nana how the media could gain more
access to the government when the
government is perpetually unavailable
to the media.
Xanana didn’t bother with that
one (leading by example, perhaps?).
And it wasn’t just the audience he
ignored. He didn’t bother with fellow
panelist Gabriella Carascalao-Heard’s
question about the specifics of police
capture, either. Who would be cap-
tured (the journalist or the editor) and

anti-AMP any more than the next
person. Believe it or not, we don’t sit
around and talk politics in the office.
The journalists I know want to get
their interviews, report what they hear
and go home. Sadly. Most of the jour-
nalists I know, if given a press release
from Xanana or any other government
higher up, will print it verbatim. It’s
bad, but let’s call it what it is: laziness,
not malice.
Though I don’t know if Xa-
nana can tell the difference. It was
laziness on behalf of the journalists not
to check the facts about the incident at
the Ministry of Solidarity and Society
a few weeks ago. They were sloppy
when they reported unconfirmed sto-
ries from two members of parliament
without checking further.
Just to be clear: We’re talking
about journalists who reported inaccu-
rate information gotten from parlia-
ment. And now they’re being yelled at
and threatened by the same govern-
ment.
And these parliamentary
authors of the original tales are... well,
they’re not in jail. Nor were they in the
audience Saturday.
If the journalists aren’t anti-
Xanana now just wait until they’re
arrested.

We, the editors of The Dili Weekly, will say
it up front that there are mistakes throughout,
and if you’ve come this far, then you’ve prob-
ably spotted a few by now.
Sure we have misspelled a name or two,
there’s a wrong date hiding somewhere, or
some poor woman is now twice her age. And
even though we would have loved there not
to be any, there may even be a wrong fact in
there somewhere.
But that’s OK because we know that it
is not easy to get it all right, at least not all the
time. So let us get a few things wrong in the
first few issues, and even though we cannot
promise things will be perfect after that, we
will get better at checking our mistakes. And
because we plan to be around for a long time,
we will become better and better with every
issue.
See, The Dili Weekly is not just a new
newspaper; it’s a new approach to news cov-
erage in Timor-Leste. This newspaper seeks
to be the community’s journal of record and
in this community that’s no small thing. This
community speaks a myriad of languages and
has multifaceted interests.
This community is made up of interna-
tionals from all parts of the globe and from
Timorese from all parts of the country and
yet there are things that bind us to each oth-
er. One of those things is the need for accu-
rate and reliable information. The Dili Weekly
wants to give you just that, in two languages
English and Tetun, and thus put our English
and Tetum readers on the same page when it
comes to knowing what is happening around
you.
we will bring you with every issue, let us tell
you also about our team of reporters. We are
very proud to say our content is written by a
team of very committed and talented young
East Timorese reporters – four females and
five males. Some are university students, oth-
ers have just recently completed their SMA
(senior high school), and one is even a former
public servant.
One thing they have in common though,
and that is the drive to be the best reporters in
the country. And they might just become that,
one day! In the meantime, enjoy their news
stories, and watch their professionalism grow
with every issue.
As for us, the editors, there are two of
us one Timorese Tetum language and a mala’e
(well not that much of a mala’e anymore) Eng-
lish language editor.
And now to you, our readers, here’s how
you can help us, and make this your commu-
nity newspaper. If you see any errors worthy
of mention, please let us know. We’re going to
start a corrections column on this page next
week and we assume it will be rather full over
the first few issues.
At the Dili Weekly we would like to in-
clude your letters, your wedding announce-
ments, notices of your upcoming events, birth-
days, anniversaries, your sports, your hobbies,
and your faces. We want to go where no other
newspaper has yet gone—into the commu-
nity. A community newspaper is a reflection
of all interests and it is our hope that we can
cover this common ground together.

Two from Timor to go to China Olympics

Two athletes will represent Timor-Leste
in the the sports of running and swimming at
the Beijing, China Olympics in August. Cur-
rently the athletes are being prepared while the
Timor-Leste Athetic Federation is holding quali-
fications for all athletes.
”We do not yet have a possibility to play
inthe Olympics because the criteria are still not
certain and the conditions are not yet good. We
don’t yet have good infrastructure like fields,
although the International Olympic Committee
(IOC) has opened the door for our nation which
does not yet have the power to participate in
these sports,” Joao Bosco, a member of the Na-
tional Olympic Committee of Timor-Leste said.
Thus we will have to enter in the back
door and have the National Olympic Committee
of Timor-Leste lobby on our behalf. Timor-Leste
can, in reality, enter two people, one in swim-
ming and one in running.
First you have to take a look at the
athletes Joao Bosco said, and then the olympic
committee can give information to the federation
and the federation must then prepare the athletes
before they release their names to the public.
The federation looks at athletes who are
the best in the district, association or club in
each sporting event. All of this comes from the
IOC to the national olympic committee and
then is sento to each federation individually
which is already listed.
To prepare for the sports the athletes
must train their bodies as well as their minds and
this is the federation’s responsibility. The govern-
ment does not yet have decent sporting infra-
structure which impedes our ability to partici-
pate in international competitions.
In the event of soccer every nation that
wants to play must qualify and all the nations
have already had their preliminary games in
2007. Timor did not have a team up for compe-
tition because of the internal political problems
last year.
Timor-Leste does not meet the qualifica-
tions also because there is no infrastructure and
also because the federation which has had lots of
problems in the duration of the process which
are still not yet resolved which have affected the
federation’s ability to hold competitions here.
CONTL has also invited journalists from
Timor-Leste to go to the Olympics in Beijing
with them. They will pick the journalists based
on the amount of sports reporting each journalist
produces.
According to Afranio Xavier Amaral,
the president of the Federation of Timor-Leste
Athletics, the two athletes who will go should be
athletes who have already competed in events in
this country and outside.
Amaral added that the preparation and
conditioning of the athletes has not yet really
begun.
Until now the president has not been
sure of where the support for the Olympic teams
will come from. However, Amaral said he be-
lieves the government of Timor-Leste has the
ability to support any team.

