Part A General Regulation 1 Application 1 Unless expressly provided otherwise, this chapter shall apply to ships the keels

of which are laid or which are at a similar stage of construction on or after 1 July 1998. 2 or the purpose of this chapter the term a similar stage of construction means the stage at which! .1 construction identifia"le with a specific ship "egins# and

.2 assem"ly of that ship has commenced comprising at least $% tonnes or 1& of the estimated mass of all structural material, whichever is less. ' or the purpose of this chapter! .1 the expression ships constructed means ((ships the keels of which are laid or which are at a similar stage of construction))# .2 the expression all ships means ships constructed "efore, on or after 1 July 1998# the expressions all passenger ships and all cargo ships shall "e construed accordingly# .' a cargo ship, whenever "uilt, which is converted to a passenger ship shall "e treated as a passenger ship constructed on the date on which such a conversion commences. * or ships constructed "efore 1 July 1998, the +dministration shall! .1 ensure that, su",ect to the provisions of paragraph *.2, the re-uirements which are applica"le under chapter ... of the .nternational /onvention for the 0afety of 1ife at 0ea, 192*, in force prior to 1 July 1998 to new or existing ships as prescri"ed "y that chapter are complied with# and .2 ensure that when life3saving appliances or arrangements on such ships are replaced or such ships undergo repairs, alterations or modifications of a ma,or character which involve replacement of, or any addition to, their existing life3saving appliances or arrangements, such life3saving appliances or arrangements, in so far as is reasona"le and practica"le, comply with the re-uire3 ments of this chapter. 4owever, if a survival craft other than an inflata"le liferaft is replaced without replacing its launching appliance, or vice versa, the survival craft or launching appliance may "e of the same type as that replaced. Regulation 2 Exemptions 1 5he +dministration may, if it considers that the sheltered nature and conditions of the voyage are such as to render the application of any specific re-uirements of this chapter unreasona"le or unnecessary, exempt from those re-uirements individual ships or classes of ships which, in the course of their voyage, do not proceed more than 2% miles from the nearest land. 2 .n the case of passenger ships which are employed in special trades for the carriage of large num"ers of special trade passengers, such as the pilgrim trade, the +dministration, if satisfied that it is impractica"le to enforce compliance with the re-uirements of this chapter, may exempt such ships from those re-uirements, provided that such ships comply fully with the provisions of!

' Detection is the determination of the location of survivors or survival craft.

* Embarkation ladder is the ladder provided at survival craft em"arkation stations to permit safe access to survival craft after launching. $ Float-free launching is that method of launching a survival craft where"y the craft is automatically released from a sinking ship and is ready for use. : Free-fall launching is that method of launching a survival craft where"y the craft with its complement of persons and e-uipment on "oard is released and allowed to fall into the sea without any restraining apparatus. 2 water. that "e greater. .n ships designed with a rake of keel the waterline on which this is measured shall "e parallel to the designed waterline. 1' Lightest seagoing condition is the loading condition with the ship on even keel, without cargo, with 1%& stores and fuel remaining and in the case of a passenger ship with the full num"er of passengers and crew and their luggage. 1* #arine e acuation s$stem is an appliance for the rapid transfer of persons from the em"arkation deck of a ship to a floating survival craft. %& #oulded depth .1 5he moulded depth is the vertical distance measured from the top of the keel to the top of the free"oard deck "eam at side. .n wood and composite ships the distance is measured from the lower edge of the keel ra""et. 9here the form at the lower part of the midship section is of a hollow character, or where thick gar"oards are fitted, the distance is measured from the point where the line of the flat of the "ottom continued inwards cuts the side of the keel. .2 .n ships having rounded gunwales, the moulded depth shall "e measured to the point of intersection of the moulded lines of the deck and side shell plating, the lines extending as though the gunwale were of angular design. .' 9here the free"oard deck is stepped and the raised part of the deck extends over the point at which the moulded depth is to "e determined, the moulded depth shall "e measured to a line of reference extending from the lower part of the deck along a line parallel with the raised part. 1: 'o el life-sa ing appliance or arrangement is a life3saving appliance or arrangement which em"odies new features not fully covered "y the provisions of this chapter or the /ode "ut which provides an e-ual or higher standard of safety. 12 (ositi e stabilit$ is the a"ility of a craft to return to its original position after the removal of a heeling moment. 18 )eco er$ time for a rescue "oat is the time re-uired to raise the "oat to a position where persons on "oard can disem"ark to the deck of the ship. 7ecovery time includes the time re-uired to make preparations for recovery on "oard the rescue "oat such as passing and securing a painter, connecting the rescue "oat to the launching appliance, and the time to raise the rescue "oat. 7ecovery time does not include the time needed to lower the launching appliance into position to recover the rescue "oat. 19 2% 7escue "oat is a "oat designed to rescue persons in distress and to marshal survival craft. )etrie al is the safe recovery of survivors.

