The Town of Strathmore held an open house on Jan. 14 to introduce residents to some of the ideas and changes being proposed in the new Municipal Development Plan (MDP). Some of the topics discussed were indentifying future school sites, uses for land south of the highway, increased density, downtown revitalization and secondary suites. The majority of people seemed to be quite pleased with the way the direction was going. There were some people who oddly enough didnt think developers should be paying the cost of development, which we thought was a little bit odd and maybe people just dont understand, said Pat Maloney, senior planner with the town. We didnt get a lot of opposition to anything that we were proposing. Some people didnt think downtown revitalization should be as high a priority as being proposed but all that attended seemed to agree that it was a good thing. The next step, now that the open house is over, is to take both the public and internal staff comments and prepare the draft of the MDP for rst reading. Maloney said she is hoping that will happen at the second meeting in February. A public hearing will then be set for a later date, either the second meeting in March or the rst in April. At the public hearing of course everybody will have the opportunity to speak for or against, said Maloney. Were hoping that the option is either that the document is approved on that date or council will send it for possibly some edits or revisions. The next major project for the town is the revised Land Use Bylaw, which cant be worked on until the MDP is in place. After the Municipal Development Plan the rst thing will be to nish the Land Use Bylaw and then council has directed staff to prepare concept plans for all of the annexed lands, said Maloney. Water well debate

SHANNON LEClAIR Times Reporter At the Jan. 22 regular town council meeting Councillor Bob Sobol had a question for administration regarding water wells. He wanted to know if there are still businesses or residencies that still use private water wells for their water supply that have access to the town infrastructure. He also questioned if those people are paying any cost towards the waterline and infrastructure that supplies water to Strathmore and what regulations are in place that deals with private water wells in town, specically those who have access to the town water supply. Chief Administrative Ofcer Dwight Stanford said there are four residences on Centre St, one on 5 Ave, one on Waddy Lane that havent hooked up and are still using wells. Were not sure if theres even the hookups, said Stanford. There would be a water and sewer tie in on Centre Street but Stanford is not sure if it was ever taken to some of those properties. If the homeowner has to bring the lines to their property from the street, and have to dig up the asphalt the cost could run at $10,000. There is also one business that does have water hooked up right inside their building but they use a well to save money. Sobol wondered then what the towns policy is. The town policy is everybody where there is water and sewer available has to hook and has to use it. If it is water they have to have a water meter, said Stanford. By available it means if it is on the street there for people to hook into, it doesnt necessarily mean the pipes already have to be at that persons home or business. They are responsible to have water and sewer. Stanford said he doesnt think the majority of the on well water is paying anything towards the water infrastructure. If they wont go of off the well about the only thing you can do is, we checked a few years ago, we have to hire somebody to come in and put concrete in the well so that they cannot use it, said Stanford. A question was raised by Councillor John Rempel is its possible those properties were grandfathered in to the old agreement. It may have been option back in the day that people could have their wells, but as long as Stanford can remember people have not had a choice, they have to be tied in to town water and sewer. There were a number of questions regarding penalties for not being tied into the water and sewer lines, and who would be responsible for the hook up and fees now that the developer is long gone. We may have a buyer beware situation if the property has been sold and theres a new purchaser in there. They have a responsibility as a purchaser to make sure all the rules and regulations are followed, said Mayor Michael Ell. A motion was made to gather more information and bring it back to council at a later date. The request will include health and safety concerns, bylaw compliance, and historical context where possible and then recommendation to council with options for future action.

The Town of Strathmore held an open house on Tuesday, Jan. 14 at the Civic Centre between 6-9 p.m. to discuss and answer questions concerning the proposed Municipal Development Plan for 2014. The Municipal Development Plan is the primary planning document for communities over 3,500 people. Strathmore has seen lots of growth in the last five years and a new plan is needed to include changes and significant differences in the towns planning tools. Maloney said the open house was fairly low key, with only about 35 people in attendance, but because of the passport option brought in those who attended were more engaged.
Season winding down

Its been a learning year for the Strathmore Ice Hawks. The U14B team has struggled with the new competition that was instrumented this year for Ringette Alberta. The competition has been stiff, but the girls have pulled together and formed lasting friendships. Despite a tough year, the girls have had one of their most fun and most memorable years to date. First time head coach Terry Dumonceau as well as the assistant coaches have done a tremendous job of building self esteem, and promoting friendly competition in his girls. The Hawks won 10-2 on Saturday, Jan. 25 against the Airdrie U14B team.

Understanding Islam
SHANNON LEClAIR Times Reporter Too often we as a society base our thoughts and opinions on things shown to us without learning more about the subject rsthand. This is true of many things, including many peoples perceptions of Islamic people. Helping people see past fears and misconceptions are just a couple of reasons why members of the Ahmadiyya Muslim Jamaat community are coming to Strathmore. Umair Khan, a missionary based out of the Baitun Nur Mosque in Calgary, and his colleagues are bringing an Understanding Islam exhibit to the Strathmore Municipal Library Feb. 6 to 8. On Feb. 8 there will be a question and answer period beginning at 3 p.m. That is where we want people to come and ask us those questions they felt might be a little racist, we want people to ask that, we want people to put us on the spot and question our religion because we are very deep in our belief that we will give answers from the Holy Quran and Islam perspective that will satisfy people, said Khan. I understand that if I wasnt Muslim, if I was a non-Muslim and I was seeing what happened on the news then yes its easy to get a certain image, a wrong image about the community. We understand that and if anything were actually happy if people speak up and lets us know their concerns so that we can kind of do our part in clarifying that. One of the main reasons that we do this is that people have the wrong perception of Islam, especially because of things happening around the world. Many people say that Muslim communities arent doing enough to speak up, so we want people to know that our community, we are speaking up to let people know that we arent all extremists were peaceful people. If questions are asked respectfully and asked with intention of clearing up a preconceived notion, Khan said they will have no problem answering it, even if it may seem like

