Richard Galpin reports from the US embassy where migrants have gathered
(BBC) - Thousands of African migrants have marched in the city of Tel Aviv to protest against their treatment by the Israeli government. The protesters, mostly Eritreans and Sudanese, are angry about a law that allows illegal immigrants to be detained for a year without trial. They demanded the right to work legally and for their asylum bids to be processed. An Israeli police spokeswoman said the march was peaceful. We are all refugees and Yes to freedom, no to prison! they chanted. Clear cry The BBCs Richard Galpin in Tel Aviv says the protest was prompted by the new law on detention, which had dashed hopes that a recent crackdown would be halted. The migrants, some of whom have been in Israel for years and have taken low-paid jobs, say they are all refugees who have fled persecution and conflict back home in Eritrea and Sudan. They say their only choice will be either to spend time in prison in Israel or agree to return home. The dangers in their home countries mean they cannot be forcibly returned. The migrants said they would hold further demonstrations outside UN offices and foreign embassies in Tel Aviv on Monday. An Israeli official said the authorities would continue to deal with people who, as she put it, had infiltrated Israel, adding that more than 2,600 had agreed to leave voluntarily last year. Ultra-Orthodox MP Eli Yishai said the migrants had been encouraged by anti-Zionist human rights organisations. He told the Maariv daily the protest was a sharp and clear cry for the state of Israel and judicial and law enforcement authorities to apply all the means at their disposal to return the infiltrators to their countries.
(BBC) - Parts of the US and Canada are braced for potentially record-breaking low temperatures as a blast of arctic air blows across North America. A winter storm has already blanketed areas of Canada and the north-eastern US with up to 2ft (60 cm) of snow. More than 3,600 flights were cancelled on Monday, on top of thousands grounded over the weekend. Schools have been closed in several US states and residents urged to stay indoors for their own safety. The storm and the deep cold have been blamed for 16 deaths in recent days. In developments across the region: A power failure in Newfoundland, in Canada, late on Sunday left 90,000 homes without electricity. It was a blow to residents already trying to deal with rolling blackouts and the aftermath of a blizzard, CTV News reports The National Weather Service in Kansas City predicted a low of -22C (-8F) for Monday morning, shy of the record low for this date of -25C (-13F) set in 1912. (BBC) - Libya has restarted oil production at the El Sharara field in the south of the troubled country after protesters ended a blockade, Reuters reports. The National Oil Corporation said that it was shipping the equivalent of 60,000 barrels of oil per day (bpd). It hopes to reach the fields maximum output capacity of around 340,000 bpd within three days. Blockades of oil terminals since July have severely restricting exports of oil, Libyas main source of income. (BBC) - Eleven people have died in clashes between police and Muslim Brotherhood demonstrators across Egypt, the health ministry says. The Muslim Brotherhood put the death toll at 17. Dozens of people, including police, have been wounded. The deaths were reported in the capital Cairo and the cities of Alexandria, Fayoum and Ismailia. Authorities have recently intensified a crackdown on the movement, which has been declared a terrorist group.

(BBC) - German Chancellor Angela Merkel has fractured a bone in her pelvis in a crosscountry skiing accident in Switzerland, her spokesman says. She will have to remain lying down as much as possible in the next three weeks and several visits will be cancelled, Steffen Seibert said. She also suffered heavy bruising in the accident, in the alpine Engadine region of eastern Switzerland. Ms Merkel was not skiing fast at the time, the spokesman added.

(BBC) - Sudan and South Sudan have begun talks to deploy a joint force to protect oilfields in the South threatened by rebels, Sudans foreign minister says. The news comes after Sudans President Omar al-Bashir flew to South Sudan to discuss the unrest there with his counterpart, Salva Kiir. The conflict pits supporters of Mr Kiir against rebels led by his sacked deputy, Riek Machar. At least 1,000 people have been killed since violence erupted on 15 December. The violence started after Mr Kiir accused Mr Machar of attempting a coup - an allegation he denies. Nearly 200,000 people have been displaced in the conflict, which has taken on ethnic undertones. Mr Kiir is from the majority Dinka community and Mr Machar from the Nuer group. China pushes for peace On Monday, Sudans Foreign Minister Ali Karti said Mr Bashir and Mr Kiir were in consultations about the deployment of a mixed force to protect the oilfields in the South. However neither of the presidents referred to the proposal during their joint news conference in the South Sudanese capital Juba. When it seceded from Sudan in 2011, South Sudan ended up with most of the oilfields. But it has to export the oil using pipelines through ports in Sudans territory. The government in Khartoum now fears its oil revenue will be disrupted by the fighting in the South. The BBCs South Sudan analyst James Copnall says it will be an extraordinary development if Sudanese forces return to the South. At least two million people died during the north-south conflict. Separately, the two warring parties in South Sudan have begun direct talks in Ethiopia aiming at a ceasefire. Analysts say that by seizing Bentiu, the capital of the oilproducing Unity State, the rebels have in effect been able to hold the country to ransom and

