AIRWORTHINESS REQUIREMENT FOR PAKISTAN

A.

AUTHORITY:
A1. This Air Navigation order is issued by Director General Civil Aviation Authority of Pakistan in pursuance of Rules 18A of Civil Aviation Rules of 1994. As a Contracting State of International Civil Aviation Organization (ICAO), Pakistan accepts the ICAO Airworthiness Standards as outlined in International Standards on Airworthiness of Aircraft i.e Annex 8 to the Convention on International Civil Aviation.

PURPOSE:
B1. The purpose of this Air Navigation Order is to prescribe Airworthiness Requirements for design standards.

SCOPE:
C1. Applicable on all aircraft registered and/or manufactured in Pakistan.

DESCRIPTION:
D1.

DEFINITIONS:
D1.1 The following terms when used in this Air Navigation Order, have the meanings assigned to them respectively. Any term used in this Air Navigation Order but not defined, shall have the same meaning as given in the Civil Aviation Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO Annexes. D1.1.1 D1.1.2 D1.1.3 State of Design - The State having jurisdiction over the organization responsible for the type design Manufacturer - The holder of a Certificate of an Organization Approval under CAR 94 Rule 23(2) producing duplicate products. Contracting State A state other than Pakistan, that is a Party to the Convention of the International Civil Aviation Organization (ICAO).

AIRWORTHINESS REQUIREMENTS FOR AIRCRAFT DESIGN


D2.1 Acceptable certification basis i.e., design standards for aircraft below 5700 kg to be manufactured in Pakistan is: D2.1.1 D2.2 FAR PART 23

Acceptable certification basis i.e., design standards for aircraft below and above 5700 kg, manufactured outside Pakistan, for the purpose of registration shall either be: D2.2.1 D2.2.2 FAA Design Standards EASA Design Standards or or

D2.2.3 Any other set of design standards that may be acceptable to DG CAA as equivalent standards as mentioned above in sub para (D2.2.1) and (D2.2.2).

In case an aircraft has been issued with more than one Type Certificate, DGCAA will affirm the acceptable certification basis i.e., Design Standard for registering an aircraft in Pakistan by reflecting it on the Certificate of Airworthiness. All operational / maintenance related documents and Airworthiness Directives of that state whose aircraft design standards have been accepted by DGCAA, shall be applicable. For further information on Airworthiness Directives please refer AWNOT-015. For the purpose of registration, if the certificate basis i.e., design standard is other than FAA or EASA design standards, then it shall be compared with FAA or EASA design standards before DGCAAs acceptance (Refer ANO-006 Type Acceptance Certificate). In case the equivalency has already been established in form of validated Type Certification from FAA or EASA then the process for establishing the equivalency by PCAA shall not be required. The operators responsible for operation and/or maintenance of aircraft shall be exclusively separate from state regulatory authority responsible for compliance of prescribed ICAO Annexes.

AMENDMENTS AND MODIFICATIONS:


D4.1 Any subsequent amendments or modifications to this Airworthiness Navigation Order may be processed and incorporated through Airworthiness Directorate, HQ CAA, in consultation with Chief Legal Services, HQ CAA as and when required or deemed expedient or appropriate.

AIRWORTHINESS REQUIREMENT FOR PAKISTAN

IMPLEMENTATION: This Air Navigation Order shall be implemented with effect from 13th June, 2011 and repeals / cancels / supersedes Air Navigation Order ANO-005-AWRG-3.0 dated 4th April, 2011.
