Worked with The U.S. Department of Defense, U.S. Army, New Mexico Department of Veterans Services and New Mexico National Guard to develop civilian curriculum, and New Mexico State Legislature to adopt necessary legislative changes. Created the Statewide Law Enforcement Support Services Division that provides critical technical services to law enforcement agencies, district attorneys, Department of Corrections, Department of Health, Regulation and Licensing Division and county detention facilities in New Mexico. Implemented Katies Law that facilitates DNA collection at time of arrest through standardized chemical evaluation, collection methodologies and testing. Working with the Albuquerque Division of the Federal Bureau of Investigation, created the Public Corruption Working Group. Brought together federal, military, state and local law enforcement investigative services to target public corruption major cases. Utilizing prior relationships as U.S. Marshal, developed strong state agency relationships with tribal and pueblo leaders to expand criminal reporting of crimes in Indian Country. Assisted these groups in applying for non-traditional federal grants. Developed and implemented strict criteria for application evaluation for BYRNE Justice Assistance Grants (JAG). Directly supervised the daily activities of a GS-15 Chief Deputy U.S. Marshal, GS-14 Assistant Chief Deputy U.S. Marshal, GS-13 (two) Judicial Security Inspectors, GS-13 Protective Intelligence Inspector and GS-13 Administrative Officer. In addition, the D/NM has an active witness security protective operation with a classified number of GS-13/14 Inspectors, managed over $3.4

million annually in seized assets. Oversaw contract court security officers that provided interior security at courthouses and vital off-site space and served as the contract certifying officer for nine (9) adult jail facilities and one juvenile detention center which houses federal defendants. The FY08 D/NM budget exceeded $40.6 million, and during my tenure as USM, the D/NM completed four (4) Department of Justice accountable property audits with no findings. Responsible for daily communications with federal counterparts, Congressional officials, the U.S. Courts and state and local law enforcement partners. Directly coordinated comprehensive protective intelligence and direct security operations for visiting U.S. Supreme Court Justices, 10th U.S. Circuit Judges and District of New Mexico federal judges, U.S. and Assistant U.S. Attorneys, federal witnesses, state judges, district attorneys, and protected witnesses while in a high threat environment, including pre-trial conferences, trial testimonials, other court appearances, transportation, special events and ceremonies. Conducted threat assessments, developed protective intelligence to prevent an attack on a potential target and fulfill ongoing protective responsibilities. Provided special assistance to the National Nuclear Security Administration facilities and Los Alamos National Laboratories in security operations, risk analysis and vulnerability assessments at their complex facilities under a mutual aid agreement. Coordinated protective measures with the Department of Defense, National Nuclear Security Administration, Intelligence Operations, Emergency Operations and Department of Energy to provide personnel on military nuclear weapons movements and was the primary response agency to all criminal offenses or incidents involving OST nuclear weapons or nuclear material movements. This also includes joint training and exercises with Marshals Service deputies assigned to protective operations mission for the Strategic National Stockpile Security Operations. Conducted complex criminal and civil investigations to location and recover assets from criminal enterprises. Ensure compliance with policies and procedures for the pre-seizure, seizure, acceptance, management and disposal of businesses (including commercial real properties) and financial instruments. Oversaw or managed seized businesses (including commercial real properties) and financial instruments subject to forfeiture to ensure their security and availability upon forfeiture. Major Accomplishments: 2010- Fugitive Safe Surrender (FSS) worked with government, corporate, non-profit, and faith-based sector partners to lay the groundwork for this mission critical operation. As an added bonus to the large numbers, several fugitives who were sought after by the USMS task force turned themselves under the FSS program. One fugitive had been a target of the USMS fugitive task force had been in hiding for over six months on felony cocaine charges. The total numbers for the site included 1071 people self-surrendered, 1307 warrants cleared and 7 arrests. 2010- Established communication and intelligence working group with Department of Defense-North Com, Joint Task Force North concerning violence on SW Border and for the protection of critical government assets. Appointed as the co-chair (two-year term) for the newly formed Resource Allocation Advisory Board (RAAB) who is the primary policy maker and advisory group to direct the human and financial resources of the Marshals Service. The RAAB researched, designed and implemented data collection tools, cost models, work measurement tools and staffing models to increase work efficiencies. The