Until a ceasefire is agreed, fighting is expected to continue or even intensify, he adds.
(BBC) - Spanish Public Works Minister, Ana Pastor, has held an emergency meeting with Panamanian President, Ricardo Martinelli, as part of efforts to resolve a dispute over expansion work at the Panama Canal. Ms Pastor travelled to Panama after a building consortium led by a Spanish company announced it would halt work. The companies say Panama owes them $1.6bn (1bn) in added costs. Ms Pastor said that both sides should abide by the existing contract

(BBC) - Several thousand people have rallied in the centre of the Ukrainian capital in the first anti-government protest of the new year. Ex-heavyweight boxing champion Vitali Klitschko encouraged the crowd to continue occupying Kievs Independence Square. The protesters oppose President Viktor Yanukovychs policy of strengthening ties with Russia rather than the EU.

ith the Dry Season in full swing, Monrovias smelly drainages continue to fuel public outcry. In a tour of several affected communities in Central Monrovia Monday, drainages were seen clogged with wastes. Areas in Central Monrovia overwhelmed by the drainage problem include Center, Lynch, Gurley, Clay, and UN Drive at the Rally Time Market. Residents and business entities situated in those communities have on many occasions complained about the stench odor coming out of those drainages. Regrettably, children and elderly of the affected communities have insect bites due to the odor and bacteria infested water from the drainages. Business entities also find their everyday activities stifled as a result of poor maintenance of the drains. One of the many causes of this

Get all the affected communities residents, business entity owners and support partners involved in the overall cleaning and maintenance of drainages in Monrovia like they used to be, Mr. Andrew concluded. When contacted for comments on the clogged drainages, officials of the communications and public relations department of the Ministry of Public Works said they have adopted a new policy for the release of public information. The MPW Public Relations officials explained that only the Minister has the authority to release public information to the media, stating communication must be submitted to the Ministers office for approval.

he Superintendent of Montserrado, County Florence Brandy, has revealed that projects from 2012 might run into the Countys 2013/2014 budgetary allotment because the money is for developmental purposes. She said due to a misunderstanding with the county leadership when she first took over that has now been settled, the county leaders were not able to implement past projects. Supt. Brandy noted that the county still has lots of money that has not been touched and said that the money would help enable her administration take on future projects. The leadership is now willing to work with each other collaboratively and we still have lots of money we have not be used and passed into resolution, she said. The Superintendent made the disclosure at the ground breaking ceremony of a multipurpose community town hall in the St. Paul River District. The Town hall cost US$165, 000 and will serve as a
Multi-Purpose Building for Community dwellers. Madam Brandy said the construction of the Town Hall is among the National Governments many developmental projects to be undertaken in the Country. She said as part of the Governments Contribution, it gives US$200,000 to every county. She cautioned community dwellers to work along with contractors in making the construction successful because the Hall will be dedicated by President Sirleaf prior to her departure for this years July 26 celebration in Sinoe County. Madame Brandy explained that the Hall will consist of three offices, a conference area, and a bathroom. All we need is more support from the Government of Liberia because there are no logistics or empowerment for community leaders and other local county authority, she explained. Also speaking at the ground breaking ceremony was Rep. Edward Forh of District #16, who said in the first resolution of the County Development Fund, each district had US$151,900.00

