1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of following polyethylene insulated & sheathed armoured/un armoured pilot wire
& telephone cable with copper conductors, intended to be used in the system
(telecommunications network and protection system) of the Saudi Electricity Company, Saudi
Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract Schedules
for project, as applicable.


3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer may
propose equipment/material conforming to one group of Industry Codes and Standards quoted
hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 Design Criteria

4.1.1 The pilot wire cable shall be of a proven design and meet or exceed the
requirements of this specification in all respects. The pilot cable shall be
suitable for use with the service conditions mentioned in 01-TMSS-01.

4.1.2 The cable dimensions shall be as specified in Data Schedule.

4.1.3 The cable design shall prevent ingress of water radially and longitudinally.
Manufacturer shall clearly indicate the cable components providing the above
water ingress prevention.

4.1.4 The pilot wire cable shall be certified for continuous operation at 75C in wet
(salt water) or dry locations. Installation can be in aerial, duct and direct
burial.

4.1.5 For Type-A only

Unless otherwise specified, the cable shall be manufactured in accordance with
ICEA S-61-402 and 01-TMSS-01.

4.2 Ratings

The cable ratings shall be as specified in Data Schedule.

4.3 Materials & Fabrication

4.3.1 Conductor

a. For Type A

Multiple pair cable shall have 0.65 mm2 (19 gauge) minimum, solid
uncoated copper wire conductors, conforming to the requirements of ASTM-
B3, except that the requirements for dimensions and permissible variations
shall be waived. The electrical parameters of the conductor shall be as
specified in Data Schedule.

b. For Type-B

Each conductor in the cable shall consist of a solid wire of standard
annealed copper, smoothly drawn, circular in section, of uniform quality,
free from defects having a diameter in accordance with table No. 1.

The standard pilot cable for protection or telecommunication shall be
1/0.9mm, 12 pairs.This standard pilot cable shall be supplied unless the
accompanying order or contract specifications state differently.

c. For Type-C

The pilot cable used in this area will consist of following 3 types and
each pilot cable shall have plain copper conductor.

i. 5 Twisted Pairs

The 5 twisted pairs pilot cable shall have 1.4 mm wire dia and shall
be used for new cable feeders for protection.

ii. 20 Twisted Pairs

The 20 twisted pairs pilot cable shall have 0.9 mm wire dia and shall
be used for new cable feeders for control/telemetering speech
services.

iii. 7/54 Pairs

For looping with existing system pilot cable of 7/54 type similar to
existing cable shall be used. The pilot cable shall consist of
combined protection/ control cable, which shall comprise of 7 triple
cores for relay protection services and 54 pairs for
control/telemetering speech services.

4.3.2 Insulation

Each conductor shall be covered with extruded polyethelene. The radial
thickness and colouring of insulation shall be such that all the requirements of
this specification are met.

For Type-A

Primary conductors shall be insulated with an average of 0.64 mm (25 mils) of
extruded polyethylene. The minimum thickness at any point shall not be less
than 90% of the average thickness.

The physical and electrical properties of the insulation shall be as specified in
Data Schedule.

4.3.3 Standard Cable Sizes and Cable Design (For Type-B)

The standard telephone cable designs are unit stranded or concentric stranded.

a. Armoured Cable

1/0.5 mm. 5, 10, 12, 20, 30, 50, 100 pair cables.
1/0.63 mm. 5, 10, 12, 20, 30, 50, 100 pair cables.
1/0.7 mm 5, 10, 12, 20, 30, 50, 100 pair cables.
1/0.9 mm. 5, 7, 10, 12, 20, 30, 50, 100 pair cables.

b. Unarmoured Cables

1/0.5 mm. 5, 10, 12, 20, 30, 50, 100 pair cables.
1/0.63mm 5, 10, 12, 20, 30, 50, 100 pair cables.
1/0.7 mm 5, 10, 12, 20, 30, 50, 100 pair cables.
1/0.9 mm 5, 10, 12, 20, 30, 50, 100 pair cables.

c. Unit Stranding

Pairs may be unit stranded, each pair referred to by number shall be
coloured to comply with Table-2. Units shall preferably be 10 pair units.
Tape lappings identifying units shall be colour coded in accordance with
Table-2, (other pair units in accordance with IEC 60189-2 Appendix-A
will be considered).

d. Concentric Stranding

Pairs may be concentric stranded into a compact and circular cable. Each
pair referred to by number shall be coloured to comply with IEC 60189-2
Appendix-A.

4.3.4 Twinning And Laying Up

Insulated conductor shall be twisted together to form pairs. To minimize cross
talk, each pair shall be twisted to a length different than any other pair of the
core.
The length of lay shall be such that the two wires forming a pair are not
disassociated by normal handling during jointing.