Potable water agreement extended

SHANNON LEClAIR Times Reporter Council has agreed to an extension of the interim amending agreement to the potable water servicing agreement. The interim potable water agreement between the City of Calgary, Strathmore and Chestermere expired June of 2013. Since that time, Calgary has been working on amending the Master Servicing Agreement between all of the regionally serviced communities, which include Airdrie and Cochrane. The city has also been working on their cost of servicing study, which sets some of the rates for water and sewer. The city asked regional partners if they would be okay with extending the interim agreement as it sits for now until the end of 2014. Mayor Michael Ell questioned if the cost will be going up dramatically and if the budget will need to be reviewed, something Director of Operations and Engineering Jesse Parker was unable to answer. Parker said some of the servicing study intent is to also help with some of the growth charges and other factors to help keep costs a little more stable. POLICY CHANGES The Family Centre and Civic Centre policies were brought forward for a bit of an update. Tracy Simpson, communications and events ofcer, said the biggest change to the Family Centre policy is the out-of-town user fee schedule. The Family Centre has a user group-based system. An association, for example minor hockey, is the user. A fee would be charged to the association and afterwards town staff would have to contact each individual family from that association for the additional outof-town user fee. The change outlined in the policy is that now the associations will provide a list of their users, it will be determined how many are out of town users, and then that fee is billed to the association who will then be responsible for paying it. The Family Centre is running at approximately 96 per cent capacity. There is very little down time and the town is trying to accommodate that. Councillor Denise Peterson was opposed to the motion made to accept the changes made to the Family Centre policy. All of council were in favour of the Civic Centre proposed changes which were mainly language and position updates. COMMITTEES A Downtown Design Review Committee was proposed this past November. The committee will make recommendations to the town and council regarding mix of land uses, public art, site landscaping, parking reductions and more. At the Jan. 22 meeting council appointed four members of the public to the committee: Sharon Sundgaard, Telisa Tebbutt, Glen Freeland and Robert Breitwieser. The committee also includes three town staff members- Linda Nelson, Pat Maloney and Betty Ann Fountain - and councillors Bob Sobol and Brad Walls. Margie Lavoy, Earl Best and Yvonne Shaw have been appointed to a oneyear term with the Names Advisory Committee. AppEAL BOARD The Subdivision and Development Appeal board hasnt been utilized yet, but it was time to appoint new members on Jan. 22. The board must include a minimum of seven members of the public. The term of ofce for each member will be a period that wont exceed three years, with the terms being staggered. A member may be re-appointed to a maximum of six consecutive years of service. Debbie Enslen, Ian Anderson and Randy Tiller are all serving their second term. First term members are Beth MacDonald, Jason Montgomery, Alan Auger, Kevin Gibbons and Hailey Poirier. PEACE OFFICER MOU Every ve years a Memorandum of Understanding (MOU) must be renewed between the Peace Ofcers and the Town of Strathmore. The intent of the MOU is to provide a platform to enhance interagency working relationships and to enhance community safety. Chief Administrative Ofcer for the town Dwight Stanford said he had administration compare the old one MOU to the new one. The only big difference found was when Peace Ofcers need to get information from license plates they now have to go through the Alberta Sheriffs, whereas in the past they were able to request the information from the RCMP. This is something that is happening in all towns, and is not unique to Strathmore said Stanford. A motion was made and approved by council to accept and sign the MOU.

This vitamin will prevent neural tube defects in the developing baby and should be taken at least 3 months before becoming pregnant. GirlPower comes to Strathmore

GirlPower is a program developed by Calgary Grade 4 teacher and friendship expert Dana Kerford. The program started in Calgary about six years ago and is spreading around the world. Tania ONeill and Nicole Stein with GirlPower came to Strathmore on Saturday, Jan. 25 to run two separate seminars for different aged girls. The program is centered around forming lasting friendships, learning how to deal with friendship fires as well as being kind, open, honest and brave in your friendships. The workshops were locally organized and the interest was astounding, GirlPower hopes to come back and visit Strathmore soon.

SHARON MCLEAY Times Contributor Rambling through the maze of department reorganization under the Environment and Sustainable Resource Development (ESRD) restructuring had Wheatland Council a little stumped, so they met with representatives from the Alberta Energy Regulator (AER) on Jan. 21, to try and get clarication and answers to some of their outstanding questions. If we have one place to go, it will definitely make things better, said Reeve Glenn Koester. We hope it will be one-stop shopping and we can handle it all, said Paula Kersch, AER Engagement Advisor. The process was more to have everything under one regulator. It was time consuming, but it is hoped to reduce some of the redundancy. Kersch, along with Russ Deacon, a senior technologist with AER, said reorganization will soon be complete. While many of the questions posed to them by council had no clear answers, it was evident AER staff was also caught in uncertainty from the reorganization. The reorganization is in the second phase, moving into the third and nal phase. They said once the third phase was complete, experts would be at hand and answers would be more concrete. It is a learning process for us too. It is in its infancy and we hope to get there for sure, said Kersch. Issues discussed were well setbacks and county/resource company development issues, development notications, fracking and water use, placement of wells and pipes, cleanup, collective and long term impacts to farmland. The wealth for the Alberta government comes out of rural Alberta and yet when issues arise, the solutions are turned back onto the individuals. I am hoping the new process will turn things around and stop some of these negative things from happening, said Councillor Alice Booth. A summary of replies to questions were: Resource development companies should adhere to designated county setbacks as well as provincial guidelines. Notification to the county or adjacent landowners is not necessarily part of the new process guidelines. Applications are listed online and people can search development taking place in their area; however, as a courtesy, companies are encouraged to notify adjacent neighbours. On fracking, Deacon said concerns about land or wells can be followed up by a eld inspector. He said there is stringent regulation for cleanup of old and capped wells. Cleanup has to be completed in one year after work is nished, or operators face penalties. He felt more education on water, ground and subsurface formations may alleviate residents fears. He suggested booking an education open house or town hall meeting, if the community was interested. As licensing is now based on geological plays, cumulative affects to unique pockets within those plays have not been monitored to date. Water is a big issue and there are a number of reviews in play. They expected at their conclusion and plan implementation, industry will have to look at how they handle water resources and the government will have more clout to enforce requirements. Part of this will be covered in Phase three of reorganization efforts. Pipelines are encouraged to be aligned with property designations or corridors, but in some circumstances it cant be done. There are stringent regulations for maintenance and cleaning of discontinued pipelines. Deacon said studies show pipe disintegration doesnt have signicant soil impact overall. Its the operators responsibility to clean up sites, not the landowners or the county.

