The Parish Pump was started in 1979 to provide a free community magazine in the parish. It began as, and still is, a joint venture, combining the church magazine and village magazine. The Parish Pump is sponsored by the Parochial Church Council and Debden Parish Council. Both bodies contribute financially to the cost of running the magazine by means of a donation, received annually. It is intended that the magazine reflects all aspects of village life within the parish and provides an opportunity for community matters to be raised. In addition to the information recorded in the magazine, our sister publication, the Debden Directory provides a host of useful contact numbers for services ranging from bus times, local plumbers, doctors and restaurants. If you do not have a copy, please contact a member of the committee. The magazine has editors but no official reporters. Consequently, an interesting magazine depends on articles, news, etc. coming from people in the village. The th closing date for submitting material is: the 12 of each month. The editors job is to edit. This means fitting the material into the space available and trying to ensure there is a reasonable balance of views on controversial subjects etc. Consequently, it is not always possible to publish everything submitted and sometimes changes have to be made to the length of a contribution. Non topical articles cannot always be published in the next issue but will appear later unless you are told otherwise. Contributions of up to 400 words have a better chance of being published in full than longer ones. Please note that the present and past editions of the Parish Pump are now available on line on the new website www.debden.org and that any material submitted will be automatically featured on the website. If you wish to have your name and/or contact details (which must normally accompany any contributions) withheld from the printed edition and/or not to appear on the website, this must be stated at the time of submission. E DITORIAL
It is good to see how many community events in Debden went on during December and January; events that involved all ages from the Church Fair with the nativity scenes (page 7); the Village Christmas party (page 23 ); the various Christmas services; Debden regatta (p 22); and the History Recorders social evening (p 21). During the local Recorders evening, members were shown the DVD of the millennium events hosted by the Village in 2000. What a magnificent range of activities there was and, once again, catering for all ages. It must have involved a tremendous amount of planning childrens workshops, a treasure hunt, a tea dance, a ball with dinner as well as the dedication of the New Room at the Church. The DVD along with Trevor Frys stunning photographs are a worthy historical record of a committed community. It was wonderful to see the enjoyment on peoples faces and it is so encouraging to see what can happen when everyone works towards an agreed goal. 2014 sees the 100 years commemoration of WW1 - a time to reflect and give thanks for strong, united communities in which men signed up and went to war for their country. I know the Debden branch of the Royal British Legion is organising a commemorative event on August 4th and we already have Henry Blackies comprehensive leaflet on Debdens local heroes. In addition, it is also 100 years since the Chelsmford Diocese was createdon 23rd January 1914 - and again there are going to be celebrations under the heading of celebrate and commit. The parishes around Debden are all joining together for a Team Service at Debden Church on 2nd March at 4pm entitled Glimpses of Glory; in April there is an afternoon of fun, food and fellowship at St Marks College, Audley End to which all the local parishes are invited. These events only happen because people work together for a common goal; to remember those who fought and died, to celebrate a Dioceses 100 years and commit to ensuring that the life of the church goes on. Debden people clearly know how to work together and organise events. So we must think carefully about the funding and the building of the new Village Hall. We need to ensure that we are working towards a common goal and creating a place which is committed to the community; a place which can be booked for community organisations - both large and small; a place which can be used for local events that involve all the community; a place that celebrates, Debden.

Public meeting to decide how we pay for new village hall


A village meeting to help decide how to pay for Debdens new village hall will be held on Thursday January 30 at 8pm in the village hall. Every household has received a leaflet (copy with the Pump) urging residents to attend the meeting, called by the New Village Hall Group (NVHG), Debden Parish Council and the Trustees of the village hall.
The meeting will hear the outcome of an extraordinary parish council meeting on January 23 to discuss a proposal by NVHG that the council applies for a government loan to get the hall project under way. NVHG says the loan would provide reassurance to organisations approached for a grant that substantial funding had already been secured. The alternative would be to rely on generating funds from within the community. Before applying for a loan, the council would need to have in place a guaranteed means of making repayments. NVHG is recommending that the council increases the precept the parish councils working budget provided by Uttlesford District Council which would result in an increase in the parish element of the council tax. NVHG wants the precept increased this year to take advantage of a loan at low interest rates and avoid the risk of a government cap on council tax next year that could block this funding source. The measure would give the council a year to decide whether to take up the full or part-loan. If repayments can be covered by fundraising, the precept could be lowered the following year. Window of opportunity We should not miss this window of opportunity, said Stewart Luck, chairman of NVHG and a parish councillor. Efforts to build a new village hall over the last 15 years have failed through lack of funding at the start of the project. The council heard that an application for funding to Viridor, the waste disposal company that makes grants to community projects to offset the tax it pays for landfill, had been turned down. The grant would have paid for the construction of the shell of the building. Viridors decision was a big disappointment, said Stewart Luck. We are seeking funding from other organisations but in order to keep to our original schedule and start building the hall this year, we need to show we have funding in place. A condition of the loan would be that planning permission and final costings are in place and that the scheme has community approval. 4

