Subject: FIR against the Chief Wildlife Warden of Delhi along with all snake charmers regarding. Sir, Kindly refer to my previous complaints read with the report submitted by Dr. M. S. Kachhawa Advocate from Jaipur: As on 13.02.2014 I was passing through the outer area of Jaipur near RIICO kata, New Sanganer Road. I saw three people were performing with a animal on road side and there was huge crowd, I immediately stopped my vehicle and went to those people, I saw a big bamboo basket lying on the ground near to that fellow who was performing. When I asked him to show me the animal inside the basket he refused to show me the animal and asked me about my authority but unfortunately, I do not have any card of AWBI or Wild Life Crime Control Bureau, than I asked my assistant to call the Forest Flying Squad. After that they agreed to show me the animals as soon as they opened the basket I was shocked & surprised to see such a big snake, I asked him about the species and their documents with regard to the animal ownership and its public display, performance & transport from one state to another state. They told me that its a King Cobra which is about 11 feet and weight up to 8 Kg and they also showed me the ownership certificate of the aforesaid snake which was issued to them by the Chief Wild Life Warden, New Delhi through letter No. F.30(1439)/CWLW/Delhi/2003/639 dated 05.05.2011, the said ownership was issued for 4 snakes (the ownership certificate is attached herewith). At the first instance the ownership certificate seems to be original but later on when I again checked the same I found it doubtful and fake as it was a color photocopy which was laminated.In the meantime, the forest flying squad reached the aforementioned place and took the snake and the person having its possession into their custody, after making the site report they went to Jaipur Zoo for further investigation. In last but not least it is very surprising for me and all of us that how a ownership certificate was issued to a non competent person and the grounds on which they issued the ownership of such a animal, without taking into consideration the personal bona fide use, this practice has been adopted through out the country for issuing ownership certificates. In Jaipur, we have started the verification of ownership documents of Elephants at Nahargarh Biological Park, Delhi Road, Jaipur with the team of forest department. In past Delhi Police also reported about Digambhar Nath also, who managed ownership of protected wild animals and all these scheduled wild animals are being abused for personnel gain and profit, hence concerned SHO may kindly be directed to lodge FIR against all these scheduled reptiles, animals so called owners along with the Chief Wildlife Warden of Delhi, who is also responsible for misuse of power, criminal conspiracy, cheating and forgery read with the Wildlife Protection Act, 1972 and the Prevention of Cruelty to Animals Act, 1960, all abused animals needs to be rescued at once for further rehabilitation.

Scheduled reptile in Jaipur, abused for begging, where as ownership has been issued by the CWLW of Delhi.