4.3.5 Binding Tape

A suitable non-hygroscopic, heat resistant/non-combustible binding tape of
appropriate thickness shall be applied over the laid-up multi-pairs as a dielectric
and heat barrier.

Tapes used in the cable shall be polyester or polypropylene or other approved
material. Colours or markings shall be readily identifiable. Neither the tape,
the colour nor the marking shall be affected by the cable constituents.

4.3.6 Individual Screen

ForType-C , each pair shall be individually screened.

4.3.7 Filling

a. For Type-B

The cables shall be filled with a suitable compound which shall remain
stable up to 55C. The compound shall not harm any cable component
and shall not obscure the identification colours of the insulated
conductors. The compound shall be readily removed by wiping the
conductor during jointing, it shall be free from unpleasant odour, shall
present no toxic or dermatitic hazard, nor contain prohibited material.

b. For Type-C

The cable shall be protected against ingress of water in longitudinal and
radial axis and shall be water tight (fully filled) which can be achived by
filling suitable jelly/compound between conductors and between pairs.

4.3.8 Inner Sheath

In case of armoured cables an inner sheath as an armour bedding of extruded
black polyethylene compound in accordance with national or international
specifications shall be provided. The inner polyethylene sheath shall contain
effective termite repellant.

For Type A, a black polyethylene jacket shall be applied by extrusion over the
cable core. The nominal thickness shall be 1.40 mm (55 mils). The minimum
thickness at any point shall be not less than 90% of the nominal thickness.

4.3.9 Screening

a. For Type-A

Shield shall be copper tape with a minimum thickness of not less than
0.254mm (10 mils). The copper tape shall be smooth when applied on
inner jacket with a positive overlap.

b. For Type-B

Cable shall be supplied with an aluminum foil moisture barrier laminated
with the inner sheath rendering this acceptable as a screen also.

If specified in the order or project specifications, an improved screening
factor shall be provided for both armoured and unarmoured cables, the
cable shall be better screened using aluminum tapes applied in one of the
following 3 ways:

i. A nominal 75 micrometer tape applied with a suitable lay and an
overlap of not less than 30%.

ii. Two nominal 75 micrometer tapes applied with a suitable lay in the
same direction.

iii. A nominal 150 micrometers tape applied longitudinally with an overlap
of not less than 6.5 mm.

c. For Type-C

The cable shall be provided with on overall screen in addition to
individual pair screen.

4.3.10 Armour

a. For Type-B

Armoured cable shall be supplied with galvanized steel wire armouring,
each wire being nominally 1.78 mm diameter, and a sheath laminated
aluminum screen. This type of armouring and screening shall be supplied
on armoured cables unless the accompanying order or Project
Specification specifies differently. In such a case, one of the following 3
methods may be adopted.

i. Steel tape armour, minimum thickness of tape 0.2 mm. Two such
tapes shall be helically wrapped around the inner polyethelene sheath.
The inner tape shall be open helix covered by an outer overlapping
tape.

ii. Corrugated steel armour.

iii. Aluminum armour wires coated with a waterproof compound.

b. For Type-C

The cable shall be provided with armour. The armour shall be double
galvanized steel wires.

4.3.11 Water Blocking/ Moisture Barrier

The cable shall be protected against ingress of water in longitudinal and radial
axis ( For Type-A & C).
The cable shall be supplied with an aluminum foil moisture barrier laminated
with the inner sheath rendering this as a screen also (For Type-B).

4.3.12 Outer Sheath

Outer sheath of black polyethylene containing an effective termite repellent
and protected against rodents shall be provided. Dimensions of the outer sheath
shall be such that the requirements of voltage withstand are met.

For Type-A

Outer jacket shall have a minimum thickness of not less than 1.52 mm (60
mils). Jacket shall be black polyethylene extruded over the assembly.
The other requirements of the jacket shall be as specified in Data
Schedule.

4.4 Marking

4.4.1 Conductor insulation shall be black and white for pairs.

4.4.2 Each pair shall be individually numbered in multiple conductor cables.

4.4.3 The inner and outer jacket shall be colored black.

4.4.4 The outer jacket for all the cables shall be durably marked at intervals not
exceeding one meter with the following minimum information:

5.0 TESTS

All test results shall be provided for review and approval by SEC.

5.1 Type (Design) Tests

All type (design) tests prescribed in the relevant standards as listed under clause 3.0,
shall be performed on a pilot cable having same design, arrangement and ratings as of
those to be supplied or on the first unit of every new design, rating or size to be supplied
to SEC.

Certified test report of type (design) tests performed on a complete pilot cable having
same design, arrangement and ratings as of those supplied earlier and acceptable to
SEC, may be submitted for review and acceptance in lieu of the required type (design)
tests above.

5.2 Routine (Production) Tests

All routine (production) tests prescribed in the relevant standards as listed under clause
3.0 shall be performed on assemblies and on individual components.

