Quencer to Announce Jefferson County Family Court Judge Candidacy on February 11 Kathy L. Quencer, R-Brownville, will announce her candidacy for Jefferson Count Family Court Judge on Tuesday, February 11, at 4:15 p.m., at the Italian-American Civic Association on Bellew Avenue in Watertown. The event will be open to the public. Ms. Quencer, 53, is a lifelong resident of Jefferson County and currently holds the office of Town of Brownville Judge. The citizens of Brownville elected Ms. Quencer to serve as their magistrate judge in 2008 and re-elected her to the position in 2012. Ms. Quencer also practices family and matrimonial law in Jefferson, Lewis, and St. Lawrence counties at the Watertown law firm Proven & Quencer. After graduating from General Brown High School in 1978, Ms. Quencer attended Jefferson Community College and transferred to Syracuse University, where she completed her bachelors degree in Personnel and Industrial Relations in 1981. Thereafter, she returned to Watertown, where she taught business at Watertown High School before returning to school to become a lawyer. Ms. Quencer earned her Juris Doctor from the State University of New York at Buffalo Law School in 1990. Ms. Quencers legal career began in 1991 at the Watertown law firm Swartz, Evans, Dickinson and Timmerman, where she almost exclusively practiced family law. In 1994, Ms. Quencer left that firm to form a partnership with Lisa A. Proven, Proven & Quencer, and grow her matrimonial and family law practice that she continues to this day. Ms. Quencer is admitted to practice in all New York State courts as well as the United States District Court for the Northern District of New York. She is a member of the American Bar Association, New York State Bar Association, Jefferson County Bar Association, New York State Magistrate Association, and Jefferson County Magistrate Association. She presently serves as Jefferson County Bar Association secretary, previously served terms as president and vice president, and has served on numerous bar association committees, including the local and Fifth Judicial Districts grievance committees. Ms. Quencer also is the liaison between the Jefferson County Magistrate Association and Jefferson County Youth Court. In addition to her legal and judicial career, Ms. Quencer has served Jefferson County as an early member of the Jefferson County Youth Court and the Jefferson Community College Paralegal Program advisory boards, an adjunct faculty member of the Jefferson Community College Paralegal Program, a Town of Brownville Lions Club volunteer, a Future Business Leaders of America advisor, and a mock trial facilitator for local schools. Kathy L. Quencer has focused her entire career on the protection and improvement of the lives of children and families in the North Country. ###