21 )o-ro passenger ship means a passenger ship with ro@ro cargo spaces or special category spaces as defined in regulation ..32A'. 22 Short international o$age is an international voyage in the course of which a ship is not more than 2%% miles from a port or place in which the passengers and crew could "e placed in safety. Beither the distance "etween the last port of call in the country in which the voyage "egins and the final port of destination nor the return voyage shall exceed :%% miles. 5he final port of destination is the last port of call in the scheduled voyage at which the ship commences its return voyage to the country in which the voyage "egan.

Regulation 4 E aluation+ testing and appro al of life-sa ing appliances and arrangements 1 Cxcept as provided in paragraphs $ and :, life3saving appliances and arrangements re-uired "y this chapter shall "e approved "y the +dministration. 2 Defore giving approval to life3saving appliances and arrangements, the +dministration shall ensure that such life3saving appliances and arrangements! .1 are tested, to confirmthat they comply with the re-uirements of this chapter and the /ode, in E accordance with the recommendations of the >rgani8ation# or .2 have successfully undergone, to the satisfaction of the +dministration, tests which are su"stantially e-uivalent to those specified in those recommendations. ' Defore giving approval to novel life3saving appliances or arrangements, the +dministration shall ensure that such! .1 appliances provide safety standards at least e-uivalent to the re-uirements of this chapter and the /ode and have "een evaluated and tested "ased on the guidelines developed "y the F >rgani8ation # or .2 arrangements have successfully undergone an engineering analysis, evaluation and approval in accordance with regulation '8. * 6rocedures adopted "y the +dministration for approval shall also include the conditions where"y approval would continue or would "e withdrawn. $ Defore accepting life3saving appliances and arrangements that have not "een previously approved "y the +dministration, the +dministration shall "e satisfied that life3saving appliances and arrangements comply with the re-uirements of this chapter and the /ode. : 1ife3saving appliances re-uired "y this chapter for which detailed specifications are not included in the /ode shall "e to the satisfaction of the +dministration. Regulation 5 (roduction tests 5he +dministration shall re-uire life3saving appliances to "e su",ected to such production tests as are necessary to ensure that the life3saving appliances are manufactured to the same standard as the approved prototype.

$.1 .n addition to the re-uirements of regulation ..32A*%.$ or regulation ..32A*132E, as appropriate, and of paragraph *.2, all passenger ships shall "e fitted with a pu"lic address system. 9ith respect to passenger ships constructed "efore 1 July 1992 the re-uirements of paragraphs $.2 and $.*, su",ect to the provisions of paragraph $.$, shall apply not later than the date of the first periodical survey after 1 July 1992. $.2 5he pu"lic address system shall "e clearly audi"le a"ove the am"ient noise in all spaces, prescri"ed "y paragraph 2.2.2.1 of the /ode, and shall "e provided with an override function controlled from one location on the navigation "ridge and such other places on "oard as the +dministration deems necessary, so that all emergency messages will "e "roadcast if any loudspeaker in the spaces concerned has "een switched off, its volume has "een turned down or the pu"lic address system is used for other purposes. $.' >n passenger ships constructed on or after 1 July 1992! .1 the pu"lic address system shall have at least two loops which shall "e sufficiently separated throughout their length and have two separate and independent amplifiers# and .2 the pu"lic address system and its performance standards shall "e approved "y the F +dministration having regard to the recommendations adopted "y the >rgani8ation. $.* 5he pu"lic address systemshall "e connected to the emergency source of electrical power re-uired "y regulation ..31A*2.2.2.