The program was held at the Barnes Beach in Thinkers Village on the Robertsfield Highway. It was attended by teachers of WE-CAREs Reading Liberia focused schools and their families, members of the Liberia Association of Writers (LAW), illustrators, youth groups, and students of the University of Liberia and high schools. Speaking at the program was the Board Chair of WE-CARE Amb. M. Kronyan W eefur who said Today you have been rewarded for your hard work in the classroom. Lots of eyes will be watching you to see your next step as we enter 2014. Whether you will retain this particular award or get another one in 2014, depends solely on you. He called on other teachers to do their best by emulating their colleagues. The Executive Director, T. Michael Weah gave a brief overview of WE-CARE Foundation activities. He said WE-CARE was founded in 1992 as an education NGO
and presently works in the area of training teachers, writers, illustrators, establishing libraries, and publishing culturally relevant children books. Mr. Weah said Reading Liberia is a program under WECARE, supported bye CODE, the Canadian Organization for Development through Education and is presently in 66 public schools. The Foundation operates the WE-CARE Library, on Carey & Gurley Streets, with all services free including the internet. Individuals and institutions awarded at the program are: Miss Susan P. he Liberia Broadcasting System has recognized the services of seven employees and volunteer broadcasters for their commitment and dedication to the national broadcaster in 2013. Those honored were Nathan Charles as the Most Outstanding employee of the year, James Aquoi Hardest Working employee, Morris Bargury , Anthony Vanwan, Moses Whenyou and Arthur Douglas were appreciated for their volunteerism to LBS. Sub editor James Akoi, and Television News Presenter Francina Peal captured the most dedicated employee and most improved employee of the year respectively. The Television Department also received the most outstanding department of the year while an office assistant, Morris Bayogar, was named the most progressive employee of the year. LBS Deputy Director General for Administration, Mrs. Hattie Hunder, said though the entire work forces collectively worked to bring the institution to its current status, the honorees were exemplary in executing their duties. LBS Director General, Ambrose Nmah, speaking during the program lauded the honorees and said it was his managements own way of appreciating their services to the national broadcaster. Mr. Nmah said the honored employees in 2013 sacrificed relationships and friendships to do the Liberian peoples work in their respective departments with commitment and dedication to their duties. gins to taper QE and dollar liquidity drains from global markets, structural problems and imbalances will resurface. After all, competitiveness-enhancing reforms in many advanced economies remain far from complete, while the ratio of these countries total public and private debt to GDP is now 30% higher than before the crisis. This source of uncertainty coincides with weakening performance in many emerging countries. Back in 2007, emerging-market growth was expected to outpace that of advanced economies by a wide margin, before converging. Today, the advanced economies contribute more to global GDP growth than emerging countries, where growth is forecast to average 4% in the coming years. Economic conditions are slowly improving in high-income countries, but a range of downward pressures may persist for years. The US economy, for example, remains stuck in a subpar recovery: inflation is too low and unemployment is too high. Official data have often been better than expected, reflecting how resilient, adaptive, and innovative the US economy is, but pre-crisis consumer-spending and growth patterns are unlikely to recur. Improvements in the Eurozone are real but tenuous. The good news is that the disaster predicted by many pundits has been avoided, and the recession is coming to an end. But improvement does not mean resurgence: achieving the robust growth needed to reduce high unemployment, lower the debt/ GDP ratio, and improve the fiscal outlook remains elusive. The greatest risk for the Eurozone in the foreseeable future is not a disorderly exit by some countries, but rather a prolonged period of stagnant growth and high unemployment. Meanwhile, the emerging-market slowdown may well persist, particularly in the largest economies. Over the past 15 years, the BRICs (Brazil, Russia, India, and China) have achieved remarkable progress, but their reforms including new banking regulations and currency regimes have been among the least difficult to implement.
So-called second-generation reforms, which are more structural in nature, are vital to long-term growth but much more difficult to realize. Elimination of subsidies, labor market and judicial reforms, and effective anti-corruption measures are politically charged and often are blocked by powerful vested interests. The global growth slowdown is taking place against a backdrop of rising economic inequality, owing to labors declining share of national income a worldwide phenomenon, resulting from globalization and technological progress, that poses a serious challenge to policymakers. Systems that propagate inequality, or that seem unable to stem its rise, contain the seeds of their own destruction. But in an interdependent world, there is no obvious solution, because the high mobility of capital fuels global tax competition. Even in stronger-performing countries, such as the US or the United Kingdom, faster GDP growth has yet to boost real incomes. In the US, for example, median household income has fallen by more than 5% since the recovery began. More generally, lower growth is fueling popular protest and social unrest, particularly in countries that were growing rapidly (for example, Brazil, Turkey, and South Africa), owing to the impact of rising living standards on expectations. In such a charged social and political context, reviving high-quality economic growth is crucial. But where will it come from? Technological progress is a distinct, but highly uncertain, possibility. Many disruptive technologies (for example, advanced robotics, next-generation genomics, energy storage, renewable energy, and 3D printing) could drive future growth, but their full potential can be realized only in the distant future. With most governments facing fiscal constraints, officials are reluctant to consider projects that might increase public debt. But there is some low-hanging fruit productive investments that would boost long-term growth and therefore pay for themselves. A focus on four areas, in particular infrastructure, education, green energy, and sustainable agriculture could yield high economic and social returns. Ultimately, however, the path to sustained growth requires not just new policies, but also a new mindset. Our societies must become more entrepreneurial, more focused on establishing gender parity, and more rooted in social inclusion. ven though academic activities at the state-run University of Liberia over the last four years under Dr. Emmet A. Dennis have been highly admirable, 2013 was a rigmarole year with good and bad mixed up for the faculty and students. Besides the normal students and faculty exchange programs that have led many instructors and students including student leader Patrick Suah to travel to the United States of America, one major
demonstration stalled normal learning process. Beginning October to November, disruption of classes by a handful of students became the order of the day for various reasons. At one point, students who could not meet up with the registration deadline for the new academic year in October grouped and disrupted classes, situation that led to the administration giving additional one week to students to process their registration and be fully registered. The process continued until it collided with time for the mid-term examination. When schedules were placed up for mid-term, students again demonstrated against the schedule and called for additional two weeks to be given them before sitting for tests. Vice President for Academic Affairs & Provost Wede Elliot-Brownell in response to the demonstration refused to adhere to students demand and said the schedule would stand. Coincidentally, the Faculty Union of the University of Liberia met and decided to lay down chalks. They further called on the Provost to resign. The union led by Mr. Clifford Young, accused Dr. Brownell of arbitrarily dismissing instructors without observing the Labor Law of Liberia. The union went further to demand increase in salaries for instructors and accused Dr. Brownell of interfering with the duty of the Vice President for Fiscal Affairs amongst others. Students on the next day of the go-slow action of instructors joined the fray, with their leadership drafting a release calling on the Provost to give up the post and vacate the university, describing her Doctorate degree as fake without backing. On November 22, the situation turned violent and students surrounded the admin-
istration. They threw stones at the building. One of the UL security officers sustained injury. Administration immediately called the Liberian National Police and a troop of Police Support Unit (PSU) was dispatched to the campus to bring the situation under control. Dr. Brownell and Dr. Dennis were rescued by the Police to a different location, and since then the University has remained closed with the first semester of 2013/2014 in complete predicament. Following the accusations against Dr. Brownell and suspension of classes at the University, she (Dr. Brownell) held a press conference for the first time on December 12, 2013 and referred to those calling for her resignation as Academic Criminals, who are fighting back because their cartel established to extort money from students had been blocked. She disclosed that many people were on UL payroll but were not working in the university, and from the method employed to curb the situation she was able to collect LD$20 million for the university. She said department chairpersons were making business by contracting unqualified teacher assistants to teach in their places to be paid by them (chairpersons). In her position statement to the call for her resignation, Dr. Brownell said she will not leave the University of Liberia but will stay there to clean the system for better future of Liberian students. Despite the suspension of classes with investigation pending to ascertain the facts surrounding accusations from both the Provost and faculty, the University of Liberia carried on the December 18 graduation scheduled earlier.