Some residents have expressed opposition to the loan and the consequent rise in council tax, preferring to wait until sufficient money is available from fundraising, said Roger Forster, vice-chairman of the parish council. He added that others wanted substantial funds to come initially from private donors who could afford it and other funding bodies before the precept was considered as a last resort, which NVHG has stated as its fundraising policy. He also believed that the building proposed was too large, could be costly to run and that car parking was insufficient.

All of these issues, and especially how the hall should be funded, will be discussed at the village meeting on School news January 30. Following the village meeting, a further extraordinary meeting of the council will be held to set the Potato competition precept for this year by the February 13 deadline.

Debden heralded in the New Year with a special music night at The Plough on January 4. The pubs regular dynamic duo, Alan (Hairy Al) Shambrook and James Rowley, played to a packed house with a medley of popular rocknroll numbers to get 2014 off on the right note, most of them in the right order!

DEBDEN BRANCH PRESENTED WITH TWO PRESTIGIOUS ESSEX COUNTY ROYAL BRITISH LEGION AWARDS
At the Annual Essex County Royal British Legion Conference, held at the Marconi Sports and Social Centre in Chelmsford on Saturday 10th January, Debden Branch RBL was presented with two prestigious County Awards. The first award was the Nigel Bird Trophy for the Essex Branch without a Club to achieve the greatest percentage increase in membership over a period of 12 months between 30th September 2012 and 30th September 2013. To win this trophy, Debden Branch membership increased from a total of 23 at the beginning of the period to 73 at the closing date, a staggering increase of 317% in one year. The second award was the Toby Brace Trophy for the runner-up small Branch in Essex which demonstrated the most improved efficiency over the last 12 months. The Branch is a signatory to the Community Covenant with the Royal Engineer Garrison at Carver Barracks and maintains close links with the Royal Engineer units based there. It is affiliated to 1824 (Saffron Walden) Squadron ATC and Debden C of E Primary School. A total of 14 members of Debden Branch have been presented with RBL Awards during the last 12 months. The Debden Branch annual Poppy Appeal raised 1516.17 last November, another increase for the fourth consecutive year. Asked to comment on these awards, the Branch Chairman, Colonel (Retd) Roger Burgess OBE (Late 9/12 L) explained that in all our activities this year we have made a conscious effort to adhere to the 4 Pillars of the Royal British Legion, Remembrance, Welfare, Representation and Comradeship. In doing so we have managed to raise the profile of the Branch locally and attract new members. This is a massive achievement for a small Branch like Debden and the Branch is now vibrant and active. We now eagerly wait to see if Debden has qualified for the Jellicoe Cup, the RBL National Award for the small Branch with the most increased Membership throughout the last year. Artistic Nativity Scenes at the Church Fair


Village communities showed their inventive powers when asked to create nativity scenes relating to their organisation for the Christmas Fair held in the church. This made judging the winning entry very difficult so, in the end, three organisations shared the prize of chocolates and flowers. The badminton group, masterminded by Steph Watson, had shuttlecock shepherds and wise men whilst Woolf Plumbing used the tools of the trade to create a delightful scene. The third winning organisation was the History Recorders Group who based their design on a stained glass window. There were other magnificent creations including the Village shop using a shopping basket as the background to the scene as villagers queued to shop there and the Church Choir decorated theirs with music scores. The roof of the Parish Pump entry was made from copies of the magazine. The PCC would like to thank all those who spent time and effort in creating their scenes and commend them on their wonderful creations.

Dear Editors, BT BROADBAND

I am sure I am not the only one in the village to be frustrated by the slow broadband speed we suffer in the village. Not only does it create problems if one tries to watch catch-up but it means it is impossible to get the much-advertised BT Sport. I have complained to BT, not least because of their direct mailing re BT Sport when they must know that with our postcode we cannot get it! Initial responses promised up-grading but I have now had confirmation that OpenReach consider that it would not be commercial to upgrade Newport exchange. BT say we should make representations to the county council to get them to use Government money for this. I have registered my support for this on-line but clearly the more people who complain the better. So, if you are concerned, do join in the process. On the other hand some of you may already be doing something about it or indeed have better ideas about what might be done to get some progress. Perhaps the Parish Council could add its weight behind a campaign to put pressure on ECC. I would be interested in the views of other villagers.