"e availa"le on "oard to allow them to "e secured to such persons. 2.2 1ife,ackets shall "e so placed as to "e readily accessi"le and their position shall "e plainly indicated. 9here, due to the particular arrangements of the ship, the life,ackets provided in compliance with the re-uirements of paragraph 2.1 may "ecome inaccessi"le, alternative provisions shall "e made to the satisfaction of the +dministration which may include an increase in the num"er of life,ackets to "e carried. 2.' 5he life,ackets used in totally enclosed life"oats, except free3fall life"oats, shall not impede entry into the life"oat or seating, including operation of the seat "elts in the life"oat. 2.* 1ife,ackets selected for free3fall life"oats, and the manner in which they are carried or worn, shall not interfere with entry into the life"oat, occupant safety or operation of the life"oat. 3 *%%ersion suits and anti-e+!osure suits

+n immersion suit, complying with the re-uirements of section 2.' of the /ode or an anti3exposure suit complying with section 2.* of the /ode, of an appropriate si8e, shall "e provided for every person assigned to crew the rescue "oat or assigned to the marine evacuation system party. .f the ship is constantly engaged E in warm climates where, in the opinion of the +dministration thermal protection is unnecessary, this protective clothing need not "e carried. 2 5here shall "e a sufficient num"er of trained persons on "oard for mustering and assisting untrained persons. ' 5here shall "e a sufficient num"er of crew mem"ers, who may "e deck officers or certificated persons, on "oard for operating the survival craft launching arrangements re-uired for a"andonment "y the total num"er persons on "oard. * + deck officer or certificated person shall "e placed in charge of each survival craft to "e used. 4owever, the +dministration, having due regard to nature of the voyage, the num"er of persons on "oard and the characteristics of the ship, may permit persons practised in the handling and operation of liferafts to "e placed in charge of liferafts in lieu of persons -ualified as a"ove. + second3in3command shall also "e nominated in the case life"oats. $ 5he person in charge of the survival craft shall have a list of the survival craft crew and shall see that the crew under his command are ac-uainted with their duties. .n life"oats the second3in3command shall also have a list of the life"oat crew. : Cvery motori8ed survival craft shall have a person assigned who is capa"le of operating the engine and carrying out minor ad,ustments. 2 5he master shall ensure the e-uita"le distri"ution of persons referred in paragraphs 2, ' and * among the ship)s survival craft. Regulation 11 Sur i al craft muster and embarkation arrangements 1 1ife"oats and liferafts for which approved launching appliances are re-uired shall "e stowed as close to accommodation and service spaces as possi"le. 2 =uster stations shall "e provided close to the em"arkation stations. Cach muster station shall have sufficient clear deck space to accommodate all persons assigned to muster at that station, "ut at least %.'$ 2 m per person. ' =uster and em"arkation stations shall "e readily accessi"le from accommodation and work areas.

Regulation 12 Launching stations 1aunching stations shall "e in such positions as to ensure safe launching having particular regard to clearance from the propeller and steeply overhanging portions of the hull and so that, as far as possi"le, survival craft, except survival craft specially designed for free3fall launching, can "e launched down the straight side of the ship. .f positioned forward, they shall "e located a"aft the collision "ulkhead in a sheltered position and, in this respect, the +dministration shall give special consideration to the strength of the launching appliance. 2.1 1ife3saving appliances and arrangements may deviate from the re-uirements set out in part D, provided that the alternative design and arrangements meet the intent of the re-uirements concerned and provide an e-uivalent level of safety to this chapter. 2.2 9hen alternative design or arrangements deviate from the prescriptive re-uirements of part D, an engineering analysis, evaluation and approval of the design and arrangements shall "e carried out in accordance with this regulation. 3 7ngineering anal&sis