RAAB made thirty-two recommendations to the Director who implemented all the recommendations within the first two-year term of the chartered board. 2008-collaborated with the Department of Homeland Security to complete threat assessments and assault profiles on the three courthouses that are located at one intersection in Albuquerque. 2006 Implemented Law enforcement working group to build relationships with Native American Tribes and Pueblos, Navajo Nation and Apache Nation. Met quarterly with elected officials from Indian Country to discuss crime, violence, gangs, weapons and drug interdiction, apprehending sex offenders and reporting of sex offenders under the federal Adam Walsh Act. 2006 Provided leadership for the Implementation of the federal Adam Walsh Child Protection and Safety Act. 2006 Development and implement the Southwest Borders States fast track recruiting program for the Marshals Service. The program was so successful that it became the national recruiting model. Operation FALCON 2005 to 2009, Southwest Investigative Fugitive Task Force (SWIFT) targets violent offenders. Planned, directed, coordinated and supervised a statewide fugitive round up assisted by: New Mexico State Police, New Mexico Department of Corrections, Albuquerque Police Department, Bernalillo County Sheriffs Department, Second and Third Judicial District Attorneys Offices, Rio Rancho Police Department, Curry County Sheriffs Department, Chaves County Sheriffs Department, Dona Ana County Sheriffs Department, Las Cruces Police Department, Santa Fe County Sheriffs Department, and Roswell Police Department. 2004 - co-founded a private/public partnership known as the Middle Rio Grande Anti-Terrorism Group (MRTEWG) which is a multilateral and multidisciplinary effort serving as the focal point for analyzing the strategic and operational information needed to respond to terrorism and protect critical infrastructure. MRTEWG performs threat assessments to aid in mission planning, decision-making, and allocation of resources in support of incident command during actual events. 2004 - created the Tri-State Court Security Task Force whose purpose was to organize, plan, develop and implement this mission critical effort to establish standardized security policies and procedures for the U.S. Courts, State District Courts and Metro Court for Bernalillo County. The committee members are local, state and federal judges and law enforcement leaders within the area. Coordinated with Sandia National Laboratories to conduct risk, vulnerability and threat assessments of D/NM Judiciary and high threat state and federal courthouses. High Intensity Drug Trafficking Area (HIDTA) Violent Offenders Fugitive Task Force - Created and organized two statewide task forces in 2002 as an unfunded HIDTA initiative. From 2002 to date, this task force has been responsible for capturing thousands of violent state and local fugitives. Returned twelve homicide suspects from Mexico, located an additional six homicide suspects in Mexico, and successfully extradited wanted suspects from other foreign countries. Safe Streets Task Forces (SSTFs) operates in three major cities and its focus is to attack street gang and drug-related violence, as well as to identify and arrest the most significant fugitives wanted for crimes of violence through the establishment of long-term, proactive and coordinated teams of federal, state, and local law enforcement officers and prosecutors.

New Mexico Taxation and Revenue Department Motor Vehicle Division (November 1997 May 2002) Division Director Joseph Montoya Building PO Box 1028 Santa Fe, New Mexico 87504-1028 Responsible for the administration of the New Mexico Motor Vehicle Code, International Registration Plan, International Fuel Taxation Association for commercial motor vehicles and the licensing of drivers, vehicle registration and titling and collection of associated state and federal funds, fees and taxes. Required to monitor and distribute collected revenue, fees and taxes that exceeded twenty (20) million dollars a month in revenue to local, state and federal partners. Coordinate work activities, prepare and implement strategic and operational plans, create and implement policies and directives, allocate resources, conduct risk assessments, coordinate budget and fiscal accountability, establish operational plans for cyber security and communicate daily with the Executive and Legislative branches of both state and federal government. Represent the Cabinet Secretary or the Office of the Governor at high level meetings, presentations or conferences with private organizations or government officials from local, state, federal or foreign governments. Lead a diverse, full-time workforce exceeding 300 personnel assigned to 32 field division offices and manages a private-public business partner workforce in 45 locations. Major Accomplishments: Introduced total quality management principles (1998) and process management to the management team of the division that resulted in the Quality New Mexico, Pinon Recognition for Quality Service Achievement Award in 2000. Developed and implemented the Red Tape Cutters (Total Quality Management) service teams to streamline process and improve customer service for both internal and external customers. Reorganize the division to create greater employee accountability with improved access to systems, data and management. Increased employee system knowledge with the implementation of employee training, cross-function communication, structure new employee training and annual management inservice training. Redesigned and rewrote all motor vehicle customer manuals, forms, internal directives and internal policies and procedures. Focused on the desired end result and designed processes to meet statutory requirements, eliminate wasted time and establish best practices for internal and external customers.