Germany and Japan: Different Abes Yasukuni Visit Sparks World Condemnation Attitudes towards History
14 Class-A war criminals convicted by the International Military Tribunal for the Far East. All of them are culprits or commanders in Japans war of aggression and their hands were stained with blood of Asian people. While German leaders have knelt down in penitence, some Japanese leaders have all too often paid homage to these chief war criminals by visiting the Yasukuni Shrine. In doing so they trample on our painful history and deeply offend people in China and other countries that were victims of Japanese aggression. The issue of Yasukuni Shrine is, in essence, about whether the Japanese government is ready to fully repent the dark episodes of its history. In Japan, some are still unwilling to accept the post-World War II international order and attempt to whitewash its aggressive past. This denial lies at the root of Japans long-standing tensions with its neighbours. I once asked my European friends how the people of Europe would deal with Germany if it approached its history as Japan does? Could Europe have maintained 70 years of peace and prosperity? Would the European Union have been possible? On December 26, Japanese Prime Minister Shinzo Abe, in a calculated move, paid homage to the Yasukuni Shrine, arousing serious concerns across the international community, especially among Asian countries. It is widely noted that since Abe took office one year ago, he has strengthened Japans national security regime, overhauled its national defence policy, increased military spending and loosened self-imposed bans on exporting weapons. He has even gone so far as to claim that his lifelong goal is to reinterpret and ultimately revise Japans 1947 pacifist Constitution. Proposed changes include allowing the country to officially maintain a standing army. These dangerous moves challenge the post war order, setting off alarm bells and raising strong concerns among Japans neighbours and the international community. The Abe government has put Japan on a dangerous path making it the biggest trouble-maker in Asia. As observed in the New York Times regarding his visit to the Shrine, Abe is asserting Japans track away from its postwar pacifism and his deeply revisionist views of history cannot inspire confidence that Tokyo can play a bigger security role in Asia. When visiting the site of the Potsdam Conference in Brandenburg, Germany last May, Chinese Premier Li Keqiang said history is a mirror and only by facing it squarely, can we embrace the future. World War II was concluded at the price of millions of lives. These lives underpin an international post-war order that must be upheld and should not be subject to sabotage or denial. In the aftermath of World War II, the war ravaged countries of Europe and their people had such a strong desire to heal the trauma of war and build a just and lasting peace that they determined to advance European integration. Germanys repentance and unequivocal denouncement of Nazism were an essential part of this process, which led to genuine reconciliation, stability and peace in Europe. On December 7, 1970, Mr. Willy Brandt, Chancellor of the Federal Republic of Germany, knelt down in profound apology at the Monument to the Warsaw Ghetto Uprising, a scenario deeply impressed the Europe and the whole world. Successive German governments have not only admitted Germanys war crimes and apologized sincerely to Nazi victims, but have also gone out of their way to fully inform young Germans of Nazi atrocities so that they will never forget this dark chapter of history. Two years ago when I visited the Memorial to the Murdered Jews of Europe near the Brandenburg Gate in Berlin, I was overwhelmed to see the 2,711 concrete slabs that remind us that the Nazi history must never be repeated. Japan, by contrast, has failed to take action over the past 70 years to heel the deep wounds that its aggressive and ferocious wars have inflicted on the people of Asia. From Japans neighbors to its decades-long allies, the whole world continues to denounce his move, leaving him isolated in the international arena. Yonhap News said Sunday South Korea had canceled a series of defense meetings and military exchange programs with Japan, showing increasing anger at Abes provocative act. According to a government source, who spoke on condition of anonymity, deputy defense ministers from both countries convened a meeting last month and signed a memorandum of understanding to facilitate military exchanges between working-level officials. But the South Korean defense ministry has decided to call off a meeting scheduled for early next year because of Abes visit to the shrine, which honors Japanese World War II dead, including 14 class-A war criminals, Seoul described the visit as untrustworthy behavior. The previous day, Chinese State Councilor Yang Jiechi severely criticized the shrine visit, calling it a brazen affront to people of all countries that suffered from Japanese aggression and colonial rule. The Chinese people cannot be insulted, nor can people of Asia and the world be humiliated. Abe must own up to the wrongdoing, correct the mistake and take concrete measures to remove its egregious effects, Yang said in a statement. He said the Yasukuni shrine issue boiled down to whether or not the Japanese govern-