- There was 100s of crickets in the school the very rst day of classes. They had gotten in, over the summer. Maintenance crews were sent out to x the problem but some crickets chirped long after Christmas in the walls of the school. - An end of the year picnic/sports day was always held at Wyndham Park until 1 student went missing (later found OK). That all ended and students then began to be bussed to Calgary for end of the year swimming. - There was yearly tours of the grade 2 room to view the decorations at Halloween, Christmas, Valentines and Easter. - We had the mini-Olympics, in 1988 complete with a torch run! - There was various animals living in the classrooms-chickens, rabbits, snakes, gerbils, etc. - We had Rodeo Days every year because of all the famous rodeo stars that lived around Carseland-Ward Willard even spoke at the school. We travelled to Rodeo Royale, Aggie Days, and had many pancake breakfasts. - 4 grade 5 classes and 2 grade 6 classes were bussed from Strathmore to attend Carseland School because Westmount School had a huge re. To the Editor Thank you Strathmore residents for helping out with Operation Christmas Child again in 2013. The total number of boxes packed in Canada was 664,066. This is 1,754 more than 2012. Alberta was the second highest province in Canada packing 137,447. The boxes from Canada went to: West Africa, Central America, South America, Caribbean along with boxes going to survivors of typhoon Haiyan in the Phillippines and Syrian children in refugee camps in Northern Iraq. World wide, Operation Christmas Child collected 9,985,210 shoeboxes from 11 sending countries. I would like to thank our local collection center, Strathmore Alliance Church, and all those who packed an Operation Christmas Child shoe box gift. For many of the children who receive these gifts, this shoebox will be the rst gift they have ever received. Each child can only receive one shoebox in their life time. Some old friends

PAT FULE Fule for Thought Ive developed a very loud whistle in my nose. I know it sounds nuts, but I just got my rst bad cold in almost two years, and I think the whistle is tied to that! If I breathe through one nostril or the other, theres no noise. However, when I inhale strongly with my both nostrils, theres a loud, high-pitched whistle. Great, with the gap in my front teeth, I also whistle when I hit just the right combinations of the letter s! I feel like a tea pot, Im whistling so much. Hows that song go again? Im a little teapot short and stout I just remembered why I hate that song! Its bad because theres nowhere in my house if I want to get away they hear me wherever I go! Even the stupid hedgehog is coming out constantly now, and hes recognized my whistle, too. He waits at the cage bars now for his live mealworm feast! I dont know why, but when I was delirious with my cold, I began to think back on my high school days. There was a short-lived tradition for some of my pals to party on our one story school roof. I was not even there that night, but they all feel I was! In their alcohol induced memories, I was right there. They drank, one cut his hand, and genius that he was, he wrote their initials on the roof skylights so they could be read clearly come Monday morning! One pal, Dave, broke his foot kicking a roof pipe, thinking it was an empty bottle. My other pal Kirk fell on the descent from the roof and put out his back! He came to school bent over, Dave hobbled in on crutches, and the other Dave had a bandaged hand! Yes, they were caught, and given a weeks detentions for their ascent on Everest! Our Canmore High basketball team became pretty good by our Grade 12 year and we went to a tournament at Golden, B.C. Our starting forward was a guy named Mike, and to this day, I dont know what he was thinking. We had a really nice bus, and were enjoying the ride to Golden. I never paid attention to what Mike was doing, but what he was doing, was drinking a large 4 litre jug of orange juice on this ride! Do you know what a large jug of bre-lled orange juice does to a teenaged guy after about a four hour bus ride? Yeah, thats right Mike never got to start that game against Golden, because he was in the bathroom with a horrible case of the runs! Oh, hed wander out and get ready to sub in, but then wed see his look of panic, pain, and cramps, and then hed race back to the change room! That change room was also our teams half-time meeting place! We chose to meet on the opposite side of the gym against the wall! We lost that game by a goodsized score, and no one wanted to sit near Mike, or share a motel room with him! The next weekend saw us go to Standard for a small tournament. We got along well with the home team, but we were amazed at the school and town. We looked across the elds and you could see all the way to the horizon! I asked how could anyone ever make a break for it; youd be seen cutting school for miles! Mike was always a loose cannon, and you never knew what hed do at any given time. We were set to play a good Rosemary team, who had even brought their cheerleaders. We had never seen this before, and it must have struck Mike as funny, because when they made their cheerleading tunnel of pom-poms, he ran through it with the Rosemary team! He didnt just run, he sprinted yelling unintelligible things, wearing a towel on his head and sunglasses! Rosemarys team did not like this, and began to stare him down, just in time to see him grab a set of pom-poms from one of the cheerleaders. Sadly, it was the girlfriend of their basketball captain, and we watched stunned, as their whole team got up and began to stride toward Mike! What could we do? We all stood up as well, I mean even if Mike was stupid, he was still our stupid! Luckily for us, the whole Standard team got up as well, and the situation zzled out but I still smacked Mike in the head when he came back to our bench! It was to be the start of a short, weird friendship between he and myself, and we wound up being university roommates, but thats another story! The Pouty Puppy

SHANNON LEClAIR Times Reporter Anyone who has brought a new baby into a home with a pet will understand that sometimes that pet doesnt adjust as well as you would like. That was denitely the case with Denise and Ryan Geremia when they brought their daughter Aryn, who is now three, home. The Geremias have had Bauer, a mini schnauzer, for six years. The couple had been a having a tough time getting pregnant and Bauer became Denises baby, which he absolutely loved. So when she came along (Aryn) he has never been happy since. He just pouts, and he is treated really well, said Geremia. Bauer has become so pouty that she recently wrote, and published, a book about him titled The Pouty Puppy. Geremia admits she may not cuddle with him 24 hours a day anymore and he has been banned to a chair in the bedroom instead of on the bed, mainly because when she gets up in the night to check on her son Lucas, Bauer will steal her spot and growl at her when she comes back. But he still gets two walks a day, treats and love, which isnt good enough for him. He just pouts all day. The world is horrible to him; hes treated the worst out of any other dog in the whole world. He sits on (his) chair looking outside pouting all day, said Geremia. The only time he is happy is if were going to go for a walk or if hes going to get a treat and that is what his life consists of and its really funny. The thing that is really annoying about Bauer is if he would just suck it up and start liking them he would get more pets than any other dog. Aryn just loves him. Aleesha Gosling, Geremias business partner, illustrated all of the photos. Geremia did a book signing at the Sunridge Chapters on Oct. 19, but has since found it to be a little overwhelming having a young baby, a three-year-old, working and trying to sell a book. She does have copies for sale for $12, and plans to have a table to both the Pet Expo in May and the Childrens Festival in April. Advances in technology nd rare condition