Reduced operating costs by re-negotiating contracts, leasing agreements, creating contract fee agents and implementing new purchase agreements for license plates, registration stickers and using just in time delivery to field offices to reduce warehouse costs and waste. Created an Audit and Compliance Bureau to audit and insure compliance commercial motor carriers, fuel suppliers, fuel wholesalers, automobile dealers and contract fee agents. Implemented IT safeguards and tracing system to prevent unauthorized transactions to reduce the opportunity for fraud and abuse. Coordinated and directed multi-agency investigative efforts with U.S. Marshals Service, U.S. Customs, Federal Bureau of Investigation, Social Security Administration, Environmental Protection Agency, New Mexico Department of Public Safety and Texas Auto Theft Task Force that led to the arrest and conviction of organized criminal enterprise operating in Texas, California, New Mexico, Utah and Colorado. Created WEB based applications for the department, one of the first in the nation to have automated web-based vehicle registration; received numerous awards for accomplishments in work design, quality improvements and cost modeling. Established strong relationships with tribal and Indian Land leaders to resolve conflicts in the reporting of traffic offenses and traffic convictions in Indian Courts. Established a working group with Indian Land government officials to assist in the communication of such convictions and improve communication with regular meetings with government officials. New Mexico Auto Theft Task Force Direct law enforcement activities with local and state law enforcement officers for statewide investigative operations involving motor vehicle theft. Prepare and serve administrative and criminal search warrants for businesses and other target locations. Coordinated the operational planning and tactical execution of criminal and administrative search warrants. Created and led the New Mexico DWI Task Force (Governors Office for Highway Safety, N.M. Transportation Department, local law enforcement and private partnerships) Coordinate with state and local law enforcement agencies DWI sweeps and targeted felony DWI fugitives throughout New Mexico. Department of Public Safety - State of New Mexico Training and Recruiting Division (1991-1995) Bureau Chief 4491 Cerrillos Road Santa Fe, New Mexico 87504 Responsible for the planning, organizing, leading, staffing and directing the operations of a statewide law enforcement and critical incident response training programs. Supervised eight full-time staff members and numerous contractors. Major Accomplishments: Created the Critical Incident Response Training Bureau with the Department of Public Safety to provide the most current and highest quality training possible to the Public Safety community in New

Mexico. Identified and selected full-time and contract instructors in disaster programs, wildfire management and emergency management. Facilitated on-going communication and conflict resolution with local fire marshals offices, fire chiefs in major cities, State Fire Marshal, Emergency Medical Services (EMS) Bureau, law enforcement leaders and private industry to ensure strong working relationships with stakeholders. Made presentations to high ranking government officials, nongovernmental or nonprofit organizations, state colleges professional associations, corporations, and other entities concerning emergency response procedures, incident command system (ICS) and unified command in the event of a multijurisdiction response to a natural disaster or critical incident involving a Waste Isolation Pilot Project (safely disposes of the nation's defense-related radioactive waste) shipment. After attending a Total Quality Management (TQM) at Los Alamos National Laboratories, implemented TQM principles for the division and expanded the TQM principles into a condensed awareness training program for public sector employees. Developed new training programs in the areas of dignitary protection, criminal intelligence, narcotics investigations, surveillance methods and advanced tactical firearms. Established and managed the Advanced Training Approval Program, which assesses off-site developed training programs to ensure standardized criteria are met and that necessary resources are provided to assist in the correction of non-compliant or ineffective program elements. Established and managed the advanced training and professional development certification process for government and non-government organizations and their training programs. Department of Justice - State of New Mexico Office of the Attorney General (1990-1991) Senior Special Agent Special Investigations Unit 408 Galisteo Street Villagra Building Santa Fe, New Mexico 87501 The Special Investigations Unit provides expert investigative special agents to assist local, state and federal agencies in major criminal investigations across the state. The Special Investigations Unit assists district attorneys and local law enforcement agencies in complex or multi-jurisdictional investigations and in cases where local conflicts of interest arise; and conducts special investigations as directed by the Attorney General. Additionally, the Special Investigations Unit investigates white