ment was able to repent its militarist aggression. Abe is the prime minister of Japan. His visit to Yasukuni Shrine is by no means a domestic affair of Japan, still less an act by an individual, he said. South Korea and China, which both suffered from Japans militarist aggression, are not alone in voicing strong dissatisfaction over the controversial move. Major U.S. newspapers published editorials following Abes visit on Thursday, warning against the risky nationalism and militarism that appeared to be behind the move. The Washington Post said Saturday it was likely to further weaken Abes international standing and Japans security. By agreeing to the relocation of a U.S. marine base in Okinawa, Japan had taken a step toward stronger military alliance with the United States, but he also complicated the prospects and undermined the cause by paying homage to the war shrine at the same time, the newspaper said. The Obama administration, despite its pleasure over the Okinawa base development, felt compelled to publicly criticize the Abe administration, it said. The prime minister risks isolating his government in the region and making cooperation with the United States more difficult. A New York Times editorial noted Friday it had been seven years since a sitting Japanese prime minister visited the Yasukuni Shrine, a recognition at the highest levels that the site is symbolically repugnant to China and South Korea and that such a visit is detrimental to relations with them. Abes ultimate goal was to rewrite Japans pacifist Constitution, which restricts the right to go to war, it said, adding it
was a move of which Japanese Emperor Akihito disapproved. A Wall Street Journal editorial said the same day that Abes visit triggered criticism from China, South Korea and the United States, which it said was a strange coalition that highlights the enduring delicacy of East Asian politics nearly 70 years after World War II. It is troubling enough that some senior Japanese officials persist in whitewashing the truth about chemical weapons, sex slavery and other wartime atrocities, said the editorial titled Shinzo Abes Yasukuni Offense. UN Secretary-General Ban Ki-moon said Friday he was aware of Abes visit, saying it is highly regrettable that tensions from the past are still plaguing the region. Ban said leaders bear special responsibility to be sensitive to the feelings of others, especially the memory of victims, as the region should strive to be forward-looking and harmonious. The secretary-general has consistently stated that the countries in Northeast Asia are important partners for the United Nations whose contribution is significant in shaping our future, his office added. Abes move has also stirred huge domestic debate. Kyodo news said in an editorial Saturday the prime ministers decision to visit Yasukuni Shrine was not only a disappointment, but a grave tragedy for the overwhelming majority of Japanese and their American friends. Prime Minister Abe had a unique opportunity to close the chapter on the war and change the subject to Japans future role in the region. 1937, at least 300,000 Chinese were killed over the course of six weeks by barbarian Japanese soldiers. JUST TRIALS In 1946, the International Military Tribunal for the Far East, also known as the Tokyo Trials, was convened to try Japanese war criminals in implementation of the Cairo Declaration, the Potsdam Declaration, the Instrument of Surrender and the Moscow Conference. In particular, the Potsdam Declaration had called for trials and purges of those who had deceived and misled the Japanese people into war. The court formally prosecuted 28 Japanese Class-A war criminals, including wartime
Prime Minister Hideki Tojo, and sentenced Tojo and six other criminals to death. The tribunal, operating from early 1946 until the end of 1948, was composed of 11 judges from 11 nations, including the United States, China, the United Kingdom, the Soviet Union and Australia. The international trials took two years and seven months, held 818 open hearings, involved 419 witnesses attending the court and 779 sending their written testimonies, with verdicts totaling 1,231 pages and taking seven days to read. The tribunal was the biggest post-WWII international trials in scale and duration, surpassing the Nuremberg trials. Both the legal documents backing the Tokyo Trials and the conviction of the war criminals have been recognized by Japan.
ENSHRINING OF CONVICTED WAR CRIMINALS Since 1978, the convicted war criminals have been enshrined in Yasukuni. The Yasukuni Shrine was so notorious that the current Japanese Emperor Akihito has not visited the shrine since ascending to the throne in 1989. Wartime Emperor Hirohito, known posthumously as Emperor Showa, refrained from visiting the shrine. Given the clear fact that the conviction of the war criminals is recognized by Japan, Abes choice to visit the Yasukuni Shrine was a deliberate attempt to deny the historical conclusion on Japanese militarism, and challenge the postwar world order. We will see schools embrace and adopt more ICTs and our higher institutions will adopt more innovative ways to deliver education leveraging their newly acquired access to technology and internet connectivity. One of these innovative approaches includes the addition of an online learning component to their current offerings.

