be constructed and the required institution developed. The organization is to be responsible for water resources development, utilization, conservation and management based on cooperation among related 6 districts, namely Wajo, Soppeng, Sidrap, Bone Enrekang and Maros districts, authorities concerned as well as South Sulawesi province. The proposed information center will be necessary for effective allocation of water resources in the basin. In the center, improvement, compilation, and updating of the meteorological- hydrological database will be carried out. A team of experts who utilize data base information to predict conditions including flood and drought forecasting and warning systems which must be continued for effective use and allocation of water resources will be resident in the information center.

Function of the O&M Manual Through public consultation processes, the Consultant understands that the resident people and their district administrations around Tempe Lake have basic problems that require ongoing intervention to mitigate the consequences. The organization proposes countermeasures against the problems and constraints encountered including (i) water shortage for domestic, irrigation and fishery uses in and around Tempe lake and along the downstream reaches of the Cenranae river, (ii) flood damage, (iii) water pollution, (iv)

environmental degradation, (v) damage to tourism. The organization will coordinate water resources development in the upstream and downstream regions in an inner sectoral and holistic approach to water resources management whereby upstream regions will follow water allocation and management procedures in such a manner that the right and use of water resources in the downstream will not be adversely affected. The organization will assist in the resolution of water use conflicts between upstream and downstream users such as will occurred during periods of drought or among farmers, fishermen and industry concerning the required water levels and water use of Tempe Lake The objective of the O&M Manual is to prepare a document which will assist the organization operating Tempe barrage enabling them to manipulate Tempe lake water levels and discharged to downstream Cenranae river in the manner which is have greatest benefit to the stakeholders of the river basin.

1.4 Contents of the O&M Manual

The O & M manual contains the following chapters. Chapter 1 introduces general matters on the O&M Manual. Chapter 2 describes present conditions related to TeLID Chapter 3 presents basic concept on O&M of TeLID Chapter 4 discusses on organization for operation and maintenance. Chapter 5 discusses on operation of planned Tempe barrage. Chapter 6 presents recommendation.