5.3 Electrical Data and Test Voltage

The test voltages shall be specified in Data Schedule.


5.4 Voltage withstand (For Type-B&C)

All cables to this specification shall have a voltage withstand capability of 15 kV which
means that a standard drum length of cable shall tolerate a sinusoidal wave form at a
frequency of 60 Hz applied as follows :

The voltage shall be increased gradually and maintained continuously for one minute at
the RMS values specified below:

5.4.1 10 kV between each conductor and the remaining conductors connected to
the armour and earthed.

5.4.2 15 kV between all conductors bunched and the armour which shall be earthed
(the voltage shall be maintained for 3 minutes).

No breakdown of insulation shall occur. As a special provision, a DC test voltage 1.5
times the AC test voltage applied for one minute is acceptable.

5.5 Capacitance Unbalance (For Type-B)

The maximum corrected capacitance unbalance between adjacent pairs shall not
exceeded 500 PF per 500m, measured as follows:

5.5.1 Pair to pair capacitance unbalance measurements shall be made at audio
frequency. During measurement all conductors other than those under test and
where present the screen and armour shall be connected to earth.

5.5.2. The measurements shall be corrected as follows, L being the length in metres
of the cable under test. Lengths less than 100 metres shall be considered as
100 metres.

The measured value shall be divided by :

The measured values of capacitance unbalance shall be supplied with the
cable documentation.

5.6 Mutual capacitance (For Type-B)

5.6.1 The average mutual capacitance of pairs shall not exceed 67 nF/km, except in
the case of 0.9 mm conductor where 71 nF is acceptable.

5.6.2 The mutual capacitance shall be measured at a suitable audio frequency.
During the measurement all conductors other than those under test and where
present the screen and armour shall be connected to earth.

5.6.3 The mean value shall be supplied with the cable documentation.

5.6.4 The method of measurement is described in Sub-Clause 5.4 of IEC Publication
60189-1.

5.7 Insulation Resistance (For Type-B)

5.7.1 The insulation resistance shall be measured between each conductor and all
other conductors connected together. Where screen and armour are present
they shall also be connected to the other conductors.

5.7.2 After application of 500 V DC for one minute, the measured value shall be not
less than 1000 M/km at 20C.

5.7.3 The value shall be supplied with the cable documentation.

5.8 Attenuation (For Type-B)

Suppliers shall state the expected nominal attenuation figures at 300, 800, 1000, 2000,
2500, 3400 Hz in db/km at 10C. Tables shall be submitted for each size and type of
cable to be supplied

5.9 Insulation Resistance Characteristics (For Type-C)

5.9.1 Insulation resistance between each conductor and remainder connected
together and to the copper screen and armor. The resistance will be measured
after not less than one minute of steady electrification at 1,000 V DC.
Value: Min 20,000 M/km

5.9.2 Insulation resistance between screen and earth under the same conditions as
above.

5.9.3 Value: more than 200 M/km

5.10 Conductor Resistance (For Type-C)

5.10.1 The loop resistance of each conductor of each drum length of cable shall be not
more than 37 /km at 20C.

5.10.2 Resistance unbalance of conductors in a pair shall not be more than 1%.

5.10.3 Resistance unbalance of any two pairs shall not be more than 2%.

5.11 Capacitance Requirements (For Type-C)

5.11.1 Max 50 nF/km for protection and control pairs measured at 800 Hz. The
average effective capacitance of all the pairs in a factory length shall not
differ from rated value by more than 4%.

5.11.2 Capacitance unbalance between within a two pairs circuit in the cable when
tested at 800 Hz will not exceed 200 pF for 200 m length.

5.12 Cross-talk (For Type-C)

The minimum value for far end and near end cross-talk ratio between any two circuits
will be 60 dB (at 800 Hz) for 1500 m length and shall be tested and proved after
installation.

5.13 Factory Tests (For Type-C)

5.13.1 As per IEC 60229 & 60811 :

a. Dimensional Test.
b. Conductor Resistance Test.
c. Insulation Resistance Test.
d. Capacitance Measurement Test.
e. Capacitance Unbalance Test At 800 Hz.
f. Cross-Talk Attenuation Test: Far End & Near End At 800 Hz

5.13.2 Voltage Test On Cable

i. Protection Core

a. Each Conductor/ All Conductors And Screen 15 kV AC/1 Min

ii. Control Core

6.0 PACKING AND SHIPPING

The cable shall be supplied with sealed ends on a non returnable drum. The cable drums shall
be arranged to take a round spindle and be lagged with strong closely fitting battens, so as to
prevent cable damage. The lengths shall be so drummed that the rotation of the pairs at the
running end (in the case of concentric cables) shall be clockwise and marked red. The anti-

clockwise inner end shall be marked green. Each drum shall bear the following information,
branded, painted or neatly chiseled on one outer flange.

Drum lengths are specified in the accompanying order or project specification where