SHANNON LEClAIR Times Reporter Imagine being told your baby has no stomach while youre still pregnant. The fear and the wonder alone would drive you crazy. Now what if you found out that all of your babys organs arent where they are supposed to be? Instead, they are ipped! Thats exactly what happened to Denise and Ryan Geremia. With advances in technology is how we found out. Everyone when youre pregnant goes for a 12-week ultrasound, so we went and the tech who was a student went huh and then she said Ill be right back. She left to go and get the doctor, said Denise. The tech came back saying that she couldnt get the doctor and told Geremia that she would need to come back for another ultrasound. Two weeks later Geremia hauled herself back into Calgary for another ultrasound. The tech did the test and then sent her on her way saying that her doctor would give her a call. Geremia suffered another two weeks of stress before she nally got the chance to speak with her doctor. What she said was the baby doesnt have a stomach, both ultrasounds showed that he has no stomach so what this means is he probably wont survive and all these things, and try not to stress out. Because of where we are in the pregnancy theres a million reasons that this could happen, said Geremia. The doctor told her its impossible not to stress out but all she could advise was to try and calm down. When she was near the 18-week mark Geremia had yet another ultrasound, and nally she got some answers. The reason that he had no stomach is because his stomach was on the other side, so if they look for it (in the right place) they didnt see it, they say baby has no stomach instead of ipping (and looking on the other side), said Geremia. They ended up nding the stomach, and then they found all of the other organs that they couldnt nd in the rst place and they had the conversation with us saying, so your childs insides are all ipped around. Lucas, who is now eight months old, has a condition called Situs Inversus, which is a congenital condition where all of the major visceral organs are reversed from their normal positions. The odds of having Situs Inversus Totalis, where everything is ipped, are 1/10,000. Lucas has Situs Inversus with levocardia, which is even more rare. Lucas heart is on the correct side but his stomach is ipped around which is even more rare, so its 1/22,000 births, said Geremia. If everything were totally switched, Lucas would have a 5-10 per cent chance of a heart defect. But because his heart is the right way Lucas had a 95 per cent chance of having a heart defect. While pregnant, Geremia had an EKG to check his heart, and the doctors were able to determine that his heart is ne, which was a relief. He doesnt have anything, hes perfectly healthy with just his insides ipped around, said Geremia. The Geremias have decided they are not going to have any more kids. The pregnancy was too stressful, and there is also the fact that both of them carry the gene that caused the Situs Inversus. In order for it to be passed on both parents must carry the gene. If they were to have four children one would have nothing, two would be carriers and the fourth will have the condition. Only .01 per cent of the population has the condition, but often people wont nd out about it until later in life when they go to their doctor complaining about pain where the appendix should be, only to nd out its not there. Geremia said she doesnt know of anyone in her family who has had it, but unless you have had to go for an ultrasound it would not be found. Soon after he was born, Lucas had to have his rst ultrasound so that the doctors could make sure everything was ne. Thats when they found another anomaly with him. Every one has an inferior vena cava (IVC), which is a large vein that carries deoxygenated blood from your legs up to your heart. It runs alongside the vertebrae on the right and enters the right atrium at the lower right, backside of the heart. Lucas IVC actually crosses from the right side to the left side of his aorta. No one knows what, if any, effect this will have on Lucas later in life. They said the only place this could really affect him is organ donations either receiving or giving, it wont work. Were just going to pray he has a normal, happy life, said Geremia.

Whisking through winter

ARYSSaH STaNKEVITSCH Times Reporter Even through the wind-chill and the snow Ben Sader, and a determined group of runners, still take to Strathmores paths during the winter, rather than running indoors. I have a hard time running on a treadmill. I just nd I can go a further distance, push a little bit more, Sader said, though he doesnt mind indoor tracks. Naturally, people are going to be run better outdoors. Their stride is going to be closer to what it needs to be as opposed to on a treadmill. You tend to run the same speed on a treadmill over and over again, which is unlike your outdoor setting. Sader says that any temperature colder than -15 C or -20 C is challenging, but is comfortable with -10 C, given there is little wind or snow. You have to be a pretty big diehard to be out there when its -20 C, he said. I know there are folks that have asthma and other breathing conditions that make it harder from them to be outdoors and running. Its whatever your body is able to do. Most people can breathe comfortably outdoors and not have problems. When running outdoors, Sader recommends products such as Yaktrax to give more effective grip on slippery conditions. People that run a lot tend to have more condence running on the hard packed snow and ice with regular running shoes, Sader said. But you have to be really careful. If you run consistently through the winter, you develop the stride and the muscle memory that allows you to have that balance. You just have to be acutely aware of where the ice is. Sader says hes noticed more and more female runners keeping up their training through the winter. The town does a good job of keeping our paths clear, and thats helpful. Im not the only one out there in the winter, he said. Theres a dedicated group of crazy people like me.

ALONE IN A CROWD Sherry Turkle has recently written a book provocatively titled Alone Together. The subtitle is Why We Expect More From Technology And Less From Each Other. This captures a lot about our modern experience. The main premise of the book is that our devices are changing the way we interact as humans. While we think they make us more connected, the reality is that we are not engaging effectively with each other. You already know some people who cannot go more than a few minutes without looking down at their phone. I have some people in my life who used to call me on my birthday. Now I get a little happy birthday notice on Facebook. When the telephone answering machine rst came into wide use, it was common to hear folks complain. They wanted to actually talk to the person. Now, many would prefer the people we are calling not pickup so we can just leave a message on voicemail. You know its true. Turkle writes, wed rather text than talk. Whats going on here? Why do we live under the illusion that these technologies will bring us together when they actually drive us apart? Many people, and studies show especially young people, can hardly carry on a conversation any more. The answer will not be to toss our technology out and go off the grid. Were here. We are people of our generation. My advice? Put the phone down, turn the TV off for just a few minutes, and have a chat with someone close to you. I sense that more and more today are struggling with loneliness. The answer is not found in the latest gadget, but in real relationships with real humans. Darrell Young Strathmore Alliance Church