We may see a new initiative that will increase the number of computer programmers and software developers in Liberia. One of them is the Computer Science program that W. V. S. Tubman University is about to begin. Through institutions like Starz, UMU, AMEU, UL/ India Online Program, and other capacity building firms, we will see more Liberians garner the training necessary to build systems that will help us become e-ready. We will see mobile classrooms and the use of social media as a teaching tool. Broadband, as we all know, is supposed to provide fast, always-on and un-metered access to the Internet and a free phone line while using the Internet. But the shift to broadband requires massive investment in terms of networks and infrastructure. I hate to sound pessimistic, but from the list of priorities that the Government has shown, we may have
to wait a little longer to enjoy the benefits of the ACE optical fiber cable. Unless LIBTELCO or the Cable Consortium locates funding from elsewhere to build the necessary infrastructure, our chances of enjoying the benefits (e-health, e-banking, e-EVERYTHING) that ACE brings in 2014 are very slim. But we will see Internet Service Providers (ISPs) and Telecom operators bring in more innovative services and products including triple play, and online radio stations. And, as competition increases we will see better services and products at lower costs. We may see our national operator, LIBTELCO move toward a more demand pull approach as compared to the technology push that most folks have been advocating. Demand Pull approach means that we devise means or ways to lure people to use our services. On the other hand, a technology push means that the services or products have been developed hence, demand must be created. Banks will need to be more progressive and aggressive in ensuring that they create a more convenient and customer-service oriented environment. The System Down problem that faced major banks needs to go away. More importantly, with newer and better technologies available today, anything less than us-
ing those technologies to better the experiences of customers is simply a disservice to them. In the business sector we will see more companies automate services and systems as they grasp the impact that ICTs have on competitive advantage and profits. We will see businesses invest more in their ICT capacity by updating ICT professionals skills and roles to suit new technologies and the evolving global ICT environment. But for all of the above to occur, we will need to come up with a clearing house for best practices for ICT training. Also, Liberians, most especially young and educated Liberians, must understand that they have an obligation to educate themselves on the skills needed to participate in an increasingly broadband-mediated world. They should not only rely on government or their employers to provide build their capacities, especially at a time when the Internet provides adequate learning resources. We would like to see the government (GoL) emerge with a plan that eliminates the currently disorganized and dysfunctional ICT arrangement in which its ministries and agencies run independent ICT infrastructures, and move to a centralized and organized arrangement. This centralized and organized arrangement I am proposing involves either the full utilization of LIBTECO as a datacenter and service provider, or/and the creation of an entity that champions ICT in Liberia. Leveraging the ACE submarine optical fiber cable by integrating open source software, Voice over Internet Protocol or VoIP, cloud computing, and other innovain their academic life after reading or studying them. Regarding validity of the books, Mr. Flomo stressed that they are recently published books that have lasted for not less than five years. According to him, schools in the United States and other developed countries clear their libraries after every five years to bring in new books so as to enable the business of book publications to run, and this does not mean the books are outdated. The books are useful and it is the same information everywhere in the world. Clearing them out is only meant to keep the business of books publication running so that writers will not go out of business, but thats the same information about any career highlighted in that text, he said. He assured that there are more textbooks that they are willing to bring to Liberia, but are waiting to see the new curriculum so that the books will be in conformity with information needed in the curriculum. Mr. Flomo commenting on this issue indicated that though they have a few texts about Africa, there is still a need to read about other continents and

