The Constitution
I. Preamble We, the members of the Student Council of the University of the Philippines College of Home Economics, in order to contribute to the promotion of the general welfare and interest; to strive for the attainment of fairness, freedom and democracy; and to develop the dynamic qualities of the Filipino youth upon the student body, do hereby ordain and promulgate this Constitution. Official Name This organization shall represent the students of the University of the Philippines College of Home Economics and shall be known as the College of Home Economics Student Council (CHE SC). Duties and Responsibilities A. To represent the students of the College of Home Economics in any other higher organizations as necessary; B. To organize and direct activities for the promotion and protection of the students rights and welfare; C. To arouse in the students the university spirit and the recognition of their Alma Mater that they may stand by the best traditions of the University of the Philippines; D. To train the youth for an ideal democratic society and to instill in them a sense of public dedication and service; E. To play an active role in all major policy-making bodies of the college; F. To coordinate with the administration of the College of Home Economics regarding student affairs; G. To cooperate with the highest student organization in the university; H. To set up its own internal and general government. Composition of the CHE SC A. The CHE SC shall be composed of the following: 1. a duly elected Chairperson 2. a duly elected Vice-Chairperson 3. a duly elected College Representative to the highest student organization in the university 4. seven duly elected Degree Program Representatives a. Community Nutrition Representative b. Clothing Technology Representative c. Family Life and Child Development Representative d. Food Technology Representative e. Home Economics Representative

Councilor for Finance c. Councilor for Marketing d. Councilor for Education and Research e. Councilor for Students Rights and Welfare f. Councilor for Publicity and Promotions g. Councilor for Socio-cultural Affairs The Chairperson, the Vice-Chairperson, the College Representative, the seven Degree Program Representatives, and the seven College Councilors shall be elected some time during the second semester of every academic year as scheduled by the College Electoral Board. Every council member shall hold office for one year and until the last day of classes for the second semester, even if his/her successor has been elected, unless otherwise incapacitated. The induction of the elected council members into office shall take place at least one week after the proclamation by the college electoral board. The oath taking will be administered by the Dean of the College, or by his/her duly authorized representative. To qualify for the office of the CHE SC, one must: 1. be a bona fide student of the college, regardless of the duration of his/her residency; 2. have a general weighted average of 3.00 or better in two semesters preceding the elections, excluding summer, and must have completed all grades of Incomplete (INC), and/or removed all grades of 4.00 before his/her certificate of candidacy is approved; 3. have the normal load of his/her curriculum, or have not less than 12 units with the following documents properly vouching for his/her under loading: a. Unavailability of other choice subjects or schedules; b. Cannot take any other subjects or schedules other than the prescribed courses of his/her curriculum. 4. Not have been adjudged guilty of any act of constitutional turpitude. It is the prerogative of the members of the CHE SC to appoint a faculty adviser among the active, full-time faculty members of the college. He/She shall have the following duties: 1. to guide and advise the CHE SC in the conduct of their activities; 2. to help the CHE SC in the promotion of good student-faculty relationship.

Duties and Responsibilities A. Chairperson 1. Shall exercise general supervision over all the activities of the council; 2. Shall see to it that all council policies and guidelines are properly implemented; 3. Shall call and preside over council meetings, but shall not vote except in the case of a tie; 4. Shall call the students in a general meeting, if deemed necessary; 5. Shall represent the council in his/her official capacity as chairperson in all occasions and events where the students of the CHE SC needs representation; 6. Shall do the auditing of the funds of the CHE SC; 7. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. B. Vice-Chairperson 1. Shall take over the office of the chairperson and perform the latters duties, powers and privileges in case of removal from office, absence, resignation, illness, mental incapacity, or death of the chairperson; 2. Shall cooperate with the chairperson in the performance of his/her duties and responsibilities; 3. Shall coordinate with the different student organizations both in and out of the college; 4. Shall participate in external affair functions; 5. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. C. College Representative to the highest student organization 1. Shall serve as a liaison between the University Student Council and the local student council; 2. Shall have suffrage during CHE SC meetings; 3. Shall at all times, be free from the control of the College Student Council with regard to the performances of his/her duties, functions and activities as a member of the University Student Council; 4. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. D. College Councilors 1. Secretary General