SHARON MCLEAY Times Contributor Objection from a county ratepayer cleared up a tax account penalty that might have led to property seizure and auction. Unaware that information on his tax account was not the same as that listed on the mortgage caused confusion in the tax ofce. However, county policy didnt require staff to contact the owner or follow-up on letters that had been returned to sender. When the owner received the notice that his tax account was in arrears, he took umbrage at the penalty as the taxes were being paid by his bank; however, the county le listed the wrong bank. The owner always kept up with his bills and even paid the requested penalty, but he wanted an explanation why he wasnt contacted as he had been in the ofces doing other business with the county, was easy to nd and was not avoiding attempts to reach him. He wanted the county to take some accountability for the mix-up, as the delay in notifying him ranged over two years. I feel sorry for the guy, said councillor Alice Booth, on examination of the facts. I am little concerned we are not looking after business. Councillor Don Vander Velde said that everyone knows they have to pay taxes, so they should do due diligence to ensure they are being paid. If we get a letter back, it is up to staff to look into it. To the best of my knowledge, we never got a letter, said Chief Administrative Ofcer (CAO) Alan Parkin. Booth said there are often errors in the post ofce, where returned letters end up in the dead letter les. If we havent got a payment, pick up the phone and call them, said Booth. It doesnt take a lot of time. Parkin said a simple phone call isnt what it used to be either. Some people dont have landlines or list their cell numbers, callers can be blocked and calls avoided. Booth suggested since there was confusion on both sides of the issue, the penalty should be split half and half with the owner. Council approved this one time for this incident. We havent had many of these, said Reeve Glenn Koester. This is worth discussion and landowners should be phoned. He suggested a policy be put in place to ensure communication and follow-up takes place and directed the CAO to look into it. There are currently 17 properties that are up for auction because of tax arrears which will be sold on March 27, 2014. For more details, see the county website. ADDITIONaL PEaCE OFFICER Parkin requested permission to advertise for a community peace ofcer, which would increase ofcers to four for the county. It is in the budget and there is provision for a level one community peace ofcer, it would bring us up to a fourth ofcer, said Parkin. We would not ll the position until it is approved, but we are looking to advertise. Council questioned if there was a vehicle for the ofcer and Parkin said they have allotted money for two new vehicles, with one for delivery after Feb. 1. They also questioned if the department was busy enough for the additional ofcer. The request shows that one ofcer will require paternity leave in June, which will leave the department short-staffed. It was felt the additional staff could also increase success with road ban coverage. Reeve Glenn Koester noted his opposition. However, council did approve the advertisement but reserved a hiring decision until more information was brought forward to council. ONE MILE OF RESpONSIBILITY Husky Oil has requested that the county develop one mile of road along the Boundary Road RR 214 to one of their pad sites. The company would cost-share the project but the county has reservations, because past contracts have been initiated and then cancelled by other companies. The county usually covers engineering, land prep, gravel, culverts, sloping and fencing. The landowner is required to cover the other costs. Council discussed the need for the road and whether other roads could be used. There were no objections from the landowners. Parkin suggested that they follow the existing policy but put an amending clause that the work must be completed within one year. If it is not completed, all the expenses incurred by the county for road development would have to be repaid by the company. Council approved the road with the amending clause. They wanted the county policy reect the new changes. There was also a suggestion that a deposit could be requested which would be refunded on completion of all terms of the contract. Council asked the CAO to develop the policy and bring it back to council for decision. MEETINGS SET Wheatland Council will meet with Strathmore Council to improve communication on a number of shared issues. The meeting is set for the rst part of February. Topics suggested for discussion will include shared land boundaries, water issues, user fees for ice facilities, and the hospital. Council will also meet with the provincial ministers as they attend conferences in the spring. They will be speaking with the head of the RCMP K division, and bringing water, funding and road concerns to provincial representatives attention. Any additional issues can be brought to the attention of your district representatives, so they can consider them before meetings commence.

Learning to ride at Humblehorse Ranch

SHANNON LEClAIR Times Reporter Learning to ride a horse is a dream for many people. Theres something almost liberating about it, knowing that big animal can become your friend, roaming the countryside with the wind whipping through your hair. The Humblehorse Therapeutic and Western Riding Center may not take you trail riding, but they do offer Western Riding lessons and a Therapeutic Riding program. The operation is a family affair. Becky Skuter offers Western Riding lessons and is a level one certied coach, having graduated from Olds College in 2003. Her dad Clarence Skuter teaches the therapeutic side of things, using guidelines that his other daughter, Aimee Bailey, helps come up with. Bailey has an Early Childhood Development degree. Children can begin their lessons at Humblehorse as early as three-years-old with the lead line classes. We started working with three-yearolds because in the therapeutic thats when we can start to address Cerebral Palsy and some other motoring deciencies, said Clarence. Once a lead line child reaches the age of seven or eight they have the chance to move into Beckys classes, or into the therapeutic side of things. After that they kind of have their core riding ready to come into even more technical lessons with me, said Becky. The Western Riding lessons run once a week for an hour for four weeks. At the end of four weeks each rider can decide if they would like to sign up for another four weeks. Ill move you up accordingly, so I will move you up based on where your technical skill is, where your core balance is, how youre responding to the horse. Youre constantly progressing, but its not a rush, said Becky. Even if you are in a group for four weeks and two of the riders are a little more advanced she will be able to tailor the lessons a little to t your skill while still keeping you in the same group. Other riders who have really shown a lot of improvement will be put into a sport class; that is a goal to work towards, if you want it. It is kind of catered to what your goal is but well work you up towards it constantly, lets us know where you want to go and well hopefully take you there, said Becky. Our goal is to teach, not just to get on a horse and ride, we teach horse behaviour, horse health, proper grooming, proper tack tting, leading. All different kinds of scenarios as well as beginner to advanced riding levels. We try to give them the whole picture, said Becky. Humblehorse supplies all the horses and the tack for their riders. They even have extra boots if needed. Becky constantly goes to clinics and is always learning to keep herself fresh in the industry. The Therapeutic Riding program is different than what is offered to the western riders. The lessons are not as scheduled, in general they last an hour or an hour and 15 minutes but if Clarence sees a lot of progress from one child and they need an extra couple of minutes they are going to get it. Clarence said he often has conversations with Aimee about how to stimulate the kids in his classes. Thats the challenge, if these children have a good time thats when things happen and if they dont have a good time then nothing happens, said Clarence.