Therefore, our leaders need to view ICT as a major driver of economic development, growth, and prosperity, and ensure that the year 2014 becomes a year of action. Let it be a year in which we all work towards digital inclusion.

HELLO was founded in 1993 and had been involved in bringing relief items including clothes, toys, and other needed materials for Internally Displaced Persons (IDPs) in displaced camps during the war years.
Liberian philanthropic organization based in the United States, Help Encourage Liberias Little Ones (HELLO) has turned over 40,000 pieces of textbooks of various subjects to sixteen schools in Monrovia and other parts of the country. The books according the Executive Director of HELLO, Ebenezer K. Flomo, comprise Language Art, Mathematics, Biology, Chemistry, Medical texts, and World History, amongst others. There are also college level subjects including Accounting, Business Management, and Information Technology among the books to help at that level of higher education. Alternative Dispute Resolution (ADR), including various forms of mediation, arbitration and other justice services, is regularly referenced as a solution to challenges faced by the Liberian justice system, including: increasing congestion of court dockets; high numbers of land disputes; significant costs of litigation; procedural delay; and the adversarial nature of proceedings. The Ministry of Justices three-year ADR project will explore ways by which the justice system can be more responsive to the needs of Liberians and examine means of resolving disputes outside of the formal legal process. The overall objective of the ADR project is to determine how ADR is being used in the Liberian context and pilot models that increase the effectiveness, accountability and sustainability of local ADR initiatives through some form of institutionalization or support by the MOJ.
2. Background
The objective of the assignment is to provide management, administrative and technical advice and support to the Ministry of Justice on the establishment of Alternative Dispute Resolution (ADR) in Liberia through the piloting of ADR system in four counties. Duties & Responsibilities: Under the supervision of the Program Manager, the National Consultant in collaboration with the International Consultant will be responsible for helping to facilitate, consensus building and design of the pilot ADR activities; and establishment of pilots in four counties. According to the Bank, effective risk management can provide both resilience to withstand adverse events and the ability to take advantage of development opportunities. It is, therefore, in the mind of the Bank, a critical ingredient in the fight to end poverty. According to the World Development Report (WDR) 2014, titled Risk and Opportunity: Managing Risk for Development, adverse shocks above all health, weather shocks, and economic crises play a major role in pushing households below the poverty line and keeping them there. The report concludes that managing risks responsibly and effectively can save lives, avert economic damages, prevent development setbacks, and unleash opportunities. Risk management can be a powerful instrument for development, bringing security and the means of progress to people in developing countries and beyond. The World Bank observed that over the past 25 years, the world has experienced rapid integration, economic reform, technological modernization, and increased democratic participation, but has also endured financial turbulence, job and income loss, and environmental damage. The WDR contends that, rather than rejecting change in order to avoid risk, people and institutions need to prepare for the opportunities and risks that accompany change. The report argues that proactive, systematic, and integrated risk management efforts are needed more than ever. Were advocating a sea change in the way risk is managed, said World Bank Group president Jim Yong Kim. Our new approach calls for individuals and institutions to shift from being crisis fighters to proactive and systematic risk managers. Doing so will help build resilience, protect hardwon development gains, and

he president of the Liberian Business Association (LIBA), Mr. DeeMaxwell Kemayah, said once there is no economic peace and security for Liberian business people, especially those engaged in small businesses, the much publicized Vision 2030 and the Agenda for Transformation (AfT) will not achieve their goals. Kemayah said that he was frustrated over the idea that the government continues to speak of Vision 2030 and nothing is being done to empower Liberian owned businesses around the country.
According to him, It is saddening and unfortunate to see owners of small and medium sized enterprises struggling in our emerging economy just to make ends meet for their families while government keeps speaking of Vision 2030, which he said is not been implemented. The president of LIBA made the statement recently when he identifies with over 500 children at his Paynesville resident during the festive seasons. Mr. Kemayah also added that if the Governments Vision 2030 must work in this country, the Government must see the need to empower our Liberian-own businesses.
He stressed that if the government cannot empower Liberian-owned businesses, it go away with the idea of Vision 2030, the year that the Liberian Government thinks that most Liberians would have been in the middle class. LIBA president suggested that the Government needed to look at this vision 2030 very carefully in this country, because the people are suffering. Mr. Kemayah used the occasion to also call on the Government to look at the Public Procurement and Concession Commission (PPCC) laws, which, according to him, prevents Liberians from getting access to contracts or loans.

