The Government built the Government Intranet and created the Access system based on 4 main state information resources: Population Register Companies Register Transport Means Register Drivers Register The system allows on-line access of: 176 public authorities, 24 Embassies of Moldova to help citizens of Moldova to issue identity documents in case of lost or theft, 34 companies (total of 2000 users). In 20079 2008 4 bn accesses were served.

Moldova definitely lags behind world average and European Union countries on e-government implementation

Main Barriers/Problems

The main barriers for development (1):


Inefficient Law implementation The low affordability of internet connectivity (5 -10 times higher than in other neighbouring countries in per capita affordability terms); Weak educational system in the ICT area; De-facto monopoly in the telecommunications sector and unfair public tendering often favouring state-owned software developing companies; Non-shared facilities of telecom companies is increasing the costs and is hampering development; While some fiscal exceptions for software companies established, the costs of doing business in the ICT sector is generating competitive disadvantages for Moldovan companies. Low ICT sector visibility and non-functional strategies: ICT in Moldova still is perceived as separate from other components of the knowledge economy, such as high education and Research & Development activities. Frequent turnover of Public Authorities employees is delaying achievement of the planned results of UNDP and other donors assistance

The main barriers for development (2): Lack of sufficient involvement of beneficiary counterpart in the project activities (endorsement of documents, taking the decision, etc.) due to overload in main activities that is hampering the implementation process. Lack of efficient motivation mechanism for those who are involved in UNDP and other donors funded eGovernance project Government IT systems developed / under development are geared more towards control and monitoring functions rather than to services for citizens and business The mechanisms of use electronic document with digital signature in public administration authorities/business/citizens is not widely implemented. Only one certification centre is created. Lack of Project management skills of public servants Lack of funding

Positive factors
-Financial

/ economic / crisis is not only a problem but a new opportunity for development -Strong Political will and Government engagement

-The established partnership of the Ministry of Information Technologies and Communications with newly established Association of private ICT companies will improve the strategy development process
-The Government recently established e-Government Centre -The massive support of World Bank, USAID, UNDP and other development partners

E-Transformation National Commission, chaired by Mr. Prime Minister, represented at the ministerial level. Board of Directors, President - Minister of State, Vice-President - Minister of Finance representing the level of vice-ministers, Ministry of ICT, Economy, Education, Justice, Interior, Labor, Family and Social Protection, the National Bank. Board of observers , representatives of the private sector, civil society, development partners, Chamber of Commerce and Industry.