The Therapeutic Riding program has beneted adults and children with multiple sclerosis, spina bida, cerebral palsy, down syndrome and autism. Anyone that can benet from anything we can do, were open to giving it a go, said Becky. Clarence said they are open to learning. There are some areas they have experience and some they dont but they will always try and see if they can make a difference. Before accepting a new rider in the therapy programs Clarence has a oneon-one session with the potential rider and their caregiver. He brings out three horses and tries to get a feel of what the caregiver is trying to accomplish, what medical concerns they have to worry about and see what kind of horse would satisfy their objectives. It gives the caregiver a chance to decide if it is what they want to sign up for and it gives Clarence a chance to learn about the rider before the rst lesson. Volunteers are an asset to any organization and thats no different at the ranch. The same volunteer base can be used for both the Therapeutic Riding program and Western Riding lessons. For every person riding a horse on the therapeutic side two volunteers are needed, which can become a bit of a dilemma. For the Western Riding classes everyone is usually riding by themselves; Becky does have volunteers to help set up events, and if there is a student that is still fairly new she will have a volunteer for them but by the time they reach her class the students are more into the technical and more hardcore riding. It is very challenging to train them (volunteers) and keep them dedicated for the whole session because you simply cannot afford to pay them, said Clarence. Something has to be said about the volunteers because they bring the energy. The horse is obviously good, but those volunteers are what make it. They bring the life and they know everyone. Were like a big family, its like a Humblehorse family, said Becky. The volunteers are all well trained with the horses and safety. Angela Hitch and her daughter Sara have been involved with Humblehorse for ve years. My daughter started going out and watching a friend of hers ride, and was hooked. Sara is now is very much part of the Humblehorse family, taking lessons, volunteering, and now she even has her own horse, said Hitch. With her daughter being so involved it was only a matter of time before Angela became involved too. She had grown up with horses, helping her uncle exercise thoroughbreds on his farm in Saskatchewan. It didnt take long to reignite her passion for the animals, and she soon became a volunteer. My favorite classes are the lead line classes, or the Littles, as we call it, said Hitch.
These classes are for the rst time riders, and usually around three to sixyears-old. Its amazing to watch the kids condence grow around the horses, and watch the condence in themselves blossom. Grooming and saddling a horse is a pretty big job, and these little ones try their best to get the job done. Becky is by far one of the best riding coaches I have had the pleasure of working with. Everyone who experiences the Humblehorse Ranch feels her skill and passion for the sport. She customizes the classes as the kids advance ... its always moving forward in Beckys lesson plan. Hitch said she always looks forward to going out to the ranch. She said she is always welcomed with a smile and gets to enjoy the company of the other volunteers and caregivers. Wheatland Midget Chiefs Wheatland Peewee Braves
The Wheatland peewee Braves lost at home to the Cranbrook Eagles on Jan. 26, by a score of 7-1, with Braves coach Keith Klemmensen blaming the teams inconsistent effort on the ice. Earlier that afternoon, the Wheatland midget Chiefs punished the Medicine Hat Venom 8-3 at the Strathmore Family Centre, with Thomas Reinhardt and Cody Willis both earning hat-tricks.
Braves plagued by inconsistency

ARYSSaH STaNKEVITSCH Times Reporter After winning 8-3 against the Lacombe Rockets on Jan. 25, Wheatland Braves Coach Keith Klemmensen thought perhaps that effort would carry onto the next day against the Cranbrook Eagles. It didnt, as the peewee Braves lost 7-1 at home. Winning 8-3 was beating a team that is essentially last place in our division, Klemmensen said. We outshot that team good, and I think that was good effort there, but we could kind of see that day that some of the discipline problems and the bad habits of getting stuff done the easy way was accessible. There were seven powerplay goals in the game, four of which by Wheatland; there were 26 penalties handed out in total between the two teams. Though the score was tied after the rst period, the Braves scored three in the second and never looked back, with 45 shots on net. Ben Slemp, Chase Clayton, Connor Bertamini, Mitch Desserre and Kyle Crnkovic had two-point nights, while Eric Sandum and Tarun Fizer had three each. Against Cranbrook, Fizer had the lone goal, to add to his team-leading 44 points in 27 games. The Braves only managed 17 shots on net. They got behind, and to simply tell you, they quit, Klemmensen said. It was a complete lack of effort. I had other people doing effort evaluations yesterday. The players didnt know this was happening, and they completely crapped the bed. Weve got maybe three or four guys that are playing anywhere close to what theyre capable of. The Braves have their next game against the Lethbridge Hurricanes on Jan. 31; they defeated them 3-1 earlier in the season on Dec. 1. Klemmensen says they have a chance for a win. I think if they come and try, but to be honest, I dont know whos going to show up (on the ice), he said. Theyre just not trying, they dont want to make that extra effort to catch the pass. Ive got some scared guys I dont know why theyre scared, theres no body checking. But they dont want contact, and its really starting to show. Its going to lead to a quick exit. The Wheatland peewees are fth in their division with a 12-12-3 record. BANTAM WINNING STREAK OVER The Wheatland Warriors defeated the Lethbridge Hurricanes at home on Jan. 25, with Joel Krahenbil opening the scoring shorthanded. Though Lethbridge tied it up, Kyle Merkosky took the lead again.

