REQUEST FOR PROPOSAL WITH TERMS AND CONDITIONS The objective of the study to conduct energy audit and prepare detailed Project reports (DPR) of 16 Govt. buildings and 3 Mandies for bringing the energy efficiency in the buildings by implementing the recommendations made by the Consultation Organizations. (I) 1. a) b) (i) (ii) (iii) (iv) c) (i) (ii) (iii) (iv) (v) (vi) d) (i) (ii) (iii) (iv) Scope of Work Review of present electricity, fuel oil & estimation of energy consumption in various load centers liker lighting, air-conditioning, water pumping etc. Electrical Distribution System Review of present electrical distribution like Single Line Diagram (SLD), transformer loading, cable loading, normal and emergency loads, electricity distribution in various areas/ floors etc. Study of Reactive Power Management and option for power factor improvement Study of power quality issues like Harmonics, current unbalance, voltage unbalance etc. Exploring the Energy Conservation Options (ENCON) in electrical distribution system. Lighting System Review of present lighting system, lighting inventories etc. Estimation of lighting load at various locations like different floors, outside (campus) light, pump house and other important locations. Detail lux level survey at various locations and comparison with acceptable standards. Study of present lighting control system and recommend for improvement. Analysis of lighting performance indices like Lux/m2, lux/ watt, lux/watt/m2 and comparison with norms of high rise buildings. Exploring the Energy Conservation Options (ENCON) in lighting system. Heating, Ventilation & Air Conditioning System (HVAC System) Review of present HVAC system like central AC, window AC, split AC, package AC, Water Coolers and Air Heaters etc. Performance assessment of window AC, split AC and package AC system. Performance Assessment of Chillers, Cooling Towers, Air Handling Units (AHUs) and cold insulation system of central AC. Analysis of HVAC Performance like estimation of Energy Efficiency Ration (EER i.e. KW/TR), Specific Energy Consumption (SEC) of Chilled Water Pumps, Condenser Water Pumps, AHUs etc. and comparison of the operating data with the design data. Exploring the Energy Conservation Options (ENCON) in HVAC system. Diesel Generator (DG) sets Review of DG set operation Performance Assessment of DG sets in terms of Specific Fuel Consumption (SFC i.e. KWH/Liter), Exploring the Energy Conservation Options (ENCON) in lighting system. Exploring the Energy Conservation Options (ENCON) in DG sets

Water Pumping Systems Review of water pumping, storage and distribution systems Performance assessment of all major water pumps i.e. power consumption vs. flow delivered, estimation of pump efficiency etc. Exploring the Energy Conservation Options (ENCON) in Water Pumping System. Thermic Fluid Heaters/ Boilers Performance assessment of hot water generators or thermic fluid heaters like estimation of efficiency etc. Exploring the ENCON options in electric drive system. Motor Load Survey Conducting the motor load survey of all drives to estimate the % loading. Exploring the ENCON options in electric drive system. Energy Monitoring & Accounting System Detail review of present energy monitoring and accounting system in terms of metering, record keeping, data logging, periodic performance analysis etc. Recommend for effective energy monitoring and accounting system. Others Review of present maintenance practice, replacement policies and building safety practices as applicable to high rising buildings and recommend for improvements. Cost benefit analysis indicating investment , Energy saving and pay back period. Preparation of DPR and submission of the same to the SDA. Connected load of the building in KW Area of the building. Lux level, power factor and COP and energy efficiency of various energy consuming systems used in the buildings for which energy audit shall be carried out along with specifications; make of testing equipments shall be used in the study. Information in BEE, GOI prescribed format placed at Annexure-III with DPR Time Schedule The study would be completed within two months from the date of issue of work

Penalty clause

The time for date of submission of the final report in the work order shall be deemed to be the essence of the contract and if the consultant fails to submit the final report within the prescribed period, a penalty of 1% per week of the total work order value will be imposed for the delayed period subject to a maximum of 5%. However, under force majeure condition, and for reasons beyond the control of consultancy organization, the Director, HAREDA, may grant extension as deemed appropriate in the case. If the assignment is not completed within the stipulated or allowed extended time or even after 5 weeks for which penalty has been imposed, the HAREDA will have the right to terminate the work order and allot it to the other firm at the cost and risk of the firm. The defaulting firm may also be blacklisted by HAREDA for such assignments in the State for a period as may be deemed fit by HAREDA and notify this to other organizations.

.. (IV) Payment Terms The Payment terms will be as under: 1) 25% advance payment against bank guarantee. 2) 55% after submission of draft energy audit report (80% if no advance has taken) 3) 20% after finalization of final energy audit report and recommendation of committee (V) Security Deposit

The EMD of Rs. 1000/- per building deposited by the consultant will be adjusted as security deposit and will be released only after successful completion of contract. (VI) Arbitration

In case of any dispute, doubt, difference the same shall be required to be referred to a third party in accordance with the provisions of the Arbitration and Reconciliation Act, 1996, as amended from time to time. All legal proceedings., if any, relating to the agreement shall be subjected to the territorial jurisdiction of competent civil courts at Chandigarh. Eligibility Criteria Only BEE accredited Energy Auditors or Registered Consultancy Organizations are eligible to quote for conducting energy audit of Govt. buildings Experience in conducting Energy Audit under SDA/BEE/GOI sponsored programme of building/Industrial sector of at least 20 Industrial/Commercial/Govt Sector buildings. Must have achieved minimum turnover of 20 lacs as on 31.12.2010. Balance sheet or certificate from Chartered Accountant to be enclosed with the offer. Must have at least BEE accredited energy auditor on their rolls. Time period for the submission of bids Last date for submission of bids: Opening of technical bids: Opening of financial bids: 3.00PM on 10.02.2011 4.00PM on 10.02.2011 Date shall be intimated later on.

SUBMISSION OF TENDER Bid shall be submitted in two parts in an envelope, super-scribed on top with Bid for the energy audit of Govt. Building. The technical bid will be submitted as per the format at Annexure-I along with forwarding letter (Performa-I).and the sealed financial bid will be submitted as per format-II at Annexure-II Offer shall be addressed to Director, HAREDA by designation and not by name. HAREDA shall assume no responsibility for misplacement or pre-mature opening of any part of bid, in case of above instructions or not complied by the tenderer. Any offer received after the deadline for submission of offers shall be rejected and returned unopened to the tenderer. All the pages of bid documents shall be duly signed by the authorised signatory and company seal should be affixed or each page. Any part of the bid which is not specifically signed by the authorised signatory and not affixed with company seal shall not be considered for the purpose of evaluation. The offers should be signed and sealed by the tenderer or his authorised representative. The names and designation of all persons signing shall be typed or printed below the signature. Failure of furnish all information and documentary evidence as stipulated in the bid document or submission of an offer that is not substantially responsive to the tender document in all respects shall be summarily rejected. Conditional tender/telegraphic bid submitted in any other form then the prescribed format will not be considered