At the beginning of 2014, we wish all of our customers a very Happy New Year! Firstly I want to say a very big thank you on behalf of the Shop. As many of you will know, a Pub Quiz is held at the Plough every month and during 2013 it was decided that any monies raised would be donated to the Shop. As a result a startling donation of 379 was announced before Christmas. This money is a most welcome gift and we owe our sincere thanks to all those who organised and took part in the Quiz. It is greatly appreciated. The Shop continues to stock items that we hope you will find useful, either to keep your store cupboard well supplied, or to answer the last minute needs that we all have. We have begun a new system of being able to supply fruit and vegetables. These are bought on Tuesdays and Fridays, to ensure the stock is always fresh. Please use this service, which we can expand if the need arises. During the cold weather, which we are assured is coming, we will keep a good supply of winter warming soups and 'comfort' foods. We will also ensure that we are well stocked with kindling wood and firelighters, so whatever the weather, the Shop will keep the village going!

Dear Friends, Happy New Year! It was wonderful to see so many people, young and old, in Debden Church for one or other of our Christmas Services. There was such a happy atmosphere and a real spirit of love and care. It is also very good to know we have helped those in need; Christmas collections amounted to 1133.65, of which 260.30 was given to the Childrens Society and 380.00 to Crisis at Christmas. Thank you so very much for your generosity and kindness. At the beginning of this New Year, no doubt you, like me, are looking ahead, making resolutions, planning projects and considering how to bring them to fruition; hopefully there will also be one or two lovely events on the horizon to which to look forward. This will certainly be a very special year for Chelmsford Diocese which celebrates its centenary. Essex was originally part of the Diocese of London, then of Rochester, and finally of St Albans, which was an impossibly large diocese to administer. Thus the Diocese of Chelmsford was formed in 1914 becoming the second largest in the Church of England, with a population of about 3 million across Essex and East London. It is very young in Church terms, nonetheless 100 years is a special anniversary and well worth celebrating. So this year, each church in the Diocese is being asked to put on a sparkling, attractive, appealing, intriguing event that will reach out into the local community. Debden Church has begun thinking about this ideas are being explored; watch this space! Sadly, this Christmas and New Year has been a difficult time for more people than usual, due to severe flooding and high winds in parts of the country. Many are still suffering and may face some months before their lives and livelihoods are restored to normality. Please keep them in your prayers. May God give you his blessings and care in 2014. Dear Pump Reader, Happy new year to you all! The end of last term was a very busy time with many special events held. KS2s production of Babylon Times was a huge success. The children performed two afternoon and two evening performances to packed audiences. T

The acting, singing, dancing, recorder players and percussionists were of a very high standard. Well done to everyone and a particular thank you to Mrs Patterson, our musical director.

Reception Class, Class 1 and Class 2s performance of the Nativity, Donkey for Sale was amazing. The children performed to two packed audiences. The singing, acting and narration were all brilliant. Well done to all the children and a special thank you to all the teaching staff.

FODS (Friends of Debden School) organised and ran several key events which included the childrens Christmas Sale, the Christmas Fayre, helping Santa to provide a gift for each child in the school and organising raffles at each of the productions. A huge thank you to FODS for all their hard work.

