'he #ity is spread o(er an area of 1)* s+! km with a population of about 1,!5 lakhs! -rom being a #ity of an#ient and histori#al signifi#an#e and a small trade #enter, Amritsar has witnessed rapid urbani.ation! /a&or tourist attra#tions like the Golden 'emple, 0alian 1ala 2agh, 3urgyana 'emple attra#ts about si4ty thousand to a la# (isitors per day! 'he Ra&a Sansi $nternational Airport re#ei(es about 1,, flights per day from all o(er the world! 'he Pun&ab Go(ernment has de(eloped a City 3e(elopment Plan to transform the #ity into an international #ultural and pilgrim #enter by putting in pla#e world #lass urban infrastru#ture and transport system! $n the re#ent years, with e#onomi# reforms and finan#ial reforms, Amritsar has be#ome an important destination for ma&or infrastru#ture #ompanies and finan#ial institutions! 1ith trading in agro produ#ts and te4tiles making the e#onomy sustainable, the #ity is witnessing an influ4 of population! 'his has been a##entuated by the opening up of trade with Pakistan through the 1agah border! 'his e#onomi# growth has #reated the need for s#outing of new lo#ations for e4pansions, both for #ommer#ial as well as residential purposes! /a&or de(elopers like 3"-,5!! ha(e planned residential #omple4es and #olonies while hotel #ompanies like Radison,5 are setting up world #lass hotels! 'he #ity is also e4perien#ing signifi#ant transformation on the retail front as well! 6rgani.ed retail formats are #oming up in different parts of the #ity with more than 1, retail pro&e#ts being in the pipeline! 'o mat#h and support su#h rapid de(elopment, it is absolutely essential that #ity puts in pla#e a robust transportation system! 2e#ause of the e#onomi# growth, the (ehi#le population has almost doubled in the last fi(e years without any #ommensurate in#rease in the transport network system! As a result high degree of #ongestion, tra(el time, s#ar#ity of parking areas has lead to a general deterioration of +uality of life and the en(ironment! 'his kind of a situation #an be alle(iated only through introdu#tion of rail based /ass Rapid 'ransit System! Relian#e 7nergy "imited wishes to take up the pro&e#t of setting up of a rail based /R'S on a Suo /oto basis! An indi#ati(e alignment has been proposed and is depi#ted in figure ne4t page!

'he go(ernment had re#ently planned the laun#h of City 2us ser(i#e :running in 8 routes #o(ering 8, kms with a fleet of 25 buses; whi#h will #ommen#e ser(i#e by April92,,<! $0$ Pri4ate Transport "a#k of a publi# transport system has led to an in#rease in the number of pri(ate (ehi#les in the #ity! 1hile there is a spate of ) wheelers whi#h ser(e as a mass transit system, the #ity has witnessed a signifi#ant growth in the number of two wheelers and four wheelers! So, we propose an alignment along the road #onne#ting the Ra&a Sansi airport to the walled #ity along with #onne#ti(ity to the bus stand and the railway station! 'he station for golden temple will be #onstru#ted as near to it as possible after #onsidering the area! 'he entire alignment will be ele(ated and will ha(e appro4imately 1, stations! 'he a#tual alignment, the number of stations and their lo#ations are to be worked out after a detailed study! +0$3uture e8pansion plans 2ased on the .onal population distribution and possible future de(elopments, the following #orridors #an be earmarked for future de(elopments! 8!2!1 Conne#ting Railway StationE 2us Stand to the 1agah 2order A 'aking into #onsideration the re#ent in#rease in the (olume of trade with Pakistan after opening up of the 1agah 2order, this route may e4perien#e signifi#ant in#rease in the number of #ommuters from the 1agah border! 8!2!2 Along the route to Pathankot A Population distribution of Amritsar shows signifi#ant number of lo#alities being situated along this #orridor!

