The program Livelihood Support & Promotion of Small Community Infrastructure Project (LACIP) is co-financed by the Federal Republic of Germany through KfW
The total Project cost is 31.5 Million Euros and is being executed by Pakistan Poverty Alleviation Fund (PPAF) from April 2012 to December 2015. LACIP targets 60 Union Councils in 7 target Districts of Khyber Pakhtunkhwa i.e. Buner, Charsadda, DI Khan, Swabi, Chitral, Haripur and Nowshera. The Project aims to contribute to the improvement of the general living conditions and quality of life of the poor population in the selected Project Districts of Khyber Pakhtunkhwa; while focusing on the poorest populations which amount to approximately 600,000 people

The MOU between LACIP - PPAF and ATIN is from 17th April, 2013 to 31st December, 2015
ATIN is a subsidiary of National Logistics Cell Pakistan. It is a pioneer institute which has worked intensively in imparting skill training in the fields of Heavy Transport, Construction Machinery and related Applied Technologies with the vision to generate sustainable livelihood and employment opportunities for the undereducated and unemployed masses for seeking domestic and overseas employment opportunities.

This partnership has helped in providing the specific need based vocational trainings to the selected community members in the identified areas through ATIN in collaboration with Partner Organizations under LACIP

Role of ATIN - NLC in the partnership


After the selection of candidtates is done by LACIPs partner organizations, ATIN will then carry out apptitude tests and place the candidates in their suited training courses. ATIN provides all the logistics (accommodation, food and training material) required during the trainings. Once the trainings commence, ATIN coordinates and shares the progress of the trainees with LACIP Project Management Unit team on a weekly basis.State of the art equipment is used for the various types of trainings in order to ensure a higher standard of learning for the students. ATIN promises to deliver the Government of Pakistans recognized course completion certificate to every candidate at the end of the session which ensures that opportunites for employment for the trainees are maximized.

A total of 3000 trainees will be incorporated into 4 batches at the NLC - ATIN Institute
In June, 2013, selected community members initiated their training in Dina. The duration of the training program for each trainee was 3 to 6 months

The first batch of 498 trainees graduated on September 5, 2013 The second batch of 637 trainees graduated on December 20, 2013

Once the community members complete their training, they


are awarded degrees and certifications which hold significant value in terms of job marketability. The certification highlights their acquired skill base at the institute and demonstrate their ability to be an asset in their given field

Monthly and Quarterly Monitoring of NLC - ATIN activities is carried out at the LACIP Project Management Unit level as well as the donor level (KfW)

LACIPs Partner Organizations maintain a database of the trainees contact information once they graduate from ATIN-NLC. The database is used to track the employment status of the trainee graduates as well as link them up with job opportunities wherever possible