The Second Annual Debden Potato Challenge In 2014, the challenge is to grow more potatoes than last year; the reward is to be crowned Debden Potato Master plus sundry peripheral benefits. How it works:Register as a grower with me at brad@bamfield.name as soon as possible but by Friday 21st February at the latest; there are no age limits. At 8pm on Friday 21st February in the Plough you will draw your seed potatoes from the sack. Prepare your potatoes for planting however you wish but be warned cutting is not permitted. Plant your potatoes whenever you think appropriate, in a tub or bucket, in soil or growing medium of your choice. Only tub or patio planter-grown potatoes will be assessed, flat grow bags or in the ground planting are not permitted. Nurture your potatoes as you wish fertiliser, nutrients, secret growing enhancers (yes Mr Wilson we are on to you this year) or talking nicely to them are all permitted. The competition ends on Saturday 19th July when all competitors assemble at the Plough at 12 noon to begin the judging which will be by weight of plant and potatoes. The Judges and competitors will visit each competitors growing location to see the completion potato plants in situ. Each competitor, during the judging, provides refreshments for the Judges and fellow competitors. It is anticipated that the judging will take at least 30 mins at each location. The Judge will lift the plant and record the weight of the plant and potatoes. The organisers request and require absolute silence during the meticulous assessment. The Chairman of Judges is a knowledgeable vegetable grower and will be able to eliminate any additional spuds added to the tub (by accident of course). The Chairman of Judges decision is final. The results and awards ceremony will be at The Plough at 7 p.m. Supporters of competitors and general bon viveurs are welcome to join the judging tour. Last year the party swelled as we progressed and we even had farmers from Chichester. Steve and Bridgette Jasper and Mike and Pat Fairchild have a lot to live up to this year to exceed their fantastic hospitality. Entry fee - 5 - paid asap to secure your entry. The excess entry money, after deduction of the costs and fees, will be awarded to the winner of the competition, who I am sure will want to buy his fellow competitors a victory tipple. D EBDEN L OCAL H IS TO RY R E C O R D E R S G ROU P The Group held its annual Social Evening in January. The event had a distinctive Millennium celebrations flavour as it featured a showing of a DVD of film footage recorded during the Millennium events held over a weekend in May 2000. This included scenes from Childrens Activities, the Dinner and Ball, the Tea Dance and the Consecration and Dedication of the Parish Churchs New Building. The showing was made possible thanks to the efforts of Colin Magness, one of our members, who undertook to edit the many hours of footage into a very comprehensive and amusing historic document which will provide a snapshot of our village for future generations Watching the DVD brought back many memories to those, like myself, that have lived in this village for many years, of people that for all sorts of reasons are not with us any longer. The biggest reflection, though, came to me watching the Dedication of the New Building when I realised that, in all the many centuries that the Parish Church has been in existence in the village, this was the first time that a major alteration to the church had been recorded both visually and in sound form for posterity. There are, in fact, no drawings or, more recently, photographic records, of events leading to the many additions and/or major changes that the building undertook over the centuries, from the erection of the Chiswell chapel to the various rebuildings of the bell tower. We are truly fortunate that modern technology enables us to record these happenings for future generations. To complement the showing of the DVD we had an exhibition of photographs that have been generously donated to the Group by Bridget Fry from Trevors superb collection of Debden photos taken over the years. Debden yachties no match for das boot


What do the following have in common: a floating box of matches, a steam engine in a plastic container and an aluminium foil turkey tray? If you have not got the answer, the pictures should give you a clue, writes the Pumps yachting correspondent. These were some of the more inventive craft that took to the water at Mica Browns traditional Christmas boat regatta. As usual, the event was conducted under Royal Yachting Association rules, and the recent Admiralty diktat about not drinking and sailing was strictly observed until someone found a bottle opener. This year there were at least two catamarans Under starters orders made out of chunks of insulating board, several craft knocked up in minutes when their skippers realised the date, and even one or two actual yachts with sails. Asked why his floating matchbox craft was named Matchless, skipper Michael Barton said, its because the crew never go on strike. Although British design was very much to the fore, it was Roys boat bearing German insignia that carried off the priceless trophy. As Vice-Commodore Cathy commented, Vorsprung durch Technik. Quite a few craft took shelter in the harbour in the fickle wind 22

News from Debden Pentecostal Church

Dear Friends, Anyone who has visited our coffee morning will know Bill and Audrey Rawlings who have faithfully run this activity in the church for many years. In December Bill and Audrey celebrated their 60th wedding anniversary and testified to Gods faithfulness over all the years of married life together. In the photo the happy couple are being presented with a gift from the church by Paul Baker. They were also delighted to receive a card from Her Majesty the Queen. For several years a family from the Carver Barracks have been meeting with us and have been a real help and blessing to us. During this time we felt with them the deep trials of two postings to Afghanistan but were able to keep in touch by email and support them with our prayers. I imagine that most of us are familiar with the hymn Guide Me O Thou Great Redeemer; apart from when we sing it in church it is, I am told, even popular at rugby matches! The hymn was written by the Welsh evangelist William Williams who was born on February 11, l7l7. Though William never left his native Wales, his hymn has influenced Christians throughout the world. Originally written in Welsh, it has been translated into over seventy languages. In it he compared the pilgrimage of the Christian life to Israel's forty years of wandering in the desert wilderness. Guided by the fiery and cloudy pillar, feeding on the bread of heaven, the Christian would eventually come to the edge of Jordan and pass on to Canaan's