One year later, (March, 2013,) the Canadian government through the Minister of International Trade and Commerce wrote a very diplomatic and cordial letter to the current Minister of Lands, Mines and Energy in regards to the Liberty situation and the importance of a predictable framework, and an environment in which Canadian companies can continue to invest in the Liberian resource sector with confidence.

new book that exposes alleged white collar crime, corporate bribery, and government corruption in the resources sector of Liberia was launched on Sunday, January 5, at a resort in Monrovia. The book entitled: Corruption 101: Liberian Style, was written by Canadian entrepreneur Len Lindstrom. Mr. Lindstrom is the president and chief executive officer (CEO) of Liberty International Mineral Corporation. His highly investigative 618page book focuses on key events, facts and laws pertaining to the case of Liberty versus the Ministry of Lands, Mines, and Energy (MLM&E), and the Government of Liberia. It details Libertys fight for justice in the midst of gross corruption, extortion, economic sabotage, and violation of Court Injunctions through bought-off lawyers, tampering with official court records, and repeated flagrant assaults against the sanctity of the courts of Liberia. The book has over 300 pages of exhibits and is the result of five long years of frustration and immense economic loss for Liberty, a Canadian-based mineral corporation with six subsidiary companies in Liberia. According to Mr. Lindstrom, Liberty has been repeatedly cheated, manipulated, extorted and lied to by MLME and the government, despite the fact that Liberty won a clear and decisive judgment in the Civil Law Court on March 11, 2011, wherein the court adjudged that the actions of the MLME were illegal, irregular, and improper. In Corruption 101: Liberian Style, it is stated the lower court on two different occasions ordered all Liberty mineral concessions and licenses reinstated
and extended; nevertheless, no appropriate response to the explicit orders of the court have been taken. As documented in the book, Liberty began operations in Liberia in June, 2004, and reportedly paid almost US$1,150,000 in license fees, and aggressively explored its licensed properties with a professional team of up to 24 geologists. These geologists included those seconded by the Ministry. Liberty also hired almost 300 employees and contract workers. They then discovered 17 potential mineral deposits, only to experience illegal practices along the way including the illegal termination of all its licenses and expropriation of its properties, and illegal issuance of its licensed territories to third party companies. These companies reportedly undertook highly unethical practices clearly in direct violation of business law. Remembering that it takes two to tango,--- meaning government corruption cannot flourish without having complicit partners---Lindstrom sheds light on unscrupulous international corporations, which were willing to pay huge bribes and offer substantial hidden shares in their companies in order to violate the rules of fair and honest business. Among the companies issued licenses illegally were some who later sold the entire project for US$145,000,000 with 10% of the proceeds going to a Liberian resident in the UK who was no doubt acting as the front man or White Glove to channel funds back to government officials. Those government officials then arranged and granted the illegal license. Some of the alleged transactions were catalogued in the book by a phantom company operating as a front for a multibillion dollar gold producer. Originally from Mozambique he played for Portugal because his country was under colonial rule at the time. He was 71, and would have been 72 on Jan. 25, 2014. He featured for Benfica, and played for the Portugal national football team. He was adoringly called Black Panther by soccer fans because of his passion and the ability to make things happen on the field. It was also due to the respect that he earned as a black man, just as many Europeans described African players as Pele after the Brazilian legendary marksman who played at the time Eusibio was part of the Portuguese team. Eusibio was a maestro in the midfield and during the World Cup in 1966, the Portuguese team revolved around him. At age 24, Eusibio played marvelously and endeared himself to both Portuguese and Mozambique fans. He was

signed on by Benfica, which rumors indicated he had been kidnapped. The rumor died down after the team signed him on. In the 1966 World Cup he led Portugal to the third place. It was the magic of Eusibio that changed the Portugueses misfortune when he scored four goals to win 5-4. That was the best game of my life in a Portugal jersey, Eusebio reportedly said. Eusibio was awarded the Ballon dOr in 1965 and won the Golden Bootin 1968 and 1973. At his prime he was 5 feet 9 inches, and weighed about 160 pounds, research has indicated.