Lethbridge once more, made it 2-2 with a late powerplay goal in the second period. Chase Hnatowich scored two for the bantam Warriors in the third for the lead and the 4-2 win. However, the next night was the Warriors rst loss since Nov. 10. Against the Red Deer Ramada, the Warriors went down 2-0. Lucas Muenchrath brought Wheatland within one, but Red Deer added another in the third. The nal was 3-1, even with the Warriors putting 44 shots on net. Their next game is Jan. 31 against the Bow Valley Timberwolves in Cochrane. MIDGET SPLIT Losing 2-0 to the Lethbridge Hurricanes at home on Jan. 24, Cody Willis brought the midget Wheatland Chiefs within one. Following another Lethbridge goal, Quinton Peplinski and Jayden Smith rallied the Chiefs to tie the game, but the Hurricanes took the lead with seven minutes remaining in the game. The nal was 4-3. Two nights later, the Chiefs destroyed the Medicine Hat Venom, 8-3. The Chiefs were up 4-1 after 20 minutes with goals from Jayden Smith, Taylor Donner (who nished with ve points), and two from Thomas Reinhardt. Reinhardt completed the hat-trick in the second, while Cody Willis had his own hat-trick, all in the third period. The next midget game is Jan. 31 in Hussar against Cranbrook.
Bisons prep for playoffs

ARYSSaH STaNKEVITSCH Times Reporter With a record of 2-3-1 for the month of January, UFA Bisons general manager Wayne Hansen isnt worried about his team with the AMHL playoffs looming. Its hard to get refocused after the holidays, and get everyone back settled with their billets, Hansen said, especially after the Macs Tournament in December. It certainly wasnt unexpected. The Bisons have four games remaining before the playoffs, against the Calgary Buffaloes, the Calgary Flames, the St Albert Sports Raiders, and CAC Gregg Distributors. The latter will be the most difcult matchup, as CAC is second in the North Division. Its a big challenge for us moving forward, Hansen said. We have four games to get ourselves ready, and position ourselves where we want to be for the playoffs. We certainly want a rst round bye; in order for that to happen, well have to win three or four of our games. The Bisons are second in the South Division (19-9-3 on the year) though the top six teams in each division qualify for the playoffs, only the top two get byes to start the post-season. Were about where we expected to be. We maybe started a little bit better than we thought. We knew that after mid-November until the end, that wed get better and better. Weve done that, Hansen said. Weve already clinched home for the playoffs in the rst round, but we really want that rst round bye to give our boys a chance to rest up. To continue their success into remaining games, Hansen says the boys have to take head coach Dan MacDonalds systems to heart. Were going to have to continue to improve on the things Dan has had them working on puck possession, our passing, our speed, Hansen said. Theyre good now, but theyre going to have to get better for us to be really, really successful. Hansen credits some of this years success to the new billet program for the players. Its changed a lot of things, he said. Its a lot tighter knit group than weve had in previous years. These guys became teammates and friends right from the start. Usually at the start of the season, that takes us the rst four to six weeks. Hansen and MacDonald will be depending on this tight-knit group for the post-season, but especially the older, mature 17-year-old veterans. One of the things Ive always told new coaches when they come in, is your 15-year-olds and 16-year-olds will get you to the playoffs, but your 17-yearolds are the ones that will win you a championship, Hansen said. Theyre a little bit stronger too its a grind. The Bisons next season game is away on Feb. 1, against the Buffaloes.

Strathmore players lead Rocky Mountain Raiders to 18-8-2 record

ARYSSaH STaNKEVITSCH Times Reporter A quartet of Strathmore players has helped guide the Rocky Mountain Raiders to rst place in the Ram South Division of the Alberta Major Bantam Hockey League. The Okotoks-based triple-A bantam team features four Strathmore players - Scott Desserre, Kaden Hanas, Isaac Benoit, and Tyler Strath and started the month of January with a 5-2-0 record. Weve had a good month, said assistant coach Paden Grant, who guided Strathmores Wheatland Warriors double-A bantam team last season. We had a little bit of a stumble before Christmas, so I think the break was good for everybody to recharge their batteries. Weve been in a situation all season where weve been close to the top but weve still had to ght for the standings. That ght was uphill on Jan. 25 against the Grand Prairie Storm. The Raiders were up 2-0 going into the second, thanks to Ty Budai and Dylan Prpich, but the team allowed two power play goals in the second period, and then another to lose 3-2. All the games are important, Grant said. Going into this weekend, Saturday was a rough one. Grande Prairie kind of surprised us a little bit. It wasnt our best game, but those things happen. We went into Sunday, which was a big game because Red Deer is right on our heels in the standings for rst place, and came out with a big win. We played really well. The next day, Rocky Mountain defeated Red Deer White 2-1, even with Red Deer opening the scoring. Kade Nagy tied it up late in the rst, and Dakota Krebs scored the winner in the second. The Raiders had 32 shots on net; goaltending has been very successful this season in their own end, as they have the lowest goals against in the division with 77. The top four in each division qualify for the playoffs; the winner of the Ram Division will play the winner of the Calgary division before advancing to later rounds. The club sits at 18-8-2, thanks largely to the four Strathmore boys and a number of other former Wheatland Warriors. Theyve had good seasons, Grant said of returning bantam players Desserre and Hanas. Kaden was injured but just came back a few weeks ago. Scotts a solid defenseman, you can count on him in your own end all the time, while making some improvements along the way. Tyler and Isaac, theyve stepped in as rst years and its a tough league to play in. Theyre great kids they listen and work hard every day. Its been good showing from all four of them, and its good to see.

ARYSSaH STaNKEVITSCH Times Reporter Back to the grassroots concept, Gleichen and Distrcit Minor Hockey Association and the Hockey Alberta Pond Hockey Program, will be holding their fth annual Hockey Day in GA on Feb. 8. Were denitely excited, looks like the weather is going to be fairly cooperative, said President of Gleichen Minor Hockey, Cara Sheppard. The weather is perfect for ooding rinks right now. I think everything is going to be just perfect. NHL Alumni Tim Hunter of the Calgary Flames and Dennis Polonich of the Detroit Red Wings will be on hand to sign autographs and skate with the kids. The rst year of the event, 50 kids took part; last year 150 played, coming from as far away as Mackay, Alta. Registered currently are 110, regardless of their experience with league play.