December Parish Council Meeting Co-option of a new Council member Jeanette OBrien was co-opted to the Council with immediate effect. Footpaths The wooden bridge which goes over a deep ditch on Footpath 44 at Debden Green is rotten. ECC will be asked to deal with this urgently. Byway 63, off Rook End Lane, will be temporarily closed from 16th December 2013 for six months for drainage work to be undertaken. Full details on the notice boards. Smiths Green Car Park Several cars have been broken into recently. In view of this, UDC will be asked to remove the hedge on the road side. Any further incidents should be reported to the Police by phoning 101. Crossroads at Debden Green The Council will be liaising with Dist Cllr Knight following the report in the December Parish Pump regarding a number of accidents. Event to mark the beginning of World War 1 An event will be held in the village on Monday, 4th August to mark the outbreak of World War 1. Further details will be available shortly. Petition by Uttlesford United Residents Group to UDC The Uttlesford United Residents Group is made up of several action groups across the area plus Parish and Town Councils, and individuals. They have serious concerns about the UDC Local Plan and are inviting Parish Councils to sign their petition urging UDC to reconsider. It was agreed that the petition should be signed by the Council. ECC Winter Salt Bag scheme Thanks were expressed to the four residents who have volunteered to help salt the pavements etc., in different parts of the village. VAS signs in Thaxted Road The new flashing VAS sign will be erected in the grass verge opposite No.10 Smiths Green after Christmas. Progress Report on the New Village Hall The Viridor application has been submitted to cover the cost of building the shell of the new hall. Further funding will be needed to cover the interior. Cllrs.Tetlow and Luck will visit UDC on 9th January to obtain full details of 34

the terms and implications if a loan of 200,000, or alternatively 50,000, is required. The Council reiterated that they would need a fully costed proposal plus a business plan in order to consider using the Precept. It has already been stated this would only be used as a last resort. As the plan for the new Village Hall has less usable parking spaces than at present, it was suggested that additional parking space is created behind the pavilion. The NVHG agreed to consider this. Community Cars Scheme Community Cars is a local service run by the Royal Voluntary Service to help the elderly keep transport costs down. Notes for Parish Pump on January Parish Council Meeting Potholes All the potholes through the village have been reported to ECC and a letter will now be sent to Cty Cllr Simon Walsh. The Council would urge as many residents as possible to contact ECC, www.essex.gov.uk/ highwayfaultreporting or 0845 6037631 and lodge their complaints. Parking problems It would be appreciated if cars would not cause an obstruction by parking on the pavements. A gap of 1M should be left to avoid a penalty. Gritting The ECC gritting lorry is now covering Debden Green as the road has been reclassified. Gritting routes can be viewed on the website,www.essex.gov.uk UDC Consultation on Housing Strategy and Additional sites The Council responded to the above Consultation. All replies can be viewed on the UDC website, www.uttlesford.gov.uk 2014 Essex Village of the Year and Best Kept Village competition RCCE have invited two representatives to attend a meeting to assist with preparations for the 2014 competition. Allotment Rents The current charges have been reviewed and a modest increase will be implemented in April, 2014. New Village Hall The Council were requested by the NVHG to hold an Extraordinary Council meeting on Thursday 23rd January to discuss the options for financing and general arrangements for a new village hall. Budget for 2014/15 The total Budget for 2014/15 has been agreed at 15,679 and it has been recommended that the Precept should be set at 15,950 (Precept for 2103/14 was 15,450). The Precept forms were not completed but must be returned to UDC by 13th February, so an additional meeting will be necessary Planning applications The following application has been received. Football match 4th January 2014 Little Downham Swifts 2 Debden 5


Debden started 2014 lying in 2nd position in the league and travelled to Little Downham Swifts to continue their campaign in the John Ablett Cup. Debden went to the match with little expectation that it would go ahead due to the horrible January rain and cold. However, the match was played and Debdens 2014 campaign was underway. Debden started extremely slowly again, which has been their downfall all season, finding themselves down 20 in the first 15 minutes. Debdens lack of experience in the defence was letting them down and Lee Chapman (Debdens manager) quickly switched from 3-5-2 to the norm 4-4-2. Like switching on a light, Debden was now playing good attacking football and creating opportunities for Zak Rayner to score. The breakthrough finally came when Michael Pearce finished from a corner raising Debdens spirits and opening up the game. This great build up soon led to Adam Porter smashing the ball into the back of the net, clearly stating Debdens intentions to go on and win. Debden now had the momentum and didnt look anything like the same team at the start of the match! Again good ball movement led the ball to Zak Rayners feet. Rayner was one on one with the Swifts keeper and cheekily dribbled it around the keeper and poked it in the net. Debden then sealed up the Cup win with Charlie Segar slotting home to bring Debden a 5-2 away win and continue Debdens Cup run that they believe will end in silverware this season.