a. Shall make a record of all meetings of the council and keep the minutes of such meetings; b. Shall keep a record of the attendance of all members of the CHE SC to regular meetings and other activities; c. Shall make the minutes of the meeting accessible to the public; d. Shall keep an updated roster of the members of the CHE Volunteer Corps; e. Shall oversee the roles and activities of the CHE Volunteer Corps; f. Shall take charge of all council supplies and other council files; g. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. 2. Councilor for Finance a. Shall take charge and keep records of the funds of the council; b. Shall program the budgetary policies of the CHE SC with the approval of the Council; c. Shall exercise control and implementation of the approved budget and other policies concerning the councils finances; d. Shall submit a semestral financial statement, which will be presented to the CHE student body; e. Shall spearhead income generating projects if deemed necessary by the student council; f. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. 3. Councilor for Marketing a. Shall take charge of collaborations with suitable corporate partners and sponsors for the councils activities; b. Shall represent the CHE SC in official transactions from such collaborations; c. Shall maintain a professional relationship with corporate partners; d. Shall maintain and update the marketing database; e. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. 4. Councilor for Education and Research a. Shall localize pressing issues inside and outside the college;

b. Shall keep the students up to date with relevant issues through college wide general assemblies; c. Shall spearhead educational discussions inside the college; d. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. 5. Councilor for Students Rights and Welfare a. Shall act as a public relations officer especially to the students; b. Shall come up with ways to obtain information regarding the students needs and concerns; c. Shall relay the gathered information to the CHE SC; d. Shall spearhead the planning of activities that will directly address the needs and concerns of the students; e. Shall be the direct officer to whom violations, discriminations, etc. are reported; f. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. 6. Councilor for Publicity and Promotions a. Shall take charge of the creation of publicity materials for the promotion of CHE SC activities; b. Shall disseminate information regarding urgent matters or as deemed necessary by the council; c. Shall make press releases or announcements through suitable media that is easily accessible to the public; d. Shall be the representative of the CHE SC to the official college newsletter; e. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. 7. Councilor for Socio-cultural Affairs a. Shall oversee college activities on sports, arts, and culture; b. Shall work hand in hand with the appointed council member/s in every activity of the council; c. Shall perform such other duties and responsibilities which the chairperson may assign him/her or as decided by the majority of the CHE SC. E. Degree Program Representatives 1. to represent the students of his/her degree program and in any other higher organizations and/or as necessary; 2. to organize, lead, and facilitate activities or events for the benefit of the program and its students;

3. to create organizing teams, with students from its program as members, that will take part in the planning and preparation of activities or events that are for the benefit of the program and its students; 4. to disseminate important information or news from the college, university, and any other higher organizations to his/her fellow students from the program; 5. to perform other duties that are essential for the protection of the students welfare; 6. to perform such other duties and responsibilities which the council may assign to him/her; 7. to recommend agenda for council meetings to the chairperson as deemed necessary; 8. to see to it that the offices of the chairperson and vice chairperson are properly occupied; 9. to ensure that the chairperson, the vice chairperson, and the college councilors fulfill their duties. VI. Election A. All students currently enrolled in the College of Home Economics shall have the right to suffrage. B. The chairperson, vice chairperson, college representative, and college councilors will be voted upon by the whole student body of the college. C. The Degree Program Representatives will be voted upon by the students of their respective degree programs. D. To be elected in the position, one must garner 50% of the total voting population plus one vote. E. There shall be an electoral board created in every election to be composed of five members, two faculty advisers to be determined by the Dean; two nonpartisan student representatives to be determined by the CHE SC and the Dean of the College or his duly authorized representative who shall act as chairperson. F. There shall be an election code that shall define the election dates, location of poll places, certificate of candidacy, and manner of campaign that would assure a free, orderly and honest election. G. The electoral board shall have the exclusive charge of the enforcement and administration of all rules and regulations relative to the conduct of elections. They shall exercise all other functions, which are embodied in this constitution or any other functions conferred upon by the election code. H. The electoral board shall submit to the students following each election, a report on the manner in which the election was conducted and its results. I. All elections shall be general. Secret balloting shall be observed. J. In case of the vacancy of the following positions immediately after elections see article XI.