<0 #NS2LI(ITED = S#2-M2T2 = S>ISS (1ALLEN'E PR2P2SALS 1hile the PPP pro&e#ts need to be go(ernment%identified as well as high%priority infrastru#ture proposals, it is not always possible for the state go(ernments to in(est #ompeting resour#es to study and detail many of the publi# pro&e#ts! Hnder su#h #ir#umstan#es go(ernments #an #onsider unsoli#ited proposals! $n order to #onsider su#h proposals in an unbiased manner, it is possible to e(aluate su#h unsoli#ited proposals in spe#ifi# se#tors pro(ided the proposals establish #riti#al publi# need, pro(ide te#hni#al details and finan#ial feasibility, and the #ost of de(elopment studies! $n su#h #ases, the go(ernments #ould e(aluate the appropriateness of the proposals and bid them out using transparent and #ompetiti(e bidding pro#edures without any obligations towards the pro&e#t de(eloper! 'he pro&e#t de(elopment e4penses #ould be reimbursed later, in #ase the pro&e#t proponent is not the su##essful bidder! <0/ Pun;ab In6rastructure (De4elopment : Regulation! Act? $%%$ 1! 1hen any person makes a representation to the 2oard with respe#t to any pro&e#t, whi#h has not yet been appro(ed or notified in terms of the pro(isions of this A#t, the same may be a##epted by the 2oard on a pro(isional basisI if su#h a pro&e#t in(ol(es a new #on#ept or te#hnology! 2! 6n a##eptan#e of the proposal by the 2oard, the 2oard may pur#hase the proposal from the proposer on payment of a sum mutually agreed between the proposer and the 2oard! )! Hnder the proposed Swiss Challenge Route, R7" shall be #onsidered as Proponent of the 2ase Proposal for soli#iting Counter Proposals by the L$nter State Committee9! Counter Proposals from interested and eligible bidders would be in(ited for this pro&e#t! $f any other +ualifying bidder :Challenger; offers an L(alid Counter Proposal9 whi#h is found to be better than the 2ase Proposal as submitted by R7", then first right of refusal to mat#h the 2ase Proposal to Counter Proposal shall rest with R7"! $f R7" mat#hes its 2ase Proposal to the best of Counter Proposal, then R7" shall be regarded as the preferred bidder! 6n#e the preferred bidder is sele#ted there shall be no further negotiations, whatsoe(er! $n #ase R7" refuses to mat#h its 2ase Proposal to the best of the Counter Proposal then the firm whi#h has submitted the best Counter Proposal shall be deemed as Preferred 2idder! 'he Con#ession Agreement shall be based on the /odel Con#ession Agreement with S#ope of 1ork, Pro&e#t -a#ilities and Spe#ifi#ations and Standards in lines with F>A$ pro&e#ts! An Agreement will be drawn up between F>A$ and the limited liability #ompany to be in#orporated by the Su##essful 2idder as Spe#ial Purpose Mehi#le :SPM; on real toll basis :the NCon#ession AgreementO;! Re(enues from the proposed tolling of the NPro&e#tO will a##rue to the Spe#ial Purpose Mehi#le undertaking the Pro&e#t :the NPro&e#t CompanyO or the NCon#essionaireO; and would be appropriated as per the pro(isions of the Con#ession Agreement! &0 ESTIMATED (2ST 23 3EASI*ILITY ST#DY 'he estimated #ost of #ondu#ting a feasibility study and preparation of 3etailed Pro&e#t Report :3PR; will be Rs PPPPP : check figure; based on a rough estimate! In #ase R7" is the preferred bidder, then the #ost of preparation of the 3PR shall be

Grant to Con#essionaire the authority to regulate traffi# on the Rail System g! 'hese road stret#hes are Salem to Hlundurpet, 'ri#hy to @arur and 'ri#hy to 3indigul! Apart from this R7" has been awarded in 1GG* the work of 8 laning of 2 26' stret#hes in 'amil Fadu namely Famakkal to @arur and 3indigul to Samyanallore! 'he ) pa#kages re#ently awarded are #ontiguous to the already awarded pa#kages! 'he new additions has taken the Road Portfolio of R7" to 8,, kms worth Rs! )1,, Crores in a short span of less than 2 years and has emerged as one of the largest 26' Con#essionaire for F>A$! $n order to add to its e4isting road pro&e#ts portfolio, the group plans to undertake de(elopment of new road pro&e#ts and a#hie(e a #riti#al mass in this segment!
