MITIGATION PLAN HSE CARTAGENA REFINERY EXPANSION PROJECT

INTRODUCTION Securitas Colombia SA is a company committed to its customers, employees, shareholders and other stakeholders, thus providing the resources and support necessary not only for the development of its corporate purpose but for the maintenance and improvement of management systems (ISO 9001 Quality : 2008, BASC Safety: V3, Ruc Guide 2011 and Occupational Health and Safety OHSAS 18001:2007).

Securitas COLOMBIA SA as Service Company for Private Security, whose main raw material is its employees, active in the development of the Health and Safety at work in order to improve standards of working life, the quality of its services, participation of the organization in the domestic market and reducing the costs generated by industrial accidents and occupational diseases.

OBJETIVE This plan is aimed at the development and implementation of activities in the project CB & I Reficar, for preserving the health of employees, making prevention work and training to minimize the risks they may be exposed as a cause or consequence of work developed for the organization, thus contributing to the improvement of the working environment and productivity of their operations.

INTEGRATED MANAGEMENT POLICY Securitas COLOMBIA SA, has designed and implemented an integrated corporate policy (management company), whose last modified on August 22, 2012, version 3, as follows:

Development Plan
The accident rate statistics of the company show that the percentage distribution of the factors that caused the incapacities is: Mecnics (Sprains / Beats x Falls) Road Security Locative (Ladders / Irregular Surfaces Biolgics (Animal Bites) 42 % 27 % 31 % 01 %

To minimize hazards factors and avoid that present in the Project, that the percentage of accidents reaches zero intends to continue to the following plan which is divided into four areas: I. II. III. IV. Training Inspections Behavior Observation Program Safe Incentive Program

Training
1. Training in Hazard Identification and Risk Prevention a. There will be at least one weekly training HSE prevention issues specific risks identified in the project (Public Risk, Lightning and Storms, working at heights, Road Security, Pollution of water sources, Noise, Same Level Falls and temperature among others), this training workers will be participatory and will exhibit their concerns. It will be dictated by Project HSE Supervisor. b. The 5-minute briefings that are dictated at the beginning of each day by the supervisors but also involve HSE Supervisor project to reinforce the theme of compliance with the procedures and self-care into the workers. c. Booklets and brochures will be given corresponding to the most significant risks recall in the project and the prevention of accidents. d. Occupational Accidents (Lessons learned, legal foundations, and Basic Immediate Causes, return to work program). 2. Training on Health Security System at Work a. Monthly Training Epidemiological Surveillance Systems and Public Health b. Emergency Plan and its management in the project (including Simulations, First Aid) c. Training on Environmental Issues according to the Environmental Management Plan (Recycling and waste management, resource saving) d. handling and use of EPP in the project

Inspections Coordinator of the project, as field supervisors, Copaso, attendees and Regional Manager and provide help and support to the HSE supervisor in the inspection work to be performed on the project. Are various types of inspections performed, namely: 1. Inspections at workplace: will performed by all personnel assigned to the project staff, in addition to HSE supervisor, Regional Manager and Copaso, will be of two types: 2. a) Scheduled: According to the schedule set monthly with field supervisors and the project coordinator. b) Random: It will without notice, in order to detect conditions and / or unsafe acts at work 3. EPP Inspections: These inspections will be made daily in a random fashion in at least four places. If you detect any deviation PPE will be replaced immediately with spare stored in the camp. 4. Tools and equipments Inspections: Minimum will involve a monthly basis and the number of vehicles assigned to the project and all equipment that conform each post (metal detector, avantel, flashlight, binoculars, etc.), will serve to detect deviations and update the maintenance of these. 5. J.S.A. (Job Safety Analysis): To ensure that all work is performed in a safe way, there will be an analysis periodically 2 posts per week or 5 per month according to a preset schedule. This analysis will be provided using the following methodological steps: a. b. c. d. Behavioral Observation Program Safe: This will joined to CB& PIan (I CARE BEHAVIOR BASED SAFETY IMPLEMENTATION PLAN) Main Objective: Identify safe behaviors in the project to be taken on private guard posts

Two specifics Objectives: a) Explain these behaviors among workers in a systematic and orderly way to be perceived by them as relevant to their safety. b) Show the employees themselves risky behaviors that occur during the execution of the work and promote gradual change risky behavior to safe behavior.

Key features of the program, defining:. a) Safe behaviors to observe (in checkpoints, access control, inspection rounds and defensive driving) b) Population observed and observation areas (all post into the project) c) Number and characteristics of the observers. Incentive Program: Zero Accidents: Securitas has an incentive program in all branches where workers are encouraged to not had accidents during the month and will lottery a basket of products to be delivered to all personnel assigned to clients. Celebration and Recognition: Monthly celebrates the birthday of everyone who had a birthday in that month, in addition, we performed a staff recognition that stood out in the month by the different aspects of the service include: Detection of possible deviations from the procedures (positive) Significant News Report and Recommendations behavioral aspects - collaboration and good performance