Publication of the College Paper A. There shall be an official publication of the college to be published regularly during the duration of the academic year and distributed to the students immediately after publication. B. Examinations for the editorship shall be held on the third week after the proclamation of elected college council officers. C. The councilor for publicity and promotions will be the representative of the college council to the official publication of the college paper. D. There shall be a charter that would be adopted by the college paper. Graduation Committee of the College A. The newly elected college council, together with the outgoing graduation committee, will open applications for the following positions during the break: 1. Graduation Committee Head 2. Secretary General 3. Assistant Secretary 4. Finance Head 5. Publicity Head 6. Events Team 7. Graduation Pictures Team 8. Course Representatives 9. Yearbook Committee a. Editor in Chief b. Associate Editor c. Layout Team Head d. Members e. Write-Up Team Head f. Graphic Artist Head B. The college council will elect a representative from the graduating members of the council to be the liaison to the graduation committee. If there are no graduating members in the council, they will elect any other member. Volunteer Corps of the CHE Student Council A. The Volunteer Corps will be composed of students from the College of Home Economics. Sign-ups for membership will be done during the first month of the academic year. B. The CHE SC may decide whether screening or interviewing the students, whom have signed-up, before their acceptance to the Volunteer Corps is necessary. C. Members of the Volunteer Corps will be assigned to the different councilors in need of such: Councilor for Marketing, Councilor for Education and Research, Councilor for Students Rights and Welfare , Councilor for Publicity and Promotions, and Councilor for Socio-cultural Affairs.

D. They will be the members of the previously-mentioned councilors respective committees, as they fulfill tasks of planning and preparing for projects, programs, activities, and events. E. They shall perform such other duties and responsibilities which the councilor they are assigned to or chairperson may assign/appoint. X. Impeachment and Resignation A. Any member of the Council may be impeached on the following grounds: 1. Any willful violation of the provision of the constitution and its by-laws; 2. Gross negligence of duty; 3. Dishonesty in office, misconduct, indecency or failure to cooperate in the activities. B. To impeach any member of the council, two-thirds (2/3) of all its members must vote in favor of the impeachment. C. Any member of the council who wishes to impeach another member must submit a complaint to the SRO of the college. The SRO must evaluate whether the grounds presented are valid. The dean of the college must then endorse the complaint, after which the accused must undergo a trial 15 days after notice. D. The trial will be a public forum open to all the students of the college facilitated by the CHE SC. E. Any member who wishes to resign shall submit his/her resignation papers to the chairperson and shall be considered upon the acceptance of the resignation. For the case of the chairperson, the resignation papers would be submitted to the vice chairperson and be considered resigned upon the approval of 2/3 of the members of the student council. F. For vacancies of the following positions after impeachment or resignation, see article XI. Vacancies A. Possible causes of vacancy in any of the positions include resignation, death, illness, physical and mental incapability, disqualification from the college, going on leave and impeachment. B. For vacancies of the following positions: 1. Chairperson The vice chairperson will automatically take the position. 2. Vice Chairperson The student council will elect a vice chairperson from the elected college councilors. 3. College Representative The process of electing a college representative will be determined by the highest student organization of the university. 4. College Councilors The newly elected college council will facilitate a snap election for the position. The candidates for the snap election must come from

the degree program without a represented councilor. The whole student body will vote. 5. Degree Program Representatives The newly elected college council will facilitate a snap election for the position. The students of the respective degree program will vote. XII. Meetings A. The CHE SC shall hold regular meetings every week. Special meetings may be called by the chairperson. The written request of at least half of the CHE SC for a special meeting makes the convening of such a meeting mandatory. B. To transact official business, the members present should constitute a quorum (50% of the total members + one member). Either the chairperson or the vice chairperson must be present. Funds A. A student fund shall be collected from every student currently enrolled at the CHE during regular registration period of each semester. B. The college council shall collect the fee from every CHE student during the assessment period. The money will be kept in the bank under the name of the organization. C. The chairperson and the finance officer shall be authorized to deposit and withdraw from the said account. D. The CHE SC shall prepare a budget proposal each semester for its operations. E. The money of the council must be used for the sole purpose of the student councils activities for the college. Amendments A. The proposed amendments to the constitution may be presented by the members in a meeting duly held for that purpose, provided that the proposed amendments are presented in writing at least 10 days before said meeting. B. Proposed changes shall be valid as part of this Constitution, if and only if 50% of the total voting population plus one vote are in favor of the amendment (s) which shall be submitted to the Dean of the college for review and approval before implementation.