collar crimes, major crimes including, homicide, Medicare and Medicaid fraud, narcotics trafficking, drug diversion and government employee corruption, multi-jurisdictional crimes, working in cooperation with federal agencies to ensure that all investigative avenues are utilized to facilitate successful prosecution and justice for the citizens of New Mexico. Utilized advanced knowledge and skills in criminal code, criminal and civil investigations, money laundering, asset recovery, public corruption, preparing and executing search and arrest warrants, evidence collection, advanced interviewing techniques, link analysis and use of informants. Major Accomplishments: Assigned as special agent-in-charge for high threat meetings with Mexican elected and appointed officials and conferences coordinated by the N.M. Attorney General. Required to plan, coordinate, lead and implement a very large dignitary protection operation with U.S. Department of State, U.S. Secret Service, U.S. Customs, N.M. State Police, Santa Fe County Sheriffs Department and Santa Fe Police Department. Northwestern University Center for Public Safety Division Director (1988-1990) Adjunct Faculty and Researcher (1986-2001) 1801 Maple Avenue Evanston, Illinois 60208 Responsible for the research, design, implementation, planning, continued improvement and instruction in the college accredited School of Police Staff and Command (SPSC). SPSC is a ten week executive development program for senior law enforcement and public safety personnel. The SPSC ten-week program prepares law enforcement managers for senior positions by uniquely combining academic principles (fully accredited) with practical applications. The accredited curriculum verifies its completeness and appropriateness for organizational and personal development. The program was offered on-campus and off-campus and attracted international students. Supervised and directed full and part-time staff as well as part-time and full-time adjunct faculty (60 staff). Major Accomplishments: Expanded ten week management training program from three on-campus offerings per year to more than ten programs per year offered throughout the United States by meeting with state and local law enforcement executives. The expansion increased our revenue base and our scope of influence. In the summer of 1988, recruited our first international and military students. Identified and recruited nationally known professors, attorneys and private-sector leaders as adjunct faculty for the SPSC program. Assisted in the research, development and delivery of the Executive Management Program (EMP) which is a professional development course that provides intensive instruction for the policy-making executive and combines management principles with the study of emerging law enforcement issues. Served as the Chairman of the Management Curriculum Committee that established training and education standards to insure compliance with national college accreditation standards. As an adjunct faculty member (1986-1988 and 1990-1999), researched, designed, implemented and instructed educational programs for government supervisors and managers.

Department of Public Safety - State of New Mexico Training and Recruiting Division (1986-1988) Bureau Chief 4491 Cerrillos Road Santa Fe, New Mexico 87504 In 1986 the Advanced Training Bureau was created as an unfunded initiative by the Cabinet Secretary. The Bureau was directed to develop training programs beyond the basic training academy and generate enough revenue to cover operating expenses. Responsible for the planning, organizing, leading, staffing and directing the operations of a statewide law enforcement training programs. Major Accomplishments: Developed policies and procedures to address this new bureau within government. Identified and directed all aspects of law enforcement professional career development for commissioned and noncommissioned personnel. Conducted statewide agency needs assessment utilizing the following techniques: direct observation, questionnaires (surveys), consultation with persons in key positions, and/or with specific knowledge, review of relevant literature, criminal and civil court findings, interviews, focus groups, work-related tests, use of force records, uniform crime reports and work samples. The needs assessments would consist of separate components that included an organizational analysis, job-task analysis and employee analysis. The training and development programs were designed using acceptable performance objectives that specifically identified the skills, behaviors, knowledge and attitudes needed to perform the specific job tasks, sustain or improve employee performance or prepare the employee for future performance. By utilizing proper learning principles that promoted acceptable performance, the training and developmental programs were well-planned learning experiences and designed to result in a change in behavior. Introduced positive behavioral modeling techniques into the classroom environment that is a tool to increase student retention. When applicable, instructional staff was required to emphasis learning through observation, role playing and practical exercises. The positive behavioral techniques required the course developers and instructional staff to only teach those techniques that were acceptable outcomes and behaviors. Instructional staff and contractors were required to remove gender references, gender preferences, measure student knowledge utilizing pre and post testing instruments and the Advanced Training Bureau would conduct post training evaluations through instruments and surveys for the student, the students supervisor and the organizational leadership. The successes of this process in the Advanced Training Bureau became the model for the Basic Police Officer Training Program and a new requirement for all satellite training academies that were accredited by the New Mexico Law Enforcement Academy Board. In the first year of operation, generated revenue amounts to cover all operating expenses and placed $30,000 in an approved revolving account. 1987 New Mexico Legislature funded the Advanced Training Bureau with 1.3 million dollars based

on results of the pilot program. The funds were used to provide the satellite academies with training resources and current technologies for outstanding delivery of programs. In 1987, after the opposition blocked a state law enforcement training center in Artesia, NM, tapped to assist the New Mexico congressional delegation in the justification for a regional federal training center in Artesia. The federal training center was established in 1988 to provide training for Native American law enforcement officers, Border Patrol agents, and other federal law enforcement professionals assigned to this region.
