Primary Expertise Strategic Gas Development Master Planning Objective and Purpose of the Assignment

1. The objective of the Policy and Advisory Technical Assistance (PATA) is to prepare a medium and long-term gas development master plan (2015-2035) for Afghanistan that will contribute to the sustainable development of the countrys natural gas resources, national energy supply security, and protection of the environment. The PATA will assist in (i) preparation of gas demand and supply outlook and scenarios; (ii) development of market assessments and netback analysis; (iii) review current policies and plans in context of gas development; (iv) assessment of the financial requirements and needs; (v) evaluation of pricing options for various segments vis domestic sales and transit/exports; (vi) develop a planning model and train Ministry of Mines and Petroleum staff on its use; (vii) assessment of environmental, socioeconomic, non-monetary impacts; (viii) review of other countries experiences with gas supply chain development including compressed natural gas (CNG) sector; and (ix) formulation of Afghanistan Gas Development Master Plan and implementation strategy (with sequencing of priority investment projects). 2. The PATA will produce gas development master plan (2015-2035) with the following features: (i) review of current policies and plans in gas development; (ii) assessment of gas resource potential (indigenous and possible import options); (iii) evaluation of the optimized economic use of gas through a set of gas allocation policy options, (iv) presentation of gas supply and demand planning scenarios, assumptions, and sensitivity factors vis economic sectors and industries; and (v) development of preliminary prioritization of programs, linkages with power sector and ranking of critical investment projects to build/strengthen economic infrastructure during the next 20 years. The TA would ensure that capacity support to sustain sector master-planning is factored into the program. A maximum of five employees from the Ministry of Mines and Petroleum will also work with consultants including participation in technical working groups, preparation of issues papers and technical studies, as and when required. The consultant will be required to provide hands-on training to these seconded employees. Their training will ensure continuity and sustainability of planning office once the technical assistance project closes 3. The consulting firm should possess demonstrable broad knowledge and experience of the gas industry (upstream, mid stream, and downstream) and gas industry management, and domestic gas market development, including the design and delivery of gas master plans. It must possess more than 10 years experience in gas pricing and economic evaluation, gas infrastructure planning, and global experience with the techno-economic analysis of gas sector. The firm should have experience in developing quantitative tools to ascertain the feasibility of alternative gas market development options.