ARYSSaH STaNKEVITSCH Times Reporter She excels not only with ringette, but essay writing as well. Sixth grader Mackenzie Duggan entered in the Friends First Ringette individual essay contest, and won, beating 15 other participants many of whom were much older than her. I just thought it was a good message, Duggan said. I wanted to share it with my team and spread the word about it. Writings my favourite subject. My teacher told me Im a pretty good writer. That message, promoted by Friends First a team-based campaign, teaches young women to support one another and pay it forward. Athletes are encouraged to share what makes them unique, thus eliminating negative competition and replacing it with an inclusive sisterhood. Ringette players involved wear a red lace on their right foot, as a symbol to strive for the best, but also remember friends rst. Duggans piece, Red Skate Laces, took two hours to complete but earned her $500, which was awarded to her by the Calgary Rath womens ringette team. The Rath team wanted to present her with her cheque and tell her she had won, with all of her team there, Mackenzies mother Jenn Stanlake-Cammer said. They said dont tell her, we want it to be a surprise. Meeting the Calgary Rath just made Duggan even more of a bigger fan. It was really awesome because Ive always watched their games. To meet

As for her prize money, Duggans rst stop is for a new ringette stick.
Shes actually wanting to donate some of it, Stanlake-Cammer said. She wants it to tie into ringette somehow. Duggan and her U12A Strathmore Ice team will be competing at the Laurie Morton Ruppe Memorial Tournament from Jan. 31-Feb. 2 in Strathmore. Im really excited. I hope my team does well, said the four-year veteran. You meet lots of new friends and it teaches you teamwork. Its a really cool thing to do, and I always have so much fun. Belle girls off to a great start in New Year

STEVE WILSON U19 Belle Ringette The U19 girls have certainly started the New Year off with a bang, having won both of their league games in 2014, the rst game being two weeks ago was against the Bow View Vandals and played in Calgary, and as with all exciting games, it was a very close one. Strathmore took the initial lead of two goals in the rst period, but with a little over four minutes left Bow View managed to get one in the net, followed by a second not much more than a minute later. The Strathmore girls rallied and nally regained their lead with a third goal at 46 seconds left, from #28 Kyra Keer, Strathmore went on to extend their lead by another goal halfway through

Once again it was a very close hard fought game with Calgary taking the lead in the rst, but four minutes later Strathmore replied with a goal of their own followed by two more in that period to take a two goal lead. In the second period Calgary remained a contender scoring two more goals, but just couldnt compete with our girls excellent plays and cohesiveness, a totally different team from the rst half of the season. Excellent work girls and well done to our afliate player Meg Warrack for her hat-trick in the game, also as always great goaltending from Brooke McKenzie and Stephanie Meyer.

Raiders cash in on penalties

ARYSSaH STaNKEVITSCH Times Reporter With a record of 8-16-3 on the season, the Rockyview Raiders minor midget triple-A team was elated to defeat the KC Centennials on Jan. 26 at home in Chestermere, by a score of 7-4. The Centennials are within a playoff spot in the North Division, but their downfall was careless checking to the head and cross-checking penalties, leading to four Raiders powerplay markers. It was good for us, Rockyview coach Doug Thurston said, of KCs ten penalties. It was kind of the difference. They were undisciplined, and it didnt help their cause. Though KC opened the scoring, Siksikas Trygve Many Guns tied the game early. Many Guns (the teams leading scorer with 25 points) added another midway through the third, with Strathmores Kody Hammond scoring next with less than a minute remaining in the third period. Both Many Guns and Hammond also added an assist each to their point total; Markus Lavallee had three helpers as well. Markus was good, lots of guys were good, Thurston said. Were pretty solid as a group. Other Strathmore players, Liam Rycroft and Brad Hendricks, had one assist each on the night. The Raiders put 31 shots on net, while Rockyview goalie Tanner Webster only needed to stop 19 shots for the victory. The Raiders are currently eleventh in the South Division, but need to improve before the post-season begins. Everybody goes to the tournament in Medicine Hat in March, but if youre not in the top eight, youre just playing consolation, Thurston said.

The team is proudly displaying their tournament medals, the first hockey medal for many of the players on the Thunderstorm roster! Frederick Joseph
Frederick Joseph Koester of Rockyford, Alberta passed away on January 22, 2014. Fred is survived by his loving family; his wife Twena; sons Chris and Blake; sisters Rosemarie (Ivan) Walls, and Teresa (David) Feist; brothers Jim (Rhonda) Koester, and Richard (Chiri) Koester; sisters-inlaw Jenny (David) Beniuk, Ann (Tim) Hand, and Dianne Shymanski; aunts Crystal Primrose, Tillie Koester, Annie Dopking, and Esther Koester; as well as many nieces and nephews. Fred was pre-deceased by his son Steven; parents Herman and Margaret; his brother Gerald; his sister Kathleen; and brothers-in-law Thomas Walls, and Bill Shymanski. Fred was born on April 28, 1945 in Calgary, Alberta. He completed his education at St. Ritas and Rockyford Public School. After school he farmed with his father until 1974. Fred married Twena Shymanski on November 21, 1970 at St. Ritas Catholic Parish in Rockyford. They had three sons which Fred was very proud of. He continued to farm with his son Chris on their farm south of Rockyford. Fred was a Third Degree Knight with the Knights of Columbus. He loved to make people laugh; teasing and playing practical jokes. He touched many peoples lives and always brought a smile to everyones face. A special thanks to all the nurses at the Foothills Hospital for taking care of Fred and his family while he was there. A Prayer Service will be held on Sunday, January 26, 2014 at St. Ritas Catholic Church, Rockyford at 7:30 p.m. A Memorial Funeral Mass will be celebrated on Monday, January 27, 2014 also at St. Ritas Catholic Church at 11:00 a.m. If family and friends so desire, in lieu of owers, the family requests that donations be made directly to the Foothills Medical Centre Site Ofce (AC 136 Special Services Building, 1403 29th Street N.W., Calgary, T2N 2T9) or to the Alberta Heart and Stroke Foundation (#200, 119 14th Street N.W., Calgary, T2N 1Z6). April 5, 1928 January 20, 2014 Jim was born in Drumheller and passed away peacefully in Strathmore on January 20, 2014 with family by his side. He is survived by his sister, Phyllis Kulyk of Calgary, brother, Clarence (Eileen) of Drumheller, 2 daughters, Phyllis (Lyle) Anderson of Drumheller, Connie (Michael) Lonsberry of Sooke, BC, one step-son Ron Mancini of Trochu, and numerous nieces, nephews, grand-children, and great-grand-children. He was predeceased by his wife, Mary (2009). Jim never went anywhere without his cowboy hat and a box of snuff (he called it nerve pills) in his pocket. He will be sadly missed and denitely left a positive, memorable mark everywhere he went. At Jims request, there will be no funeral or memorial service held. The family would like to thank Dr. Sader for the care he has given to Jim over the past 5 years along with the staff at the Strathmore Hospital, Bow View Manor, and Sagewood Long Term Care.