Wannabe EDTL fuel thieves

DILI (TDW): Five men, all of whom were em-
ployees of the electric department are under police inves-
tigation for the attempted theft of gasoline following the
attempted theft of gasoline for a power station generator
two weeks ago.
Eye witnesses say the men, with the initials DL,
JGP, FCB, BDS, MSA, drove a truck into the Comoro
substation and proceeded to link it via hose to a genera-
tor’s fuel supply.
It started with a phone call.
Arlindo Pinto Soares, a military second sergeant,
said he was waiting in his guard post with another guard
at about midnight. He said at night about that time three
substation operators come and go by the main gate, but
otherwise there’s not much action. But this night his
phone rang.
“That’s what I couldn’t believe,” he said. “Some-
times when something like this happens, I estimate the
situation and use military strategy to figure out what’s
going on. Because I think, me personally, it’s already late
at night and my girlfriend wouldn’t be calling this late at
night.
“So I lied to them and told them I was already
asleep and then I turned off the light from the guard
shack and I told one of my other guards to go wait by
the gate and keep an eye toward the sea while I stayed to
keep an eye on the generators.
“It wasn’t long until three operators came and
asked for some water to drink. I gave them two bottles of
water and they thought we were resting for the night,” he
said.
Soares said he figured the three operators were
professional thieves because they used various strate-
gies to steal the gas. He said it wasn’t long before he saw
a hose coming from the top of a building with gasoline
leading to a truck. Soares then grabbed his gun and shot
out the tires of the vehicle. There was one person inside

state has earmarked over one million
dollars from its budget to begin its sec-
ond decentralization pilot project in
Baucau, Ainaro, Covalima and Manu-
fahi.
Through decentralization the
national government seeks to cede
greater control to the district and
subdistrict levels and will focus on the
improvement of basic infrastructure
like health care, education, electricity,
local governance and water and sanita-
tion. The program debuted last year
as a small four district pilot project in
Manatuto, Aileu, Lautem and Bobon-

DILI (TDW): After five and half years the government is ready to imple-
ment the border pass program which will enable Timorese and Indonesias on the
border to enter up five kilometers to visit and traditional comercial negotiationa

The border pass is free, and elligable to people who reside in Maliana, Suai
and Oecusse. Border passes will be available in March. Prime Minister Xanana
Gusmao will officialy visit Jakarta in January and February to sign an agreement
with the Indonesian government related to the border pass program.
”This border pass program was created to opened the traditional market
implementation,” the director of immigration department, Carlos Jeronimo said.
”The reason is to help the people who very closely live on the border, to help them
with this agreement. People above 17 years can have to access the border pass
which permits entry within 24 hours. When it is finish, they must return home.
Those who want to buy goods must follow the rules and regulations so that there

In preparation for the border pass project, Jeronimo said his office will
require some additional border patrol offices as his staff is currently very busy

should begin with a pilot project.

Police captain suggests new Dili 33 teachers get
barracks as home for IDP police trained to promote

DILI (TDW): The com-
mander of the National Police of
Timor-Leste has asked the government
to build a barracks quarters for the 97
members of PNTL still living in refu-
gee camps because of the 2006 crises.
The commander of the Dili
district, Pedro Belo, asked the gov-
ernment for the barracks earlier this
month with the objective that all the
police in Dili could live together in
one place.
Belo hopes that, when the po-
lice are together, they will feel a sense
of unity and this will lead to tighter
public security. Belo, the former com-
mander of Baucau, was just given
his Dili post in December and this
is his own initiative to reorganize the
police’s unity. He said he didn’t want
to see the people in Dili feel ill will
or threaten him or his family because
of this initiative. He said that when
the police are unified then they want
to defend what is correct and will not
defend what is wrong and will refuse
to threaten people’s lives or cause vio-
lence.

DILI (TDW): To combat the country’s illiteracy problem the Cristal In-
stitute, a Catholic Institute in Balide, spent $45,945.20 toward this year’s teacher
training program.
Already in its third year, the Dili-based program trained a total of 33
teachers from the districts of Bobonaro, Ainaro, Same, Dili, Lospalos and Bau-
cau.
“The objective is to train teachers who can then train children, old wom-
en, old men and those others who cannot yet read or write and teach them how to
lead independent lives and not lose the skills we teach,” said Agustinho dos Santos
Goncalves, the general coordinator at the Cristal School.
The training of the literacy teachers began in early January and stopped 28
January, after which time the teachers went back to their districts.
The teachers were made up largely of non-professional local educators.
Some had been volunteers teachers, others had been heads of youth programs and
still others were about to graduate from university. But each of the students came
of their own volition because they already had some experience teaching illiterate
students.
