Child Abuse investigators Minutes of the 09/14/09 Kids World meeting
for Sac City School District

When child abuse is investigated through the school,


there is a procedure that is followed. In the past,
the first level of investigations was conducted by the
guidance counselors. If they felt it was warranted,
they turned it over to law enforcement. According to

Shirley Phillips said that she had been approached

Sac Community Recreation Center Approves new Sign Design

The Sac Community Recreation Center, which will soon be changing its name to the Sac Community Center in order
to maximize the number of grants in which it can partake, may be getting a new sign soon. This is a photo of the
computer screen on which the new proposed sign was presented. The SCRC board approved the proposed design
with the exception that it be in dark blue with white letters, as opposed to the colors represented in the photo. The
old sign will be coming down at the same time that the sidewalk is torn out.

What does the SCRC have to hide?
The Sac Community Recreation Center has begun to refuse to fulfill freedom of information act requests, so I’ve had to begin submitting written requests in
order to create a paper trail for the purpose of pursueing stronger future measures. Violating Chapter 21 of the code of Iowa could garner a $500.00 fine for
each violation of the Iowa Freedom of Information Act. I will keep you informed on the status of these and any future requests. Curtis Bloes

Sac School Board seemingly
attempts to obstruct ESC
legal procedures

Each year East Sac County School signs contracts


with attorneys to provide legal counsel. Last year,
Sac School District signed contracts with two law
firms, Colin McCullough of Sac City and Ahlers &
Cooney of Des Moines.

Over the course of the last year, the school has uti-
lized the firm Ahlers and Cooney on most, if not all
of its legal matters because Ahlers and Cooney are
specialists in educational law. According to Sac
School Board President Shirley Phillips, Mr. Mc-
Cullough has decided to opt out of consideration for
the contract this year.

After a motion enter into a contract with Ahlers &


Cooney, Vice President of the Sac School Board
Dave Sands interrupted the procedure to suggest that
Ahlers & Cooney charges too much per hour. Ms.
Phillips showing her inexperience, did not call the
meeting back to order, but instead allowed the dis-
ruption to continue.

Mr. Sands suggested that the hourly fee the school


pays for legal counsel is too much, though he admit-
ted that “…maybe there isn’t a situation around here
that charges less than that.” It was pointed out to
Mr. Sands that none of the lawyers around the area
specialize in educational law. Superintendent Barb
Kruthoff admitted that there are lawyers in Denison
and Fort Dodge that specialize in educational law,
but said that she suspects that they will charge about
the same amount.

As a result of this conversation, the Sac School Board


decided to table the decision until the next scheduled
Sac School Board meeting. Unfortunately for the
district’s taxpayers, this beginner’s move on the part
of the Sac School Board has the net effect of throw-
ing a pretty serious monkey wrench in possible liti-
gation that would be handled by Ahlers & Cooney
while the school suspends that activity to wait on
the Sac School Board to find out if they can save a
couple bucks* an hour hiring a smaller firm. **

It can be argued that this decision was made in the


same spirit as the previous vote to split up the joint
boards and to sow discord between our two commu-
nities. It will probably ultimately be accepted that
it was done merely to see if the school could save a
couple of bucks. Luckily for the business office of
East Sac County, the WLVA Board did not engage in
such petty politicking and voted to allow business to
continue without disruption by approving a contract

Howard D. "Pat" Holm, age 87, of Sac City, Iowa, died Thursday, October 1,
2009, at Park View Care Center in Sac City.

Funeral services will be held 10:30 a.m. Monday, October 5, 2009, at St.
Mary's Catholic Church in Sac City, Iowa, under the direction of Christens-
en-Huffman Funeral Homes. The Reverend Larry McCarty will officiate,
with burial to follow in Oakland Cemetery, Sac City. Visitation with the
family present will be held on Sunday from 1-5 p.m. at Christensen-Huffman
Funeral Home in Sac City. There will be a Scripture Service at 1:30 p.m.

Born May 23, 1922, in Sac City, Iowa, Howard D. "Pat" Holm was the son
of Jens and Bertha (Henning) Holm. He grew up and received his education
in Sac City, graduating from Sac City High School in 1940. Following high
school, Howard moved to Chicago where he completed his electronic and re-
frigeration certification. He then joined the United States Navy and worked
in aircraft assembly and maintenance. After the Navy, Howard remained in
Burbank, CA, for three years and continued work on aircraft at Lockheed.
He owned a Harley-Davidson Knucklehead and made several trips back to
Iowa where he met Jeannine.

Howard was united in marriage to Jeannine Glass on July 3, 1950, at St.


Mary's Catholic Church in Sac City. The couple lived briefly in LeMars,
Iowa, where Howard worked for Ford Tractor. In 1952, they moved to their
farm four miles west of Sac City. Three children, Bruce, Brent, and Terese,
were born to this union.

Howard farmed for forty years in Sac County. He retired at age 69 and trav-
eled with his wife. He loved cars, motorcycles, doing stained glass work,
and playing golf.

Survivors include two children, Brent Holm of Sac City, and Terese Holm
of Omaha, NE; a daughter-in-law, Donna Holm of Farnhamville; two grand-
children, Wendy Holm of Farnhamville and Misty (Alberto) Ochoa of Jeffer-
son; and two great-grandchildren, Devin and Kristal Morales of Jefferson.

Howard was preceded in death by his wife, Jeannine in 2007; a son, Bruce
Holm; and his parents.

This was a good challenging match for our gals. We knew that we would have to play well in order to be
successful tonight against a very talented Alta squad. We served pretty tough but yet high percentage to
try to keep Alta’s offensive out of system as much as we could. Both squads hit well and dug the ball in
the scrappiest of manner. We were able to play a large number of girls, which helped keep everyone fresh
and on top of the game. Coach Waggie.
